3 range. I will take you hyper local right into where the storm is. This is Jefferson City, right there. Jefferson city here with the rotation, here with the storm itself. The debris on the ground. I showed you this yesterday with the storm from tulsa. Thats what debris looks like on the Southeast Side of Jefferson City, the blue. We look for blue in the correlation coefficient because blue means it is not just a rain drop, a hail drop. It is something out of shape. It is a leaf, a tree, a branch, a shingle. This was a large storm at the time. You see the debris in the cloud itself. This is still going on at this hour. This will continue for hours to come. It will redevelop in western oklahoma later on tonight. This is where the radar is now through st. Louis, indianapolis. Its warming up again and still very, very humid. That muggy air, rising air causes more tornadoes again today. There is a chance of Severe Weather not far from the big cities. Right through the keystone state, through d. C. , possibly late tonight but more tornados in the plains. We knew there was a trough in the west and a ridge in the east. When you get that you get rising motion through the middle of the country. You get tornadoes like that. We are working on this, digging on the content of the tornado, how big it was, how many people were trapped. This is an ongoing story. Well cover it for you. Thank you, chad. Please be on alert this morning. Listen to the warnings. David, why dont you walk out us through what happened. You heard what in your truck . I heard my phone go off about a tornado warning. My girlfriend who is also my fiancee posted a text message to me that i was headed into a storm that brazodo, i think is how its pronounced, was the first town hit after elden. I pulled off to the shoulder. Okay. Keep going. Not but 40 seconds later i watched it hit me. What was that like . You dont want to know, man. You were in the front seat of the truck. What happened to your windshield . I watched it explode. The windshield explode. Were you hurt . Ive got cuts and lacerations to the face, to the elbows. Im just glad that god was with me tonight. Some of the pictures are of your truck which appears to be flipped over. What was the cargo you were carrying . Soda pop. A lot of it, right . 44,500 pounds of it. 44,000 pounds. What did the power of the storm do to this truck that was full of soda . Well, that was just the soda alone. Thats not including the truck and trailer. What happened to the truck overall . Honestly, truthfully, to be honest with you, that storm picked me up and slammed me down like i was nothing but a soda canme can. Picked you up and slammed you down. Just demolished this truck with tens of thousands of pounds of cargo not to mention the weight of the vehicle, correct . It definitely gave me a new outlook on life. When it slammed you down, what was your situation . You were trapped. I should have been smarter and heeded the warnings. So, david, i understand you cut your way out. You were trapped in your seat belt after the truck was toppled over . Yes, i was. Explain to me what happened there. Used a pocket knife to cut my seat belt. Then i climbed out the front windshield that was no longer there. Used a pocket knife to cut the seat belt and then you climbed out of the windshield which you told me moments ago had exploded. Yes. It exploded inwards and then literally sucked right back out. How are you doing this morning, david . Grateful that im alive. Just being grateful that im alive. I can understand that feeling after what you went through. This sounds like it was an incredible, terrifying ordeal. This is your truck we are looking at right here, david. Its dark. We cant see much of it, but we can see its pushed over completely on its side. The windshield, where you must have crawled out there. Im just grateful to be alive. David bell, thank you so much for being with us this morning. We are glad youre okay. The storm has passed. Please get the help you need today. Thank you so much, david. All right. That was david bell who tells me hes lucky to be alive. Hes been through a trauma. How could you ever think you were going to survive that when your truck is picked up and the windshield explodes. He didnt know what he was driving into. When he got the text he did pull over and did what he needed to do. Unfortunately he pulled over right in the path of the tornado. He captured for us how terrifying it is. You cant do anything. The strength can lift the truck. 44,000 pounds of car go and that doesnt count the weight of the truck. There are tons of stories like this. The powerful storm system is bringing catastrophic flooding to oklahoma. Homes are being swept off their foundations into this oh, my gosh, listen to that. The swollen river. Omar jiminez is live with more. Whats the situation there . All the tornadoes we have seen have been part of a huge system thats brought drenching rain with it as well, including in oklahoma. They got enough rain that swelled the rivers, covered roads, Strong Enough at times to rip homes off their foundations. Rising floodwaters swallowing this entire house and carrying it downstream. Another home swept away by raging waters. Officials warning people who live along rivers or creeks to prepare to evacuate. I said, what did you say . She said, our house is gone. Our son called and told us, get the heck out of there. Reporter oklahoma residents dealing with the onetwo punch flooding and tornadoes. Depending how much rain we get we could be looking at another flash flood event with the river flooding. Reporter rescuers working around the clock to save those that are trapped. Emergency crews pulling this woman out of a second story woman. You cannot drive. We have to get boats in the water. It