Scary developments in this ongoing manhunt for an escaped murderer in pennsylvania. Sources tell kyw that a man matching Danelo Cavalcantes description stole a rifle with a scope in a violent confrontation with a homeowner last night. That homeowner opened fire but its not known if the fugitive was hit. Police rushed to the area. Its about 20 miles north of the prison where he escaped. People in the area were warned to lock their doors and stay inside. Local School District is closed today. We are expecting a Police News Conference in over an hour from now. Joining us is scott duffey, a retired fbi special agent. He was involved in an 18day manhunt for convicted killer who escaped a Pennsylvania Prison back in 1999. I appreciate your time. Im trying to get a sense the suspect now armed with a weapon. How does that change the dynamic for Law Enforcement . So that changes everything. Good morning to both of you, phil and poppy. So what we had before, and it lasted about 11 days, was a dragnet. So he escaped prison. He didnt get very far. Got into a wooded area in that Chester County route 152, longwood gardens, a very different difficult terrain for Law Enforcement to get eyes on him, right. Other than these trail cams that were popping up and giving Law Enforcement indication that he was still in perimeter. And then after about 11, 12 days, he breaks that perimeter. Its not shocking. Its disappointing. But it is part of the fugitive game where, you know, its a catandmouse game. So the chase is on. You led a manhunt for a murderer in the same state . 99. You guys got him after 18 days. Are the circumstances in this case now harder . I would say the circumstances are harder for the fact of the recent developments as of last night to early this morning, is that he stole a gun. So 1999, so were looking at two very similar individuals, right. Both escaped convicts. They both were charged and convicted of murder. And so that is the worst of the worst. So they escaped. Norman escaped and stole a car and made his way back to his home territory, which was Chester County, and bouncing between three states, stealing one car to the next. Its not known what his goal was necessarily. There were some talks about him trying to find some treasure, something that might have been buried from their time as the johnston gang. But this guy, danelo, were trying to figure out his game plan. He escaped. He, obviously, is trying to figure out where he is going to go. The predictable behavior was predicted in the sense that what did he do when he scaped the perimeter . He went to a territory that he is known with. I am a little bit surprised that he hasnt kept making that trek, wherever he is going to go. And so i thought it was going to be the dragnet. Then he broke free. So now Law Enforcement pulls back and an investigation takes place where they pretty much go to family, friends, associates, known locations, whatever he was doing in the short time he was in the Chester County prison, whoever weihe was communicating with would be things Law Enforcement would be look at. If the reports are true he obtained a gun, its an absolute different game. There is a fight. There is flight. He did the flight. Now it looks like he is trying to put up a fight. This does change the way things are happening. The idea of a game plan, do you think he has one . The movements seem to have been kind of divergent. Do you think he has a game plan here . He was a shortterm game plan. He succeeded in his 12 days within that perimeter that was always changing. Law enforcement is on top of this. But we are talking about trees and grass and unlocked doors that are unending. And so he has a game plan, and that game plan is to stay out. And so when you have that shortest day shortterm game plan and now getting a gun, whatever he believed was a way to continue to escape Law Enforcement, but now breaking into a house or a shed are wherever he got this gun and arming himself, its it appears to me that his game plan is now to fight. And whatever that fight is going to be, Law Enforcement is going to bring that fight to him. Well, scott duffey, as a former fbi agent, appreciate your he caexpertise. We are in a bit of a break. Look at this. This is yet another cold front thats going to bring more rainfall to the area tomorrow. The potential for Flash Flooding exists there. Fitchburg, massachusetts, in a onehour period, 3 inches of rain. The storm total higher than that, exceeding a half a foot, even nine inches in some locations. You can see rainfall totals. Yeah, House Speaker Kevin Mccarthy seems to be leaning more and more into this idea of opening an Impeachment Inquiry and later this week he is going to make that pitch to his conference in a private Conference Meeting where they are going to discuss the updates on their investigations thus far into President Biden and his son hunter biden. Like you noted, the votes likely are not there now to open an Impeachment Inquiry. While you dont have to put this on the floor of the house for a vote to formally launch the inquiry. That is the expectation that Kevin Mccarthy wants that to show republican unity. There is work left to do on that front. That is just one of the fights that are looming right now, phil, in the House Of Representatives. Of course, right now all eyes on whether or not the house is going to be able to coalesce to keep the government funded past the september 30 deadline. Thats the other fight Kevin Mccarthy will be having with the conference. They are going to get back to washington today. They will have a vote on the floor at 6 30. As Leadership Aides have been telling me, the hope is once members come back to washington, once they feel the urgency of that deadline approaching them be able to come up with a plan to keep the government funded. Whatever they come up with in the House Of Representatives has to get in the house of senate and they are unified when it comes to the appropriations process. They have a plan moving forward. On this point in particular, im trying to understand we were talking about this with david sanger of the new york times, this bloc that is forming. What is your read on the dynamics of russia, china, north korea, at the moment . I have been talking to officials, american officials, the u. S. Ambassador to japan, rahm emmanuel. His first commentary is, if Vladimir Putin seeks to rebuild the imperialist negotiation of a Russian Empire by reaching out to russia and iran, that signals weakness by Vladimir Putin and russia. North korea is a pariah state. Its been under sanctions for years and years and years. At the very most, it has ammunition to give to russia or whatever. Nobody believes that what it gives to russia, if it does, will dramatically affect the status quo on the battlefield in ukraine. It also points out how stretched russia is, that it would need to reach out in that kind of way. Obviously, north korea is probably