Welcome to bbc news. President trump has become embroiled in a bitter battle with the american legal system, after a federal Appeals Court refused to reinstate his travel ban, on people from seven mainly muslim countries, entering the united states. It was a judge in seattle who had originally put a temporary stop to the policy, and tonight the president Tweeted Saying just cannot believe a judge would put our country is such peril. If something happens, blame him. Our north america correspondent nick bryant has more. The rush to reach america. Arrivals from mainly muslim countries making it through immigration after an Appeals Court rejected a move by the Trump Administration to reimpose its travel ban. So, impromptu celebrations at us airports, and relief for those looking to head across the atlantic. Tonight, Atjfk Airport in new york, this family from iraq finally made it into the country. They have spent two years obtaining us visas, and have packed up their lives in iraq. The embassy contacted me and said, we are sorry, you are able to travel. It was a red carpet welcome for the president at a gala tonight, the colour he saw when his order was blocked. We face a dangerous enemy, inspiring people to come into this country and frankly inspiring people who are already in this country. The president is determined to use the authority he has under the constitution and the law. Is it right for the president to say so called judge. The American People are accustomed to him speaking his mind. This weekend has seen a continuation of the protests between those who view the travel ban as an attack on american values, and supporters of donald trump, who see it as defending the american homeland. Polls suggest a nation deeply divided. Its over a week since donald trump signed his Executive Order. He says it is allowed to bar some foreigners In The Name OfNational Security. On friday, a Federal Court overturned the ban. The president attempted to get the ban restored, he said his president ial authority was being undermined. That appeal was rejected earlier today. A fuller appeal is due later this week. America right now is receiving something of a constitutional civics lesson in how the countrys Founding Fathers designed a system of checks and balances to make sure that no one person wielding too much power. In his latest interview, the american president seemed to show more respect forflood Vladimir Putin than americasjudges. I do respect him. I respect a lot of people, but that doesnt mean im going to get along with them. Putin is a killer. There are a lot of killers. Do you think our country is so innocent . That is a jaw dropping statement that flies in the face of the doctrine of american exceptionalism. Earlier i spoke with dr kelli ward, a former state senator from arizona. She supports the travel ban donald trump attempted to put in place. President sharp is doing everything in his power to make sure that the united states, our sovereignty and security is held to the utmost reference. President trump. It is a good start, he is doing the things he campaigned for. But he is already at odds with the judiciary. He has criticised individualjudges and is said to have used an Executive Order in an unconstitutional way. How can you be complimentary about any of those things . I think that President Trump is well within his rights by statutory and constitutional law allow that the president can act on issues of immigration when that is in the interests of National Security and so does criticism are founded. But clearly that is not the case. He cannot do these things. His Executive Order has been overturned, the travel ban has been lifted, it could go to the Supreme Court were even conservative judges act on what the constitution says and what hes doing said to be discriminatory on religious grounds. There is no religious grounds. There is no religious discrimination, there is no will slump ban, muslim. There is not a right for people to come into the united states. It is up to oui into the united states. It is up to our officials to keep america safe. Our apologies for the sound quality at the end. More and more people are having to wait several months for Hospital Treatment in england. New figures obtained by the bbc, show the number of patients without care after 18 weeks, has doubled in the past 4 years. Health experts are warning that the total number waiting for treatment could soon reach 4 million. The Royal College of surgeons says the delays are causing real suffering for many patients, while nhs england says its doing all it can to speed up treatment times. In the first of a series of special reports, on the nhs, heres our Health Editor hugh pym. For peter, it wasntjust inconvenient waiting more than six months for surgery. It made his life almost unbearable. Even after a series of operations on his legs and stomach began last autumn, there were delays which prolonged his ordeal. It got to the point where i was completely housebound. I was relying on Friends Forjust Minor trips to the shops. And i