the bills to advance to the house floor. usually it's the majority party alone who passes these rules in committee and on the floor. so a stunning fashion in which this happened. the democratic votes were needed, though, because three republicans on the committee voted against the bills in protest against the aid for ukraine not paired with border security measures. in an interview last night speaker johnson acknowledged the rebellion in his own party and admitted he'll need these democrats to get the aid package passed. joining us once more is nbc news correspondent raf sanchez and joining us senior politics reporter eugene scott. it seems like a fair assumption this thing is going to pass, but it's going to look a little strange in terms of who's voting for it. it's going to be bipartisan. >> democrats have been clear they want see aid move forward for ukraine.

johnson in a pretty tough spot. what's the latest from him? >> reporter: we just had a chance to catch up with him as he was walking to the house floor for this vote series. he said he's not concerned about his job, that to him this is a moment of doing the right thing. but look, certainly there is a lot of frustration within his conference, and among a vocal few who say this they have either diminished respect and confidence in their speaker or in the case of people like marjorie taylor green who are outright threatening a motion to vacate. now, again, there are threats and then there are privilege threats, and privileged threats tart the clock on this. we are not there yet, but if you listen to the way that the speaker was talking last night, he's aware of the realities of his conference right now, basically saying, hey, we've only got control of one chamber here, and we barely have control of that one. stunning words from the speaker. >> we only control one chamber, and i barely have control of that. i can't -- the gnat won't advance our legislation and the president won't sign it.

this rule over the finish line. this is the last procedural hurdle before house members will be able to actually vote on those four distinct bills that include aid, as you mentioned, to ukraine and to israel, but there was a really stunning moment last night that even preceded what we're seeing today on the house floor, which is that the rules committee, which typically would function that the majority party -- in this case republicans -- would all vote together to get their party's legislation onto the house floor. instead, you had three republican hard line conservatives who said they would not vote for this foreign aid package to hit the house floor. they bucked the speaker and their own party on that. all four democrats on that committee came together and helped to get this rule out of their committee and onto the house floor for the vote that you're seeing happen right in front of you right now. it might seem small, it might seem arcane, but that's pretty rare and striking. >> it's left speaker mike

worked for house speakers, brendan buck, he is an msnbc contributor. >> i think republicans, including in the freedom caucus, don't see a lot of political value going through the disaster that happened on the floor last year when we were stuck and couldn't do anything for three weeks. there's a small minority of the house who doesn't seem to get the bad politics, doesn't get that they don't gain anything from changing the speaker and seem intent on forcing this issue. i think they are going to lose this fight and it could be good for the house if democrats work with the overwhelming number of republicans to defeat the motion to vacate and take away this weapon from the freedom caucus

conservative republicans were outspoken about the fact that they were not going to vote yes on getting this rule to the floor, it was a big enough priority for democrats that all four of the democrats on that rules committee banded together and in rare fashion helped to pass this rule out of that committee, and on to the house floor, again, a reminder of the way this houseworks and the reminder of the way that republicans are effectively bucking their leadership in plain sight. what that vote is going to lead to, though, and we heard murmurs of this already before it even happened was many disgruntled republican members saying that if there are members on the rules committee who can't seem to vote with leadership and vote with the majority of this conference, then they should be taken off that committee. the three members we're talking about here are ones that we talked about a lot during the motion to vacate of speaker mccarthy and even during his multiple balloting rounds at the start of this congress, they negotiated those seats on that all powerful committee for

the final vote total is 316-94. 165 democrats and 151 republicans supported the rule. what makes this rare is not the bipartisan nature of it. though it is not typical to see democrats join with republicans to pass rules in bipartisan fashion. what makes this notable is the fact that there are more democrats from the minority party than members of the republican majority voting to put this eventual vote on the floor on saturday. now, we might hear from speaker johnson in the next few minutes, certainly that's something that we're keeping an eye out for because the other thing that is now going to be very much alive is the threat of a motion to vacate because although this was being threatened before the vote, now that we see that 90 plus folks on the republican side were able to vote against this, there are a lot of people coming out here on the steps behind me voicing the fact
