A plan to safely reopen the country while preventing a resurgery answer of coronavirus cases. Governors on both coasts are joining forces to come up with one because they say theyve seen no president ial leadership. But, President Trump claims he has total authority over what the states do, though the constitution, the supreme court, and even some of the president s conservative allies do not agree. New yorks governor tells cnn, quote, we have a constitution, we zrient kindont have a king,. We will speak live with Governor Cuomo about what he governors plan to do. A thousand people are dying every day from the violence. Millions of americans are trying to hold on without a paycheck. Every ounce of energy from every public official should be focused on them, on saving lives, on saving jobs. Every minute, every resource spent on Something Else is squandered. And its a choice. The president is choosing to use a us in conference to focus substantially on himself. The president is choosing to use Government Resources on a taxpayer funded propaganda style video that ignores or tries to row frame his own history and statements is one thing but the decision to spend so much time, so much energy, so much emotional investment on it is Something Else entirely. And it is a choice. And more than a thousand americans a day are dying from kre coronavirus. We are joined by an epidemiologist in the former Detroit Health department. Also celine gowner who is an infection disease professor at New York University school of medicine. Dr. Gowner, from a Public Health perspective, the announcement from governors, these regional associations of governors, you have them on west coast and the east, they say theyre binding together to figure out ways to do things. Why does that make sense . It makes sense because the virus doesnt think in terms of state borders, it thinks in terms of people. It transmits through people. You have to look at how people live and work. Here in the new york city area, its not just new york city, right . People live and work on long island, out in new jersey, pennsylvania, connecticut, and so you need to think about it as a region of people who live and Work Together and among whom the virus can be transmitting. I dont get how the governors are going to do this, to be honest. I understand their need to come with something, but what theyve said is that the key to reopening the country is going to be widespread testing. We dont have widespread testing. I think in the country weve tested less than 1 of americans. And i dont know that the states have the capacity for widespread testing. I dont know that the federal government has the appetite for widespread testing, so how are they going to reopen their states . Well, you know, i think there are a few things here. So, first of all, you also need to be able to do Contact Tracing. You need to be assessing people for symptoms. One of the measures that we can look at is rates of influence of like illness. So symptoms that would suggest somebody may have coronavirus and seeing a sustained decrease in suppression in those kinds of cases for at least 14 days. You know, we still havent really seen that in new york city, even though we have seen the numbers of hospitalizations and deaths on the decrease, were still not at the point where we can say symptomatically that we have suppressed this yet. There are surrogates like that. But we really do need to be testing at least the people who have symptoms. And in parts of the country were not able to do that either. Doctor, tell us where you think we are this morning. We heard dr. Fauci say that in many places, including new york city, the hottest of hot spots, the curve has been flattened. What does that mean effectively from a Public Health perspective . I want to say first of all, thats good news. That means that the heist burig burden of deaths per day is behind us. But the risk is if we dont have a plan to reopen our economy and go back to, quote unquote, normal life safely, then we may be back into a place where we have another curve. And so part of this is like thinking about when youre driving a stick shift car, you have to let off the clutch just when you know that the gas is there, otherwise the engine stalls out. The question becomes what is there to protect from us that stalling . And as dr. Gowner said, we need a massive Contact Tracing system. So were going to mass social distancing right now, we need to go to precision social distancing. And for that you need both the personnel and the number of tests at your fingertips to be able to apply them and then isolate individuals who may be exposed as you know that and test them to see whether or not though can get out of it. The problem is, we didnt have that infrastructure on the way up to get us to the point where we needed mass mitigation and social distancing and it looks like the federal government has also failed us on the way down. The problem here now is where do you get those resources . How do you make sure that theyre there so that as you let off the clutch you can know that the gas is there, we have a plan to keep americans safe even as were going about and doing as we do on normal circumstances. I want to look at exactly where we are today. According to the University Model in terms of what states are past the peak and what states are these rolling peaks heading towards. Its really interesting, theres a map here thats color coded. The lightest, which is the yellow, means the peak has passed. According to the models in those states. Then the orange where you see a few states means the peak will be within a week. And then the red, which is it looks like the majority of the country, is the peak is still to come. And so, you know, we talk about how we are sort of just by definition new york centric because thats where we are and this is where we talk to a lot of doctors. But the