Hes 48 years of age. He lives in a suburb of detroit, and he works as a Global Security consultant for a major auto parts manufacturer here in the detroit area. He was traveling, though, to russia as part of a personal trip. At least according to his family. They say he left here on the 22nd, got into russia, and that as a former marine, which he is, he was attending the wedding of another former marine who was marrying a russian woman. The wedding was supposed to take place on the 28th. Normally when hes traveling, the family says paul keeps in very close contact because his older parents live here. But on the 28th, everything went silent. They became gravely concerned, in fact, so concerned that actually when it was revealed he was detained by russian authorities, they were somewhat relieved because they feared for his life. They know how serious the circumstance is, but at least its better than fearing that someone is dead. The company he works for says he was not over there in any kind of official capacity. David, his twin brother, talks about the sort of work that paul does. He was responsible for looking at the physical security of sites for his employer. To make sure that things couldnt be stolen or broken into, to remove the opportunities for people to have access to things they shouldnt have access to. But it wasnt cybersecurity. It wasnt bodyguard type of security. It was much more about the physical plant. The company that paul whelan works for company, he has worked for them since 2018. The company confirmed he does work for them, but also stressing he was not over there for any kind of corporate business. They say they have no facilities in russia. He has worked for other American Companies in russia, but again, that was not his job at the time. His family is absolutely astounded that in any way he could be accused of spying. Wow, a lot of Unanswered Questions so far. Martin savidge with the story from michigan. Lets move now to moscow and our Senior International correspondent matthew chance. Matthew, the timing of this american being detained is very interesting with maria butina pleading guilty in federal court to conspiring to act as a foreign agent. That, of course, Vladimir Putins new years message to President Trump. What do you make of all this . Yeah. Look, the timing has certainly been commented on. It may or may not be relevant. No avoiding the fact it was just two weeks ago that maria butina, the progun lobbyist held in the United States, from russia, of course, after pleading guilty to conspiracy, u. S. Prosecutors alleged she attempted to infiltrate conservative groups like the National Rifle association, the republican party, inorder to influence prominent and important americans. She faces sentencing shortly. It could be six months, it could be a couple years depending on which lawyer you want to listen to. But its something thats absolutely angered the russians. They have expressed outrage at this, launched an internet based campaign to try to get her released. However, a week or so ago, Vladimir Putin gave an annual press conference in which he was asked about this. He said were not going to take measures of retribution. Were not, for instance, going to arrest an innocent person and try to swap them for maria butina. Thats essentially what he said. Then here we are on december 28th, this paul whelan was detained, caught spying, according to the counter Espionage Agency here. So yes, a lot of question marks being raised over the timing. All right. Matthew chance, thank you for that perspective from moscow. Lets talk more about this and get some analysis on the whelan arrest. Joining me now is steve hall, a Cnn National Security analyst, a retired cia chief of russia operations. So he knows a lot about what goes on in moscow. Steve, just kind of top line this for us. Paul whelans family says he was there for a wedding. There just traveling on personal business. The russian government is accusing him of spying. From your view, what do you think is going on here . Its my assessment that this is precisely what we would expect out of the russians, which is they understand the butina connection. They dont want maria butina to stay in the United States any longer than she has to. Her sentencing is coming up. This is not coincidental. This is the russians doing what they do well, which is reciprocity. Theyre going to say you arrested a russian citizen and now were going to arrest an american citizen on the hopes of putting pressure on the American Government to try to get whatever it is that they want, whatever end result they want out of the butina affair. Probably, i would imagine, short if no sentence followed quickly by deportation to russia. This is not just the russians who do this. The canadians are involved in a similar situation right now with the chinese. The North Koreans have made a habit of arresting americans and calling them spies for many years. This is just something that autocratic regimes who are able to do this without the rule of law oftentimes do. Thats what Vladimir Putin is up to now. Whelans family is insistent hes not a spy. You know a thing or two about spies having worked in the cia, especially in moscow. I would assume there are american spies operating on some level in russia. Would his family even know if he was involved in that type of intelligence operation . Well, again, this is not that situation. This is a situation where by you have simply almost a random american, although it is interesting that this individual, that mr. Whelan did have security responsibilities for the company he worked for, because of course, that allows the russians to say well, look, we have a former American Military officer. Hes a marine, and he worked for security. Therefore, he was up to no good. Its my assessment he was not up to no good. He was simply there for a wedding. This is politics, geopolitical pressure that putin is trying to exert on somebody we do know was working for the kremlin, which is maria butina. That extends out. Will the russians then provide anyway evidence of what they believe led them to believe that whelan is a spy . Oh, of course. The russians are magnificent, probably top of the line, id say, in terms of fabricating evidence. If you have questions about that, look up kyle hatcher and see what they did to an american diplomat, where they fabricated story, an entire story as to why he was up to no good, and he was not. The russians are definitely capable. Again, this is the great thing about living in an autokraes, they can make up whatever they want and they will. Now the question is, should the americans attempt to negotiate for whelans return back to the United States . And what would be the process to bring him home safely, and could it involve Marina Butina . I believe its going to have to involve maria butina. Again, its my assessment thats the thing motivating Vladimir Putin and the kremlin to do this. Then it becomes a political and policy issue as to whether or not well look at the laws maria butina broke when she was working for the kremlin and whether or not theres a way to reach an agreement to say you have an innocent american, we have maria butina. Lets see if we cant work something out. Thats a policy issue that has to be worked through by both governments. This is the price of doing business with russia or any autocracy, you have to deal with folks and sometimes barter like this. As you heard him talk about, he dpid cancel his plans to go to fl florida for both christmas and new years, but twitter has been his main mode of communication. Typically, you would see him, he would be talking to reporters, pushing out the information he wanted to in the shutdown in person, but really, we are just heard from twitter. Thats been his main mode of communication. We have seen a lot of tweets, but so far, no movement from the two sides getting any closer to the middle there. Very good point, jessica, about the way he has chosen to fight this battle while being holed up in the white house. Thank you from washington. So lets talk more about this. David drucker, cnn political analyst and senior Political Correspondent at the washington examiner, and catherine rampell, a cnn commentator and opinion columnist at the washington post. David, im wondering, if youre Mitch Mcconnell and see this maneuvering from nancy pelosi, which you probably assumed was going to happen, how do you respond to this . Do you pass a bill you have already passed in the senate, or do you wait on President Trump before you move this any further once the democrats send it your way . Look, i think Mitch Mcconnell has made it clear hes going to wait for President Trump and the democrats to cut a deal. He thought he had a deal with the president , and he had the entire republican conference essentially voice vote a deal and then the president backed off it. It was a deal none of the republicans liked but the president asked them to do it, then he changed his mind. I dont think youll see Mitch Mcconnell get in the middle, risk another vote that the president decides to throw away. This is up to nancy pelosi, chuck schumer, and President Trump. Once they have a deal, youll see enough republicans in the senate onboard to get that done. But i think were looking at this to possibly last quite a while because the president and the democrats are far apart on the issue of the wall specifically. Not necessarily Border Security, but the wall, because of all the politics thats wrapped up in that. Of course. So catherine, a big part of that politics involved the House Freedom caucus, that relatively small group of conservative house members that were the ones who got in the middle of the deal to begin with. This is what mark meadows said after the plan from the democrats came out. He said Nancy Pelosis newest funding proposal doesnt represent any serious attempt to secure our border or find a compromise. A 1. 