became quite reclusive as well. Deeply frustrated. Deeply, deeply upset with not being able to get out and do what i wanted to do. Bbc Research Shows that long waits for operations have gone up a lot since 2012. Although they are measured differently around the uk. In england, the number waiting more than the 18 week target was up 163 . In scotland, the figure was up 95 . In wales, those waiting more than the 26 week target were up 74 . And in Northern Ireland, the number waiting over 13 weeks was up 95 . I dont know anybody who isnt extremely concerned about the fact that waiting times are climbing. Because it is an indicator of the fact that we are unable to deliver the standard of care that we would like to be delivering, and its an indicator ofjust how much patients waiting for their surgery are probably suffering. Nhs Waiting Lists became a big political issue in the 1990s. Tony blairs government focused on bringing them down. This continued in the early years under David Cameron and the coalition. But that improvement was reversed in the last few years. 0n current trends, its quite likely that well pass the 4 million mark. Thats 4 Million People waiting for admission to nhs hospitals for treatment, probably in the spring of this year. The department of health, which covers england, said the nhs was doing 5000 more operations per day than in 2010. And the number who had to wait less than the 18 week target had increased as well. Hospitals say that with an increasing number of emergency cases coming in and only a limited number of beds, something has to give. When the system is under pressure, its often the patient expecting Routine Surgery who has to be put off. Hospitals have been under relentless pressure on the emergency side. We need to free up the capacity to enable those planned operations to continue. Peter wouldnt wish his experience on any other patient. But, with nhs finances not keeping up with the demand for care, there are more like him enduring long waits for surgery, putting the Waiting List Issue back near the top of the health agenda. Hugh pym, bbc news. And in the coming days well be running a number of reports looking at the state of the nhs, and the issues it faces. Thats nhs healthcheck, across bbc news. The Guiding Principle for more than 30 years, the housing minister, gavin barwell, now says buying a home is no longer affordable for some, and there should be a new emphasis on renting. Labour argues more Council Houses are needed, to deal with what it says is a housing crisis. As our Political Correspondent iain watson now reports, it was famously margaret thatcher, who defined conservative policy, on Home Ownership. Over a well publicised cuppa, mrs thatcher defended the Council Sales policy. A property owning democracy mrs thatcher expected that would be her legacy when she gave tenants the right to buy their Council Homes in the 80s, but the current conservative Prime Minister faced a different challenge. With house prices soaring in some parts of britain, Home Ownership remains just a dream for many families. So new policies are being constructed to help those who have to rent. First of all, we just need to build more homes for rent, because that will bring the price down, over time. And, secondly, we need to try and change the way the market works, bring in some new people that will offer longer tenancies, that give people more security in their home. And, thirdly, we need to end some of the up front costs people pay, by taking action against letting agents fees. Home ownership in england has declined from its peak in 2003. Seven out of ten households owned their own home then. Its fewer than two thirds now. At the same time, the number of households in private rented accommodation has almost doubled. Before the financial crash, developers would have been falling over themselves to grab this piece of prime north London Real Estate to build homes for people to buy, but now this rather Swish Development behind me has been built exclusively for people to rent. These new homes are likely to be popular with young professionals, who cant afford a big deposit to get onto the housing ladder. Here they can choose a decor, all of their bills are included, but some one bed flats cost almost £2000 a month, and labour are concerned that too many privately rented homes are increasingly unaffordable for families with children. The private rented market is incapable of dealing with demand, incapable of giving people the security they need, and, particularly in our major cities, it is so expensive that it means that many poorer, middle income, working class families are getting moved out. Government ministers say they havent abandoned the vision of a property owning democracy, but with many more people now renting, their policies have to accommodate the new reality. Great britain are through to the davis cup quarterfinals in the most bizarre of circumstances, after one of canadas players was disqualified. After dan evans lost his singles rubber, the tie in ottawa was balanced at 2 