Back to the United States, a cold front moving across the region, not a ton of cold air along with it, but definitely a day to have the rain jacket for umbrella handy. Youre seeing rain in western parts of new york or pennsylvania, and then as we head down toward the gulf coast, a couple embedded areas of heavier rain and that chance for thunderstorms through the day. Not looking at the severe risk, we will though with the next system, already into the northwest. We have more of that rain pushing in and this is going to bring for the Higher Elevations enough of a cooler pattern to support some areas of snow, anywhere from parts of the cascades to the totons, you could be looking at tricky travel. This is good news for the northwest. We have been depleted in moisture, we could use the snow pack even though it makes traveling a hassle. The combination of that system and warm air funneling in could support something well be monitoring for you. I mentioned the warm air with this. Ill have more on that in a few minutes, back to you. He announced this morning an additional 50 million in assistance for the country. That includes 11 million to support the may 25 elections. The city of donetsk in ukraine has been the center of a violent stand out of between pro russian separatists and ukrainians. We are in donetsk with the latest. Jacki, what has been the response by the pro russian activists to vice President Joe Bidens meeting in kiev . People here in donetsk, particularly pro russian demonstrators see it as a bit of the u. S. Vice president , just further proof in their view that the interim government in kiev are a bunch of western stooges. Furthermore, theyll see this News Conference as proof of what they feel are double standards. They are listen got to u. S. Vice president and the interim governments of ukraine tell them that they need to stop occupying public buildings that they need to take down barricades and hand down their weapons. Theyll turn that around and point to the situation in kiev and Independence Square where pro western, pro european demonstrators are occupying the square and have been for months and months. They say its double standards at play here and say theyre not going to leave public buildings here until they see the pro western demonstrators leave the square in kiev. The talks havent changed the situation on the ground there where you are, jacki. Lets talk about this 50 million aid package announced that will come from the u. S. , go to kiev. What are the Strings Attached to this package . I assume there are some. Well, this package is largely to do with in the words of the u. S. Officials here to try to help with efforts to maintain ukrainian unity. Im not saying that a significant part of that package is designed as aid for president ial elections, which are due to take place in approximately one month time. There has also been a certain amount of aid from the u. S. To Ukrainian Security forces, the Vice President was keen to stress that this was no one lethal aid, he said it was for equipment, for example bomb disposal that is needed. He was very careful to make that point, because there are pro russian activists here who accuse the u. S. Of funding an uprising against ukraine. Jacki with a view from donetsk in Eastern Ukraine, thank you. We are delving a little deeper into the issues. Lets start with vice President Joe Biden being there. As u. S. Support of this kiev support, the pro russian accept are a activities view as i will legitimate. We view it as legitimate and the truth is probably somewhere in between. We have been unambiguous in our support for the new government, which is not the worst decision to do that, but there are consequences for doing that, not the least of opposition in the United States. Tell us more about the consequences in the u. S. From last november to february of this year, which saw the overthrow of an elect the president , albeit one who did not govern democratically but corrupt, we did support that. That sets a very strange precedent. What is the line that a president crosses with regard to governing poorly or undemocratic contractually where were going to support an uprise to go overthrow that person. Thats gone unexplored. Ukraine is divided. Its not the most divided country in the world, not always on the verbal of civil war but divided between east leaning toward is that and west leaning toward europe and United States and its very weak institutions, making those divisions worst. Our role which should seek to unify the country, the president was pushing for that, but when we come in strongly on one side and dont see the nuance and how it affects people more broadly. We miss the opportunity to be seen as a more honest broker. Has president putin with his actions in some would say seeking to disunify ukraine put the u. S. In a position where it that no other choice but to support these authorities. I would very much agree that putin has moved to deunify ukraine. I would certainly agree that the annexation of crimea was done by russia and that has broken ukraine apart for now. Thats uneequivocal. They are not entirely all russian troops, but there is strong backing and a russian troop presence. I cant say that with 100 certainty, but there doesnt seem tube lot of ambiguity around that. The United States has made mistakes in its ukraine policy. Russia has played a deliberately destructive role and there is a difference. The u. S. Offered 50 million to help with elections and some americans might ask what is at stake for the u. S. If president 3509 tin of russia decides to annex more parts of ukraine . Well, theres a great deal at stake for the u. S. With foot tin and russia continue to occupy or increase