Well, we are expecting there will be an announcement later today what the french president has said, kate, is that he believes we will hear today is the specifics of what countries are willing to do as part of this coalition against isis. He says some will provide aid in stopping financing for isis. Otherwise, that i will provide humanitarian aid for the hundreds of thousands of refugees in iraq and syria. Finally, some of these countries will be a part of a broader military coalition. We have talked about the fact that the arab participation in this is very, very important. Especially sunniled countries, simply because the area we are talking about in iraq and sair syria is one with a sunni majority. The french today have announced they are conducting Reconnaissance Missions over iraq. Both those countries are reluctant to provide airstrikes. It quosa on a couple howard. Those hosting it say by the end of this day, they will have commitment from all the countries that want to be a part of this coalition, we will wait and see what we will hear from the secretary of state just to see if there is more specifics about who is going to do what as part of this coalition. You have been helping me understand the need to slow down and start asking questions about this situation. From the beginning, lets start with the emotional pull. When we see someone having their head cut off, that sends an alarm that there is urgency. Now, we see it with this poor british man, this aid worker. He had no roles to combat. Yet, he is killed the third recently. However, in your experience, whether its isis or ugly people by any other name, what is the reality to what happens to the cap cures this. The horrible outcome when you are dealing with isis. Captives know there is an inevitable outcome thats going to be what we have seen. The result of inactivity and the fact that we dont really have not really gotten ourselves totally engaged and wired and dialled in, in terms of how we will handle this threat results in activities and these horrible unspoken type of results that we see with the beheadings, but clearly the key issue here is that when we have noncombatants that close to the front lines doing gods work in many cases, aid workers, embedded media trying to tell the story that needs to be told, there are inevitable risks. We know. That we see the terrible downside of those types of activities. Were setting this up, though, as the motivation to go after them. I say we, the International Community you say, for the, its not. The reality is the beheadings wont stop. You probably cant stop them. Even if you catch this fool with the black mask on in the night, someone will replace him. Thats not the basis for action, is it in. Chris, exactly, correct. We cant allow isis to set the tone of this engagement. They have. They clearly have the beheading. We are responding because of these horrific events we see. Clearly the larger why, as horrible as these personal tragedies are, the larger issue is, this is an organization that has funding. It has structure. It has leadership. It has motive. It is abhorrent to anything we have ever seen before. Because of all of the above, our strategy must be very broad, very fulsome. It has to be able go after isis and organizations like this it will me tast size and grow into an organization. Where there is ungoverned space we have to keep an eye on it and apply pressure. Help us understand this, though, there is not a lot of debate going on right now. You got these congress men and women. They dont want to come together and debate it and vote and come up with their own plan . We know what thats about. We keep saying this sa real risk. No one ever says convincingly isis is a threat to the u. S. Here at home and the people it is a direct threat to dont seem to be jumping up and fighting. Why . In there i this i the nabt i neighborhood where isis exists creates so much terror, so much concern that those that exist in that neighborhood dont want to poke that snake too greatly. They are petrified. When with you see an official, you have to grasp it officially. That has not happened. They live in the neighborhood. Theyre concerned this thing will grow if they poke at it. Its counterintuitive. If you dont do something able to, it will, inevitably, grow. So the neighbors are petrified. Theyre trying to accommodate. Nair trying to figure out how to antagonize isis. You have to include Ground Forces in order to uproot this thing, where it exists in syria and where it will move. Right. Air power is necessary but its not sufficient. Heres my issue, spider. She has a 63 support from women which i think that is hugely important. Obviously, she knows it, too. Look at the theme she was hitting on in her speech a. Lot of women focus. Frankly, republicans arent doing so well with women. Still, we have a lot of Republican Senate candidates this term, Hillary Clinton has a strong chance of winning republican female voters. She knows thats her beg st asset. Her biggest downside is in an age where algawhite incumbents are getting kicked out. That is her biggest v vulnerability. Here is the republican choice for the 2016 caucuss, mike huckabow 21 , followed by paul ryan. You basically have the entire field up here. Theyre all split by a couple percentage points. If you think about that, the president reached that point the threat has gotten to the place where American Action was required. It makes you wonder when you look at the secretary of state galvanized by arab countries, what are those countries going to do and what kind of buyins are they going to sign on for . Why down it seems the arab nations are so reluctant to get involved if theyre the ones