The scheme will apply equally to people from inside and outside the eu, from nextjanuary after the end of the brexit transition period. Many industries, including the care and hospitality sectors, have warned the governments points based system could have damaging consequences for the economy. Our Political Correspondent Jessica Parker reports. Hello. Hi, how are you doing . Hi. Introducing herself and a new immigration system at a high tech laboratory. The home secretarys proclaimed vision to attract the brightest and best. This is a radical sha ke up, completely. This is the first time in nearly a0 years where the British Government will be in control and will determine its own immigration policy, and will also be able to determine the type of system that it will be in control of. A key change, those who want to come and work in the uk will be treated the same, whether they are from the eu or not. People will need at least 70 points to apply, so whats the breakdown . Most will need a job offer. That earns 20 points. It will need to be at an appropriate skill level, for another 20 points. An additional 20 points will be awarded for a salary of over £25,600 orfor a job in a sector where there is a Labour Shortage, and speaking english will be a requirement. That earns 10 points. But there will be no entry to the uk for most people doing whats classed as lower skilled work in restaurants, Food Processing plants and care homes. Bad for the economy, says labour an accusation, that the government is mislabelling important work that might be low paid as low skilled. They confuse salary levels with the value of the job and the importance of a job. Its going to make it really hard to recruit social care workers, particularly in london and the south east. And businesses who rely on the kind of workers who will no longer be able to get a visa are being told to improve productivity, invest in technology and do more to retain existing staff. But there are claims the new restrictions will be devastating for parts of the uk. We have onlyjust become a country that has net inward migration and a growing population, and thats entirely thanks to freedom of movement, which is coming to an end, so the real risk for scotland now is that our population as a whole and our working age population in particular goes into decline. The government sees this as a key part of delivering on brexit, taking back control. Control may be one thing, time another. This is a Major Overhaul of a vast system, and theyve now gotjust over ten months to make it happen. Ministers plan to bring numbers down overall, nothing more specific. Those figures have been examined and 8 million economically inactive people is made up of some people who care for their own relatives. It is made up for their own relatives. It is made up of the long term sick, students, even people who have retired. 0nly around 2 million is thought will be looking for work. I think the government coming under a bit of pressure on that but they are being pretty bullish about the whole thing, saying that businesses for a long time have relied on cheap labour from the eu. Long time have relied on cheap labourfrom the eu. It is time to look at training at people in the uk and using technology as well, and enhancing the productivity of uk businesses. Criticism of employers who they say should have been training people for longer than now . Its interesting looking at this idea of training up people. Where are all these people going to come from . In the uk at the moment, there is near full employment. Remember, the conservative party likes to sell themselves as the party of business. But as i mentioned, for example, the hospitality sector, looking at these low skilled workers, where are they going to come from . Where will they get waiters and kitchen stuff . Its a challenge for the conservative party. On the other side, there are businesses who are welcoming the system that is flexible for so called skilled workers. The lucky few shuffled through reporters eager for details after an outbreak of coronavirus turned their dream asian cruise into a floating prison. How do you feel . Im 0k, says this relieved passenger, but as those left behind waved them off, there are fears that they might not be ok. Although they are getting to go home, concerns are beginning to grow. Over the last two weeks, one in every seven passengers have contracted coronavirus which, critics say, proves that the Japanese Health authorities quarantine measures have been wholly inadequate. Now, japan says these rates of infection predate the quarantine. 0ne expert in Infectious Diseases says who visited the ship believes everyone on board is at risk. Everyone was shocked and scared of having infections and are still scared of developing the disease in the next couple of days. Those stuck in their cabins have documented the fear and confusion, including this british couple who were diagnosed with the virus overnight. Were going to a hostel, because there isnt a hospital bed anywhere around. 0k . So, we are going to a hostel and, in four orfive days, we will be removed from the hostel and put into a hospital, where we will receive treatment. So i cant see that theres going to be any way we are going to be on that flight to the uk. Even when they are free of the ship and free of the virus, many countries, including the uk, have said all passengers must spend another 14 days in quarantine. Meanwhile, in china, more than 2000 people have now died after contracting coronavirus. Most of the deaths were in hubei, the epicentre of the outbreak. Chinese Officials Say the number of reported cases is falling, but case numbers aboard the diamond princess continue to rise. There are passengers from more than 50 countries here. As they head home, it raises the possibility this ship could be the source of a fresh wave of global infections. Dr nathalie macdermott, whos a clinical lecturer specialising