peak is still to come in much of the country. Right, alisyn. I sort of think about it like falling dominoes. And new york city was the first big domino to fall. You know, its a dense, dense city, its the biggest city in the country, it has numerous connections all over the world in terms of travel. And some of the other early dominos to fall were the cities on the west coast, which also had close ties with asia, including china. So its not surprising that those were the cities that had the first peaks. But then what were seeing is now spread into the suburbs, for example around new york city. Were seeing spread into the interior of the country, so other cities like detroit, chicago, new orleans, and atlanta. And then from there were going to see ongoing spread into the rest of the country, including rural areas. We do know theres already transmission in some of the rural areas. Its just a question of the virus making its way through from initial ports of entry through the rest of the population. Doctor, its interesting and its great to have you on with us this morning. You wear a lot of different hats or have been. Your day job is as epidemiologist but youve been a Public Service and run for office. When you get mixed messages, when you have a president saying were opening up, that im in charge and were opening up, and you have governors saying, well, wait a second, were going to decide how to do this. From a Public Health standpoint, from the goal of stopping the spread or containing the spread of the contagion, whats the effect of the mixed messages . Well, it is frustrating because we all know that what has helped us in controlling, mitigating the spread of this disease has been consistent messaging about the impact of social distancing. And people have been doing this. And its effective. Every day we talk about these models. We see them revising downward. We had a slight tick upward. One has to can ask is that because were letting up too early . So when have messaging from the president on one hand and from the governors on other, we have to step back and think everything we do is governed by our scarce resource. Science and Public Health become political when they choose not to lead with science and lead with Public Health and instead put their shortterm political selfinterest first. Its been frustrating because you think about where the governors and local elected officials stand and they say i care about what were going to do to keep people in our Community Safe. Its clear we have to continue to social distance until weve gotten over the peak and we know what were going to do next. Then you have messaging from the president thats saying otherwise. And all that does is create confusion and that undercuts the ability to continue to socially distance as people hear mixed messages. So we need to be pushing forward on just saying the science says this, we need to continually social distance. Were not there yet. We need a plan for what were going to do afterwards or we may be going into the summer with a increase in cases and need to go back to this. Starting to see signs the president is getting pushback from the states. Governors on both coasts indicating they are joining forces to try to come up with a coordinated plan to end the lockdown. Apparently in response to the president s repeated suggestions that he might move forward with or without the buyin of the scientists advising him. The president says he has the authority to do it. It sets up a possible showdown between the states and the white house. President trump used mondays White House Coronavirus Task Force Briefing as a stage to air his grievances. Everything we did was right. January 17th, no cases. No cases. No deaths. Im supposed to close up the United States of america when i have no cases. The president of the United States calls the shots. Reporter trump lashing out as examples of his downplaying of warning of Top Health Officials about the dangers of a possible pandemic. What did you do with the time that you bought . The month of february. You know what we did . Yeah. What did you do in the month of february. What do you do with no case in the whole United States excuse me you reported it. Zero cases, zero deaths january 17th. In february i said in january. The president also calling up dr. Anthony fauci who publicly walked back his sunday comments that there was pushback from the Trump Administration about calls to begin early mitigation efforts. It was a poor choice of words. There wasnt anybody saying you shouldnt do that. Meantime, andrew cuomo and six other east coast governors pledging to coordinate plans before lifting stay at home orders and reopening establishments like business and schools while limiting the threat of new outbreaks. This is a time for smart, competent, effective government. Nothing else matters. Reporter and on the west coast, california, oregon, and washingtons governors following suit. Trump says he actually holds the key to unlocking society. When somebodys the president of the United States, the authority is total. And thats the way its got to be. Your authoritys todtal . Its total. And the governors know that. The governors know that. Reporter but just last month he refused any accountability for the administrations failure to get more testing done. No, i dont take responsibility at all because we were given a a set of circumstances and weapon were given rules, regulations and specifications from a different time. Wasnt meant for this kind of an event. Reporter in reality, the president never issued a nationwide shelter in place order leaving it up to states to decide when to institute measures like social distancing and when to end them. I dont agree with the president s legal analysis. The president doesnt have total authority. We have a constitution. We dont have a king. We have an elected president. And the constitution