We are staying on top of a House Hearing on voting discrimination. Any minute, we could hear more about all of it at House Speaker Nancy pelosis weekly briefing. Reporters awaiting the speaker of the house. We also might hear something about a potential breakthrough on the George Floyd Justice in policing act in the senate. Also right now, three communities three are calling for Accountability And Transparency from their Law Enforcement agencies. We are talking about the shooting of Makhia Bryant in columbus ohio, the deadly shooting of Andrew Brown junior in North Carolina and the deadly shooting of Daunte Wright in minnesota, killed ten miles away from where George Floyd was murdered. Wrights funeral set to start two hours from now. I want to get to our reporters on the ground following the aftermath of the shootings. Police are releasing more Body Cam Footage in ohio. They are releasing 911 Audio Calls as well in the shooting of Makhia Bryant. What more do we know about the investigation there in columbus at this point . Reporter craig, that Body Cam Video and the audio of the 911 calls released within nearly 24 hours of the incident. Makhia bryant, the 16yearold girl was shot and killed Tuesday Afternoon just before we heard the verdict in the derek chauvin trial. In the audio, you can hear the police responding to calls for an apparent knife fight. When they arrive on scene, the video may be disturbing for some of our viewers. You can see the Officer Exit the vehicle as the altercation, you can see a knife in makhias hand. He shoots and fires four shots. We reached out to the Coroners Office to figure out how many shots hit her. Thats currently unknown. You do see the knife on the ground at the end of the video. The investigation is ongoing. The officer in question has been employed at the columbus Police Department since 2019. The death of Makhia Bryant is the 34th Person who has been shot and killed by Law Enforcement here if columbus. The community really looking and asking for answers to resolve this tension. The mayor of columbus telling Nbc News what his message to parents of people of color would be. Take a listen. To our parents of color, continue to hold us accountable. Continue to press on us for Change And Reform in the types of officers we recruit, how we train them and how we hold them accountable. Because every child in this city and in cities across america, regardless of their color of their skin, deserve to be safe in their interactions with Law Enforcement. Reporter friends and Family And Community members expressing heartache at a vigil and demonstrations overnight that were largely peaceful. Makhias aunt saying she was defending herself and expressing anger. This investigation has been turned over to the Ohio Bureau of criminal investigation. They are Questioning Witnesses and the officer in question in that investigation and it will be continuing over the rest of the week. Quickly here, that statistic, 34 people in columbus killed by police, whats the time thats not over the past year, is it . Reporter i apologize. Its over the past six years. Shes the 17th Teenager over that Time Line to be killed as well. Catie beck, North Carolina, the bureau of investigation looking into the shooting of Andrew Brown, junior. He was fatally shot by deputies serving a search warrant. Shot in his car. We dont have Body Cam Footage. What do we know about what happened in North Carolina . Reporter theres still a lot of unanswered questions and cries for transparency and getting those answers are certainly getting louder from those in the community. We are standing on the street where the home of Andrew Brown is and where this incident took place. What we know from police is that 8 30 yesterday morning, they were serving a search warrant. At that point, there some type of confrontation that resulted in a fatal police shooting. They have not let on much more than that, what led up to it and the circumstances around it are still sort of sealed at this point. We have heard from Police Yesterday at a press conference. They really didnt offer much more than what i have just told you. People here in the community are, like in other communities, demanding transparency, demanding answers and demanding to see the Body Cam Footage which police say does exist. They did Kwon Firm that. The State Bureau of investigation is handling this, is handling this investigation and trying to piece together a Time Line that they say they will provide. They say these answers will come out. That doesnt satisfy people here in the community that really want these answers now and really want to start the process of seeing exactly what led up to this shooting. The North Carolina chapter of the naacp just put out a statement a half hour ago demanding that the state leaders take action to resolve this and bring forth that Body Cam Footage so they can see exactly what happened. Their exact words were, we dont want to be another minnesota. This is something that is percolating here on the ground as the hours pass without answers. Catie beck there. Shaq, let me turn to you. Folks in minneapolis still in the process of healing after the chauvin verdict. You have these fresh wounds with Daunte Wrights shooting. Whats the mood there right now as his family prepares to lay the 20yearold to rest here in about two hours . Reporter its somber. You see the hearse that pulled up not too long ago in front of the church. The doors to the church opened. His casket was taken inside. We expect to hear from his family. His parents, his mom and dad, they are expected to speak. We will hear from his siblings, six brothers and sisters. We will see his 2yearold son that he left behind as well. We know there are high profile speakers, Al Sharpton will deliver the eulogy. Benjamin crump will deliver what the family is calling a plea for justice. We know amy klobuchar, the senator from minnesota, will be on the program as well. We are expecting that somber day in terms of