in Infectious Diseases from Kings College london, joins me now. Welcome to the programme. By any stretch of the imagination, it doesnt look as though the japanese have handled this terribly well . think there are a lot of questions that need to be asked about how the quarantine was implemented on the ship and if there was adequate supervision by people who are experts in infectious viruses. The public areas on the boat, outside the cabins. You think that is where the cabins. You think that is where the problem lies in terms of the increasing number of those who have contracted the virus marked gold i think its unclear the dynamic of whats gone on. But that is a starting point where we have to go to tayside and it might understand what went wrong. Where quarantine measures implemented properly . If they were, we start looking at other things but i think that is a starting point we have to address. Do we have time to look at other things . The worry is you look at ship like this and you think eve ryo ne ship like this and you think everyone cooped up on a ship like that, i know its a big one, but it has an air conditioning unit, it may raise questions as to how this virus is spread still . It could do but once i think we establish if the quarantine was implemented properly, we look if there are other sources of environmental contamination we are not aware of. The air should be filtered and shouldnt be communicating that much between cabins but it is certainly a possibility it could be spread through that mechanism or through communications and sewage systems, where there shouldnt be a communication but perhaps a fault or an Electricity Supply problem could cause a problem. Those on the ship, inevitably they just want to get off it. What is your view about those who come back to the uk from the vessel, what is the best way to proceed with them . Unfortunately, i think we have to assume that they are. They essentially need to be treated like people who have left wuhan because they are leaving an environment that clearly wasnt a where there was ongoing transmission of the virus. They would need to enter another 14 day isolation period, to make sure they are not infected with the virus and developing symptoms. They are already complaining they have felt like prisoners, you think they will feel like that longer . In the uk they wont feel like prisoners and will be welcomed. The figures we are getting, china says the number of cases are slowing down and yet it seems outside china, we still have an exponential growth of this . think it is a bit concerning the step certainly what we see in china is reassuring. We are seeing numbers fall. It looks like the containment measures that the chinese authorities have put in place are having an effect. But what were seeing in other countries such as singapore and japan and south korea today has announced 20 new cases. We are seeing ongoing person to person transmission in those countries. If we can identify the source of the clusters, it becomes very difficult to know what the future holds in the next few weeks for those countries. So is it inevitable that we will see more and more of these cases this country . Well, possibly. Butl more and more of these cases this country . Well, possibly. But i think we have been fortunate so far. Public Health England have done an excellent job of public Health England have done an excellentjob of isolating people and tracing their contacts. We might not necessarily see more in the uk but i think we will see a secondary peak in surges of new cases each day, as we see other countries struggle to contain it. Really good to see you, thank you. The inquest into the death of the tv presenter Caroline Flack has opened. The former love island host was found dead in her flat on saturday. Her family have now shared a previously unpublished social media post that she wrote earlier this year. Our correspondent, richard galpin, is at the inquest in east london. Richard, tell us what happened there this morning . We have had some really important details of what exactly happened on saturday, when Caroline Flack died. Essentially, we have been told that a Police Vehicle that had been travelling through north london was flagged down and the officers in the car were asked to come to a flat in north london. Inside the flat, they found a woman lying on the floor. Apparently, there had been a hanging and the Police Obviously tried to resuscitate her on the scene. They we re resuscitate her on the scene. They were not successful. Paramedics came in and they tried to do the same thing but were also unsuccessful. And Caroline Flack was pronounced to be dead. It was her sister who identified her. Now, also we have had today this announcement by the family of releasing a social media posting which Caroline Flack had written back injanuary. That had never published it. The family were very keen to have this published because they want people to read about it. It is a very emotional piece which Caroline Flack had written. For example, she was saying obviously there was a lot of focus on the fact she had been arrested for allegedly assaulting her boyfriend, which she denied. She said within 2a hours of that arrest, she said. Asi as i say, she was denied it was a sow and her boyfriend saying it was an accident as a result of an argument. She said. She also talked about her mental health, saying. So, real insight into what she was feeling at the time. 0bviously all the traumas that she had felt. She said also that she felt that for the past ten years she had been the victim of abusive messaging to her. 0k, richard, thank you very much. In flood hit communities like this in worcestershire, its becoming an all too frequent occurrence. They are hoping that flood defences will be built soon. The Environment Agency are working with us in the village to build them, but we need to have the planning permission from the local authority