they think are the most immediate threat . Kate, as you know, arab politics the sunni shia politics are incredibly complicated. You have enemies that become friends because of the shifting dynamics in the region and the various power plays. So this is never an easy task. Have you sunni regeems in the region who feel threatened by the isis threat. Even though the isis is obviously sunni. But theyre wary of taking on isis. So there is always a difficult enterprise that secretary kerry has embarked on. I dont think there is anything more complicated than assemblying a coalition in that part of the world. I think thats a fair point. Also, it does get to the big question of what is the end game. I think its easy to understand what the end game is in iraq. Not so easy to understand what the president s end game is in syria if you will. Dennis mcdonagh was asked point blake. Heres what he said. Success looks like an isil that no longer threatens our friend in the region or the United States, an isil that cant accumulate followers or threaten muslims in syria, iran or iraq or otherwise. I think when you see a president like president obama take this step, i think he is very cautious about making broad claims within it comes to what this action will do for the future. I think we have experienced that in the past where the u. S. Is a call to the division of what that effort will bring. It has never materialized. I think president obama is wary of doing that. You have on one hand the drum beat of the president saying he needs to do more and the criticism he is moving too fast without having arab nations already in place to accept that regional partnership. How does he react . You were in the administration a long time. You went through a lot with the president as well. You were there when these conversations were starting. What does he say to the criticism that he is lacking in leadership is this. You know, i think once you have been president for as long as he has, you begin to accept that criticism comes because of the nature of the office. These are never easy decisions. Does it get to him, though . I think what gets to him and what got to all of us when i was in the white house, styles when superficiality overtook substance, i think a substantive debate about the right course of action for the United States is in iraq and syria is narrative. That can include criticism whether president obama acted too swiftly or too slowly, whether he should have armed moderate groups before, is it still too early on him . Because they are so disparate. Those are legitimate i think criticisms. I think the criticism of this idea the he, you know, pursued the policy that is at least in the first instant based on not messing up, not doing stupid things. Its an easy thing to criticize. If you look at our history, its very important to see those areas where bad policy mistakes were made that cost us millions and trillions of drarks cost us american lives. Well help them with bombing. They want to fight assad. Theyre not doing well. Were going to give them equipment and help them fight two sets of bad guys at once . The problem is if we think these people are going to be our boots on the ground in syria with u. S. And allies supporting them, its going to be problematic. What does that mean . It probably wont work initially. The goal is to over throw Bashar Al A Assad not control isis. Theyve had to fight isis because theyre trying to expand control everywhere. Hes willing to take the weapons and training, but he wants a commitment from us well continue to support him after the isis problem is handled. He still wants to go to damascus. Important to note he doesnt have complete trust in the u. S. He thought we were going to bomb assad for him before and we wound up not doing it. Theres an amount of trust with these countries. We have to be careful how to portray this. This is not an american war. This is Coalition Including the arab countries. Do you believe that . Its difficult to find commitment. We have this huge coalition of 40 countries. Theyre going to do the fighting for us, right . Thats the theory. Yet when we look at actually whats been agreed to, we see support. I think that means money, intelligence and training. I dont see commitment for actual force. Maybe one country has agreed to provide air power. Why not. Isis is a direct threat to them not the u. S. Its direct but not immediate thre threat. If you look at the map and distances involved here, the nearest point of advance from any isis unit is 300 miles. Nearest point of isis to others, 600 miles. They have time and space to figure out whats going on. In iraq, you have conflict going on, americans on the ground, american air power being used. If you and i were going to bet dish, turkey, boots on the ground . No. Jordan . No. Who puts boots on the ground . United states. Politicians are afraid of the polls. Heres the key. If this is truly a threat to the United States as the president has said, we cannot rely on others to do this. Its going to come down to are we willing to put up a threat to fight . Or are we going to rely on iraqis to do this for us . I do not see iraqis going to syria or peshmerga going to syria. Whos going to be the boots on the ground . Thats only us. We understand police said they received a call to 911 that a man and woman were involved in a quote unquote sexual act. You say you were making out in a car like a couple does. The Police Showed up. Take us from there. Police show up. Im outside of the car at this point talking to my dad on the phone. He comes to speak to brian and asks for my id. Doesnt talk to me. Asks brian for my id. When i overhear that on the phone, i interrupt them