clearly says the powers that are not specifically listed for the federal government are reserved to the states. Reporter several governors who spoke out last night said they dont intend to allow businesses in their states to reopen unless the experts say its safe to do so. Were going to write up papers on this, its not going to be necessary because the governors need us one way or the other because ultimately it comes with the federal government. Has any governor agreed that you have the authority to decide when their state i havent asked anybody. You know why . Because i dont have to the go ahead, please. But who told you the president has the total authority . Enough. President trump claiming, falsely, that he has, quote, the total authority to reopen the economy regardless of whether or not state governors are on board. The president does not have total authority. Were going to have Jeffrey Toobin on and legal scholars on to explain why. What matters is how does this help save lives . Why is it that having Regional Governors ban together, why to you think, if you think that that say better path to reopening parts of the country in the right way . It is the right way. In fact, i wrote an oped with general mcchrystal talking about how we need to coordinate together with the others because im sitting in Northern Virginia right now, im a couple miles from the District Of Columbia and a couple miles from maryland. Our workforces are all interrelated. You couldnt open up one state and say were going back to work and then say in maryland and virginia we dont because people are moving back and forth constantly. The president is, once again, creating tremendous controversy here. Hes wrong on the facts, but people trust governors today. The reason is theyre leading. Theyre listening to their Health Experts, and theyre not going to open up before they know their Health Experts have told them its safe do it. No matter what the president says. He doesnt have the authority. And you ought to Pay Attention to nancy pelosi and chuck schumer. Governors are hurting their budgets. Weve got to protect first responders, teachers, fire, police, and were worried about the Health Crisis and the economic crisis, and trumps just been wrong on everything. I remind you that were midapril and he said in february that in midapril mir rack kuss will youly this would go away. He has no credibility and governors are going to do the right thing and lead for their states. Im struck by having covered donald trump for many years even before he was president that this is sort of typical of his style, which is issue a grand proclamation. Hes quite good at issuing a grand proclamation. Less good at implementing it. Hes not a details person. So, case in point, he issues the grand proclamation of travel restrictions from china. Then half a million travelers from china come into the United States in the next month because there was no plan to stop them. The airports didnt know how to stop them, how to screen them. It was chaos. There was no plan in place. And so when the president said that hes in charge of this, have you, as the white house reporter, heard what their plan is . No. And what we have is a president who is ruled by the demands of his ego. We know that every politician cares about how others view him or her, thats in the nature of politics and seeking votes and trying to win an election. But donald trump is ruled by those forces. And so he is now trapped in this very awful reality of American Life at the moment that an economy that he was going to brag about in his reelection is in shambles. Youve got a cascade of illness and death across the country. Hes getting criticism for his performance from the new york times, on television every single day. He sees that American Voters rate their governors much more highly than they do the president. He saw Anthony Fauci go open a sunday show with jake tapper and say if we acted earlier we might have saved lives. Thats all very difficult for him to take. So we see him come into the Briefing Room and rage against this idea that i messed up and then at the same time rage against the idea that these governors are moving on past him without him and saying, im in total control. Theres an earlier point in the presidency, alisyn, when people like jim maddox at the defense department, john kelly tried to work around the president and temper the erratic nature of the things that he would say or things that he would want to do. Now governors are doing that in this pandemic. Theyre trying to work around the president , and that seems to be the arrangement that were going to go forward with. Couple quick points. Number one, the president s internally inconsistent in some of his arguments. On the one hand hes been saying i take no responsibility for things that have happened on the way up as the numbers increase in the pandemic. But as they begin to come down he says he has total authority and responsibility. Its just internally inconsistent. And the other thing is, i dont know if we have the poll numbers to put up on the screen, if not ill tell you, monmouth and quinnipiac have polled americans of how they approve of your own governors handling of the crisis. 