their occupation of Eastern Ukraine for send more troops in or Something Like that. An unstable ukraine is a very big problem for the United States. First, this is not a small country, its large, almost 50 Million People, its got a big economy. For a country like that to begin to fall apart creates all kinds of problems that the u. S. Wants to avoid, trafficking of people, drugs, weapons, and an economy thats collapsing leading to displaced people, refugees, human rights crises, these are all big problems. Those are crises happening in syria and other places, as well. Well have to leave it there, Lincoln Mitchell bringing up a lot of topics this morning, thanks for coming in this morning. Residents in russian controlled crimea are finding its independence from ukraine harder than expected. Officials say few institution are functioning normally. They claim most banks and land registration offices are closed. Cases have been postponed and they are having a hard time getting food in some cases. Foreign Companies Like mcdonalds ever shutdown. Crimeas new government say the accusations are not true. The Supreme Court is hearing a case today that could change the way we watch television. Over the air broadcasters are challenging an internet streaming company, letting viewers watch broadcast channels for free on line and on mobile devices for a small monthly fee. Broadcasters wants it shut down. We are outside the Supreme Court building in washington this morning. This is just one in a series of legal battles that aereo is facing. Aereo itself has asked the Supreme Court to settle the issue. Its the start up giving broadcast t. V. Networks a new headache. The new platform for bringing live broadcast t. V. To the internet wherever we want it. Rabbit ears sitting atop your Television Set captured programs if you were lucky. Aereo has taken that concept and reduced the 10 in a to a niney chip stored in a socalled antenna farm. That captures broadcast networks, stores there program in a cloud and delivers them live to your computer smart phone or tablet. Aereo has taken that antenna and made it unbelievably small, small enough that hundreds of thousands can fit in a single room. Its that technology that has the networks crying foul and taking aereo all the way to the Supreme Court. There they will argue that aereo has stolen their broadcast signals for the purpose of repackaging and selling them for profit, by passing the billions Cable Companies pay for the rights to air those programs. In the interview with yahoo, aereos c. E. O. Said they are merely providing the service to draw from whats already out there, programs transmitted on public airwaves. The idea that somebody using an antenna is somehow stealing the signal just flies contrary to the original relationship between the condition assumer, the government giving them the spectrum and the broadcaster. Now if somebodys come up with a smarter antenna, clever, different antenna and you dont like that evolution is happening, that suddenly more people might use antennas, well im sorry about that and thats just the nature of the technology and the industry. Why should consumers tune in to this Supreme Court showdown . It would flip the t. V. Landscape, allowing many viewers to cut the cable cord and watch Network Programming including sports and live events from virtually anywhere. People are interested in cutting cable subscriptions, looking for services to do. It theres not a lot of great options. The better the aereo and other competitors get, the more that is going to be an issue where people dont want to spent over 100 a month on a cable subscription when they dont watch that much t. V. A loss for aereo would most likely shut down the Subscription Based Service for good. Consumer grooms, broadcasters and satellite t. V. Networks are here, this is going to be a very closely watched case and could have ramifications for years to come. This particular case that the Supreme Court is looking at is abc versus aereo. You and i have both worked for abc in the past. What is at stake for Big Broadcasters . Some have threatened to leave for cable. They say this is a make or break case for them and if they lose it, have threatened to close up their public broadcasting and move to cable, they have threatened to go to capitol hill and try to get legislation to undo whatever the Supreme Court might do today. Big stakes for all parties. Live in washington, lisa, thank you. Stay with aljazeera for continuing coverage of the aereo Supreme Court case. Well focus on the potential fallout from the courts decision on this case. Netflix is opposing the proposed merger between comcast and time warner. The Popular Streaming Service said the deal would create an unfair monopoly over the broad band internet market. They agreed to pay for smoother streaming of its content. Its believed to be the first time the local organization that disbanded a group since deciding to allow gay scouts but not gay scout leaders. This all started last month. In march, Jeffery Mcgrath got a letter saying he was violating scout policy that bans gay scout masters and they were resoaking his leadership status. Church leaders ignored the letter saying they believed in nondiscrimination. On good friday, the Christian Youth organization fired back, revoking the churchs charter. Now the pastor and scout master are speaking out. As long as Jeffery Mcgrath is in charge of seattle troop 98, the 15 boy scouts are not allowed to use their logos, or any names associated with the boy scouts of america. Thats not going to start the reverend of the Methodist Church from keeping the troop together. Were supposed to be partners together in leading a boy scout troop, and so were going