Day 26. This just in. The fop republican in the the house is is calling Speaker Nancy Pelosi, quote, unquote, unbecoming, after she urged President Trump to push back the state of the union or even deliver it by written statement skipping the public speech altogether and deliver it out of the oval office. Thats because pelosi says the shutdown is is getting in the way of security preps. Hundreds of people are working on the security of it. Most of those people were f furloughed or victims of the shutdown. The point is security. This is a special. The request shows shes playing politics adding that the president should, quote, come here, give the speech and tell pelosi to act like a speaker. Also breaking, Homeland Security and secret service just came out with their own statement saying agents and officers are fully prepared to support the state of the union. Lets discuss with dana bash. So dana, first on mccarthys words. To change courses unbecoming of the speaker. What did you make of that choice of words . Interesting. I genuinely dont know he meant it this way, but i dont think he would use unbecoming of john boehner or so forth, which is where you were going with that. But having said that, i i really do think his comment in general the spirit of it and whats going on here is very much gender neutral. This is about a genuine standoff, very deep policy differences between the president and the democrats who now control the house of representatives. It is just a fact that it is up to the speaker of the house to do the inviting when it comes to a state of the Union Address. Thats the protocol, thats the way it is. Hes dock icoming to their hous literally. Its her prerogative. She gave the reason was probably an excuse. So maybe thats what he was trying to get. At there. And its a power play. Theres other real reasons. Just when us first read about this, this to me seems like shes not asking the president to change the date. Shes telling the president to change the date. She has the power to do so. She does. It doesnt officially happen, the state of the the yawnon doesnt. Happen formally until the speaker of the house makes the formal request and there has to be, i believe, a resolution, which is con puck ri to have the president come. It is by modern standards tradition for a president to come and deliver state of the Union Address after a president is inaugurated. They usually just deliver an address to congress, because they dont know the state of the union yet. Then every year after they deliver a state of the union. But before modern times, certainly thats when you started to see president s physically go up to capitol hill and give addresses. It wasnt unusual just to give a written report. This is because of the shutdown. We have news from lindsey graham, who said he now has ten signatures o on this bipartisan let hadar to end the shutdown. Do you see that as progress . Sure. Absolutely, its progress. What they want to do is reopen the government and then negotiate while the government is open. Have a threeweek window to do so. Thats better than not talking. The person who hasnt agreed to this is a president of the United States. And all of this hinges on him and, to be fair, on the House Speaker to find a way out of this. But really mostly when it comes to the president because remember go back now to the end of december, the senate led by the republican Majority Leader Mitch Mcconnell did pass a bill that funded the government. It didnt have the wall money, but they did pass it. It was because the president. Basically blind side d the republican leader Mitch Mcconnell that we are in the situation to begin with. To be continued. Dana bash, thank you very much. I want to get to syria now. American Service Members have been killed. Today in a blast carried out by a suicide bomber. I istist has claimed responsibility. Some of the video of the explosion youre about to see is graphic. But this is the first major attack inside syria since President Trump shocked the world less than a month ago when highway he announced plans to withdraw troops from there. The turkish president says todays attack will not change trumps decision. I talked to the chief International Responsibility Clarissa Ward who visited the front lines two days ago. Here she was. Reporter we were down right by the front lines of the war against. Isis today. This is near the iraqi boarder. The caliphate has not crumbled. Its nearing collapse. But there are several towns, theres fierce resistance and everyday fighting. Theres still casualties on all sides happening every single day. There are a lot of sectarian and ethnic tensions bubbling beneath the surface here. And the minute you have a power vacuum, you can be sure that isis will be back. With me now is Global Affairs analyst susan glasser. Good to see you. This is the worst attack we have seen in quite some time. This was a significant military presence in the city. Can you tell me about the region and the role of the u. S. Military there. This is essentially one of the enclaves that the u. S. Had effectively been in charge of security. Not a massive u. S. Military presence on the ground overall, were only talking about 2,000 u. S. Troops that trump said will be pulled out of the country. Although the timetable, as you pointed out, remains unclear in this area of northern iraq. Its where the u. S. Along with kurdish allies almost every side in the war has occupied the town at one point or another. This was apparently part of a routine patrol by the Service Members caught up in the attack. Were waiting to hear the detalgs, but it appears to be a significant escalation. Theres only been two u. S. Soldiers who have been killed in syria since the u. S. Deployment there. This is a significant moment. It comes exactly four weeks since President Trump tweeted that u. S. Ist was defeated. And pence repeat ed that even a the first reports were coming out today. Let me get to that. Because you are exactly right. So we learned today when the president was over in iraq he was warned isis was not defeated. What the Vice President said today, here he was. We are bringing our troops home. The caliphate has crumbled and isis has been defeated. So let me update that. We have a statement from the Vice President on the attack thank iing the courage of our armed forces and. Condemning