72 approve, 21 disapprove of their governors. While the president s under water on this. You can see people want their governors to be making their decisions on this. Again, i care about the Public Health here. If the president is saying one thing about reopening or relaxing restrictions, and the governor of virginia, for instance, is saying another, what is a person in roanoke to do . Theyre going to listen to the governor of virginia. I mean, the problem is for trump is hes made so many inconsistent statements, i mean, he has not been telling the truth since really january 3rd when intelligence agencies first gave him an inkling, hes been in his daily president ial brief. They watched yesterday where he retweeted somebody to say fire fauci. People love Anthony Fauci. They dont want to see him fired. Its like because it is emotionally and mentally incapable of dealing with a crisis of this magnitude. And i think the American Public see that. They see their governors every day doing press conferences and they listen to what the govern noshs sayi governors saying. Your main responsibility as a governor is keep your Community Safe and thats what theyre doing every single day. Theres not trust with the president. There is trust with the governors. So if im the governor of virginia and the president is saying im going to listen to my Health Professionals and im not going to act until i know what my Health Professionals say, what is it thats going to keep my citizens safe. Well hey, john. Yeah. I was just going to say theres a consistency in what the president s doing. Its not a philosophic consistency or a policy consistency. The consistency is that he is saying things that flatter himself, that hes defending himself against the idea that hes done wrong. When things go bad he blames other people. And then when a decision is coming up and somebody else seems to be making it, he seems to be saying, no, im the powerful guy, im in total control. Thats the consistency. Its about Donald Trumps evaluation of donald trump and how other people are viewing him. And what i was going to say, governor, is that a lot of people trust and like what theyve heard from dr. Fauci, but President Trumps some of President Trumps right wing media allies dont and you hear them more often now, i think, trying to make him the fall guy for something. It seems as though somebody is going to have to be the fall guy for whatever missteps or, you know, belated actions there were. And it might be dr. Fauci. But on a bigger note, governor, what did you think of i can only call it a propaganda video that the president showed at this press conference yesterday. It was with the the white house made it, so thats taxpayer money. It wasnt a campaign video, though it smelled a lot like a campaign video, and it obviously was selectively edited to make the president seem in charge. One of the reporters, as you may have heard in the press conference said you omitded februa omitted february. Where were all of the actions in february . As someone thats been around politics a long time, what should americans think of that being played yesterday at taxpayer expense at a press briefing . I mean, its sad. You look at that and youve got to say, well, the mans just not you will there anymore. I just think this crisis has totally overwhelmed him. He doesnt understand the implications. But on the serious issues of when he told us that everybody can get a test. I was getting calls yesterday from people having problems being able to get a test. He had them believe they could go on google and you could fill out this form and you immediately could go to thousands of pharmaceutical parking lots. None of that, alisyn, is true. Then he comes out with this video paid for by taxpayer expense. And thats the problem trump has today. People dont believe him. He does not have credibility. They dont think hes up to the job of dealing with this global pandemic. And thats guy that back to trust the governors. I used to serve as chairman of the National Governors association. I know all these governors. They have not put out anything, if you think about it, that has been incorrect in their daily press conferences. Theyre telling the truth. Theyre trying to keep their citizens safe and hold their state economies together. Were not the federal government. They get to print money. If you want 2 trillion federal government, get it. You cant do thats as a governo. But under intense pressure you always tell the truth. And i think you need to show the American Public, the governors are the ones we can rely on because theyre telling us the truth and working their heart out to he kuss safe and trump is doing videos and babbling on. There was a couple hospitals where we were getting information from them about some of the conditions they were working in. Now well show you some of these photos. This was during a time when there was an influx of patients, and obviously thep tire areas been hit very hard by croovid1 there were patients dying in the hallway. They also had so many bodies they didnt know where to put them at one point. And you can see them in this one room where its a sleep study room. They placed them in there for a period of time. But its the freezer room that really caught our attention where you can see the bodies stacked on top of each other. Some of the staff there became so upset they started reaching out to us. They didnt think there was enough to preparation put in place to make sure they were able to absorb all the people they were seeing. The patient ratios were off. They had a lot of nurses not enough nurses to the patients. So well show you the freezers from the outside. We know this had to order more freezers. They had five freezers to be included on the outside to handle all the patients they were receiving. At this point the hospital says theyve surged more staffer and added more freezers. But you can tell the toll on the staff themselves. They were very upset talking to us over a severalday period saying more needed to be done. John. All right. Ryan young for us in detroit. We have a whole bunch of developments in the pandemic across the country. Texas trying to figure out how to restart its economy like every other state and the u. S. Supreme court doing something it has never done before. Our reporters across the country bring you the latest. Im in texas where the state is evaluating exactly what needs to be done if it wants to slowly start to reopen businesses that have been hard hit by the coronavirus virus while at the same time safeguarding Public