which, subject to that happening, would lead to the flood defences being built in the next 12 months. But the bureaucracy of getting that far is just taking forever. And is that a frustration for the villagers . Yes, yes. Its been going round in circles. We are making progress, but it takes a very long time to get anywhere. This is the village of severn stoke in worcestershire. The river severn is about a mile that way, but the floodwater has repeatedly hit the village since 2000. When it gets really bad, it crosses the road and hits those properties over there, and its done that again this time. Severn stoke will be getting flood defences theyve begun the process but it wont be for at least another 12 months. Further north in bewdley, the Environment Agency spent the night reinforcing flood defences, which held, despite fears they would be over topped. The people on the ground have worked incredibly hard getting all the barriers up and keeping people informed, evacuating the area, as i say. In monmouth, where the river wye reached its highest ever levels, they are bracing themselves for more bad weather, with heavy rain forecast for wales. Its notjust homeowners, but farmers have been hit badly by prolonged wet weather. There have been over 3,000 claims for storms ciara and dennis, with damages claimed for worth around £20 million. Farmer nick baxter has lost £30,000 and is still unable to plant anything, and might not be for another two months. Right now, we should be looking at a crop of winter wheat, a bread making variety that will be going off to mills in the summer, and at the moment we are looking at a field of mud and puddles. When cricket starts again at the county ground in worcester, anyone affected by the floods will be offered free tickets. But they may not be able to play here at the start of the season. For us, its not going to be as bad as for some other people that have been personally impacted. Weve just got to clean up, reseed, prepare and go again. So we are used to it and we are coping. In january, theresa may finally agreed to negotiate with labour. I told her at the time if she brought a bill before parliament that gave a role for parliament in the next stages of the negotiations, i would vote for it. I was consistent in that all the way through. Had she brought that bill, i told her and i told my constituents i would vote for it. When Boris Johnson finally did, i voted for it. She voted once for borisjohnsons deal, but against in the final version. But back to that passion shes best known for. Towns are now the key marginals that will be the central Battle Ground for the next election. I think the government has started to understand that. I think all Political Parties have now started to understand that. Her love of towns has really taken off in some of the stranger corners of the political internet, but it is a serious one. We have a Severe Weather warning here near ironbridge, where the peak with 6. 52 metres. Again, it has dropped, so it is dropping but river levels are still at dangerous levels. Moved northwards, up into north west england, particularly over the western slopes and into the cumbrian fells, a lot of rain. Less rain but still significant over the south west of scotla nd significant over the south west of scotland over the hills. You put beenleigh on the map . Yes, mainly because bingley has had its second wettest february on record and there is still a week or more to go. We could break the record. This is from the met office, it is the rainfall map. Areas in blue are above average rainfall so far, up to the 16th. Bingley is up to that under the dark blue, twice as much rainfall as you would expect. It wasnt until storm dennis and ciara came along that the rainfall was more than average but since then, huge amounts of rain in a short space of time. Two brown areas there, below average rainfall, east anglia and the north east of scotland. These areas will not say much rain today and tomorrow. Quite remarkable, when you look at the map, it doesnt look like the areas we are reporting on has been affected . We are reporting on has been affected . We have the West Midlands and west wales. The average rainfall for february is high over the hills of wales anyway, because of its elevation. What we have had is not double the amount of rain, like there has been in bingley but maybe 20 , 30 or 40 extra but it fell in a short space of time and that was the issue. As likely as, the wind direction changes, the sun comes out and we blow in some showers mainly for Northern Ireland and scotland, where there will be some snow in the hills. The government setting out its new rules on immigration, which will restrict entry to the uk for low paid and low skilled workers from abroad. The new system is about points and people who want to come here will need at least 70 to apply. So, how do the points break down . Having a job offer before you apply will get you 20 points. Youll also get a further 20 points if thatjob is at an appropriate skill level. An additional 20 points will be awarded if you have a £25,000 salary, or work in a sector where theres a Labour Shortage. And speaking english will also be a requirement that will earn you ten points. But therell be no entry to the uk for most people doing whats classed as lower skilled work in restaurants, care homes or Food Processing plants. Organisations which represent farming, catering and nursing are warning it will be hard to recruit staff under the new immigration system. But ministers insist businesses must stop relying on cheap labour from europe as our Consumer Affairs correspondent, colletta smith, reports. The funding for training at the moment isnt out there unless it is purely for an apprenticeship and that doesnt actually fit very well for our sector. Ranjeet, after years of speculation about how a new immigration system works, does this come with some relief for students perhaps . Very much