the one coming tin in hand for whatever it can get from russia. What you have is a group of countries, iran as well, russia trying to get Drone Technology and the like, that russia is having to rely on. All of which are under sanctions. Any such deals would be a violation of International Law and south korea, u. S. Ally, big power in the regional, called on respect to respect and acknowledge and behave responsibly under the International Rules of the road. While the white house said, the National Security advisor, that north korea will, quote, pay a price if this moves forward, you tilt your head. The question is does the u. S. , does the west really have any power over either of these countries in this . I mean, sanctions, sanctions and more sanctions. There are so many already. That is true. The more they isolate them, they think they can keep them at bay. Certainly the strategy right now in that region, you put russia to a little bit to one side, is to not contain as President Biden said, but to try to, you know, build a deterrence against china and any, you know, adventures that china might want to play. All off this plays into the w bigger China Situation as well. It goes to show that russia is kind of desperate. You have done so reporting on how the world is viewing this moment in the United States. I want to play something that president Vladimir Putin said this morning. Take a listen. Translator all that is happening with trump is a persecution of a political rival for political reasons and this is done in front of public of the United States and the whole world. Russia meddling in u. S. Affairs is not new. I was kind of saying the quiet part outloud. I would say he would say that, wouldnt he . Trump considered a friend of Vladimir Putin. He said it himself. He showered positive praise on Vladimir Putin, the strong man. Positive praise on kim jongun, if you remember, going to meet him twice. I covered both of those meetings. Nothing came of it. Having said that, Vladimir Putin, iran, north korea, the lot, would probably absolutely prefer all the dictators and pariahs of the world will prefer to see a nondemocratic with a small d, authoritarian figure back in power in the white house because they think thats better for them and they are confronted now with a very stiff challenge to propping up democracy around the world and trying to, you know, push Back Authoritarianism under the would and the coalition he managed to get through and staying strong over ukraine. There is a development this morning in this u. S. Effort to get Five Americans released from prison in iran. This is about a waiver to banks, to release 6 billion of iranian money to banks in qatar. With some restrictions. Its a development the right is criticizing but necessary to get them out . First, i want to say this your interview, too. Yes. Firstly, the right, whoever you say are criticizing, have gone into these deals before. President trump himself has released iranian prisoners in iranian prisoners in a swap to get americans out of iran. There has been iranian money given back in the past. Iranian money in order to get americans who are wrongly detained back to their families. What this one is about, and i have been reporting this for a while when i got that interviewed with the longest held american iranian in prison, the most extraordinary interview that i have ever conducted. Its never happened before. It was so utterly compelling, so sad, this american had been held for 8 1 2 years in an iranian jail just for being american. And so, yes, this is iranian money, not american taxpayer money. That south korea, not america, south korea owes to iran for oil that south korea bought from iran. That the United States then stopped the transaction because of the sanctions. Now they want to get their people back, rightly so, their five iranians, who have been released from the jail, who are under house arrest in tehran waiting for this final piece of the deal. Hopefully, they will be able to come back soon and that involves qatar sending a plane, getting it them out of iran, taking them to qatar, back to the u. S. , and this is the last apparently, you know, stumbling block, the idea of getting waivers, because iran is so heavily sanctioned it cant even get its own money back. Its really your interview with him pushing this forward and you have kept this issue and voices at the fore, which is so much of what you have done for this network for 40 years. 40 years 40 years. It folks on goougs search engine. According to the Justice Department, 9 of all searches start with google. Doj alleges that they have stifled competition and harmed consumers by paying billions of dollars to device manufacturingers to be tdefault engine. Google maintains, people dont use google because they have to. They use because they want to. Joining us is sara fischer, Senior Media Reporter at axios. Im fascinated by this case because its been so long since we have seen something this big and the Biden Administration has made that type of thin a focal point of their antitrust agenda, anticompetitive agenda, but this is is the biggest test by far they have had. Absolutely. And the thing to remember, phil, this isnt the only lawsuit that google is facing from the doj. You will recall they sued google this year for ad tech dominance. These lawsuits will play off of each other. If they go down if one, its possible they could go down in another. We have not seen the u. S. Government go after a Big Tech Company like this since microsoft in the late 1990s. And by the way, the Ripple Effect of that was huge. The only reason google was able to become the behemoth it was today because the doj imposed strict penalties, some appealed, but that forced microsoft to lose a lot of momentum to google on things like search and browser. Today they are still fighting to catch up. Yeah, that was 1998, and it was because of the court ruled against microsoft in their Anticompetitive Practices using Monopoly Power against net scape. Remember that . But these things scheme a little bit different this time around, sara. I wonder if you think google, u. S. V. Are google will go the way u. S. V microsoft went. We dont expect google to be broken up. Likely, some sort of settlement with a payment or a remedy that they have to change that are practices in some way. The reason is, poppy, this is not the same structure when the doj went after microsoft. If you look at the search ad market, even though google is dominant in search browser usage, the market has become a little bit more competitive. Think about apple into search advertising,zon has a huge business. Eu is trying to get back into it. Tiktok, social media firms. So it is a very different landscape. I do expect there to be for google but not breakup. I want to note that their defense is people use google because they want to, not because they have to. It will be interesting to see. Absolutely.
