Tariffs on steel and aluminum from u. S. Allies. The head of the chamber of commerce estimates these tariffs could put 2. 6 million u. S. Jobs at risk. Our chief Business CorrespondentChristine Romans is here to break it all down. Lets begin with the jobs report. It was another real good number here. This was good, a power house jobs report indeed that Shows Companies are hiring. What we hear from Many Employers is that they are looking for workers, there are about 5. 5 or 6 million open jobs in america right now, continuing this amazing recovery. 3. 8 is the lowest since 2000, but it matches the lowest since 1969. For many americans, we are right here at the lowest Unemployment Rate in their lifetimes. You can see what that trajectory has been like since the financial crisis. We finally have good momentum in the economy. 107 months now of job creation, thats a record in the american economy. We saw jobs in retail, we saw jobs in health care. Every month i tell you this, these are jobs across income spectrum. And in manufacturing, there has been a bit of a comeback in the Manufacturing Sector over the past few months, in fact the past couple of years. The question is will tariffs start to wreak havoc with these numbers . We cant say that for sure. Right now all we know is these job numbers look good. Wages up 2. 7 . Thats a little better than weve seen lately, poppy. Its a good jobs report. The tariffs on our allies. One of the most striking headlines this morning that i saw was that we have now levied higher, more tariffs again our allies than against china. And thats what some folks are saying is misguided about the white house policy here. You have mexico saying it is prepared to levy tariffs on pork, fruit and cheese. The eu is saying theyre going to go after denim, bourbon, motor cycles, these Great American products. Canada is saying it will give the same kind of tariffs right back and the canadian prime minister, justin trudeau, saying how can canada be a National Security risk to the United States when canada is supplying the very products to make american tanks and bombers. They just dont understand that and quite frankly, our friend and allies are angry. Chamber of commerce, not the Commerce Department at all, the chamber of commerce has this estimate that some say is a worst case scenario. If these trade actions all go through, these are the kind of jobs would be loss, if nafta collapsed, 1. 8 million, 470,000 from metal tariffs, and 157,000 from auto tariffs. We have a huge Manufacturing Base in this country that imports these metals so that higher prices will be passed on to american consumers. Dont go anywhere. A lot of Economic News this morning. The president , brianna, tweeting about this. It seemed like the question is did the president break protocol . This morning he appears to have done so once again, foreshadowing the jobs report before it had even been released. At around 7 21 this morning, he said he was looking forward to seeing the jobs numbers, foreshadowing a report that came out at 8 30. Theres a rule that prevents federal employees from commenting on the jobs report until one hour after the numbers have been released. The president here tweeting about it it over an hour before it had even come out. The reason its significant is because the jobs report can reveal significant data that can lead to massive trends on wall street. The president giving a heads up essentially to what this jobs report was going to include, brianna. Kaitlan collins, hang out with us. Well see you again in a few minutes. Doug, you know, you are someone who advised senator john mccain, right . So you have certainly a perspective, i wonder from your perspective, do the tariffs in any way help American Workers . The only question is how large its going to be. I think the really devastating part about this is they just handed a gift to china. If the United States can say steel is a National Security issue, china can say, hey, high tech is a National Security issue, we can protect it and impose tariffs and Technology Transfers and all sorts of things. In terms of the larger International Trade culprit theyve identified, theyve really taken a step backwards in the fight to make china obey international rules. Austin, to you. The commercial secretary wilbur ross gave an interview to cnbc on this who said this is going to affect less than 1 of the u. S. Economy, it will create american jobs, thats the white house vantage point. And their push back would be can you argue that the Current System is working, that in no way is china taking us for a ride right now . Look, doug is completely right that this is a total gift to china. I believe that this dramatically raises the chance that china itself goes to our allies, canada, mexico and western europe and asks them to join china in filing a grievance at the wto against the United States. And i think theres a decent chance that our allies would go along with china and do that. It would be borderline catastrophic if