so. Students have welcomed this new change in the law with big open arms and other organisations and other students unions across the countries, they are campaigning for free work and study the user. After the points based system, students are really positive about this. Once they come to the uk, if you are doing a stem course, you are doing. Science, technology, engineering and mathematics. It will cost you 30 grand a year and three years, that is 90 grand, roughly 100 grand for three years to study in the uk. Traditionally, students who have been coming from outside the eu now know where they are . Indeed, yes. No, sadly they wouldnt. Many miss the skill level and we cant increase their skill level, it is a level two skill qualification. Without lots of other boxes to tick, it would be incredibly difficult for businesses to recruit outside of the uk in future. One of the things we forget about is that for a long time, youve got hr departments who havent had to deal with how to do other visa systems and all of a sudden, their whole world is about to change. To be fair, this isnt a huge surprise, we have been talking about this for an awfully long time. We are in a situation at the moment with low unemployment and logistics hubs tend to be in areas of incredibly low employment, it is not like we all of a sudden have a resource available just to replace people. That said, will there be many people on the indigenous british people, who might think, there will be some jobs and hgv drivers . We already have a 59,000 shortage. If anybody wanted to be a drive at the moment, we are desperate for them to start that vocation. And yet priti patel is a saying there is a huge number, she says 8 million, which is a clearly figure way over estimating what is going on but they are just not there. Unless you want to keep shipping people about the country, at the end of the day, you need to be able to recruit from the local area if you are sending people off for driving. Ranjeet, in terms of students, will this encourage them also to stay . This will definitely encourage students to stay. As an international student, when you think of the uk, it is a developed country and mostly students who come to study come from a developing country. There is a gap between developing and developed country and having a degree is bridging that 95p~ having a degree is bridging that gap. Studying the uk is urging that gap. This points system will allow students to stay and work in the uk to get that british experience for what they have invested in their education. People who want to work in health care, it is not good for them because you dont have people in the uk who want to work in this industry and as sally says, there is not many people who want to get into the driving sector. This is bad for that sector and this is the sector that keeps us moving, that keeps us. Basically, the supply chain. It keeps us alive, essentially. Well said. To be fair, you can leave university and you can do anyjob you want and many people might want what the government describes as a low skilled job at a hugely rewarding job such as one in care. Indeed. You are looking after somebodys life, that is something thatis somebodys life, that is something that is rewarding. Not everybody gets into different sectors for money, people get into a sector because they want to make a difference and give back to the community and various other reasons. Classifying people as low skilled is not a good thing. What also about mentioning salary as a points incentive. How fair is that, if you are talking about £22,000 . If you are talking about £22,000 . If you earn less than that, you get no point at all. Are you already. The government will argue we will ensure we get skilled workers, that word skilled again. But it also deprives us skilled again. You need to earn 30 grand to stay and work in the uk but now it is 25 grand. 30 grand is basically for a graduate, just an undergraduate degree or a masters degree, close to impossible to get a first job of your life, first full time job which will pay you 30 grand. Bringing that margin down to 25, that is rewarding. The sector which really supports us more farmers, i knowa sector which really supports us more farmers, i know a couple of my classmates from romania. They came to the uk as strawberry pickers and thatis to the uk as strawberry pickers and that is how they made their living and supported their education. When i spoke to them about coming here today, they said, trust me, not everybody from our community who has done vegetable and fruit picking are very happy about this. Fascinating. To do this job in this chapel, to clean the chapel is, for me, the best thing i can do in this life. The upkeep now is particularly special. 500 years since the world lost michelangelos contemporary, raphael, preparations to host his tapestries in the chapel where they were designed to hang. Amidst the magical story of this place was an intense renaissance rivalry between the older michelangelo and the younger, more sociable raphael. Legend even has it that while michelangelo was absent during the painting of the ceiling, raphael even snuck in to take a peek the competition for favour driving these masters to new artistic heights. Raphael, the so called prince of painters, died suddenly on his 37th birthday. The anniversary has spurred painstaking restoration beneath some of his most famous frescoes. Among the greek philosophers in his school of athens is heraclitus, who raphael mockingly painted as a sulking michelangelo. They are confident they can stick to this timeline and get these planes recertified. The american regulator, the faa has said they are monitoring all of this. But all of this will raise questions amongst investors. The share price reaction has been muted, they seem to be watching this but sticking and focusing on that point that it is not going to delay the recertification, which has been key.