to continue to live out our policies. We may have to make adjustments to the program and possibly some change in uniforms and things like this. This is all stuff that is manageable. The reverend says all of welcome in her church, including her openly gay scout master and his husband. A 49yearold software engineer, mcgrath is an eagle scout who helped start the group to help low income families and immigrants in the neighborhood. The reverend refused to remove him. Our duties including Jeffery Mcgrath are going to be the leaders of this group and we are not going to be bullied by the boy scouts of america. Last year, gay teens were allowed to become gay scads, but adult leadership conditions the policy clearly states it does not allow homosexuals to serve as leaders. In a statement from the spokesman, the boy scouts of america said adding we are saddened by this development. This isnt about bad people, this is about bad policy and sometimes it takes a while for bad policy to get corrected. Mcgrath described his church group at diverse, saying there were boys from immigrant families, asia and africa and two boys with gay fathers. The church will continue with a boy scout like program on its own about twice a week. Really taking a stand. All right, thanks for that story. Lets check in with Nicole Mitchell. A couple of areas were monitoring today, this front moving through the country, for the coastline, more rain later tonight, already the great lakes seeing that. Getting to the northwest, a more potent system will brew for the next couple days, causing problems, including lowering snow levels even not mountains late this season. As we get to the sunny side of that, high risk, low humidities and winds, high fire danger through the southwest today. Many questions raised about that teenager who hid in a planes landing gear. He managed to wedge himself into the wheel well of a jet and flew to maui. Security experts say he should never have been able to jump a fence and get near a plane. A review of security is called for across the country. Another question, how did he survive the extreme conditions during the five hour flight. Aljazeera science and tech correspondent has some answers. Stowing away in the wheel well of a jet almost always ends in death, and there are two reasons. The first is lack of oxygen. Above 10,000 feet, the f. A. A. Man dates any pilot left alone in the cockpit has to wear an oxygen mask, because the threat of a sudden loss of pressure could lead to lack of oxygen in the brain. Above 18,000 feet, it is very, very extreme and past 26,000 feet eventually will kill you because you cannot breathe in enough. The second factor is at 35,000 feet, youre going to have an outside temperature of negative 65 degrees fahrenheit. That is a very, very hard thing to survive. It will put you into hypothermia quickly. How is it possible that this teenager could have survived, 35,000 feet at negative 65 degrees fahrenheit. He isnt the first. The f. A. A. Did a study in 1993 on the subject. They surmised it might be possible to ambient heat might come off the wheels, picking up from take off, go up into the bay and suddenly, youre up there with them and this keeps you alive for a little while. Once this runs out, and you are at that point already unconscious, because youre high enough up that oxygen has run out and youve been knocked out, youll be unconscious and slowly brought into hypothermia, because slowly, your body temperature will drop. Medical science actually uses that to treat people who have had cardiac arrest and reduce your temperature down to 70 degrees in order to preserve you to do trauma surgery pawn it is possible to come back from those low temperatures. It may be that the Central Nervous system its put into hibernation by that hypothermia and as you descend again, you are slowly revived by the resumption of oxygen and can be treated and recover. The two incident stances that they cited in 1993 were instances where well were flying from a warm destination to a warm destination. The tragic thing is even if you were to survive, a lot of the time, if you regain when you get back down to a survivallable temperature and the wheel well opens up again, you are unconscious and fall out of the plane. That has happened many times, so it is a miracle and i mean this in the most technical sense, it is a miracle that this kid could have been up in the wellwell, had all of these factors come together to keep him alive and recover well enough that he actually got out of the plane and seems to be surviving and going to make a full recovery right now. We have more on the recovery operation. They just want to take their Children Home to give them a funeral. They have to wait and watch as each new body is marked, clothing, distinguishing features. More than a hundred now and counting. This is still classified as a rescue effort. Diving crews have to feel their way through the ship to get to where the passengers are thought to remain. There are some who even want to break away altogether from the central authorities in ukraine. They also feel that theres double standards at play, saying they are being told with end their occupation of public buildings and take down their barricades, but point to Independence Square in kiev where pro european demonstrators have occupied the Central Square and have tents and barricades there in place for many months. They said that they are not going to end their occupation, not come out from behind their barricades until they see the same thing happen in kiev. Reporting from donetsk. Yemen has called dozens of alqaeda members in a joint operation with the u. S. 55 members of the group have reportedly been killed in three days of drone