will take us a long time. Reporter the storms are blamed for at least seven deaths in the region. Officials say dozens of people hurt in oklahoma alone. So long as we are working and tulsans take it seriously, Pay Attention and prepare, well get through this safely. Reporter the army corps of engineers releasing 15,000 cubic feet of floodwaters every second to keep the keystone dam from topping the floodgates. The tulsa mayor warning the threat isnt over. If people dont take it seriously and prepare. Thats how lives could be in danger. Reporter flooding everywhere from iowa to texas. Because of that, many of the places are that much more vulnerable to flooding. That can be a major concern as we move forward with rain expected to fall in the region over the course of the next few days. John, alisyn . Thank you very much. Well check back throughout the program. Now to politics. It was a doozy of a day yesterday. We are still feeling if repercussions of it. Maybe forever. It was a doozy of a week. A doozy of a year. Something different happened. Maybe it broke yesterday. President trump walked out of a white house meeting with democrats. He said because nancy pelosi accused him of a coverup of the russia investigation. We believe that the president of the United States is engaged in a coverup. Instead of walking in happily into a meeting, i walk in to look at people that have just said that i was doing a coverup. I dont do coverups. This whole thing was a takedown attempt at the president of the United States. The president went on to say that he cannot work with democrats unless they stop investigating him. Lets discuss that with joe lockhart, former Clinton Press secretary and Abby Phillips, cnn White House Correspondent and john avlon, cnn political analyst. Was the president going into the meeting to hatch an infrastructure plan with democrats . The democrats accused it of being a preplanned walkout. Did he really want to hammer out a deal . Probably not. It had been over 24 hours in which the white house had been signalling that the infrastructure meeting wasnt going to go as everyone planned. They were not going to be Holding Hands and singing. They sent a letter to nancy pelosi and Chuck Schumer saying we dont want to work on infrastructure now. We want to work on trade. The president woke up on wednesday morning basically in a rage. He started rage tweeting about the Mueller Report early in the morning. By the time Nancy Pelosis comments came which was around 10 00 a. M. Or so, the president it was the straw that broke the camels back. Yes, the president was angry about the stuff going into this meeting, but that was the Tipping Point for him according to white house officials. It really just was made easier by the fact that there are few people in the white house right now really eager to sign off on the infrastructure bill. Mick mulvaney, the acting chief of staff, isnt very interested in the idea at all. When it comes to is there anybody in the white house who will stop the president from storming into the rose garden and blowing up an infrastructure meeting . The answer is no. In the senior ranks of the white house they were supportive of an effort to put an end to the negotiations that were probably going nowhere anyway. Lets play nancy pelosi. I think it is worth listening to the speaker of the house of representatives publicly accuse the president of a cover oh uu. Listen. In plain sight in the Public Domain this president is obstructing justice and hes engaged in cover up. And that could be an impeachable offense. We want to give the truth to the american people. In striving to get that, the intervention, the obstruction that the administration has engaged in as they say, the coverup is frequently worse than the crime. John . This is the flip side of the total destruction strategy the president is pursuing. Shes talking about echoes of nixon. For the president to kick off Donald Trumps no good, very bad day is incredibly selfdefeating politically. This infrastructure his aides may not like it but his campaign proposed a trillion dollar infrastructure plan. This should be a signature issue for him as a builder where he could get bipartisan support. But he decided to blow it up yesterday in a way nancy pelosi described at very, very, very strange three veries. That doesnt speak to confidence or a vision where hes in control of his emotions or political legacy. I want to ask about Nancy Pelosis strategy. Was it wise for her to publicly accuse the president of a coverup . If she wanted to negotiate with him a trillion dollars or more of infrastructure, was that a good way to set the tone for the day . She knew from the letter the night before they werent having a real negotiation on infrastructure. Administrations do this from time to time. They use leverage on one issue. They want the trade deal through. I dont know if there was anything out of the ordinary about the letter. Its not nancy pelosi who is accusing him of a coverup. The Southern District of new york let me be clear. It was strategic. 