2. Kyle edmund was facing the wimbledon junior champion, denis shapovalov, in the decider. Edmund was two sets up, so victory looked likely anyway. But, when the 17 year old lost his serve, he did this. He hit the ball in anger towards the stand, but hit the umpire, arnaud gabas, straight in the eye. It was freak accident, and once the frenchman had composed himself, there was only going to be one outcome. A very apologetic shapovalov disqualified, and Great Britain taking the tie 3 2. And they will face france in april. And, if it is any consolation for shapovalov, he will surely be featured in the next What Happens Next in question of sport. It isa it is a shame that it has happened that way, and ifeel for the it is a shame that it has happened that way, and i feel for the young lad, because, you know, he is a great talent and he has learnt a harsh lesson today. But what i would say is i thought kyle, from what we saw on friday, to Come Out And Play against a low ranking player, he was absolutely fantastic. If he wants to compete at this level, hes got to keep it together at all costs, under all circumstances, and emotional control is the biggest factor in this game. And so hopefully, you know, if there is no damage to the referee, he can learn from that, and learned his lesson to move forward, and hopefully the lesson serves him for the rest of his career. After the first weekend of rugby unions six nations championship, it is wales who top the table on points difference, after victory over italy side in rome. It was a far from convincing display. They trailed at half time, and it wasnt until italy had a player sin binned that wales were able to score their first try. They ran in three in the end, though, to score 30 unanswered points and win 33 7. They dont have long to prepare for their next game. They host england in cardiff on saturday. Moussa dembele came on with half an hour to play and turned the match. He is celtics top scorer this season. His hat trick moved him up to 23 in all competitions, and helped his side to a 19th consecutive win in the league. Cameroon have won the africa cup of nations, upsetting egypt 2 1 to lift the trophy for the fifth time. It was a dramatic end, too, with Vincent Abouba Kar grabbing the decisive goal in the 88th minute. The Indomitable Lions had been beset by problems in the run up to the tournament, with players refusing to play, but managed to end a 15 year wait to lift that trophy once more. We will be having a detailed look at the papers at 11 30pm, but lets have a quick look at some of the front pages. The Daily Telegraph leads on analysis by the Health Service journal of plans to close a e units in england, in a bid to save money. It reports that up to one in six Casualty Departments face closure. A Parliamentary Committee says the government should be stripped of responsibility for overseeing the franchises of rail companies. In a highly critical report, the transport Committee Says ministers have failed to hold rail bosses to their promises. The government says it is already implementing many of the mps recommendations. The leader of frances far right National Front party, Marine Le Pen, has promised to eradicate terrorism and abandon the euro if she wins the countrys president ial election. Launching her campaign, she said france was under threat from Islamic Fundamentalism and globalisation. Lucy williamson has more from lyon. She hugs kittens, shares memories of pregnancy, and has dropped her controversial surname from party brand. This is marine, a new softer image for frances hard line nationalist in chief but the message is broadly the same. Translation 0ur leaders have chosen unregulated globalisation. It was supposed to be a wonderful thing, but it turned out to be horrible. Always in search of maximum profit, with Mass Immigration and financial capitalism. Her election promises, to pull france out of the euro, cut immigration, and give french people priority in housing and jobs, have w011 priority in housing and jobs, have won her enough support, polls say, to win the first round of the president ial contest. But without political allies her problem will be winning the second, and this time she is not the only alternative party on offer. France is suddenly facing the prospect of a president ial run off without either of its main established parties. But the leaders of both left and right trailing in the polls, voters could end up choosing between two political outsiders. 