strikes. The u. S. Acknowledges it carries out strikes in yemen but typically does not comment on specific drone attacks. The Obama Administration said the group known as alqaeda in the Arabian Peninsula is the most active in the world. We have a strong collaborative relationship with the Yemen Government and work on initiatives to counter the threats we face. We support the Yemen Government efforts to tackle terrorism within their own borders. In may, 2013, president obama spoke about the policy and legal rationale for how the United States takes direct action against alqaeda, and its associated forces outside of areas of active hostilities, including with drone strikes. Yemen has been trying to contain an alqaeda insurgency since the countries president stepped down in 2012. Ed head of the United Nations ban kimoon said syrias newly announced president ial election will undermine solutions for a civil war, saying voting will take place and the countries president Bashar Al Assad is committed to having multicandidate elections. As we report, its unclear how the government plans to organize this when millions have fled the country or been displaced. This is what it is like in rebel areas in syria. Its not clear how an election can be held here, but in government controlled neighborhoods, a campaign to reelect syrian president Bashar Al Assad is underway. He hasnt officially nominated himself, but assad has said he will if the people want him and that is what people are asking for, at least that is the message from those who take part in rallies organized by government supporters. There are people who dont want assad as their leader. In fact, the war was a consequence of an uprising against his rule. Who should i vote for . The man who killed many people . Even if some of the millions of syrians who have left their country or internally displaced want to cast their ballot, they wont be ail to. The government cant hold elections in territories outside their control, raising questions on the validity of the process. Saying this time the vote will be different, syrians could only choose to support or oppose nomination of assad and before him, his father. Now parliament has included laws to allow candidates to run for the post. One condition is they must have lived in syria for the past 10 years. Most of asses opponents, even the official once are excluded from the is a. Some have formed a government in compile. Its members are not sevenday in compete, a man they want out of power, but arent able to prevent the vote. The mistake of the opposition was that they had no executive body like government that is actually providing essential service for the syrian people. In areas where he actually controls, some ministries are still functioning, and that has been actually also his advantage. He may remain in power, but the opposition and allies wont accept the election as legitimate or free and fair. Whatever happens, one thing is certain, the vote wont end the war. President ial candidates may only run if theyve lived in syria for the last 10 years and also if they have no foreign passports, which rules out many opposition figures. The u. S. Is considering drastically reducing the number of troops in afghanistan, leaving just 5,000 soldiers in the country. The military said it needs a minimum of 10,000 troops to train forces and fight the taliban. There are currently 33,000 troops. The Obama Administration feels fewer troops needed because of afghanistans smooth election two weeks ago. A federal Appeals Court has ordered the Justice Department to turn over a secret legal document. The memo was used to justify the governments targeted killing of people linked to terrorism, including americans and this man, a u. S. Citizen killed by a c. I. A. Drone in yemen three years ago. The u. S. Said he was a senior recruiter or alqaeda. The ruling comes after the New York Times filed a freedom of information suit seeking justifies for that attack. President obama will be in Washington State today to meet with families affected by the deadly mud slide there. 41 bodies have been recovered from last months disaster. It has triggered memories for some of another deadly mud slide which struck a decade ago. As we report, residents of one California Community fear it could happen again. It took 15 seconds for the earth to swallow the heart of the community. A 100 year storm, 26 inches of rain in 16 days unloosed the hillside. Then mike bell remembers a mountain of earth descended on the town. It just breaks our heart for the people in washington. We absolutely understand how helpless you feel, knowing that relatives and friends can be buried up there and you dont know where they are. The slide stopped at ernie garcias house. Thats your house right there. Yeah, yeah, and this one here right across the street is this one here. So really, these, that one is crushed here, these are gone. Yeah. These are gone. This one here, and this one here. See this big dirt here . Bulldozer were digging it. It came down in a level like that. With the landscape of still buried homes and tributes to the dead, it bears similarities with the deadly landslide that swept through oso washington one month ago. The slide was preceded by a smaller mud slide. Its almost certain to happen again. That community is still at risk for deep seated landslide as well as debris flows and mud flows. We do not have an avenue to move them. A landslide took down the left side of this hill. Contractors build a hill. Ten years later, another landslide took down the roads of this hill and that protective wall came down. That wall was never designed to stop a major slide. To make the hill safe, a study concluded, it would cost 56 million. The