Coronavirus cases looks different this morning. For the First Time Since early april, not a single state in the u. S. Is in green. Meaning no state is seeing a decline in cases. 36 states this morning are seeing an increase in coronavirus cases. 52,000 new cases were reported in the u. S. Yesterday. Wisconsin is particularly bad. Its setting new records for cases, deaths, and hospitalizations. The situation is so bad that that state has opened a Field Hospital to handle the crush. So how is President Trump responding to the crisis . By dancing, i suppose, at a packed campaign rally. I think that fits the definition, loosely, of dancing. Okay, well, the president began spoke to a packed crowd in pennsylvania last night. Supporters behind him were seen wearing masks, but most in the crowd were not. Joe biden spent the day in florida. Hes appealing to seniors who have been hardest hit by the pandemic. There is major new reporting this morning on the white house attitude toward the virus. And you can hear it from the president s own words. They want at least some people to catch it. Now, that might sound alarming, but its not a stretch, they want some people to get it. But the New York Times and Washington Post report that Unnamed White House officials are explicitly embracing herd immunity, explicitly supporting a document from a relatively small number of scientists that says, quote, allow those who are at minimal risk of death to live their lives normally, to build up immunity to the virus through natural infection, while better protecting those who are at the highest risk. Sanjay and other doctors will tell you that this could lead to millions, potentially, of deaths. One more Important Development overnight. Yet another Trump Administration witch hunt exposed as a giant nothing. This involves the faux outrage over Obama Administration officials requesting the identities of redacted names on intelligence documents. It is a common Legal Practice and the post reports this morning an investigation launched by william barr found no evidence of wrongdoing and wrapped things up this week without even writing a report. We begin, though, with the deeply concerning trends on the pandemic. Cnns Adrian Broadus is live in wisconsin where theyre setting up Field Hospitals to deal with the steep increase in cases. Welcome to new day. Its great to have you. But i have to say, what were all seeing around the country is deeply disturbing. Indeed, it is. Good morning to you, john. And to all of you watching and listening. In a few hours, the state will open an alternative care facility, just outside of milwaukee, here at the wisconsin State Fair Park. The goal is to take pressure off of local hospitals dealing with severe covid cases. The new facility has capacity to treat more than 500 patients. Wisconsin bracing for a fall surge in coronavirus cases. This Field Hospital at the State Fair Park is ready to accept new patients as hospital beds become increasingly scarce. The state records at least 3,279 new cases sunday, a record high. We have to get this virus under control and help flatten the curve to prevent our Health Care Systems from being overwhelmed. Over the last month, our hospitalizations have nearly tripled. Reporter and with President Donald Trump scheduled to hold an event here on saturday, likely without social distancing, and few masks, Health Experts and local officials fear it will only contribute to the surge. If you think about unmasked people in mass gatherings, its like dry brush in a forest fire. The president is making it easier for the virus to spread in those states. Its very damaging to the Public Health. Reporter former Vice President joe biden continuing to chastise what he calls trumps reckless behavior. I prayed for his recovery when he got covid. I had hoped at least hed come out of it somewhat chastened. But what has he done . Hes just doubled down on the misinformation he did before in making it worse. Wisconsin is one of 36 states seeing an increase in new coronavirus cases over the last seven days. And its one of at least 13 with a daily Positivity Rate above 10 over the past week. According to dr. Anthony fauci, thats a massive red flag. Whats called test positivity, which is often, and in fact, invariably, highly predictive of resurgence of cases, which historically we know leads to an increase in hospitalizations. And then ultimately, an increase in deaths. Reporter this as the New York Times reports that the white house may be embracing a call for, quote, herd immunity, from some scientists who argue that lockdowns should end and the virus should be allowed to spread among young people. Other scientists warn, this theory is extremely dangerous and unrealistic. As a strategy, it simply means doing nothing and letting the virus run through the population. But thats a recipe for just an awful lot of deaths. And here in wisconsin, governor evers said, if things dont turn around, winter will be tough. The director of the cdc telling governors in a phone call questioned, small Family Gatherings are contributing to the spread of the virus. Hes reminding state leadership to keep up those mitigation efforts, because with thanksgiving right around the corner, if things dont change, we could be in big trouble. Back to you. Adrienneadrienne, thank you h for that report. That small Family Gathering thing is curious. Well get to that later in the program. Remember that unmasking conspiracy that President Trump kept talking about and peddling for years. The unmasking and the spying