the terrorist attack. We will never allow the remnant s to reestablish their evil caliphate, not now, not ever. But how do you reconcile if the message out of the white house versus whats happening on the ground . First of all, it underscores the peril of any politician of any party having a Mission Accomplished moment. And Vice President pence and President Trump have stumbled into that over the last few weeks. They should have gotten george w. Bushs advice about whether thats advised or not. Barack obama also claimed that al qaeda in iraq has been defeated not long before it war back in the form of the islamic state. So its a risk for any politician. The danger now is the vacuum and the uncertainty and the fact that we have no idea what americas policy in syria is. They were in the middle east last week and talking about a policy that bares little resemblance by the announcement of President Trump and the strong statement of departure reiterated by the Vice President today. I follow foreign policy, and i cant tell you what o our policy in syria or in the mae middle east today is. That and just lastly from clarissa, you can take isis, you can liberate a city of isis, but you cannot take isis from the the hearts and minds of so many villagers who have been living under isis rule for so long. Susan, thank you very much. Thank you. Now im gonna tell my momma that im a traveller im gonna follow the sun now im gonna tell my momma that im a traveller transitions™ light under control™ there you have it. Britains Prime Minister theresa may survives this vote of no confidence. She remains in charge of her troubled government for now. But the future of brexit that nearly cost her her job remains unresolved. The house has put its confidence in this government. I stand ready to work with any member of this house to deliver on brexit and ensure that this house retains the confidence of the british people. Before there can be any positive discussions about the way forward, the government must remove clearly once and for all the prospect of the disaster of a no deal brexit and all the chaos that would come as a result of that. I invite the Prime Minister to confirm now that the government will not a no deal brexit from the european union. So the Prime Minister says she will immediately begin holding crossparty talks there. But Party Leaders say they will not meet with her until she takes the possibility of a second referendum off the table. So we have britains government in disarray, the u. S. Government barely functioning and when two of the greatest democracies are in chaos, its a mess for everyone. Except perhaps for this guy. Vladimir putin. A piece was wrote talking about why this is such a great week for russia. Why is all of this music to putins ears . I think if you accept the idea that Vladimir Putins core policy goal is it russias influence at the expense of the west, this has been a good week. The two principle adversaries of russia, the United States and britain, are embroiled in polarization and dysfunction and basically ungovernmentable. The u. S. We have the shutdown. It locks like were not even going to be able to have a state of the Union Address, which is an ultimate symbol of a functioning government. In the uk, the government and. Parliament cant even come together to decide the most crucial issue in britain regarding the relations with the rest of the world since the second world war. So any time you have these two great powers in such disarray, its much more difficult for them to project their power and influence throughout europe and the rest of the world. And that rebounds towards russias advantage. So putin is pumped. The Russian Foreign minister alleged that the congress illegally tried to prevent trump from pursuing his foreign po policy. And big picture just how surreal is it that russia is defending a u. S. President . Its very surreal. Although its not that unusual. During the trump presidency, you have often seen a coincidence. Hes a past injecting a remark of the exact right time to cause maximum political discord. Its no more surreal than what we saw this week when the president was forced to say he wasnt working for russia or more surreal that the debate were having about whether President Trump wants to leave nato. Which if it took place, would bring the whole structure of the post cold war and post world war ii relations world crash canning down. Thats one of the reasons all of this is why its important to get to the end of the Mueller Probe whether it ab solves the president or condemns the president because this question of how much did russia influence the 2016 election and the brexit referendum in 2016 are going to fester in politics for so long. They are going to infect the political systems of the United States and the uk unless there can be some kind of consensus into what exactly happened and people can begin to move on in the future. Whether Mueller Probe needs to run its course and why a hot of the members on these committees on capitol hill want to subpoena that interpreter. Thank you so much. Coming up next, more on this fastmoving story out of washington. Both sides dig in on this escalating shutdown. A new fight over the fate of the president s state of the Union Address. As the Government Shutdown enters its 26 day, its not only stalling paychecks for federal workers, but newly elected members of congress eager to get to work are seeing initiatives placed on the back burner. Members like congresswoman lucy mcbath. She introduced her first bill advocating for universal background checks on gun sales. And become in 2012 just some history on her, mcbaths son jordan was shot and killed in an incident that came to be known as the loud music trial. I interviewed lucy a couple years ago. She participated in this town hall i hosted for cnn full of family members touched by gun violence. Heres what she shared then. I was visiting with my family for thanksgiving in chicago. And i had just talked to jordan and he was really excited about going to the mall the next day and shopping with his friends and he made phone calls to his friends to tell him he loved him and he was so thankful to god that they were his friends. And the next day i received the phone call that jordan had been murdered simply for playing loud music in his car and every fear that