county has done nothing to try to fix this hill at all. So it remains as it was after the slide. And what the study said was this hill will fail again. It will fail in the same location, and it will fail for the same reasons, the dirt is too steep for the hillside. Residents learned if you press the government, you can get a study done, but you cant necessarily get the safeguards the study recommends, so now, they help themselves. They wait, watch for heavy rains, and prepare to leave in a hurry. John henry, aljazeera, california. Geologists say the landslide have hit the area for thousands of years, the first reported mud slide happened in 1865. Parts of the u. S. Will be facing the threat of Severe Weather today. Well bring in meteorologist Nicole Mitchell. We already have one system that were watching on the east coast, that front is causing some thunderstorms and we have that slight risk for Severe Weather with it yesterday, but mostly, this is just going to be rain through the course of the day today and cooler behind it, not a lot of cold air, so a lot of people appreciate that. You can see rain moving into portions of new york and pennsylvania, for example, a lot of the coastline, it will be later today and into the overnight with a better chance for that. I would still keep the rain jacket or umbrella handy and through pores of the south, a little bit of spots with some isolated thunderstorms or some embedded portions of heavy rain. As i said, this continues to move through today, and then in the overnight period, were also watching this next system out west. Yes, the blues you see are for Higher Elevations, areas of snow, cascades or totons. Good news in the west coast where we can use the snow pack and help with drought conditions, but definitely causing a little bit of a slow texas nothing member number were going to be watching and warm air is going to come into this region. Nicole mitchell, thank you. In nigeria, there is confusion over the exact number of school girls kidnapped last week and their fate. Local government officials originally said 129 girls were abducted in the northern state, but villagers say more than 200 were taken from a local school. Last week, the military reported that all by eight had been rescued but then retracted that claim. Officials say they think the armed group is responsible for the mass abduction. The United Nations is condemning ethnic killings in south sudan, hundreds killed last week after a town fell to opposition forces. The u. N. Says rebel fighters specifically targeted the ethnic group of the countries president. They are also charging opposition leaders with broadcasting hate messages on the radio after taking over the town. The things that could be seen along the road were horrific. There were no preparations for what was to come. There were so many dead bodies, the Construction Equipment was used to move them. Outside the gates of the mosque, there was another pile of bodies, all killed together. The stench of death was overwhelming, even for the rebel soldiers standing guard. The u. N. Said many more people were butchered inside the mosque where muslims, mainly people from darfur and sudan south sanctuary. 120 people were killed in a massacre inside this mosque. Shortly after filming, we were told by the u. N. That the real number of People Killed is 200, out of 800 trying to hide there. Like other towns, it has changed hands several times since fighting between government soldiers and rebel groups began in december. People from darfur are believed to have been targeted for a specific reason, because rebels from sudan are commonly believed to be fighting along the south sudanese army. What is going on here is disgraceful. What we have seen is utterly horrible and beyond description. A lot of people left the town and headed to a u. N. Base for their safety. This conflict has forced a Million People from their homes, most democrat on food aid. The food and Agriculture Organization warned that next year, south sudan will experience a widespread famine, saying the only thing that can prevehement it is an end to the fighting. The u. N. Has accused the rebel forces of killing civilians based on their ethnicity, a charge the rebel commander denies. He told us his forces had killed government soldiers, but denied all knowledge of the killings in the mosque. Aljazeera, south sudan. Thousands of people in south sudan have been killed, more than 1 million have been forced to leave their homes since fighting broke out last december. Good morning, welcome to Al Jazeera America. President obama by pass be china in his upcoming asia trip. Well look at the potential fallout of that decision. First lets look at temperatures. I braved it without a jacket this morning, its really mild. Any sort of a jacket, theres a chance for rain in the east coast. A lot of temperatures up and down the coast, the midsection of the country had the warm air, now as the front is coming in and flow out of the south ahead of that, a lot of 50s and 60s up and down the east coast. Today, this is one of our warmer spots. Things definitely changed. The front comes through, the east coast changes. The surge of warm air out of the south tomorrow put temperatures in the 70s and 80s and help fuel severe risk that well be watching for everyone. Looks like summer in parts of the country today. Its starting to feel good. Thank you so much. South korea is accusing north korea are escalating nuclear tensions, saying theyve spotted an increase in activity at a north Korea Nuclear test site. North korea plans to strengthen its nuclear arsenal. President obama is set to visit seuol. The president hopes toe strengthen economic as well as diplomatic ties with