and to me, thats the big story. Well, the unmasking is a massive its a massive thing. Reporter were talking about unmasking, yes. That was a big deal. Horrible deal. Reporter apparently, it was not. This morning, the Washington Post reports that the dojs investigation into the president s claim that obama officials improperly unmasked individuals that were named in intelligence documents, well, it turned up nothing. No charges against anyone. And interestingly, no written report. Cnns joe johns is live at the white house with more. What happened here, joe . Reporter good morning, alisyn. Well, this is about intelligence reports prepared by entities like the National Security agency and how sometimes those intelligence reports that might include the names of americans will conceal those names to protect their identities. And as a matter of business, some highranking government officials may from time to time ask for those names to be unmasked in order to understand the reports better. Well, so what has happened here is that two years ago, the president of the United States, along with congressional republicans, found out about what the Obama Administration had done with unmasking and start started really calling this the biggest scandal since watergate, hyping it. The president called it an enormous issue and so much so that senior federal prosecutor was named to look into the issue, john bash is his name. And now john bash, apparently, has finished his investigation with no report, as you said. Also ending it without any charges, without any substantiative wrongdoing found. So what this ends up being is the president of the United States with the help of some republicans pushing the United States department of justice to look into the president s enemies and people of the president s concern, at the end of the day with nothing found. Back to you. Thats right. It just shows what a false message, when amplified, can do. That is what can happen when people just and often, just report on this, as if, oh, the president says theres an unmasking controversy. No, the minute you report that, youre buying in to, i think, the false charges here. And now we see the impact of that. Joe johns at the white house, thank you very much. You bet. Overnight, the Census Bureau announced that the count for the 2020 census will conclude tomorrow. This comes after the u. S. Supreme Court Approved an emergency application by the Trump Administration to end the count ahead of schedule. Census Officials Say 99. 9 of households have been accounted for. Civil Rights Groups are concerned that cutting off Field Operations now will result in an undercount and leave funding gaps for Critical Services in areas that need it most. You heard us moments ago, the white house now explicitly embracing the idea of herd immunity. That means they want some people to get coronavirus. Thats right. You can see the pestresidents actions. He wants people to get it. What does that mean . Whats the impact of socalled herd immunity . Next. Little things can become your big moment. Thats why theres otezla. You need to notice when you look at this map, theres Something Else remarkable. No states in green, alisyn. Which means, what, there are zero states showing a decline in cases right now . And the last time we saw a map that looked like this was early april. Joining us now is Professor William haseltine, a former professor at harvard medical school. His forthcoming autobiography, my lifelong fight against disease, is out next week. So no states in decline, professor. 50,000 plus new cases reported in the last 24 hours. Hospitalizations at a level we have not seen since the end of august. Weve been worried about this possible winter surge. Its not even a month into fall and were seeing this alarming increase. So what does that tell you. Well, it tells us that we dont have this pandemic, this epidemic, under control. And im extremely concerned that the president is being advised by people who speak of herd immunity. Herd immunity is another word for mass murder. That is exactly what it is. If you allow this virus to spread, as they are advocating, we are looking at to 2 to 6 million americans dead. Not just this year, but every year. The reason for that is that there is no such thing as herd immunity. These viruses, coronaviruses, come back year after year and infect the very same people. We know that from very detailed studies of the viruses, their cousins, the coronaviruses that cause colds. Every year they come back and infect the same people, the same virus. This is an unmitigated disaster for our country, to have people at the highest levels of our government countermanding our best Public Health officials. We know this epidemic can be put under control. Other cuountries have done it. We are doing the opposite. Professor, i just want to underscore what you just said, because i think its so important. This is not the chicken pox. This is like the flu shot that we have to get every year. And the reason we get a flu shot every year is because theres no herd immunity. It comes back every year. So in other words, the white house is operating on a false premise. Its based on this paper by a libertarian think tank that i think that dr. Scott atlas has kind of championed at the white house, and basically, what they are doing, theyre embracing this concept. And the concept is, let it gallup freely. Let covid gallup freely, particularly through younger people, who seem to not die at the rate of older people, and then they think that that will