All right. This morning, the United States is in a new phase of the coronavirus pandemic, and new here does not mean good. Dr. Deborah birx tells cnn that this phase is different from march and april because the virus now is so extraordinarily widespread. California just became the first state to reach a half million cases. Florida will likely hit that milestone this week. The daily death rate is rising in 30 states. The cdc now predicts 19,000 more americans will die in the next 20 days and that could be a conservative estimate. For millions of americans, enhanced Unemployment Benefits have expired. Extra money that so many have depended on is gone. And leaders in washington have failed to reach a new deal on new measures. Negotiations will continue this morning. And with more than 150,000 americans dead in this pandemic, an Unprecedented Health crisis, the president missed his own selfimposed deadline to announce a new Health Care Plan. Youve been in office three and a half years. You dont have a plan. Well, we havent had excuse me. You heard me yesterday. Were signing a Health Care Plan within two weeks. So he promised a new Health Care Plan within two weeks. That interview ran two weeks and one day ago. Deadline missed. Unless he was lying about announcing a new Health Care Plan in the first place. Well, on top of all of that, of course, and specifically the pandemic, theres a Strong Tropical Storm bearing down on the carolinas. Forecast to become a hurricane today, before making landfall tonight. Isaias has already brought powerful rain and drenching rain to puerto rico, the bahamas, and florida. There are Tropical Storm watches and warnings that stretch all the way up the east coast into maine. We have a live report and isaias latest track coming up. But we begin with the latest on the cyrus. Stephanie elam is live in los angeles this morning with our top story. Steph, good morning. Reporter good morning, erica. When you take a look at it, its not fun, but its not hard, either, yet. Health officials saying americans are hardly doing their part when it comes to stopping this pandemic. This as california had a record weekend. California was the first state to shut down. And now its the first to have more than half a million coronavirus cases. On sunday, the state recorded almost 509,200 total infections. But back when california began reopening in may, there were roughly 64,600 cases. Governor newsom contained and controlled how this spread in the beginning, when the opening up took place, we had more cases. And that should be instructive to others. The virus is vicious. And you have to have shelter in place, as long as you need it. Reporter california added over 9,000 new cases yesterday. On may 8th, it was just over 2,000. The rise hitting major cities like San Francisco hard. And state leaders fear its because residents are becoming too relaxed when practicing social distancing. We have to get more comfortable with changing how we interact with one another. This has been the biggest challenge when we find out through our Contact Tracing teams, the fact that people are still coming together in large groups and family groups, this is where people are spreading the virus. Reporter in los angeles, the county Health Department is now investigating this party for First Responders at a hollywood bar, despite businesses being required to close indoor operations. Top Health Officials say americans following preventative measures like Wearing Masks could have positive longterm effects on fighting the coronavirus. Wearing a mask is incredibly important, but we have to have, like 85 or 90 of individuals wearing a mask, and avoiding crowds. That is essentially gives you the same outcome as a complete shutdown. Reporter this as dr. Deborah birx warns the United States has already entered a new phase of the pandemic. What were seeing today is different from march and april. It is extraordinarily widespread, its into the rural, as equal urban areas. No matter you live in america, you need to wear a mask and socially distance. Some more serious measures need to be taken in order to flatten the curve. Im concerned that the sort of complacency weve seen with coronavirus has led to these Mass Gatherings and a general sort of disagreement with the science, in many parts of the country. Reporter now, the data shows that people are moving around more, but Health Officials are saying that people really need to stop gathering in those large groups. And even though you know someone doesnt mean you know that they are healthy and without the virus. So just pretend that everyone you come in contact with could potentially have that virus. Breaking news, Tropical Storm isaias gaining strength overnight and taking aim at the carolinas as a potential hurricane. Cnns chad myers has the latest track and the timing. And chad, this could really be a problem for a lot of people all up the east coast. Absolutely. Anywhere from charleston all the way up to Wrightsville Beach and even into the Cape Hatteras area, but this storm probably did get stronger overnight. The radar presentation looks a little bit better. We havent had a Hurricane Hunter in the storm since about 1 00 a. M. Were waiting for another one to fly in, to figure out whether the pressure has continued to go down and