Health. Governor rick abbott saying he would announce the strategy later this week on how those businesses would open in the smartest and safe oft way possible. This will likely bring about some questions, especially since texas is yet to see some of those covid numbers peak. Technically, according to Health Experts, the virus is still spreading. The governor saying that it is possible to protect those lives and livelihoods at the same time. Im in miami, farmers in florida are being forced to destroy their crops because of the covid19 crisis. One farmer we talked to in homestead, florida, said when schools and restaurants started shutting down and the supply chains got completely interrupted, since then this farmer says 70 of his acc rage has gone to waste. He grows squash, zucchini and he said some of it goes to food banks but most of it has to go in the trash. He does not have insurance. What do we know about who will be included and what are Business Leaders saying they need to see before they bring employees back to work . Cnns julia chatterley joins us next. Those are two completely different questions. Lets take them one at a time. Number one, what do we know about this task force and its makeup . Well, from what i hear, john, good morning, the white house has been gathering names. And were talking big ceos across all the different sectors in the economy. So think construction, think health care, think retail. Im talking about ceos like the walmart ceo, for example, just to get their expertise on how quickly their sector can open up and what conditions need to be in place. We know and the census at the white house gets this has to be phased process and these experts are going to say what they need. John, i can tell you to answer your second question from the Business Leaders im speaking to, at the forefront of their mind is testing. Mass scale testing. Some of them are even saying to me that they will have testing capabilities inhouse if thats whats required to protect them employees. Theyre not going to bring them back unless the conditions are safe. And i think this is the message that the white house will get front and center from these leaders that join this task force. In some ways, weve been asking these questions probably resfrers what they need to be. Who has the authority to reopen the economy, the president or the governors . Now kn you know who has the ability to open the economy . The people working in it when they feel comfortable going back to work. It sounds like these Business Leaders know that they have to make these workers comtishl. Absolutely. They know if they say to the workers hey, without some form of mass testing, theyre going to see pushback. They know they have to have the protections in place. To go back to some of the conversations ive had, theyve said that these decisions they will make on a company basis will be separate from the timing from state governors, from the timing that perhaps the white house and the president thinks that he can announce. They will make the best decisions for their workers so theres a sequencing here and it begins with those that have to protect their workers first beyond anyone else. We have a little bit of time left, julia. I know its earning season and this will be earning season like weve seen no other. Its been that way since march. Weve got no idea of ultimately when the snows going to melt. What we do want to hear from these ceos and its jp morgan and wells fargo today, a few things. What cash are they holding here to protect against losses on things like mortgages, on credit cards and loans . That will give you a accepts of the scale of the damage. What do they say about ultimately pushing money out to people who do own the stocks like dividends . Do we see a mass cancellation . But the question is, what can they tell us about the future, john . What do they think we can get the economy restarted . Growing questions this morning over the u. S. Navys handling of a coronavirus outbreak aboard the u. S. S. Theodore roosevelt as news that one sailor has now died. Hundreds more infected. Cnns Barbara Starr live at the pentagon. This just keeps growing, barbara. Reporter this is not what the navy obviously wanted to see. They had really hoped that things would turn out better, but the reality is now one sailor has died serving aboard the theodore roosevelt. This sailor had been on land in isolation, was found unresponsive, moved to an icu unit on guam where the ship is and passed away. There are four additional sailors also in the hospital in guam. So far we are told they are not on ventilators, they are not in the icu. But, as you say, john, nearly 600 members of the crew are now testing positive for the coronavirus. And obviously including their dismissed relieved of duty captain, brett crozier, also testing positive for the virus. One of the questions is now is will that captain regain control of his ship . We expect to see results of the investigation perhaps sometime this week. The navy has not ruled out reinstating him. But theres a long way for the navy to go on all of this before this sailor passed away, we talked to one of the top admirals in the region who had been aboard this ship, met with the crew to hear their concerns. He reports that they were still troubled and upset by everything that had happened. But perhaps most significantly the admiral found that many members of the crew felt, had the perception that they simply hadnt been given enough information about the virus, about the Treatment Program to get them off the ship, get them into 14day isolation, and then get the crew back reassembled on the ship and get back out to tae. So the fact that the crew felt the navy had not given them enough information contributed to a lot of a lot of this and is, perhaps, very significant about how much the military still has to do to communicate to its own forces.