0ne fiercely nationalist, the other with a liberal, pro Europe Vision for france. Emanuel macron drew twice as many people to his own election rally in lyon this weekend. Not bad for a rally in lyon this weekend. Not bad fora man waging his rally in lyon this weekend. Not bad for a man waging his first ever election campaign. If Marine Le Pen is targeting the losers of globalisation, mr macron is pushing its benefits hard, only to be inspected from a former banker, perhaps. Translation some today pretend to be speaking In The Name Of the people, but they are just ventriloquist. They attribute to the french values that are not really theirs. That is a dig at the National Front, whose slogan says it is running In The Name Of the people. But, in this election, there are many candidates from many different parties who are claiming to be just the same. Hundreds of thousands of people have rallied in romania, despite a decree being thrown out that would have softened penalties for corrupt politicians. Tonight has been the sixth consecutive night of protests in the capital, bucharest. Many of those demonstrating say the u turn isnt enough, and are calling for the government to step down. Steve rosenberg has more from bucharest. Well, here at the centre of bucharest, these protesters have got what they wanted. Earlier, romanias government cancelled its controversial decree that would have shielded some Public Officials who had abused their office from prosecution. And it was these crowds, it was pressure from the streets, which forced the government into a u turn. But, as you can see, the protests are continuing. And now, many of the protesters here are demanding that their government resign. We want them to leave. Its not enough just to cancel it. They did something very wrong, and we want them out. You want the government to resign . Yes. Were determined to resist, to keep fighting, to keep fighting until the current government steps down. We believe that theyve lost credibility, notjust for the romanian people, but really with other countries around the world. Soits, , well, these are the largest Anti Government protests romanian has seen since the fall of communism. Over the last few days, hundreds of thousands of people have been coming on to the streets to accuse their government of backtracking in the fight against corruption. And, here on the square, they are actually projecting Anti Government slogans onto the government building. Now, the authorities reject the criticism, and supporters of the government accusejudges and prosecutors and investigators of being over zealous in the fight against corruption. But mass protests have forced a retreat. This is a victory for people power. Lets ta ke lets take a look at the Weather Forecast now. It has been a bit of a mixed weekend weatherwise. Temperatures have been slowly dipping down by a few degrees. This is how we ended the day in dorset, you can see the sunset there, a very serene you can see the sunset there, a very serene scene. A Monday Morning many of us are likely to see some frost and some form, so a bit of a wintry flavour to the weather to start off your new working week. So lets look at first thing Monday Morning. Temperatures in our towns and cities are degree or so either side of freezing. It could be quite a bit colder than that in the countryside first thing. So a sharp frost and later in the day we seek low pressure approaching from the atlantic, Bringing Rain The Western Parts of the uk on that Weather Front. To start things off, Monday Morning at 8am, cold and clear across much of wales, southern and central england. The odd pocket of fog around across parts of Eastern England and certainly some frost here. Cloudier skies in the far west of england, Western Parts of wales and Northern Ireland. Chile for much of Northern Ireland, Northern England and scotland. We have some frost first thing in the morning and some mist and fog patches to watch out for as well. So take care on the roads because we have that frost and fog around. Through because of the day we will see that front moving into Western Areas so the wind picking up Northern Ireland, wales and the south west of england, with the arrival of some rain. Central and Eastern Parts of the country remaining dry and less windy and colder, with temperatures between five and the east and ten further west. Through monday evening and overnight, that rain will turn to snow over high ground as it makes its way eastwards across england and scotland as well. Further south it will be falling as rain while that rain clears early on tuesday, we are looking at, again, some for guinness first thing in the morning. We have this Weather Front across Eastern Parts of the uk, bumping into High Pressure which is situated across scandinavia, and that means the Weather Front wont be going anywhere in a hurry. It remains fairly cloudy toward the east. A few spots of rain and a slice of sunshine for the likes of south west scotland, Northern Ireland and wales but further rain working into the south west later in the day and temperatures touch milder than recent days, between six and 10 degrees. Heading through into went there, a quieter day with this front in the east fading away. Still quite cloudy towards the east, but it should be dry. Some brighter skies, particularly for parts of wales and the south west of england, and temperatures between four and nine degrees on wednesday. Towards the end of the week the milder air gets pushed away and what we are going to cis pushed away and what we are going to c is colder conditions coming in from the east. Goodbye for now. Hello.