15 minutes before the meeting should she have used the words coverup . Did she think that would endear him . I dont think her strategy was to endear him. Its 40 years later and actually even longer. There is a sound bite that americans will remember which is Richard Nixon saying i am not a crook and what well remember from yesterday when the dust cleared is donald trump saying i dont do coverups. The next 18 months will show he does and he has to live with that line. I dont think her strategy going in was to build momentum behind infrastructure. She knew the president wasnt going to negotiate on that. Neither side was going in to do what they said they were going to do. Under nixon during the impeachment proceedings or investigation there was a ton of legislation passed. In 1973 the federal aid highway act, endangered species act, war powers resolution. Stuff can happen during an investigation. Of course. As joe was saying its not just nancy pelosi who said coverup. The Justice Department of the United States of america. He chose to take the words from nancy pelosi. For some reason nancy pelosi saying coverup bothered him more than the Justice Department saying hes individual one coordinating hush money payments to silence porn stars. He put himself in a political corner. This has a similar feel of the Government Shutdown. He loses his temper, takes a strong position and then he wakes up in the morning and says, what do i do now . 38 days later in the Government Shutdown hes said im going to keep all of americas business on hold until they stop being mean to me. Thats not a Strong Political position. Do we know if the white house has taken its marbles and gone home . Will the president not engage in the business of the country . We dont know. If the past is a judge the white house will follow the president s lead. They will take what hes said and theyll act on it. To joes point this flies in the face of everything the white house has been saying for months. They have been trying to argue that we are about the peoples business, we want the economy to grow, we are interested in doing infrastructure. We are interested in doing an immigration package that the president just rolled out a week ago. Now the president is saying the exact opposite. Hes saying we are not going to do literally anything until democrats stop investigating me. For a president who is trying to run on a strong economy, trying to run on the democrats being the ones focused on the Mueller Investigation he turned that on its head yesterday and said im not going to do anything because of the Mueller Investigation. I think that will be a problem for the white house Going Forward especially into 2020. Big time. When bill clinton was impeached he said, im going to go work on behalf of the american people. He had to work with republicans. There is a template for doing this. The sign on the president ial podium, no obstruction, no collusion, is a perfect mote fo metaphor for this administration. Stick around for this. Coming up in our 8 00 hour White House Press secretary Sarah Sanders will be here to answer questions live. That will be fascinating. Another judge has given democrats a new legal victory in the battle to get the president s financial records. So what happens next . We are staying on top of breaking news. There are violent tornadoes carving a path across missouri. People are trapped at this hour. There are rescues under way. We have people live there on the ground. Well bring you there soon. A new major victory for House Democrats in the quest to get information from the president. A second federal judge refused to block house subpoenas to get access to President Trumps financial records while lawmakers in new york passed a bill allowing congress to get the president s state tax returns. Joe lockhart and Abby Phillips are back. Now with us laura coats. Cnn legal analyst and former federal prosecutor. Let me read to you a little bit of the decision from judge ramos who said this isnt a close call and congress has the right to the records. He said any delay in proceeding my result in irreparable harm to the committees. Basically as was the case with the first judge, the legal arguments being made by the president and his associates hold no water, the judges are finding. Thats pretty much true, john. The reason is its incomprehensible the constitution would have granted congress the power to remove a power for any criminal misconduct. They defined it loosely into high crimes and misdemeanors. It would be unfathomable that they would do that and not be able to investigate the president or have the subpoenas be effective. What is perhaps odd to people and perhaps shocking to the president but not to nancy pelosi was the idea that the coequal branches of government, there were three of them. While the congress and president were figuring out who would yield first the judiciary said there is no reason to have this game. It is clear congress has the authority. Moreover, the more important part here is they actually said congress doesnt need to keep proving to the president of the United States in the course of checking and balancing that they have legislative purposes. If they assert they do if there is legitimate oversight function, so be it. They must be trusted. Of course the white house will appeal this. Now the Deutsche Bank and the mazars think they have gone that way. They still have tricks up their sleeves. Maybe it will take years, but nevertheless democrats this morning, joe, are feeling bullish finally they feel they have been stonewalled for a long time. The mueller thing didnt go their way. Do they feel the tables are turning . In a large way, this is a gift for nancy pelosi and bolsters her strategy. There is some Division Within the democrats about how quickly to move to impeachment. Speaker pelosi has said let the process play out. We have a legal case. It doesnt have to take forever. These are two big victories in a row. That gives her breathing room within the caucus. Internally, her politics are good. Trump has basically taken the position that hes going to take everything to the Supreme Court. He believes that its his Supreme Court now. The interesting question is what happens when the Supreme Court rules against him . There is nothing in trumps character or record that shows he respects any ruling outside of his own feeling. So that will be if youre looking at it from Nancy Pelosis point of view, even if one of the cases gets to the Supreme