3 billion democratic wish list that includes zero money for a border barrier is a nonstarter. Notice he says barrier, not wall, and will not be a legitimate answer to this impasse. What is mark meadows attempting to accomplish . Is this really to make the process more complicated than it is. It seems that way. Look, there was a deal. The white house signaled that it was going to support that deal. It passed the senate by voice vote. Paul ryan, who is still in charge, i know that everybody wants to lay the blame at the feet of nancy pelosi, but paul ryan is still technically in charge, he refused to bring the bill to the floor for a house vote. And so look, i think its silly to wait for trump to give his endorsement to whatever the deal is, because he changes his mind all the time. I think what you need to see happen is you need to see basically the senate and the house work through a vetoproof majority on both sides, and we had it at one point in the senate, with nancy pelosi taking over in the house and the democrats taking over in the house, it seems possible they could corral the votes and sideline mark meadows and the rest of the Freedom Caucus because theyre no longer going to have power, but for some reason, everybody is waiting on trump to decide that hes going to give his finicky endorsement to whatever comes through. David, im interested in the optics of all this. Jessica dean made this point in her report about the way the president has chosen to go about this. Hes basically, he made a big deal about not going to maralago, which for him is a big deal, but he chose to stay behind closed doors the entire time he was in washington. Didnt make some kind of grand gesture of taking his motorcade down pennsylvania avenue and asking nancy pelosi where she was. What do you make of kind of the public posture the president has over the past two weeks, and was it a missed opportunity . Yeah, look, i think hes really been squandering the advantage he has with the president ial bully pulpit. Theres so much of a conventional communication strategy that actually would have helped him. Every time he angry fweets, which is basically all hes been doing for two weeks, hes speaking to a base that wants to see him fight. For all the voters in the middle, for all the soft republicans who dont appreciate his style of leadership, he could be speaking to him, and he needs them to win in 2020 and win on issues. He could speak to them to put pressure on democrats to come to the table more swiftly and deal in terms that are more advantageous to him. Instead, hes doing what hes always done, that he believes works, except we know from the 2018 elections, it doesnt work and it didnt work the same as it did innt in 2016. I dont think its going to create a scenario in which democrats feel pressure to come to the table more in his direction. Over time, that could change. As voters sort of internalize the fact that democrats now control the house, they might expect more compromising positions from them because its no longer republicans in control of all of government in washington. But for now, i think the president is missing a real opportunity here to at least try to reframe the issue and put more pressure on the democrats by continuing with the tweets and the tweets only. And particularly as we have seen this morning, the angry tweets. But you know, this is what he likes to do. So this is where i think well be for a while. Catherine, that point that david makes is an important one about how hes retreating to his base, but whats interesting is on this particular issue about Border Security and then if you extend it out to the wall, he has a lot more broad republican support, maybe even some independent support. Isnt there an opportunity to kind of expand his mandate here in these negotiations as opposed to retreating back to the people he knows will always have his back . I think to some extent, he likes having an enemy. High likes having a fight over the wall almost as much as he wants the wall. He sent out two or three fundraising emails in the last 24 hours trying to raise money off this fight over a wall. I think perhaps he thinks its advantageous to him to play up this enemy, right . Who is trying to block him from getting what his base really wants. Of course, if you look at the overall polling numbers about funding for a wall, most americans are not in support of it. We just had a Midterm Election that arguably was a referendum on issues like this, and democrats overwhelmingly won. Whether thats a successful strategy is different from whether trump thinks its successful. Which is much of how washington has been for the past two years. We heard from kim jongun at the same time President Trump in his new years message touted his relationship with north korea as a big success and hes in no rush to figure things out over there. Seems to be a disconnect between the two leaders, at least in the public face theyre presenting to their people. Ryan, the more things change, the more things stay the same. It may be a new year, but theyre not taking a new approach. Kim jongun is threatening the United States and putting the blame on us and saying we should lift sanctions, which is one of his favorite things to do, while concurrently continuing to build his nuclear program, arguably from an analytic perspective, the threat from north korea has increased over the last 12 months despite the summit in singapore rather than decreased as President Trump would like to say. What do you make of the way kim jongun presented himself in the speech . It seems different, in a library, wearing a suit as opposed to a military uniform. Does it represent a shift for kim in terms of how be presents himself to the world . He was also surrounded by pictures of his family. This isnt just a message to President Trump. This is a message domestically as well. From a domestic perspective, kim jongun has done a really good job in the last year. He has continued to stockpile fissile material and the stuff used to make nuclear weapons. Secretary of state pompeo said that himself. Hes marching ahead with the crown jewel of his nuclear program. While continuing to