somehow help herd immunity. But they would protect, they claim, somehow, older people from doing that. Therein, thats a challenge right there. But the whole thing is wrong. I mean, from the getgo, its wrong. And when you see President Trump at these rallies, like he was last night, where he is, i mean, frankly some of what hes saying there sounds a little bit like a game show . Who has it . Whos had it . Im immune raise your hand youre immune were all immune its just all wrong. Its wrong and there is no real evidence that there is immunity, longlasting immunity. In fact, theres quite a bit of evidence to the contrary. People have been reinfected by the virus that cause s covid. We know that. Absolutely, we know it definitively. And from long studies of the cousins of these viruses, we know how persistent they can be. Im pleased that you raised flu. People are hoping a vaccine will eliminate this disease. Well, it hasnt eliminated flu. And the kind of criteria being put forward for the vaccines that are now going through, even the ones that have had some trouble recently, is not that they protect you from infection. Its that they moderate the symptoms. Theyre looking for a vaccine a lot like flu, and we know that flu is still with us. And this disease is a lot more dangerous than flu. Theres many indications now its more transmissible and certainly more lethal. I should also say one other thing about the young people. Its true that on average, young people dont die as often, but more young people are being infected and more young people are now dying. Because youre young, youre not immune. And theres one thing weve seen repeatedly, which is when young people get it, older people get it too. We are not protecting the older populations. People are still dying at alarming rates from this. When you i want to make sure people understand, what has changed over the last few days is that the white house now seems to be explicitly endorsing the concept of herd immunity. There was a background phone call, white house officials who didnt want to be named, they supported this document from this think tank that alisyn was talking about, that says that we need to let young people get infected. When you know that the white house is endorsing this, explicitly, it informs your view of the super spreader event at the white house, at the rose garden. The white house perhaps didnt put any protections in place, let people sit in the rose garden unmasked, because they dont care if people get it. They want some people to get it. And we learned overnight that another person, i think we have a picture of this, was infected at that rose garden super spreader event. This is where Amy Coney Barrett was nouannounced as a nominee. Thats the indoor portion of the event, which is even more dangerous. The outdoor portion, too, people were hugging and kissing. That is the wife of labor secretary Eugene Scalia right there. We know she has tested positive at this super spreader event, which may have been called you know, they had chicken pox parties, maybe this was a covid party. It had the same impact of that. Now we have this explicit endorsement, professor. And it does inform what we can expect from the white house over the next few weeks. Yeah, i think that the point youre hearing me and youll hear other Public Health officials talk about this in very different terms now that its more explicit. It was implicit in many of the policies. The states were being given instructions by the white house not to enforce rules against bars. Not to make masks mandatory. That was implicit. Explicit is another thing. Explicit is close to promoting death amongst our fellow countrymen. As i say, this means the policy that seems to being followed now is to have 2 to 6 million americans die this year and next year and the year after. We have to change. And i just want to end on this note. According to an internal fema memo, 34 people connected to the white house have now become infected with covid. So thats the number that theyre using internally. 34 people. Thank you, very much, professor haseltine. Great to see you. Youre welcome. All right, how is this playing out on the campaign trail . We just showed a little bit of President Trump. How is the biden Team Handling this . And how does all of this play with Senior Citizens who may be the key voting bloc in this election . Thats next. This morning, were getting a very good sense of where both president ial candidates think some of the most important votes are. Joe biden in florida appealing to seniors. He says they are the ones paying the price for President Trumps handling of the pandemic. Cnns Arlette Saenz covering the biden campaign. We heard some new language from the former Vice President , arlette. Reporter we did, john. And both of these candidates, 20 days out from election day, are trying to appeal to some of these key constituencies in their own way. Joe biden traveling to florida. President trump won older voters by about seven points back in 2016, but recent polls have shown joe biden making some headway with older voters. In some of those polls, leading the president by about double digits. That could be critical in a battleground state like florida with a large retirement community. And joe biden once again, criticized the president for his handling of the coronavirus pandemic, putting this in very personal terms for older voters. Asking them when was the last time they got to see their grandchildren. Take a thereon a bit more of what biden had to say in florida yesterday. Its