NYC to scrap solitary confinement as it promises inmates at least 10 hours out of their cells a day

Mayor Bill de Blasio announced the decision by the New York City Board of Correction on Tuesday
New disciplinary model will allow city 'to go further than any major jail system in the country in banning solitary confinement,' a statement read
The Risk Management Accountability System is expected to begin this fall
Move follows state-wide reforms signed into law to limit confinement to 15 days  
Advocates have criticized the new system, saying it is a 'rebranding' of existing measures that does not go far enough to eliminating solitary confinement