be embraced on a world stage and inching even closer toward integration with south korea and other world economies. The last thing he needs to do is convince the United States to lift sanctions so that he can get the economic benefit of this warm embrace from the global community. Thats probably going to be his new years resolution. So from one hot spot to another, lets go to syria. All of a sudden, another change in tune from the president here. He told fox last night hes not in favor of a rapid withdrawal. In fact, listen to what the president said in that interview. I never said that im going to rush out. Were going to get out. Were getting out of syria, bringing our young great troops home after so many years. You know, we were supposed to be in syria for three to four months. That was four or five years ago. And its time. We have to bring them home. And were going to do it in a very good way. So the New York Times has actually put a number on the timeline. Theyre saying four months. So this is a bit slower than perhaps we thought from the president s initial comments on this. How could that impact the situation there . First, lets talk about what the president s done with respect to why our troops are in syria in the first place and the three to fourmonth timeline. Troops arent assigned for a specific amount of time. Theyre assigned to accomplish a mission. What hes saying is really inaccurate. With respect to the drawdown timeline, withdrawing troops too quickly exposes them to risk. You have to remove them and their equipment and the various capability that support them on the ground. If you withdraw them in a 30day time period, it puts them at a lot of risk. The threemonth timeline or longer is what i assume military commanders are saying would allow them to remove the troops safely and coordinate with allies on who is picking up for us. As you heard, he said he would love to run against Elizabeth Warren and then he talked about we needed to ask her psychiatrist if she thinks she can win. Is this the opening vsalvo in opening talks against the president . Politically, i think shes crazy, too, so i understand what he means by that. I think most republicans are like, please, let it be her, because of her stumble with the native americans. Thats nonsense, and shes going to get called on that every time she tries to Say Something about President Trump. Theyre going to go back to that. Shes not authentic. You know, even her hometown paper the boston globe told her dont run. Your time is past and we dont think youre the best candidate. I think shell be in a lot of trouble. But its such a crowded field. She has name i. D. , and she probably has a Good Organization coming into it, so shes go to be in the front of the pack to start. Scott, lets get you take on this. Rob kind of alluded to the timing of the announcement. First of all, new years eve, and it also came in the midst of a partial Government Shutdown. Part of the reason you form an Exploratory Committee is for the purpose of raising big bucks. Are you concerned she might have an optics issue, trying to raise cash when federal workers arent even getting paychecks . Its a long campaign, so i dont think shell have a problem raising money. Maybe they give, maybe they dont, but the reality is she wanted to get out ahead. She had a day where she could cover the news cycle and what have you. She accomplished that. She has other challenges. To be honest with you, President Trump has a lot of challenges. This whole issue of pocahontas and her native american heritage, its a distraction. She will be tainted with that and painted with that, but the problem is that just because shes tainted with it doesnt mean shes not qualified to be president of the United States. Because she certainly is, if not more qualified than donald trump, so its a distraction more than anything. Rob, youre advising the president on 2020 already. When you see the field of democratic candidates, it could be 25, it could be 45. Who concerns you the most . Who in this field right now do you think could present the biggest challenge to President Trump . Well, i think the most qualified is joe biden. But i just think now with the identity politics of the Democratic Party, hes a white male, so you have to toss him aside. I think Kamala Harris is probably the most uniquely positioned, certainly where the Democratic Party is right now. She comes from a big state, already democratic, so she doesnt bring a new state to the fold, but shes got a big base to draw from, including fundraising. I think shell be appealing to the democratic base. Identity politics is rich for the republicans to talk about identity politics because the president s and gop are the greatest identity politics with their White Working Class and their support from racist groups and the kkk and the nazi party. That being said, i wouldnt toss any candidate out because of the color of his skin. Biden has strong relationships with all people of color and people of all communities and all racial ilk. Thats a little insulting. But more importantly is this, right . This is going to be a long campaign, where there are 10, 20, 30 candidates. Really viable candidates. Heres the deal. You have to have a likability factor. You have to have a message, money, and mobilize voters. Thats really what this is going to come down to. We also ought