we engage in an allout trade war with our Major Trading partners. No offense to wilbur ross, but its clear from his statement that he has not read any of the Economic Research about what are the impacts on jobs from imposing tariffs in the United States and in other places. This is going to destroy hundreds of thousands of jobs if it is put in place. I actually think that theres a decent chance that as the push back rises among American Workers and American Business people against these actions, that like many of the previous twittertype announcements, they just wont do them. Theyll back away and say were going to put these off for a few months. As you know, thats whats happened at least the ones against our allies today. Doesnt sound like its being put off. Poppy, its so worth pointing out to viewers who look at doug and austin and say, wow, they agree on this. Its difficult to find voices who are in support of this because when you talk to a lot of economists, they arent. And you talk to lawmakers and they arent. I mean, if you guys look at this, doug, speaker ryan has said this is a bad idea. Republican senator orrin hatch said it will have damaging consequences. Republican senator ben sass says very simply, this is dumb. Hes pointing to history. Hes noting protectionism that led to the great depression, the smoot holly act. He said make America Great again shouldnt me make america 1929 again. Do you think the tariffs could have that dire of consequences that were hearing senator sass warn against . Id say two things about that. First of all, this isnt an exercise in theory. I worked in the Bush White House in 2001 2002. President bush imposed steel tariffs. There was damage to the rest of the economy that exceeded any gains to the steel industry. It went to the wto and the wto ruled against the United States. Ive been mystified by this action because they know they will lose and they know there will be harm. You just have to look back at that episode. The second thing id say is the tariffs in and of themselves are not large enough to dramatically damage the u. S. Economy. Its the rest. Its the fact that we have retaliation by our allies that escalates the damage. Its the fact that you endanger the nafta negotiations, you know, that exacerbates the damage. Its the fact that youre now taking your allies and giving them the opportunity to turn to china as an ally and go to the wto. All of that is far more frightening than the impact of the tariffs themselves. There was an interesting analysis in the New York Times and the up shot was that the economy can sustain these tariffs, the negative may outweigh the positive. What it cant sustain long term is the erratic nature of what seems like improvised moves on this front consistently because businesses cant plan and that affects jobs. Guys, thank you for being here. We appreciate it. And this morning the president , poppy, is questioning why samantha bee has not been fired after the latenight host used a vulgar term to describe his daughter and critics are denouncing why he has not denounced roseannes remarks. And steve bannon says the president s wrong when he attacks his own attorney general. Copd makes it hard to breathe. So to breathe better, i go with anoro. This morning serious new questions about how the president is using his power to pardon and who might be the next beneficiary of it, just hours after pardoning blagojevich, who pleaded guilty of a felony. The president seems bent on wielding his pardon power here. His latest pardon, dinesh dsou dsouza. When he called dinesh to tell him why he was pardoning him, heres what he said. The president said, dinesh, youve been a great voice for freedom and he said that i got to tell you man to man, youve been screwed. He goes ive been looking it ecase. I knew from the beginning that it was fishy but he said upon reviewing it he felt a great injustice had been done and using his power he was going to rectify it, sort of clear the slate. He said he just wanted me to be out there to be a bigger voice than ever defending the principles that i believe in. Reporter so after that pardon, the president floating several our pardons, including mart Martha Stewart and the former governor rod blagojevich. So hes pardoning people he feels have been treated iunfairy by the justice system. Poppy, its a good time to be a celebrity who has committed a federal crime. Our Kaitlan Collins is pretty funny there. Leave it to her for the oneliners. Margaret, if you look at the president s pardons, dish dines dsouza being the latest one, what do you see as a pattern . You see people supporting the president or supporters of the supporters of the president or people who were prosecuted by either james comey or pat fitzgerald, a former associate and friend of jim comey. You see them having a conflict with the Obama Administration or a conflict with some of the people who the president believes are his enemies who are going after him now. You certainly do see that pattern also. You also