the investigation and the officer responsible for his death, she is currently charged with second Degree Manslaughter after she said taser, taser, taser and fired that bullet into Daunte Wright. We know those charges are pending. She made her first Court Appearance just last week. To underscore the overlap that this community is facing right now, that minneapolis is facing, we expect to see the family of George Floyd. George floyds family will be here at this Memorial Service to help support the family of Daunte Wright. You get the overlap, that sense of overlap in this community. Of course, his killing happening just about five miles from where George Floyd was murdered. Shaq brewster in minneapolis. Thanks to all of you. I want to turn to former seattle Police Chief Carmen best. Chief, lets start with 16yearold Makhia Bryant. Columbus police released this Video Piece by piece since tuesday. Whats your analysis of what we have seen so far in this particular case . What needs to happen next in this particular case . Well, its tragic. Thats the first thing that comes to mind is tragic. As you know, these incidents are often quickly evolving. Officer trying to make life and death, Split Second decisions. They will have to break i appreciate the fact that they got the video out there quickly so people could make some assessments about what was occurring. Obviously, the people are very upset. I think we will have to see what potential was there for him to slow that situation down if any. Its horribly tragic. We always are working on tools as you know, i was in Law Enforcement for almost 30 years. I know that we need to work on tools on how to deescalate coming into these situations and bring the temperature down when its plausible to do so. I think they are going to have to evaluate, was that possible in this case to do so. Either way, its a tragic incident. There will be a thorough investigation looking at every single detail from the 911 call to the Officers Approach and then trying to get any lessons learned we can garner from this. Let me preface this next question by admitting i dont know whether officers in columbus, ohio, have tasers. If they do have tasers, would using a taser in that situation would that have been an option in terms of use of force or no . You know, its very nuanced. It depends on the circumstances. If you have time to get to your taser, if you have a Taser Officer there, then potentially you could use a taser to try to subdue the situation. Again, it happened it looks to me i have 30 years of experience like things happened and evolved very quickly. Again, not putting any not making a determination about the outcome. Just saying it evolved very quickly. A taser might have been helpful if one had been available. I dont know they had one. Chief, stand by for a moment. I want to bring in Garrett Hague into the conversation. You are reporting there appears to be some new optimism there on Capitol Hill Today that republicans and democrats may be close to some sort of an agreement on a Police Reform bill. What more can you tell us about that . Where are we seeing these new areas of agreement here . Reporter quite honestly, some of the change here isnt so much in changes in the various proposals that have been out there but changes in the political environment with democrats now in control of the senate and what legislation comes to the floor and a democrat in the White House who is more amenable to dealing with this issue at all. Theres an environment that is more conducive to compromise. While all of us on Capitol Hill have been focused on the Insurrection And Inauguration and the Covid Package and so forth, the lawmakers who have been negotiating this, Tim Scott from the republican side, Karen Bass and Cory Booker from the democratic side, have been having these private conversations that they feel like are closer and closer to breakthroughs on a number of issues in which they werent all that far apart in the first place. Things like banning chokeholds. The goal is the same. The methods were different in their bills. How can they work together . Same with noknock warrants. Theres optimism that perhaps with the political temperature on this issue having turned down slightly in the Way Washington is configured now, they may be closer to reaching something both sides could agree on. You correct me here if im wrong. I spoke to Senator Scott several months ago. He indicated that one of the biggest sticking points was qualified immunity. That being if not one of the biggest sticking points, the biggest sticking point. Have they found some common ground on qualified immunity . Reporter that remains the biggest sticking point. Senator scott said yesterday theres a proposal that may be the breakthrough. He is proposing changing qualified immunity for Police Departments, if not individual officers. Folks who are the victims of police violent wouldnt necessarily be able to sue the officer but they might sue the department. The argument from the Scott Camp here is essentially that that would put pressure on leadership to make the kind of changes necessary in departments without putting each individual officer in the same kind of financial jeopardy that might lead Police Officers to leave police forces. That may not be good enough for democrats. There are a lot of activist groups, democratic lawmakers who really want to see that overhaul done completely on qualified immunity. Its a Starting Point on what had been, as you pointed out, the stickiest issue here. Garrett haake on the hill. Chief, Building Off What Garrett was reporting, this idea of qualified immunity, does any meaningful Police Reform hinge on that issue . If so, why . Well, officers are particularly concerned about having extra liability when they are coming out and engaging in as i talked about earlier, sometimes Split Second decisions. They are concerned about being vulnerable personally vulnerable to those allegations, to those acts. Going through this