to talk not just about trump and who he is and what hes done, but look at his record, evaluate that record, and give voters an alternative, because as he plays to his base, thats not enough for him to get reelected. Theres a gap between his core bass and his electoral base. His electoral base, the well educated White Working Class individuals or voters, theyre the ones who put him over the hump, especially in the rust belt. Its going to be difficult for them to do that based on the way hes governed. Based on that, scott, do you think its necessary for democrats to find a fresh face as opposed to someone like Elizabeth Warren or joe biden who in many respects have already been defined by the publ public. Would they be better to find someone like beto orourke . They would, but right now, this is all name recognition, if you will. This isnt viability or likability and organization. So until we get everyone in the race, until the debates start, because theyll be falling like you saw on the republican side in 2016, who has the staying power . I would watch for a former governor of a southern state, like a terry mcauliffe, because he can raise the money. He can mix it up with trump. He may be connected to the clintons and may make an issue of it, but he has a strong record of accomplishment in the state of virginia. That type of candidate is going to be a real problem who can reach out to a Cross Section of voters, black, white, yellow, brown, or whatever part of the country theyre in and get those votes. If hes the man, if you will, then i think trump and the republicans are going to have a real problem. Okay. Scott, it wasnt insulting, it was the truth. The identity politics. It can be both. You can be insulting and truthful. You can be both, you know. When the polls came out last week i let you speak. When the boles came out last week, and what was the number one story . Tonight, cnn premieres a new film about her life and work. Heres a preview. Hi, im gilda radner. And okay now. People want to know what made you funny. From the time i was a kid, i loved to pretend. She was the very first kate baldwin had a chance to speak with her brother, michael. Michael. Her own voice, telling her own story. What is it like for to you hear her voice narrate her tale after so many years . Its very interesting. Her voice sounds so familiar. Even though gilda has been gone for almost 30 years now, if the phone rang and i picked it up and it was her voice there, i would have to remind myself it shouldnt be there. Its wonderful to hear her voice and describe her own life that way. You were key in allowing the filmmakers to access her diaries and videos in writing. What did you want people to know about your sister in coming out with this film . I want people to know that basically though she was funny and that she was very smart and a very good person, the gilda that people saw on the screen on the television and that they fell in love with was the real gilda. She was the kind of person that was she treated the person who swept the floor as well as she treated the president of the corporation. That was the real gilda they were saying and the reason people identified with her and fell in love with her. I like the fact that people loved her. There are two kinds of people in the world. Those that know and love her and those that dont know about her yet and will love her once they learn about her. What made her such a good comic . Thats a good question. I think she loved to make people laugh. That was very important to her. She must have had all these characters in her mind and she threw herself into it. It wasnt her putting on an act. She became whatever she was doing. It came through and it showed and obviously people responded to it. She died after battling cancer in 89. During her battle, she kept writing and recording and a friend in the film said something that i loved. She thought she could help by being an example. What was the example that she wanted to set at that latter part of her life . Well, she knew that cancer was a battle. She was planning on fighting it. She was hoping to survive. But she wasnt going to let it get her down. Once she came to terms with it, she said i make people laugh and im not going to stop doing that. She pressed forward and tried to live life to the fullest and not give up. For her, it worked. Unfortunately at the end, there was a sad ending, but in dealing with the cancer journey, sometimes its not the ending that matters, but how good you can make the journey. You dont know what the end is going to be, but you can make the journey as good as possible. I love that. So many of todays comedy stars appear in the film talking about her and her influence. What do you think she would have made of all these tributes . I think she was basically modest. She was not looking to pat herself on the back and pleased that all these people appreciated what she had done and she had been happy she had been an inspiration for so many young women who went into comedy and used her as an example of what could happen and looked up to her and she made a difference in their lives by encouraging them to go ahead with a career they might want to do. I tell you, i really enjoyed the film. Its great to meet you and thank you so much for sharing your thoughts and your sister and all of that footage. I appreciate it. Thank you.