see a pattern in some cases of financial crimes, Campaign Contribution crimes or misdeeds or questions about lying or being honest under oath and that being kind of the trick. Thats part of why you hear a lot of the speculation about whether the president is trying to send a signal to Michael Cohen for example. Its impossible to know whats in the president s mind. The reason why this perception keeps being discussed is because of some of these tent i calls that run throughout the pardons. Its a path that still exists in this white house as it has in others. Theres a section inside the Justice Department that is sort of the office of pardons and theres a formal process but this is a different process. The pattern here involves somebody who the president is close with or connected with, going to the president saying would you consider a pardon for this person and the president going back to his Councils Office and saying take a look at this. Carolyn, whats your read on this . Reporter margaret is absolutely right. Who prosecuted dinesh . Preet bharara. The president fired him. And its that office that is prosecuting Michael Cohen. So i think the implication is clear here. Hes thumbing his nose at Southern District prosecutors in this instance and hes sending a clear message to Michael Cohen. Margaret is also right that many of these crimes have a lot to do with sort of the questions swirling around trump and potential witnesses in the larger russia investigation. What was Martha Stewart convicted of . Lying to federal prosecutors, lying to fbi agents. Thats what Michael Flynn pleaded guilty to. So people are defending trump in this instance saying that its his constitutional right, he has sort of an unfettered right to pardon whom ever he feels but the fact is this is a clear message. It couldnt be more clear, brianna. Is he saying in your view, carolyn, if you defense me, i am going to be there for you . Yes. And, look, dinesh dsouza, his hole ta whole take is on he pleaded guilty to the Campaign Finance violations. He knew he was breaking the law. But his whole claim is that he was selectively prosecuted by Obama Administration officials. So the word that President Trump keeps using is unfair, unfair, unfair, and these are all sort of prosecutions by Obama Administration officials. So, yes, clearly President Trump is saying that, you know, you could lie to federal investigators, you can lie to fbi agents about these crimes. Martha stewart i will just say, she was convicted of lying to federal investigators about an underlying crime for which there wasnt any evidence at the time. Well, that sounds a lot like theres no potential collusion here but there is an obstruction of justice investigation. So the connections are just so, so many that you cant say that this isnt a clear message. Margaret, while i have you here, listen to this. My favorite image and sound bite from a recent day or so. This is the former House Speaker john boehner. There isnt a Republican Party. Theres a trump party. The Republican Party has taken a sn nap somewhere. Hes going to need a nap after that bloody mary. Looked like they had a good time. Hes saying its over, its the trump party. He went on to Say Something else. He said when you separate all of the tweets, which is very hard to do, and all of the bells and whistles and color attached to all of it and you just look at what the president s done, he thinks a lot of it, whether its in the realm of deregulation or some of the Foreign Policy realm has been good for the public party the rhetorics a disservice maybe. And john boehner is trying to reconcile in a more direct way what the entire Republican Party establishment in shotatehouses,n governor houses, in voting districts is also trying to reconcile, should they continue to embrace President Trump, even though they find a lot of what hes doing distasteful because they see the up side to some of the policies being passed or should they resist and try to turn him away. Boehner is talking about it but hes not the only one thinking about it. No, hes not. Thank you so much. And the president is firing back at samantha bee this morning after her very crude comments about his daughter, ivanka. And were minutes away from the opening bell, unemployment hitting the lowest level in decades. How will markets react . We are on it. Ood when you brush or floss you may have gum problems, and could be on the journey to much worse. Try parodontax toothpaste. Its clinically proven to remove plaque, the main cause of bleeding gums. Tell your doctor about all the medicines you take and if youre pregnant or planning to be. Otezla. Show more of you. So this morning a lot of head scratching about why the president decided to slap huge tariffs on u. S. Allies. You even just heard a conservative economist on our show calling it a win for china. Its also sparking backlash from some of the nations top business leaders. Bill ford, executive chairman of Ford Motor Company told me yesterday why it is such a bad