profession is tough as it is. You are often going into tenuous situations. I do understand why officers are concerned about having some level some extra level of protection as they are out there. That said, it cant be a situation where they get a pass. There has to be accountability. I think all the demonstrations, the marches, all the activistac coming forward, have pointed out there is personal risk for officers. I think theres a lot of discussion and compromise. I do believe 100 they will come to some middle of the Road Decision that will benefit both sides of the issue. Chief, i talked to a number of Law Enforcement officials there in minneapolis when i was on the ground. They indicated that while Police Reform legislation could very well be a great idea for not just the police but the policed, this all seems to be having quite the effect on their ability to recruit and retain officers on the ground. Is that what you are hearing . Is that an experience you have had as well, far fewer people want to go into Law Enforcement . It is absolutely true. A lot of agencies are experiencing this and significant numbers. Officers are leaving because they dont feel appreciated, because they dont feel like the electors of the community want them there. I know particularly in seattle but in other areas as well, lots of officers have left the profession. They are having a much more difficult time recruiting people. That is the reality. Its a tough job. Again, i was there almost 30 years of policing. Its not an easy job. Theres a lot of controversy around it and issues around Race And Fairness and equity. Its a tough job coming in. And its a thankless and tough job, its more difficult to get people to come into the ranks. I do think that Theres Opportunity though to turn this around and to see daylight and to make this profession we want it to be in the country. Change is afoot. We have to appreciate that. It does create some Recruiting Challenges at this moment. We will leave it there. Thank you, chief. Appreciate you. It comes as georgia to arizona are pushing through bills that opponents say restrict voting. Witnesses at that hearing included former president ial Candidate Castro and reverend barber. Barber and robinson come at this issue from opposing viewpoints, to say the least. This is what both had to say in the last hour. This is not just about an idea. Its about strict photo i. D. That will say a gun i. D. Is valid but one from a College Or University is not. We have a restriction, you cannot make someone have to spend money, even gas money. A few fireworks there. What stood out to you . Reporter well, this Hearing Wasnt necessarily related to specific legislation. It shows that Voting Rights continues to be a huge priority for democrats. Representative raskin of maryland who represents a district just over the district line, he said that what is happening at the Hearing Today and this issue of Voting Rights relates to whats happening on the House Floor later today where they are voting to make d. C. A 51st state, noting that 700,000 residents in this state dont have Voting Representation in congress. Voting rights has become a deeply, deeply partisan issue up here on Capitol Hill. I know a lot of things are, but this is one that tops it. The house has voted on h. R. 1, a sweeping Voting Rights stalled in the senate. They are talking about another Voting Rights legislation called the john lewis Voting Rights advancement act. That is an attempt to replace what the Supreme Court gutted as far as the original Voting Rights act, nearly a decade ago. This issue is not going away, as we see this partisan fight not only in congress but throughout the country on this issue. In many statehouses. Jane, i want to turn to your reporting on some of these new Voting Restrictions that are close to becoming law in arizona specifically. Where do things stand with the bill there . What would that bill mean if it is signed into law . Craig, in a few hours, we expect Arizona Lawmakers could vote on the final vote of a bill that would change the states permanent early voting list. Nearly all of Arizonians Vote by mail. They get their ballots automatically in the mail every election. If you dont vote in a couple, this bill could take you off that permanent early voting list. You wouldnt get your ballot. Democrats and advocates feel this would hit voters of color who are infrequent voters and people who might not realize they have been removed from the list until their ballots dont come in the mail. Pressure is mounting on the governor to veto this bill. Lebron james tweeted about this. There was a debate over this bill yesterday. Lots of press conferences, pressure to see if they can get this bill. A lot of pressure on the governor. Whats the argument, jane, for not sending out these mailin ballots to folks who might have missed two or three elections . Republican say its ballot maintenance. There are other states that have a restriction or a requirement if you dont vote for a while, you get removed from the list. The idea is you might have moved and you shouldnt be mailing the ballot out. Other states give more time. I know maryland is considering doing a similar thing with a new list like this. The reason they say this is that almost every in arizona does vote by mail, 75 of voters are on this list. Democrats say this is all politics and has nothing to do with ballot security. Leigh ann, i want to ask about this vote in the senate today. Its expected today. This bipartisan Covid Hate crimes bill. This is coming when asianamericans are increasingly being targeted in this country. What would this bill do . Is it expected to pass . Reporter there could be a little bit of good news from congress with republicans and democrats actually working together. They have changed this Covid Hate crimes bill in order to incorporate republican concerns. This legislation is expected to pass. It will send a strong message from the congress for the very first