obviously, that would make the wind speeds go up. Hurricane warnings are here in red across parts of South Carolina and north carolina. This is going to stay in the water until landfall, probably somewhere around myrtle beach or slightly farther to the east of there. So were not going to get this into savannah or taibbi or really even into charleston, but youre going to get the surge, the wind coming from the same direction, pushing all of that water into charleston, even myrtles inlet, into myrtle beach itself, washing away a lot of the beach in some of these areas, and also bringing down some trees, bringing down some power lines. Well have some widespread Power Outages here. And its not like we have one spots where all the crews can go and put the power lines back up. We have a wide swath. Thousands of miles where trees have been coming down here because were going to see a lot of rainfall and even with wind to 60, if that tree is saturated in rain, its going to have no roots to hold it up. So get ready for that. An awful lot of rain, all the way up, even towards the northeast. The surge, 3 to 5 feet, even on top of high tide and today or last night was full moon. This was the highest tide of the month, you add that to the 3 to 5 feet of surge, you certainly have the possibility of some surge into charleston, into some areas there that are so vulnerable with the wind coming from the east, pushing the water back up the rivers, john. Sounds like some dangerous ingredients here, potentially, chad. People need to stay alert over the next 24 to 48 hours. All the way up to new england, based on where this storm direction is. And thats why i really wanted to make it clear to the american people, its why we started putting out governor reports, directly to the Health Officials and the governors, in every single state. Because we could see that each thing had to be tailored. This epidemic right now is different and its more widespread and its both rural and urban. Joining us now, william haseltine. Hes the chair and president of access international, health international, author of a family guide to covid. Professor, thanks so much for being with us. Dr. Deborah birx in this interview with dana over the weekend said were in a new phase of this pandemic and said that the administration pivoted about five or six weeks ago. They adjusted to this new phase. Well, if thats true, given where we are today and what were seeing, what does it say about the quality of the new plan that they took five or six weeks ago . Well, regardless of what plans people have made, this epidemic is now out of control. And its out of control mostly because of our own behavior. People have not taken the consistent warnings of our Health Officials seriously. They are gathering in private and in public places, without adequate protection. They are ignoring the advice, and the virus doesnt care what people would like. It does what it can do and takes advantage of our behavior. These viruses evolved over a long period of time to be adapted to the way we behave. If we congregate, they will spread. If we congregate. So dr. Birx also saying, its not the super spreading individuals, but the super spreading events. We hear that from dr. Birx. And then we heard admiral gerard saying, if ebb juverybody just a mask and social distances, were not going to have to worry about another lockdown. There is a slight gap in those two responses were hearing from both of these officials on the task force. What really needs to be done at this point, because to johns point, im not sure what the reset was five to six weeks ago. You have to do more than just wear masks and keep social distance. You have to minimize your contact with as many people as possible. And if you do have to work, you have to assure that the workplace is safe and you can work safely of at a distance and protected, while you work. Those are the two most important things that you can do, in addition to Wearing Masks and keeping your 6foot distance. Just dont meet many people. Meet as few people as you can. Its not that complicated, but it is hard to do alcohol psychologically, its hard to do sociologically, and its extremely hard to do for young people who have a biological necessity to get together. I was listening really carefully and closely to the interview with dr. Birx, and it really did seem as if her level of concern had amped up substantially over the last few weeks. And some of the things she was suggesting were more severe or stricter than weve heard before. For instance, professor, she said that people should consider Wearing Masks at home. Now, she said, thats if you live with someone whos older or vulnerable, or who has a comorbidity. But thats the first time ive ever heard her say quite so publicly, consider Wearing Masks at home. What do you make of that . It is clear one of the major ways this virus is transmitted is in family groups. If one member of the family is infected, the others can be infected, and we can now trace that very accurately. We can see that, in fact, Young Children are efficient infectors of an entire family. Thats not a surprise, because we all know thats true for cold viruses. And we always have to remember, this is a cold virus with a very bad consequence. But it is at essence everything that we