his trip. China is not part of the visit. The president will not be visiting china. Is is that in tended to send a message . I think that it is, because this is really a tour to reassure allies and friends, because United States has been spend ago lot of time and diplomacy with china, feeding their already inflated sense of self importance, that has actually been counter productive. As the chinese think they are so important, they become more provocative and belligerent. Thats why president obama needs to talk to our treaty allies and friends in the region. Its hard to talk about this meeting without talking about the larger geopolitical issues in the world right now. The issues with ukraine, do Asian Countries need to look at russias actions in ukraine and an exation of a piece of ukraine and wonder if the u. S. Will continue to honor its defense contract and defense agreements with its allies in asia such as japan . You know, its no coincidence that were visiting three of our five treaty allies, japan, philippines, south korea. They looked at what happened in ukraine, but also looked at syria, and theyre very concerned, because in syria, the president said he wanted to use force but needed to go to congress. So the japanese and South Koreans in particular have wondered whether president obama needs to get the approval of congress before he can honor mutual defense treaties with japan and south korea. That has made them nervous and i can certainly understand why especially because of the president s response in ukraine now that really been indecisive and inadequate. The t. P. P. Beginning negotiated, what is the likelihood that the Transpacific Partnership agreement is includified before obamas terms ends. Theres a chance of that, but only after the november elections. He needs trade promotion authority, generally known as fast track. Big trade agreements like the Transpacific Partnership wont get through Congress Unless there is Fast Track Authority in place. Harry reid and nancy pelosi are against fast track. I think they are waiting until after november when the mid term elections are over and this becomes less controversial. He has determined opposition in his own party, especially harry reid who has been against big trade deals in the past. The Obama Administration has said over and over again it wants to focus more on asia. Has it done enough to show its asian trading partners that its doing that . It hasnt done enough. The president s pivot is still a work in progress, because the Transpacific Partnership is very much a part of it. President obama has been disengaged from the process not only of negotiating the deal with 11 our countries, but also with congress, so right now, people are concerned about that major portion of the pivot and was, because of defense cutbacks, many countries in the region are concerned the United States wont be there when china comes knocking on their door. The United States that obligations around the world and he needs to pivot everywhere, not only asia, but ukraine. Thanks so much for joining us this morning, sir. Thank you. The Supreme Court hearing a case that could change the way we watch television. Broadcasters are challenging live t. V. Streaming start up aereo. It lets you watch channels over the incident neither and on mobile devices for a small monthly fee. Broadcasters claim their copyright is affected and wants it shut down. We have more. This is just one in a series of legal battles for the start up company, aereo. Aereo is only two years old, but faced fights with broadcasters, aereo finally went to the Supreme Court and said please decide this issue. Its the little tech start up thats giving t. V. Broadcast networks a big headache. A new platform for bringing live broadcast t. V. To the internet wherever and whenever we want it. Before expensive cable packages were offered, rabbit ears captured programs if you were lucky. Aereo has taken that concept and reduced the antenna to a tiny chip stored in a antenna farm, broadcasting networks, stores their programs in a cloud and delivers them live to your commuter, smart phone or tablet. Aereo that ha taken that antenna and made it small enough that hundreds of thousands fit in a single room. The idea that somebody using an antenna is somehow stealing the signal just flies contrary to the original relationship between the consumer, the government giving them the spectrum and the broadcaster. People are interested in cutting cable subscriptions, looking for services to do it. Theres not a lot of great options. What is actually at stake for the broadcasters and could cable benefit ultimately by this ruling . Everyone is closely watching this that is associated with the industry. The broadcasters see this as a make or break case. Cable also gives you those broadcast networks, but they pay the broadcasters for the right to do that. Aereo isnt doing that. If aereo wins, you can imagine the Cable Companies are saying we dont want to pay you anymore, either. Theres billions of dollars at stake here for the broadcasters for threatening to go off the broadcast networks and on to cable if need be. It threatens their basic business model. Could a ruling in favor of traditional t. V. Be the death of emerging technologies . That is a concern. Even to the Justice Department, siding with aereo in this case, is urging the court to issue if it does issue a ruling, a very narrow ruling so that this doesnt stifle innovation and doesnt impact Cloud Storage for these broadcast programs. Lisa, thank you. Here now discuss the impact this case could have on consumers is Telecom Analyst david kouts. First, are the Major Broadcast Networks essentially saying that aereo is pirating their content . Oh, yes. They believe that aereos taken their signals out of the air on their antenna farm, and retransmitting them to their customers without getting the broadcasters permission or paying them compensation, which is what Cable Companies and the satellite t. V. Companies have to get and pay. But hasnt the content of the Big Three Networks always been free, as long as you had those bunny ears, those antennas, you could tune in, so why would they have to pay . Right. Well, youre perfectly free in your home to have rabbit ears or put up an antenna to receive the broadcast signal over the air. Theres no problem with that. Why Cable Companies originally existed was they extended broadcast coverage by building wires out to peoples homes so for people who didnt get signals or didnt get them well, you could have the signals piped in over their lines and that made it a clearer picture. That was one of the main reasons for cable. Eventually cable started providing their own programming. Because that have, the Cable Companies actually pay these retransmission fees, right. Right for the broadcast signals, theyve got the right, the broadcasters do to recover compensation. First they have to give their permission and then they can recover these retransmission fees which are around 3 billion a year and growing. Thats one of the real keys here is this is a growing part of the broadcast revenue stream so obviously very important to their business, because obviously investors want to see growth. Advertising is a big part of their revenue, as well. Its the biggest. Its a huge percentage of the revenue and thats not affected by Live Streaming. Let me talk about how people are feeling about cable, paying money in their monthly cable bills. They clearly want a way to view Live Streaming from the Major Networks without paying high fees. How will this impact consumers. Depends which way the decision goes. If aereo wins, basically their model is upheld and they will be able to continue to roll out their service in the country. Theyre only in 11 markets now but seeking to roll out to other big markets. They are not. Publishing their figures. Last i heard, they had tens of thousands of subscribers. If they win here, theyll be ail to get the funding to keep rolling out and more importantly, i would think youll have some other Cable Companies or satellite t. V. Companies that will either want a partner or emulate aereo and at least use that as a threat to the broadcasters to try to get lower transmission fees or if they cant get that, then provide their own service like aereo to give consumers an area to by pass these fees. Consumers would be able to get over cable broadcast signals or if they couldnt, the broadcast company could offer them an aereo like service for a small price. They might have more options. Over time. Less moonves says if the networks can do the same thing aereo does, why is there a need for a lawsuit and why dont they just go on to cable . I think they photography keep it the way they got it. It gets hairy, because the big networks, cbs, abc, fox, they also have t. V. Stations and they have public airwaves that are owned by the public and licensed by the f. C. C. If they were to take all or most of their programming off of those broadcast networks which are free over the air services, using that spectrum, the airwaves and just put it on cable, there would be a real question as to whether they should continue to own those licenses, so it wouldnt be an easy thing to do. That would be a major transformation of their industry and theyd lose the free coverage. Theyd lose those eyeballs, so they could were going to have to leave it there. Thank you so much for being with us this morning. My pleasure. The boy scouts of america received ties with a Seattle Church because the church is allowing a gay man to remain as scout master of their local troop. Its believed to be the first time the local organization that disbanded a group since deciding to allow gay scouts but not gay scout leaders. This all started last month. In march, Jeffery Mcgrath got a letter saying he was violating scout policy that bans gay scout masters and they were revoking his leadership status. Church leaders ignored the letter saying they believed in nondiscrimination. On good friday, the Christian Youth organization fired back, revoking the churchs charter. Now the pastor and scout master are speaking out. The reverend said all of welcome in her church. Mcgrath helped form the troop last year to help children in the neighborhood. When his scout membership was revoked, the reverend refused to remove him. Our duties, including Jeffery Mcgrath are going to be the leaders of this group and we are not going to be bullied by the boy scouts of america. This isnt about bad people, this is bad policy. Sometimes it takes a while for bad policy to get corrected. The boy scouts of america responded saying the group cannot wear the uniforms, use any names associated with the boy scouts of america, but thats not stopping them, Church Leaders as well as the former scout master are going to push right along and do some sort of boy scout like program, just change things up a little bit. Theyre going to have their own group. That wouldnt be the first time. That was a new group formed in austin, texas called the all inclusive scouting group and its the same idea, gay, straight, boys, girls, everybody involved in this really a Youth Program to help kids. Theyre doing it on their own. I understand this troop is pretty diverse. Mcgrath has immigrant kids of asia and africa as well as kids, two boys that have gay fathers, so certainly would have an impact to know whats going on for all those kids. Such an interesting debate.