time that it denounces Hate Crimes against asianamericans. What this legislation does is it directs the Justice Department to open an investigation into any crimes throughout the rest of the pandemic. It submits language appropriate information about Hate Crimes so people who speak languages from asia are able to read and interpret and incorporate what a Hate Crime actually is. This message is just this legislation is just a strong message from the congress. We could actually get a bipartisan win that reaches the president s desk today. Leigh Ann Caldwell on the hill. The number three position at the Justice Department will be led by a woman of color. The senate confirmed Vanita Gupta as the next Associate Attorney General with a near party line vote. Gupta will oversee the civil division, tasked with defending the biden administration in court. Lisa murkowski was the only republican to support gupta. She said wednesday that she had concerns but thinks gupta demonstrated shes, quote, deeply committed to matters of justice. This morning, Greta Thunberg testifies on Earth Day. Can do to try to help cut these carbon emissions. In terms of the 50 to 52 cut, thats really ambitious. Its more than double what obama had committed to when he was in office. He really tied this also to his Infrastructure Plan and job creation. He believes he is able to sell his plan on that and convince people that, of course, these issues are intertwined. They would like to see him do even more and in terms of some of the countries that have joined this 50 club, we can show you japan, canada, the u. By getting ahead of it in advance and making their own pledge hopes others will follow suit so that by the end of this year, almost all of the countries involved can make a similar promise on this Earth Day. Shes calling out World Leaders saying their pledges to reduce Greenhouse Gas emissions are not enough. Here is her warning. You compare the current socalled Climate Policies to the overall available science, you see that theres a huge gap. The gap between what we are doing and what actually needs to be done in order to stay below the target is widening by the second. I want to turn to jamie margalin. Shes a Climate Changer. Lets start with what we heard from Greta Thunberg. You testified before congress alongside greta in 2019 where you said the only thing that would change us is a new era. Do you agree with what we heard from greta, what shes saying now, our country is still not doing enough . 100 . In Union Square Park in new york, theres a climate Countdown Clock that counts down the amount of time we have. Its at six years. We have six years left, according to the best science, not six years to wait to take action on the Climate Crisis. Within six years, we have to have transformed our Energy Grid and be thats the time. The science says we have to get down to zero emissions by 2030, not zero emissions by 2050. While i appreciate the biden administration is doing some things on the Climate Crisis, they arent matching with the best available science, because we need to be way more aggressive than whats actually happening. Its not out of just choice. These numbers we dont pick them. Its the science. I agree 100 with greta. You and i talked after you testified back in 2019. You told me this was not a new issue. In fact, you said thank you for finally listening to us. Do you think were doing a bit better, the media . Are we any better than we were a few years ago in sounding the alarm and raising awareness . I think you guys could still do a little bit more. I feel like the Climate Crisis the fact we are in an existential crisis where the Climate Crisis doesnt exist in a vacuum separately from other issues. I feel like that is what the media needs to do better on reporting. When you talk about covid, when you talk about these intertwine other issues. With environmental injustice, what deb said about the impact of the Climate Crisis falling on communities of color, thats the same with covid and so you see the Climate Crisis which impacts Peoples Ability to breathe impacting communities and then because of pollution happening more in communities of color than in white and rich communities and theres a Respiratory Illness going on. Thats double. So i feel like when covid is being discussed, when all of these other issues, economic justice, social justice, everything is interlinked with the Climate Crisis. I feel like the media needs to do a better job of not addressing it like its Earth Day, so we will focus on Climate Change because its Earth Day, but have it be consistent thats talked about and how it interconnects with other issues we are facing. Fair. Thats fair. The White House, as you probably know, says we will reach the Emissions Goal the president announced by targeting the biggest emitting business sectors, like power plants. They plan to boost Energy Efficiency for homes and push for more electric cars and Charging Stations for those cars. Do you think thats the best way to make real change . I feel like we need to take that even push that further. Im a proponent for the green new deal. I feel that needs to be passed and followed. It outlines like i said when i testified before congress, nothing has changed in the sense that when i testified before congress, i said that we need to bring about a new era of the green new deal, a new era of climate action, of transforming our society from one of extraction to one of sustainability. I believe that. I believe that we need to go further. We need to i encourage everyone its Earth Day. If you want some homework, read the green new deal. A lot of people dont actually know what it says. Theres all of these myths. Fox news, aoc is going to take away your hamburgers. No. Read the green new deal. Its very inspiring. I think thats what we need to follow. Thats what we need to push for. Everyone google green new deal. Read it. Educate yourself. Its being reintroduced and we need to push for the passage of that.