know about colds, we know about this virus. Young kids may not get so sick, but they give it to the adults and one adult will give it to another. So family and small unit transmission is a major factor here. And youve got to be careful within families, as well as in outside the house. As we look at some of the numbers from july, the u. S. Added almost 2 million cases in july. But the average for deaths, that number really stood out to me. At the beginning of the month, it was about 500 a day on average. At the end of the month, about 1,000 a day on average. And we know that deaths lag at least two to four weeks. Moving forward, what are we looking at . Well, were looking at an enormous crisis thats out of control. And i think what youre hearing in the voices of our leading public Health Officials is extreme worry that they dont see an end in sight to this. That is the issue that theyre looking at. And no matter how fast we may get a vaccine, its not going to be in time to stop some really devastating events in terms of rising number of deaths. I would like to make another point. And that is, we count the dead, but we dont count the wounded. Every day, every week that goes by, we understand the longterm consequences of those who are infected, even the asymptomatic. Theres now evidence that people who are asymptomatic, even though they dont know theyve been infected, have their total activity degraded. Either youre an elite athlete and youve been asymptomatic, your performance is degraded, or youre a young person and you cant do the kind of work youve done before. Thats minor compared to the 20 of people who are sick who are going to have heart disease, long disease, and cognitive dysfunction for the rest of their life. Professor these are serious it is very serious. And thank you for bringing that up. I know you watch Vaccine Development and track the timing very carefully, and you have for your whole career. The New York Times has an article this morning about voices raising concern that the administration might put a political deadline or speed up the process for political reasons. And theres a quote and it has to do with Jared Kushner, obviously, the president s soninlaw. I want says, Jared Kushner was helping steer the Reelection Campaign from the white house is a regular participant in meetings of a board formed to oversee the vaccine effort. They ask regularly about october, a date that hangs over the effort. Trump Campaign Advisers privately call a preelection vaccine, quote, the holy grail. What concerns do you have about the politicization of this . Well, ive been concerned about this from the very beginning, not only in the United States, but elsewhere. And weve actually seen that come to pass. Weve seen the chinese approve a vaccine for their military and civil servants. And it cannot have been quality tested for safety or efficacy. Weve seen the same thing now in russia. And i think that there is no reason to suspect that that same political pressure is being brought to bear on every aspect of Vaccine Development. I havent looked at vaccines for many, many years, as have many people in the same business that im in. And it will not be possible to assure the safety of a vaccine by the end of this year. All you have to do is listen to the ceo of merck, ken tracer, whos been very specific about the fact that it cannot be done this year. Yes, we can have a vaccine that has some efficacy and has some safety profile, but it is not going to stop this epidemic in time for the election. Talks set to resume a little bit later today between the white house and congress over extending Economic Relief for millions of americans. Americans who have been depending on these expanded Unemployment Benefits. They have expired. Is there any chance theyll see this money again soon . From prom dresses. To soccer practices. Negotiations continue today between congress and the white house on a desperately needed Economic Relief bill. But theyve already missed a key deadline. That supplemental 600 a week unemployment benefit expired on friday. Lets bring in chief Business Correspondent Christine Romans and cnn Business Correspondent, margaret talof. Christinedo christine, you made an interesting point, in whether looking at this 600 weekly unemployment is a disincentive for people to go out and look for jobs actually misses the point. There arent the jobs to go back to. In normal times, we can have a philosophical question about whether Unemployment Benefits keep people at home or on the sidelines. These are not normal times. A third of the labor market that was working in the beginning of march has filed for Unemployment Benefits at some time this summer and this is a pandemic. This is not about disincentivizing work, this is about a pandemic thats keeping people from getting jobs, because the jobs arent there. The Unemployment Rate is 11 . So thats a conversation for a whole other time. The other part of this problem here is that so many of these people who have lost their jobs and have the 600 a week extra, for the first time ever, theyre actually making something close to a living wage. It took huge Government Intervention to do that. And taking it away on friday is about 18 billion a week according to bank of america, out of their pockets and out of the