Court and he defies the Supreme Court then shes got her ace in the hole of saying now we have to impeach. If the Supreme Court rules against him. Exactly right. Its if, not when at this point. Abby, in regards to yesterday between the two court cases, the new york state law which now will allow the ways and Means Committee, the house ways and Means Committee to go to new york and say, hey, we want the president s taxes in new york, turn them over. Is there a sense that the legal walls are closing in a little bit on the president . It almost feels like you have a bottle of water and someone keeps poking holes in it. Water keeps coming from different holes on different days and the white house is trying to plug as many holes as they can. They are not really keeping up with what seems to be the pace of investigations, the sheer number of investigations and the sheer number of avenues with which various investigatory bodies can get information they are seeking to continue pressing the president. I think it is becoming a major struggle. This is a president that has a lot of resources. Hes using them to his advantage to the extent that he can. Hes put a massive team of lawyers and attorneys on these different issues. But the new york state law is a great example of a case where they really cant do anything about that. That body has passed a law that could allow other bodies to gain access to the president s tax returns. I think there may not be anything they can do about it. The courts have shown they are willing to rule in favor of the democrats. Joes right. The president is not going to accept that. But this is going to be a lengthy process in which, you know, perhaps they might have rulings in their favor going down this road. Ultimately, i feel like the likelihood of them succeeding on all of these different fronts seems just very farfetched at this point. But the strategy from the white houses perspective right now is just to push back as much as possible, delay as much as possible and simply hope for the best and hope the timing works out well for them politically. Announcer this is cnn breaking news. Breaking overnight, at least three people are dead after more than two dozen tornadoes tore through the central United States. Missouris capital Jefferson City took a direct hit from a violent tornado overnight. We are getting a sense of the damage as we wake up. We have seen homes ripped to shreds, trees uprooted and the region still in trouble this morning as the storms move east. We are expecting a News Conference from missouris governor and local officials about 30 minutes from now. Lets go to cnn meteorologist chad myers who is tracking the system. What do you see . Still big storms on the ground now. Not tornadoes now but lightning and hail coming down. Overnight, 31 tornadoes reported. I believe the number will go down. Were going to find that this tornado that hit Jefferson City, a big tornado, was on the ground a long time and reported many times from different cities a lot of danielmage along that sw. Not quite to evansville, but on the way. New york city will even see storms and there is a potential through the keystone state, all of pennsylvania, most of maryland for a tornado or two today. We think about them in the plains but there could be some to the east. New york, philadelphia, somewhere between 3 00 and 5 00, you need to Pay Attention here. Tornadoes, large hail and damaging winds. The piece that hit missouri rolls off to the east. Then another piece, john, begins to develop back out west again today. Significant Severe Weather possible. Higher plains, less populated. We are talking amarillo, garden city, greensburg, the area to the west of wichita is under the gun for big storms today. Obviously a damaging, destructive night last night with tornadoes through all of missouri. Absolutely, chad. We are covering it this morning. Thank you. Please keep us posted. Joining us now on the phone is Mike Oconnell with missouris department of public safety. Thank you very much for taking the time for us. You have a busy day ahead. The sun is not up yet in Jefferson City. Do you have a sense of the amount of damage there . Reporter yes, damage is extensive. Its a very bad situation here last night. We have nine people in the hospital here in Jefferson City as a result of these storms. No deaths here in Jefferson City. This was a long track tornado that started in elden 40 miles away and came on up here. Fortunately not much damage to this extent in elden and no injuries there. Of course this has been widespread tornadic activity across the state. In golden city which is in southwest missouri, there were three fatalities there and one serious injury. There have been severe storms throughout much of the state overnight into this morning. We are so happy to hear there were no deaths in Jefferson City. But the fact that nine people are in the hospital, do you have a sense of their injuries . Were they all in the same area . Yes. There was one section of southern Jefferson City in the city itself that was hit the hardest. I dont have any information on just how extensive those injuries are. Are there people who are still trapped at this hour that you need to get to . We have had cooperation from the local Law Enforcement agencies as well as the Highway Patrol going door to door doing extensive searches. There were people trapped initially. I dont have any reports as to how far they have gone, whether they are doing a second check as well. But they are doing that. And the last i checked, within the last 15 minutes we had nine people transported to hospital as a result of this. We earlier had on an interview with a survivor of the tornado. Hes a truck driver. He said he was carrying soda pop. It was 44,000 pounds of