and say to brian, no, he will not be giving you my id. Im talking to my dad. Nothing personal, but im walking away. When i walked away yeah let me ask you, why not . Extrapolate on that. Some may not understand why you wouldnt easily give your id and let them carry on your way and them on yours. Well its because i believe in america and what it stands for. I believe in freedom. I think that a country that calls itself the land of free and home of the brave. If im within my amendment rights and Constitutional Rights to say no, i will not give you my id. Thats a right i understand up for because of shoulders i stand on. Because of people who fought so hard for rights who came before me. Black, white, all people fighting for these rights. Its beyond race at this point. We asked our legal analysts. We wanted to understand the law in california. Many of us wonder do police have the right to ask for id. In california, if they have reasonable reason, they have the right to ask for identity. The Police Officer said look, if you just give me your id, 15 minutes ago i could have been gone. Do you regret not just handing your id now or do you still feel strongly like i didnt have to. I still feel strongly i like i didnt have to. I feel it raises awareness. Im thankful for the experience. Not to say i feel i have to go through it again. Its causing a lot of discussion. I feel thats the purpose of the media, of artists, actors and celebrities to talk about things and raise awareness so that we can decide what kind of society we want to live in. It is important to have discussions about this. Assumptions are not made. It sounds though some were made initially for example the call generated to 911. They thought they saw something. Let me be frank, were you two doing something you shouldnt have been doing . In my opinion, its not a crime to be fully clothed showing affection on a public street in our own car. The only reason i suspect had the one bit is because the clip in the beginning, he came up and said i had a call there was a black and white couple. It was a discussion at the beginning when she tried to get him to talk to her dad on the phone. He was definitely like edging me on a bunch as well. Like when he pulled up, he asked me questions that he didnt ask me directly about the fact that just made me feel like i was a clant and she was a prostitute. The questions he was asking and the way he was doing it throughout the whole experience, he kept doing it. Like towards the end, he told her, do you want me to call the paramedics throwing out she was crazy. Just things like that. Just very displeasing. Do you see, either of you, how it could have been misc misconstrued initially . Again, youre talking about awareness. Its important to have conversations. Put yourselves in the shoes of an officer and they encounter a situation. How would you have done it if it were you . Well, ive actually played an officer before. Ive thought a lot about this. I think what comes down to seeing the humanity in another person and having empathy and awareness for what your actions are and the rep cushion of your actions. When the officer came up, he didnt ask me for my id. He asked brian. He didnt give me the respect of telling me what happened. For me, if he had come to me and said excuse me maam, you seem like a respectable person, but someone made a call. Can we just talk to you for a second, the whole situation would have been different. He came at it with a con did descending manner which i feel is typical of Law Enforcement across the country now. If were a country representing freedom and equality for all, Police Officers should be trained in treating people with that sort of dignity. Its common sense to me. Let me just mention here quick l quickly. Lapd provided a response. They said quote it was a call generated by a citizen. There was indication that a male white and female black were involved in a sexual act inside a mercedes with a vehicle door open. Two were briefly detained. It was revealed no crime was committed. Were reporting today an internal complaint investigation has been started in this t maar. The whole matter is under investigation to the point of how it ended. How was it that it then ended that you were allowed to go on your way . Well, brian was tired of seeing me in handcuffs. Humiliated outside the studio i worked at. He got my id, gave it to the cop. They searched it, found out they had nothing to charge me with. No priors, nothing to indicate probable cause. They had to let me go. Im not trying to harp on this. You gave your id to brian. He gave it to police. You see if you had done that earlier, it might not have escalated this far . I certainly understand that. I do again feel like part of my role as a public figure is to raise awareness and be Strong Enough to stay and do the things maybe people who dont have the advantages i have arent Strong Enough to do. Because im aware of our country, went to college, studied the law, studied these situations. For me, standing up for that constitutional right was a gift and a blessing i had the opportunity to do that. Now theres some kid going through the same thing that doesnt have the same opportunity to talk to the news the way i do. That kid can watch this and go you know what, i dont have to be afraid of Police Officers anymore because i live in a country that says were free. Again, the aclu generally advises people the best course of action is to give the police your id so they can id you and carry on. I have to say that so that we dont have a situation. It ended positively for you. I dont want a situation to spiral out of control for someone else who doesnt have the spotlight that you have.