economy. That is a foreseeable brick wall that we just hit in the economy thats going to be very difficult. Theres no time to lose for them to figure this out. A foreseeable brick wall that was looming for months. And they crashed into it with their eyes wide open. And margaret talov, im not sure i understand the state of the negotiations, because the white house, the republicans have come to the table unable to reach an sbree agreement within their own ranks and it seems like nancy pelosi is just standing there going, im waiting. Im waiting. Good morning, john. Weve seen Mitch Mcconnell to some exfeint hang back on the sidelines as the white house has taken the lead on these talks. And well see mark meadows and Steve Mnuchin continue to reengage here with nancy pelosi and chuck schumer. But there are a couple of things going on. And one is exactly as christine says, this issue of consumer spending, when you take this money out of the system, its not like if youre pulling in 600 a week, youre stashing tons away for a rainy day or, you know, planning longterm. This is money that goes right into the economy. When you take it out of the economy, thats an added pressure in the middle of an election year, as the two parties are about to head towards the conventions. But there have been these other sideline issues that are part of the negotiations, right . Things like funding the u. S. Postal service, how its going to affect mailin balloting. Whether you have Liability Protection for employers, which the republicans have been pushing hard for, and even as the 600 is a key point of the negotiations, and even as it will absolutely affect the people who have been counting on that money, these other issues also have yet to be resolved and are part of whats been slowing down the progress on this. One of those issues is state and local funding, christine, which mnuchin said very clearly, is not going to be part of their plan. But we know it is part of the democrats plan. And democrats have already passed state aid for state and local governments. But if you dont bail out the state and local governments. And maybe bailout is not the right word, but if you dont have funding for state and local governments, there will be more layoffs and thats exactly what you dont want. You dont want to be laying off teachers and firefighters and Public Servants on the state and local levels and thats what will happen if they cant plans some of these budgets, which they can, because the revenues are down so sharply here. I think the two most visible things in a stimulus for the american people, for main street, is a check that comes in the mail. Looks like theyll be doing that and these extra Unemployment Benefits. Were talking about millions of people, mofillions of people wh are getting this aid and now its going to disappear. That is something that is going to be a real problem for a vshaped recovery if the president thinks hes going to get that. Margaret, on the subject ofm but notice that the president did not announce or sign, as he promised he would, some giant new Health Care Plan by yesterday. He went on an interview. He went on fox tv and told chris wallace, two and a half weeks, within two weeks, im going to sign a completely new Health Care Plan. It didnt happen. So what does that tell us . It tells us well, tells us that a Health Care Plan not only isnt ready, isnt remotely ready. But also, put that in perspective for a second, nothing is happening until this gets resolved. Nothing is happening until this issue over the next stimulus gets resolved, because the country cannot function right now without both a working economy and basic health protections. And so as the august recesses sort of begin, nobody is going home. These talks will continue every day. And we cant expect any progress on anything else right now. Grim. Now, not seen here is illinois senator, tammy duckworth, who is also seen to be a leading contender. But where do things stand this morning . Where is the Biden Campaign in the process . And i happen to think weve seen some remarkable things the last few days in terms of a very public vet. We really have, john. And its theres the public process and the privacy property that have both sort of reached new stages, just in the last few days. Our reporting was that biden was going to begin inperson interviews, as soon as this weekend. We dont know for sure whether he did that or with whom, but there was a pretty good chance and were going to wait for further signals about that, but the public process is really what has become so striking over the last week, where a lot of the longsimmering concerns that biden allies had about senator harris have really burst into public view and what had been a really quiet lobbying campaign on the hill for karen bass has become much, more much publicly obvious. We saw, i think, very significantly over the weekend, bass make the rounds on television to try to publicly rebut some of criticism of her record, particularly on cuba. The people in washington who have been privately pushing her to the biden camp, which includes a whole number of members of the house of representatives, and why she says its not a official endorsement, Speaker Pelosi has said very, very positive things about bass, to the biden camp and others, that