idea. Listen. The Trump White House has slapped 25 tariffs on 50 billion of chinese goods. Is that good or bad for america . Any time you get into a trade war, its not a good thing. Reporter does this get us closer to a trade war . It gets us closer. I still believe on balance that free trade is the right thing. Weve seen in other parts of the world where you start this and then theres a retaliatory movement. China has vowed to retaliate. And then it escalates and thats not good for anybody. You talk to the president on the phone. Not so much anymore. He used to call you for advice a lot. Did he call you for advice on this . Not personally. But our people have been talking to him about nafta and the eu and china. And really the thought that the trade ought to be on balance free trade. In addition to this news on china, weve learned that the u. S. Will slap tariffs on imported steel and aluminum from our allies, from the eu, from canada, from mexico. Is that good for american jobs . Well, depends what youre i mean, overall i dont think so. And the reason i say that is i believe that number is right. There are 80 times more jobs around people who use steel than people who produce steel. So if thats directionally correct, and i believe it is, youre putting those jobs potentially in jeopardy as the price of steel starts to go up and the price of steel inevitably will go up with this. So were not in favor with this, no. Of course ford a huge jobs provider. Were watching the markets open on this day after these huge tariffs were announced. Good morning. Whats it looking like . Reporter good morning. Investors definitely in a better mood today after being spooked yesterday by those tariffs. Were opening 160 points higher. Yesterday the dow was down 350 points, poppy. Some of this positive sentiment was helped by the jobs report which came out at 8 30 this morning. It was a strong jobs report, about 223,000 jobs added, unemployment was at a record low, an 18year low of about 3. 8 , poppy. So thats helping this positive sentiment. Were going to see how this plays out through the rest of the day, but the president will likely take credit for this rahal rally. Weve already seen him tease to the jobs report this morning before it came out. This is a goldielocks report. This is why the Business Community and to your point about your interview with that ceo, this is why the community doesnt understand why the administration would want to muck things up right now by picking a trade dispute, war, with our biggest allies at a time when things seem to be going along just fine, poppy. Its a head scratcher for sure. But thank you for the opening bell. Youll be there all day keeping an eye on what the markets do. Appreciate it. Bri. This morning, poppy, President Trump is asking why comedienne samantha bee has not been fired after she called ivanka trump a vulgar word that begins with c on her show. The president linking it to the Roseanne Barr tweet that got her fired, calling it a double standard. Brian stelter, it seems like the president is calling a lot of conservative pundits who are jumping on this double standard wagon. Yes, he is. Its something we hear almost every day on the president s favorite fox news talk shows. He tapping the idea of conservative victimhood, that conservatives are treated worse than liberals. Lets be honest here, these two cases are very different. One was a case of a racist remark. Sam bees case is about a hateful remark, something that crossed the line. Theyre very different cases, though theyre lumped together because theyre happening the same week. The two corporate entities involved are ignored by the president. When he said why didnt abc apologize to me, disney ignored him. And tbs is ignoring his tweet saying why hasnt sam bee been fired . And its interesting to see tbs trying to lay low today now that two advisers have publicly said they dont want to be a part of bees show. Well see if that grows today or not. Brian, we have seem some pointing to ted nugent who a long time ago in an interview with a magazine called Hillary Clinton before she was running for president , before secretary of state, called her the c word. And then this picture of President Trump with ted nugent at the white house. So what do you think . Hypocrisy . That was a long time ago . How do you see . Another case of selected outrage by trump. Roger stone, one of the president s longtime allies created an antihillary group that was the c word. I wish hed be more outraged about the new harvard study about the shocking death toll in puerto rico. There are a lot of issues the president chooses not to tweet about. When he leans in these tweets, its because theyre most effective about his most loyal fans but he is missing some bigger stories. Is this something that would have registered . I personally think a comedienne taking aim at ivanka trump probably would have registered but maybe not as much as it has because of the roseanne scandal. I wonder what you think. I think