become painfully clear, as his careless, arrogant, reckless Covid Response has caused one of the worst tragedies in american history. The only senior that donald trump cares about, the only senior is senior donald trump. Reporter now, for President Trumps part, he is back to holding those giant not socially distant rallies. Yesterday he campaigned in johnsonstown, pennsylvania, talking about how he is feeling well after his coronavirus diagnosis. And the president also tried to make an appeal to suburban women, warning that joe biden is part of the radical left who will destroy their suburbs, even though biden right now is significantly leading the president when it comes to women voters. Take a listen to a bit of the president s plea yesterday. Suburban women, will you please like me . Please. Please. I saved your damned neighborhood, okay reporter now, President Trump today is heading to iowa to hold another rally, campaigning in one of those reliably red states for the president. Right now, 20 days out to the election, he is having to defend some of these states that he won back in 2018. And while the president is defending those red states, biden is planning to send in a political heavy hitter. Were told president obama will soon be appearing on the campaign trail, maybe even next week, hitting some of those early voting states, as hes making the pitch for his partner in the final stretch of the election. Alisyn . Arlette, thank you very much for all of that reporting. So today is the third day for the hearings of Supreme Court nominee Amy Coney Barrett. On tuesday, she was pressed for her thoughts on landmark rulings like roe v. Wade and the Affordable Care act. Cnns Sunlen Serfaty is live on capitol hill with the latest. So whats the takeaway, sunlen . Reporter good morning, alisyn. It was certainly a marathon session on tuesday. Amy Coney Barrett facing more than 11 hours of questioning in front of the Senate Judiciary committee and today she is back for her second and final round. Judge Amy Coney Barrett was unflappable, batting away tough questions on the Affordable Care act and on roe v. Wade. The Supreme Court nominee says she doesnt consider the signature Abortion Case a super precedent, a decision so critical it cannot be overturned. The way that its used in the scholarship and the way that i was using it in the article that youre reading from was to define cases that are so well settled that no political actors and no people seriously push for their overruling. And im answering a lot of questions about roe, which i think indicates that roe doesnt fall in that category. Reporter on the Affordable Care act, democratic Vice President ial nominee Kamala Harris slamming republicans for rushing to confirm barrett before the election. Republicans are scrambling to confirm this nominee as fast as possible, because they need one more trump judge on the bench before november 10th to win and strike down the entire Affordable Care act. This is not hyperbole. Reporter President Donald Trump has said in the past he would nominate a justice who would overturn obamacare, a case the Supreme Court takes up one week after the president ial election. But judge barrett denied that would weigh on her decision in the case. I have never made a commitment, i have never been asked to make a commitment, and i hope that the committee would trust in my integrity not to even entertain such an idea, and that i wouldnt violate my oath if i were confirmed and heard that case. Reporter critics are convinced barrett will vote to strike down the aca, citing a 2017 article she wrote in a notre dame article. In it, she criticized chief Justice John Roberts for upholding. On the president ial election, multiple Democratic Senators raised the president s insistence that he needs to fill the vacancy left by the left Justice Ruth Bader ginsburg in case the court must weigh in on possible disputed Election Results. Will you commit to recusing yourself from any case arising from a dispute in the president ial Election Results three weeks from now . I certainly hope that all members of the committee have more confidence in my integrity than to think that i would allow myself to be used as a pawn to decide this election for the american people. Reporter on discussing a peaceful transition of power, barrett was reluctant to answer. To the extent this is a political controversy right now, as a judge, i want to stay out of it. Reporter but when pushed by senator cory booker, gave this response. Im just asking you, should a president commit themselves, like our founding fathers, i think, had the clear intention . Well, one of the booueauties america from the beginning of the republic is that we have had peaceful transfers of power. And republicans again are trying to move very, very quickly here. After the questioning today, tomorrow the committee will hear from outside witnesses. And then the committee will move to vote very likely at some point next week. Now, this sets up a Senate Floor Vote for her final confirmation alisyn, by the end of the month. Alisyn . The timing is remarkable, remarkably fast. Sunlen, thank you very much. So President Trump pushes a lot of conspiracy theorys and the one about unmasking seemed to be a particular favorite. Well, this morning, we have the results of the big doj taxpayerfunded investigation. Thats next when i was in high school, this was the theater i came to quite often. The support weve had over the last few months has been amazing. Its not just a work environment. Everyone