cuba issue, they want to make sure that somebody like representative bass, who is a relatively obscure figure on the National Stage is really ready to take that kind of a punch and put that criticism to rest. For folks who may not from seen it, she was asked about that this weekend and i want to play some of what she had to say in response. One, dont consider myself a castro sympathizer. Number two, my position on cuba is really no different than the position of the obama administration. And frankly, i believe the republicans have decided to brand the entire Democratic Party as socialists and communists, so im not surprised by rubios characterization of me or of a role i would play if i was on the ticket. Shes referencing senator marco rubio, who called her the highest ranking castro sympathizer in the history of the United States government. This is not going to go away after a couple of interviews, alex. But how is it landing so far, her answers . Youre absolutely right that its not going to go anywhere. And you already have the Trump Campaign calling her communist karen, who is obviously the kind of epithet that a candidate typically dreads. I think that democrats saw her over the weekend dealing with that criticism to the best of her ability or to really anyones ability. I dont think there are people who saw her on the shows over the weekend and felt like she didnt quite land the defense. Its more that the underlying facts are what they are. Yes, her position on cuba today may not be meaningfully different from former president barack obamas, but she did go to cuba a number of times in her youth when it was a much more controversial thing to do than it is today, she made the statement she made about the death of fidel castro. And the question for the Biden Campaign is do they feel like that the whole package of karen bass is so attractive both politically and in governing terms that it is worth the risk, and its definitely a shortterm political risk, definitely in the state of florida. Its really a floridacentric concern. Theres less concern that sort of suburban swing voters in the greater milwaukee area are going to see karen bass as some terrifying communist radical. And more just that people in florida, especially cuban americans and other folks from latin america who are very, very attuned to the issue of communism and socialism and government repression in latin america will look more askance at a ticket that includes somebody with that travel history. What youre seeing in the last few days may be somewhat uncomfortable for the candidates being discussed, but also somewhat traditional, alex, where you try to get this information out there and see how the public reacts to it, to see how its handled. In that vein, whats going on with senator Kamala Harris . Many people saw her as an early frontrunner for the number two pick for joe biden, but where does she stand this morning, alex . You know, john, i think she stands not terribly differently in a terribly different place from where shes been all along, which is shes one of the strongest and most formidable candidates in this process, but one of the candidates that has the most serious personal baggage when it comes to her relationship with joe biden, the biden family, and the circle of advisers around joe biden. I think that this obviously burst into public view because of the comments that leaked from former senator chris dodd, whos helping to lead the vp search about that debate exchange between her and biden last year. But the underlying concerns about, is she going to be a reliable political partner or somebody who is essentially pursuing her own agenda from day one of the administration, i have heard people close to biden saying that for months and months and months, this is not just a chris dodd issue. The question now is, does it make it harder for joe biden to choose her or frankly to not choose her because this is all out in public, as opposed to if it had just remained this kind of relatively discreet, widely known open secret of the vp process that senator harris had this hurdle to overcome. Were going to speak with one superintendent whose district is already dealing with a positive student, positive case, and that happened on the very first day of school. Schools across the country reopening, but a cautionary tale from actually more than one school. First, a School District in indiana didnt even make it past the first day before a student there tested positive for coronavirus. That set off alarm bells and prompted plenty of headlines around the country. Dr. Harold olin is School District of the Greenfield Community School District corporation in greenfield, indiana. Good to have you with us this morning. As you know, im sure, because im sure you got some calls, that headline did really set off alarm bells for a lot of folks. And as i understand it, you found out about the positive test not from this student or the students family, but from the Health Department, correct . That is correct. And we started school on thursday, the 30th, and wed been planning for that day for many months. So we obviously were a little disappointed when we received a phone call from the Health Department telling us that one of our students had tested positive. The student had tested a few days before, the