youre absolutely right. Its because these stories have come back to back. Regardless of roseanne, take her out of the equation, what samantha bee was saying was absolutely wrong, unnecessary. We should be able to debate the president S Immigration policies without resorting to this kind of language. I do think bee recognized that. Her statement seemed sincere. Now she has a few days on what to say on next weeks show. I suspect shell want to talk about this controversy. Why cant we be easy on the people and hard on the ideas. The Washington Post said last night it seems like were seeing the countrys decency erode in realtime, whether its Roseanne Barr, samantha bee and these other cases. Its up to public personalities to keep the bar high rather than raise it lower. Thank you. Up next, why the president s former chief strategist said the president is all wrong about the way hes handling Jeff Sessions. Well have more of cnns exclusive interview. This morning steve bannon sits down with our Fareed Zakaria and they talk about his time in the white house, the russia investigation and why he says the president is flat out wrong about some things. Listen. Donald trump says he wishes he picked another attorney general. Is donald trump right . I thisnk the president is wrong, has been wrong from the beginning, if i can respectfully did i agr disagree with the president of the United States. I think the concept of recusal is not an issue. Rudy giuliani, Chris Christie or Jeff Sessions, anybody associated with the campaign would have had to recuse themselves before grassleys Committee Even voted them out to go to the floor for a vote. So i think the recusal is an issue that is dealt with and had to be dealt with. And, by the way, this thing about sessions is not the first pick. Rudy was always the first pick. So even rudy knew at the time there was going to be this issue of recusal. I think the president was wrong. I think if you look at what Jeff Sessions has done on immigration, on migration and all the key issues of the Justice Department, i think sessions has personally done an excellent job. Joining me now cnn political analyst joshua green. Why is we here . Because we like him but also because he wrote this book, devils bargain. Its not the first time, especially after michael wolfs book, that weve heard steve bannon criticize the president but what did you make about this on sessions . Its really not a surprise on sessions. One of the passages of my book is long before donald trump came along, steve bannon tried to convince Jeff Sessions to run for president. The reason he wanted to do that was to elevate the issues of trade and immigration restrictio restrictions. He thought if sessions ran that those issues would take overs debate in the Republican Party. Sessions didnt end up running but donald trump did and by elevating sessions to attorney general, bannon essentially got what he wanted. You look at the focus of news coverages, if you look at the enemy of where the Trump Administration is, its tracking down on immigration. So bannon wants to keep sessions in place along with a lot of other conservatives. You wonder what bannon would think this morning when he sees the tariffs on our allies more than the tariffs on china because hes been such a voke v voice on china, china, china. He talked about the Mueller Probe and the support of the investigation. Lets play it. I was the guy that said dont fire comey, this is petering out. Its the c block on anderson cooper, nobodys interested anymore, it will be done in 90 days and theyll be done it. Lots of people watch the c block of anderson when andersons got something, its on the a block. Ive been a big proponent of m mueller, ive always said hes a combat marine, great individual. That ought to play out as its going to play out. Where i have a problem and a huge problem, i was a guy that said publicly that ty cobb should be fired. He gave the president i thought terrible advice and i think lied to the president consistently about what the nature of this investigation was and the timing of it and giving overall unlike precedent set with every other precedent, we willing will went and gave over a million pages of documents, allowed the white house counsel, the chief strategist to do to expedite this, which i thought was not wise. Whats your read on that . Bannon was not among the crowd that said lets fire mueller. He said the same thing about comey, you cant fire the fbi. Worst political decision ever, i think he said about comey. He did. He has come out and said that the investigation has gone on too long, hes been among a group of outside Trump Supporters who have been trying to put pressure on Rod Rosenstein or pressure trump to fire Rod Rosenstein. So it surprises me to hear bannon saying that the Mueller Investigation is valid because hes not singing from the same hymnal as most other republicans are by saying that the investigation is invalid or that its gone on too long or that mueller is some sort of a crypto