here is family. If you are ready to open your heart and your home, check us out. We thought for sure that we were done. And this town said not today. To stir that fire, university of phoenix is awarding up to one Million Dollars in scholarships through this month. Only pay for what you need. Liberty. Liberty. Liberty. Liberty. This morning, the Washington Post reports that the dojs investigation into the president s claims that obama officials improperly unmasked individuals named in intelligence documents, well, it turned up nothing. No charges against anyone and interestingly, no written report released. Joining us now, cnn political correspondent, abby phillip. Abby, its so nice to have a finish line with this, because weve heard it for so many years. Unmasking, unmasking, unmasking. Everywhere. One of our experts who worked in the doj said this was common practice in every administration when intelligence officials or lawmakers need to know about whats happening with some sort of intelligence operation, they ask for it to be unmasked. They saw nothing wrong with it. Turns out doj found nothing wrong with it. I mean, no wrongdoing found even though they had appointed this u. S. Attorney, but the American Public will never hear about this, because no report. It all just evaporated. Reporter yeah, that is really peculiar that after all of this effort, theres nothing to show for it. Doj apparently doesnt want to comment on it. And i also think that its really reflective of attorney general bill barrs prejudging of the situation from the beginning. In congressional testimony and repeated staples, repeatedly insinuating that there was wrongdoing and he was basically task investigators to find it. Turns out, there was nothing. And i do think it kind of explained some of the president s behavior over the last several weeks, where he seems to have been really spinning into a frenzy over this issue, repeatedly over last several weeks. And it seems that the reason for that is because perhaps hes concerned that all of the years of arguing that hes been spied on, that there was an illegal coup against him, will either turn up nothing in this report or the other report, the cur hamm report that has yet to come out and are unlikely to come out during the election. I think its an example of the tail wagging the dog. Unmasking is legal and its common. And the fact that the president shouted it and fox news shouted it for months, it ended up seeping into everyday discussion skp s. And the fact that we let ourselves hear so much about it, its revealing to the dangers of listening too much to those news sources. Abby, the last 24 hours of the campaign have been some of the least subtle that i can remember. In common times. We had the president going to pennsylvania and basically saying, women love me im not even saying basically. Im saying, explicitly saying, women love me. And joe biden going to florida and saying, seniors, you need me. This is the least subtle campaigning that i can recall. Liste listen. Suburban women, will you please like me . Please. Please. I saved your damned neighborhood, okay . He throws super spreader parties at the white house, republicans hug each other without concern of the consequences. How many of you have been unable to hug your grand kids in the last seven months. This seems like two campaigns looking at the polls saying, these are the but thtons we neeo press. The president s comments about suburban women remind me of in the 2016 campaign when he was like, what the hell do you have to lose to africanamericans. Its sort of, this is kind of how he approaches this problem. And its almost as if he was sort of just reading his poll numbers. Just before going out on to the stage and looking at the numbers that show him losing women by double digits. And losing suburban women, who hes been trying to appeal to by warning that poor minorities are going to invade their suburbs. Look, i think that both sides here are trying to kind of consolidate or to really double down on what they need to do in these last few weeks. The president knows that he has to shore up his support among women, but also among older voters, which is why hes been talking recently about how their his favorite people in the world. And biden, on the other hand, is trying to consolidate his lead among those groups, which might help him actually be competitive or even pull out victories in two key swing states. Pennsylvania and florida. Those are the two that i think both of these campaigns are kind of laser focused on in these last few weeks. Abby, im just curious, does begging work on suburban women . I dont know. Apparently. I mean you tell me not since college. Reporter scaring them seems to have not worked, so i guess begging them is the next sort of logical step for the president. I mean, the begging is an interesting tactic. But it also, i think, is revealing, abby, in that it shows, the president often says, i have great polls. The polls i have shows that i have a great lead. It shows that he has some polls that are not doing great with suburban women, or why would he have used that desperate ploy. Totally. The idea that the president is looking at polls that are radically different from virtually every single public poll that has come out in the last eight months is not the case. They know that they have a problem with suburban women. He knows that he has a problem with suburban women. Hes tried to fix it with, honestly, perplexing strategies. I think this idea that you can scare suburban women with