you have as a parent that they will be hurt while driving, be in an accident, it all comes crashing down on you at one time. I remember i was completely numb. She has since turned her pain into advocacy. Congresswoman lucy mcbath from georgia is with me now. Congresswoman, nice to have you on. Thank you. So lets first start just with this Government Shutdown. Day 26, Speaker Pelosi is suggesting that the white house work with her object finding an entirely new date for the state of the union. Youre getting to know the House Speaker. I think what Speaker Pelosi is is tryinged to is to find the best solutions possible for the American People, making sure we get federal workers back to work. Making sure they are receiving paychecks. And we are trying to make sure we are compromising. We tried to do so. The legislation that we reintroduced to them is basically simply what the Senate Republicans created in the first place. And we just gave it back to them. But also we have worked very hard to create appropriations to make sure that we are funding Government Services and making sure were getting people back to work. Thats what the American Public deserves. Lets talk about those workers. You have been wanting to hear from your constituents. Tsa has been hit incredibly hard in atlanta. They are saying that the lines for security are three hours. You worked for delta for 30 years. Whats your biggest concern here . My biggest concern is we had a bit of information that came to us from the centers of american progress. There was a breakdown state by state by state of the effect federal workers in each and every state. Theres 144,000 federal workers that did not receive a paycheck in december and thats disconcerning. We know that people have to pay their mortgage, they have to keep food on the table. So democracy isnt working for them at this point. And thats a grave concern for not only myself, but also of us my colleagues because americans deserve to be paid for the work they are doing. We need to open Government Services and government does not work when were shut down. Democracy is failing the American People at this point. But what can you do about it . I hear you talking about compromise, but all of our reporting indicates that both republicans and democrats are essentially telling their respective sides to dig in, stay united, both sides are refusing to budge. Here you are with this fresh outlook on all of this. Is this how to govern . I would definitely say that governing means compromise on both sides. Thats not happening. Its not. Its definitely not happening at this point. I can honestly say its not for a lack of trying. The Democratic Party has really been very transformative. We have actually created appropriations spending to get people back to work, to get Government Services provided firefighter people again. And we have done so. Hr1, the most comprehensive democracy reform bill ever in the last 40 years of the history of the the United States and that is to do all kinds of things such as Campaign Finance reform and making sure that democracy works for everyone. We are trying. We are try iing with every fibe of our being to make sure democracy works. And the only thing we have done is given back the very legislation that the republicans passed in committee and on the floor. The only thing we decided not to do is give spending for a border wall. We do support measures securing the border wall, absolutely we do. But we want to do it smartly and efficiently. Thats the lynch pin with this president. He wants his money and border wall. Last tuesday you cosponsored your first bill on the house floor to require universal background checks. Past attempts we have discussed they have been nonstarters and never brought it a vote. This is so personal for you. And im still so grateful you allowed me into jordans bedroom after our latest interview. But the difference between when i talked to you in the summer versus now is you are now part of the solution. You are now walking those hal w hallowed halls of congress. Do you get a sense that passing Gun Legislation is possible . I truly do. I think the fact that i am here and others like me that were Gun Legislation, that speaks volumes. Even five or six years ago when i started working for gun sense in america, there was no way we were beginning to have these kinds of discussions. But the fact i was able to be an original cosponsor of the bill, the fact that there was bipartisan support on the house floor for this measure is is huge. It really shows theres momentum. Erer on the right side of momentum for making sure were keeping people as safe as we can buzz thats what they deserve. Have you had conversations with the french hills and kenneth bucks of the world. These are members of congress who have taken a lot of money from the nra and so many others. Have you looked them in the eye, spoken with people on the other side of the aisle on this . I have not had the ability to speak about common sense Gun Solutions because we have been dealing with the shutdown, but i intend o to reach across the aisle. Thats how work gets done. Every policy that i put forth solutions for, thats how we find solutions to our problems and our issues. Its reaching across the aisle. You are also sharing the hallways with republican congressman steve king who recently made those racist remarks again. They voted to pass the resolution disapruing of his statements. Does he need to resign . I would definitely say that i agree with the United States congress in the decisions that we have made. We cannot afford to have that kind of rhetoric in a time such as this. And i think we have to always be look iing at the appropriate measures to make sure were moving forward and working on behalf of democracy. We cant afford ideologies or thoughts. This wasnt the first time. Does he need to go . Yes, i think he needs to go at this time. I do agree with the consensus we have made. Democratic senator Kirsten Gillibrand announced her Exploratory Committee for president. So many women contenders for 2020. Since you know a thing or o two about winning in the era of trump, what type of candidate do you think would be the most effective against this president . Well, i most definitely think any candidate that runs against President Trump has to be one thats willing to stand up for whats