democrat or all of the other silly attacks. There are republicans that have even put forward legislation to protect the special counsel. But i hear you. Also finally, i just want to get you on this because he has a very clear, very strong opinion when it comes to the Deputy Attorney general Rod Rosenstein. Here it is. I think the question with rosenstein, particularly when you get to the Southern District of manhattan involved and this whole cohen thing, it looks like the Southern District of manhattan is involved in the trump organization, he refuses to give some sort of debriefing to the gang of eight. They refuse to give these documents to nunes. I think now that rosenstein ought to be given a direct order, very simple. You turn every document associated with this spy over in cambridge and whatever Foreign Institution was involved, whether its mi5, mi6 or anybody else. You give whatever the fbi did. You see clapper every night, theyre bitter old men. If he doesnt turn it over, you give him 24 hours. If he doesnt turn it over, i would fire him. If he doesnt do, it i would fire him. That to me is the most striking part of the interview and you can imagine the president listening to that and mulling that over in his head. The idea that trump would force rosenstein to turn over all the documents into an investigation into his own campaign is unheard of. If he doesnt do it, that then becomes the forcing mechanism for trump to justify firing rosenstein, which is what a lot of Trump Supporters, trump republicans, want the president to do. They want to create a pathway for that to happen, one that bannon laid out very neatly in that interview with Fareed Zakaria. What is bannon up to . Hes been meeting with right wing nationalist leaders, some of the populist parties that have just taken over italy, sewing the same kind of rightwing nationalism there that he did here. So steve bannon is up to his old tricks. Thank you very much. You can see the fascinating sitdown that fareed had tonight at 9 00 eastern right here on cnn. At some point today President Trump will be handed a personal letter from kim jong un. What it could mean for their on againoff again meeting. For your brain. Thing with an ingredient originally found in jellyfish, prevagen is the number one selling brainhealth supplement in drug stores nationwide. Prevagen. The name to remember. By staying in rhythm. And to keep up this pace, i drink boost optimum. Boost optimum with 5 in 1 advanced nutrition helps support muscle, energy, bone, normal immune function, and vision. Boost optimum. Be up for life. North koreas former spy chief is on his way to the white house to hand deliver a letter from kim jongun to President Trump. This is one day after Kim Yong Chol met with secretary of state mike pompeo. And the question is, is this summit between the president and kim jongun going to be salvaged. Michelle kosinski live at the state department with more on this. What indications are you getting, michelle . Reporter well, we dont know what is going to be in that letter. When you think about this visit, though, you can see it as something of a victory for kim jongun. Sending this person out, somebody who has been sanctioned by the United States, somebody who is accused by south korea of sinking a ship and killing 46 sailors, hes now coming, we presume, to the oval office to meet with President Trump and deliver this letter from his boss kim jongun. So if the letter for all we know, it could be simply pleasantries in response to that letter from President Trump where he canceled the summit. Now, the summit might be back on, depending on all of this. But even if in this letter kim jongun says we are committed to denuclearization, that still might not be enough at this point because that gap, we know, remains, between how the u. S. Sees denuclearization, how it wants it to proceed, and how north korea does that there needs to be something more from the u. S. point of view, something really solid, some big gesture towards denuclearization for them to feel like things can even progress. At least we think so. Over the past two days, we have been hearing from the president , we have been hearing from the secretary of state, who has been meeting with this vice chairman, Kim Yong Chol, and as much as they have been saying that there is progress, they have also been saying there is a lot of work that remains to be done. There is still a lot to do, this could maybe be two or three meetings, not just one meeting. So it is possible, if they want this summit between President Trump and kim jongun to take place, they may have dropped their standards. The u. S. Could decide that they dont need this big gesture right away, they just want the summit to take place. So it really depends on what theyre expecting, what is in that letter, maybe what this vice chairman discusses with trump, maybe that is going to be the determining factor as to whether we see a trump kim summit and the bigger question of what will come out of that.