it. He said his truck and he were picked up as though it was a toy truck. His window was smashed. I dont know if you can see, but his truck was turned over. Another thing he told us was he got a text alert but just seconds beforehand or a minute. It was too late. He was already staring down the storm. Are you comfortable with the alert system . Sit functioning well enough for people there . Yes. We always recommend, as does everybody, that you have multiple ways of getting alerts. The technology has gotten a lot better over the years. But still sometimes you have short notice. Sirens did hit here fairly early. There was a good warning on that. They resounded a second time as things got worse. The National WeatherService Updated the forecast late morning. This was widely disseminated to the folks that the risk, the threat of tornadic activity was rising. We are in a period for a couple of days now where theres been forecasts for very serious tornadic activity. We were lucky on monday and tuesday that no real damage to the extent that we have seen today. Today we just did not get lucky. We appreciate you taking the time. You have your work cut out for you today. We are thinking of the people in jeff city and across missouri. Thank you very much. As we said, the light is only coming up now. This morning pentagon officials will brief members of the president S National Security team on a plan that could send thousands to the middle east. Ryan brown is live with more. What do we know . Reporter this request for potentially thousands of additional troops originated from u. S. Central command which is the military organization that oversees u. S. Troops in the middle east. They made the request based off of what they perceive to be increased iranian threat. There already have been Additional Forces to the region and the response including a Bomber Task Force and a carrier group. U. S. Military officials felt Additional Forces were needed to deter any possible iranian aggression. Now its unclear whether President Trump himself will be briefed on the proposed plans today. We were told he would have to sign off on the proposed deployment which could send thousands of additional troops to the region. This comes as some lawmakers have expressed skepticism about the nature of the threat saying that there is nothing new here after reviewing the intelligence. But the Trump Administration insists, including Senior Pentagon officials, that the threat is real and they see increased iranian activity that could pose a threat to u. S. Forces. We will see whether or not President Trump does, in fact, green light this additional u. S. Military presence. That would be a major development. Ryan, thank you for being with us. You bet. Industries suffer more. Cnn talked to lumber workers in upstate, no. This is a problem for the lumber industry. Reporter thats right, john. The lumber industry has been cut by nearly 40 in just the last year because of tariffs. Thats causing saw mills across the country to make very difficult choices. We are here in new york at bailey lumber where they are bracing for new increased tariffs to go into effect in just a matter of days. Usually this blumber would be o its way to china, but not during a trade war. The longer it goes on, the more permanent and the more irreparable it is. Reporter china is u. S. Lumbers biggest customer. Tariffs cost the u. S. Half a billion in just the last year. Now as trade talks stall, sawmills brace for higher tariffs next month. This goes on for 30, 45 days well recover. If this stays on for six, nine, 12 months and beyond, there are parts of the industry that i think wont recover. Reporter sales to china are falling at bailey lumber, one of the largest hardwood suppliers in the u. S. They havent had layoffs yet, but workers have felt the pain in other ways. It affects people who own land and trees all the way to the people that are working in the saw mills, maybe getting less hours, smaller paycheck. That affect it is community when you have 130 people at one of the largest facilities in the county. Its a trickle effect. Reporter bailey owns 22 mills across the country, all in Rural Communities which typically vote republican. Awego is in a county which voted for President Trump in 2016. People need to be paying attention to whats going on. I dont think there was a realization that the trade war would trickle down to these areas. Reporter u. S. Hardwood employs 2 million americans nationwide. As the trade war with china wages on, the industry risks losing its most important customer forever. Were competing with other world suppliers of lumber. The more we mess it up ourselves with china, those supply chains go to other places. They dont come back easily. Reporter it took the u. S. Market 25 years to develop this market with china. This is no Single Market of the same size and scope to replace it. Like u. S. Farmers across the country, u. S. Lumber has dealt with really wet weather in the last year, packing the onetwo punch in a trade war that has no end in sight. Thank you for reporting on those challenges, vanessa. The recertification. As you said, the biggest break in trust is between boeing and the pilots that fly the 737 max. We are getting a more detailed look at what happened in november when American Airline pilots met with boeing, were shocked to learn this mcas system was on board that boeing didnt tell them about. Shocked and furious to learn they were the backup and they told boeing how to fix it, set up the warnings, change the software and take the planes out of commission until it was done. Boeing said, the plane is safe. We know what happened next. A second crash. Dennis tazier with the Pilots Association was in the meeting. Hes a 737 max pilot. Listen to this.