family had not waited to get the results and the student came to school. So as soon as we were notified by the Health Department, we did isolate the student, got the student out of the school as quickly as we could. We began to initiate our protocols for Contact Tracing. So we went to each of the teachers that the student had been a part of, looked at seating charts, actually went into classrooms to see who had been within 6 feet of that student for more than 15 minutes. And unfortunately, we had to make a number of phone calls that evening to families to let them know that children would need to be excluded from school for 14 days. Not exactly the start we were looking for in that specific school. But you havent had the upside is, at least as of today, i understand it, there havent been additional cases connected to this student, correct . There have not been. And weve asked families and staff, for that matter, to do a selfscreening each day. So if they have symptoms, covid symptoms, or if theyve been around someone whos been identified as positive, we ask them not to attend school. And our families have really done a nice job of that, for the most part. You talk about, you know, you had a plan in place. As most districts and schools do, we just got our proposal, so we know what the plan is in our School District. But im curious, too, just your message to the other families. The fact that this family did send their child to get a test, still didnt have the results. We know that there was an issue with a lag time in results across the country, but still sent their child to school. Was that did that come up as a discussion with the family about essentially putting so many other people at risk . Certainly, it did. And again, i use that term disappointing, because it is. Obviously, as a School Corporation, we want to control the variables that we can control. And weve been working on this since late march, early april. And we will continue to control the variables we can control. We need families to control the variables they can control, which is that selfscreening piece. Again, its probably it could work out to be a good thing, and i think other families, not only in greenfield, but i hope across the nation realize the importance of that selfscreening piece, that there are responsibilities really on both sides, as a School Corporation and as families. How did your staff react to news of the positive test . You know, certainly disappointment. And i did speak with a couple of the teachers specifically at that junior high the following morning. And i think theyre rolling it with very well. And im pleased to say that none of our Staff Members were noted as a direct contact, meaning they were not within six feet for 15 minutes or longer. Weve been working with the state Health Department, the county Health Department, and the department of education in creating these protocols. In fact, we had about 65 people who helped us the draft the protocols we have in place here. So we feel like teachers, counselors, coaches have all had a voice in this. We certainly listened to our families, as well. We did a couple of surveys over the summer, getting input from them in terms of what they would expect from us. So i feel like people in our community, their voices were heard. To answer your question more specifically, certainly, that does create additional anxiety for some of our teachers who were kind of on the fence about being back anyway, and were certainly trying to work through a few of those. A superintendent from arizona wrote an oped in the Washington Post talking about the possibility of a safe return to school, in which he called it a fantasy, saying that kids will get sick or worse, family members will die, teachers will die, saying it is just not safe. Each district, each municipality, is dealing with different issues, including the community spread, the rate of transmission in their area. But looking forward, i mean, what do you envision, in greenfield wins aft greenfield, especially after what you saw on day one. The protocols you had in place seem to have worked. You say that maybe this can serve as a cautionary tale, but does it raise your concern . You talked about your staff, what about you personally . Well, i have a wife whos an educator. I have a daughter whos in our high school, so certainly, its something that i do think about. There are inherent risks in a lot of things that we do, whether thats driving to school each day or going to a shopping mall. I think weve really taken for granted that going to school hasnt had a lot of risks in the past. That is not our current reality. I do believe that schooling onsite is our best option in america in terms of the best quality education that we can deliver. Now, that being said, we did survey our families. 15 of them told us in both the surveys we did over the summer that they would like be interested in the virtual option as we started our school year, 15 of our families did participate, are participating in that virtual opportunity that we have. I can see that shifting a little bit, perhaps, as we move into the school year. And we have some ability to shift people between those two formats. And a lot of our families made it very clear to us, they want their kids to be on site with a teacher.