right. And i think someone that is willing to make our government and our governing body accountable to the American People. And that means youre going it have to make some hard choices and decisions. And im so excited to see so many powerful women taking their place, standing up to be barers of truth and making the right decisions to move the United States forward in a positive way. Im really excited a bt the ground swell of women who decide ed to stand up and make sure that democracy works for all of us. Lastly, a lot of powerful women running for president but also a lot of powerful women in congress. A lot of people of color. We have a picture of the Congressional Black Caucus posted by kamala harris, which has a Record Number of members. Youre the first africanamerican to represent the sixth district of georgia, a seat once held by newt griingri for 20 years. A district thats majority white. Stacey abrams, who would have been the first black female governor lost by 2 of the vote. Congresswoman mcbath, what is changing in georgia . I just think that what is considered a credible candidate, a credible person to represent a district or represent the nation is changing. My district is changing. My vision for the district is very diverse and very inclusive. Im called to represent republicans and democrats and independents and libertarians. And i intend to reach across the aisle to find solutions for all of them. I wont be able to solve everyones problems, but i believe the experiences that i have had, my life experience, i can speak credibility to making sure that im finding solutions for as many people in my district as i can. And i think thats what you see the numbers of women and the numbers of different kinds of people that have run for office that have decide that they have the experience. They have the knowledge ask they have the wisdom to make really good important decisions that represent everyone that elected them. Congresswoman lucy mcbath, good luck. Thank you so much. Lets go to the pentagon and to our correspondent there barbara starr. Reporter this is the attack that took place earlier today in the northern syria. The horrifying video emerging of the blast and the aftermath. We now know from the United States military four americans were killed. There were two u. S. Service members. There was a Defense Department civilian employee, pert in intelligence and security and a dod contractor. They had been going to what the military is now calling a local engagement. Earlier they said 24ethey were routine patrol. That appears not to be the case. They were going somewhere when you hear the phrase local engagement, it means they were going to meet with local people perhaps to gather information about what was happening in the area that is a typical task for military and intelligence officials to do. In these kinds of areas. So we know at this hour family notification is going out. There were also three u. S. Service members wounded in the attack. Its a concern to the pentagon for so many reasons to take care of families, but to get a better understanding of who might have been behind it. Isis claiming responsibility, but thats not investigatverifi. So who is targeting and killing americans. Well stay on this as we get more reporting from you and from the military. Barbara, thank you very much. In the meantime, the Government Shutdown is poised to do more damage to the u. S. Economy than previously thought. Thats according to the white house. The reason federal workers arent spending money because they arent getting paid. This news is coming from global ratings. They estimate that more than a billion dollars will be lost for every week the government is closed. And as lawmakers in washington dig in, those affected speak out. Hes earning his paycheck, but hes just not getting it. Its affecting real people here in iowa. Our pay stubs on thursday and seeing zero dollars is just very disheartening. It make it is hard to wake up and want to go to work. Its important that people that arent so affected by it, whether they dont have a government job or never received assistance, they need to see the faces of the people that it is affecting. I want to share more of those stories with you. Susan malveaux is in washington, d. C. Where the renowned chef has opened this pop up can kitchen to feed these furloughed workers. What are you hearing . It is the celebrity chef who does this around the world. And usually you see him in puerto rico or gaut uatemala re coming to the rescue. But now hes in d. C. And based in d. C. He has kids that go to school in maryland. He understands what its like here to be amongst many of the federal workers, a high concentration here. I had a chance to talk to all of them. Were in a kitchen, its an emergency kitchen that was opened at 11 00 this morning. Flrp long lines outside around lunchtime. Its since died down and will be open until 6 00. This is for families. The one thing that the celebrity chef said is there should be no family who have to worry about foeding their own children. You come here and get a hot meal. A sandwich, a cup of coffee, some soup, you can take it to go. The chefs turn around from d daytoday as well as the menu and many of the people behind here you see in the kitchen are actually federal workers. They are employees who want to make a difference for each other. Had a chance to talk to many of them earlier today. A mother whose child as private school who just applied and became a substitute teacher. She was online this morning as well as other who is are very similar stories. Take a listen. And im saying now i have to think about it because i dont know whether to put the money in now assuming that the paycheck is going to start coming next week or wait for a few months. So you have to draw the loin and start cutting back. I tried to keep a positive that this will end soon. Thats what im trying to do. This will end any day, any moment. Trying to stay positive. Reporter that was really the overwhelming sentiment. You saw that line. The diversity really incredible of this country and federal employees and people who work here trying to support their families. Most were embarrassed about being in that line, but the people we talked to very much just saying, look, we have to make ends meet. Well do nugget and well start here with a hot meal.