senator cory booker just never really seemed to make a whole lot of sense. So now, i guess, begging is the strategy. But underlying all of this is the president s handling of this virus. Truly, i think, has been one of the more damaging things for him. But also, his the tone and the tenor of his campaign. And hes done nothing to change that. Going back to the debate, when he had such a massive platform and the president behaved in a way that really seemed to repel suburban women. Hes not changing his behavior, holding these super spreader rallies, as well, also seem to be doubling down on a losing strategy for the president. Cory booker, who will come shovel your driveway, may not be the threat that the president thinks he is. Right. Abby, people like to say of these Supreme Court nomination hearings, we dont learn anything, its just kabuki theater, actually there were some revealing moments yesterday. First of all, what Amy Coney Barrett refused to say. She refused to say what she thinks about the peaceful transfer of power, refused to weigh in on voter intimidation or whether the president can move election day, but also abortion and roe v. Wade. She talked about the importance of precedent and she would rely on precedent so much, except, except on roe v. Wade, which she says is not a super precedent issue, which means that it doesnt deserve, i think, the same place in judicial consideration as so the past hearings. Thats revealing. That tells us something, no . I think it does. I mean, it tells us about as much as we perhaps already knew, which is that she was selected because she is someone who is likely to not support abortion rights in the courts. Its as simple as that. She would not have ended up on President Trumps list, endorsed by the susan b. Anthony list, a prolife organization, or antiabortion organization, the federalist society. She would not have ended up on these lists, had she not had these ideological positions on how the law looks at the issue of abortion. So, you know, the fact that shes stating explicitly that she does not believe roe is a super precedent, and that is in comparison to other precedents like brown versus board of education or marbury versus madison, it tells you that she is a conservative, shes going to be a conservative justice and is going to look skeptically on these, on roe as precedent. And i also think that it is actually somewhat honest in a sense that while she probably will never say and you wont find any justice going before congress and saying, this is how im going to rule on roe v. Wade, i do think shes being clear that it is something thats untouchable, and thats very telling for democrats, but also very telling for conservative who is want her there for that reason. Okay. Abby phillip, thank you very much for all of the analysis. So early voting is underway in texas and the turnout is shattering records. And thats not the only state with lines stretching for blocks. We have all the details for you in a live report, next. It is election day across the country and has been. 10. 5 million votes have already been cast. 20 more days to cast your ballots. Texas shattered turnout records on the first day of early voting. More than 127,000 people voted in Harris County alone. That, i think, is double, double the first day four years ago. Cnns Kristen Holmes following all of the headlines here. What are you seeing . Good morning, john. There certainly does not seem to be a lack of enthusiasm around voting this election cycle. Remember, many of these voters are choosing to wait in line for hours rather than just come back another day before the election. They are anxious to make their vote count and make it count as quickly as possible. It started before dawn. Everybodys come out to vote here. Lines around the corner. Reporter thousands of people waiting hours for early inperson voting. I just came out, i would say, about two and a half hours. Reporter and drivethrough voting in texas tuesday. In Harris County, which includes houston, the highest turnout during early voting ever. And that count came hours before the polls even closed, with lines still out the door. All the enthusiasm after waking up to news of a latenight ruling upholding republican governor greg abbotts directive limiting ballot drop boxes to one per county, a major issue for densely populated counties, where voters could spend more than an hour driving. Just to cast their vote. More than 50 miles in some cases to drop off their mail ballot. Its unfair, its prejudicial and its dangerous. Good morning, everyone. Reporter the day not without mishaps. We are aware of some glitches in our voting system. Reporter ft. Bend county now extending voting hours by two hours this week, to compensate for lengthy waits due to widespread voting issues. It came a day after a similar start in georgia, where voters waited for hours to cast their ballots. I want to be out here and be able to share my voice. Reporter georgia setting an early voting record, with nearly 127,000 ballots cast on day one. Tuesday, no different. More voters, more long lines. In gwinnett county, some voters sitting in line for eight hours, determine to be heard, no matter the obstacles. So many people have sacrificed before us, so its almost a spit in their face if we dont take the time to show our kids that they have this right and its best used as early as possible. Reporter more than 10. 5 million americans have already cast their ballots in this election. 6 million of them in the most competitive states in the country.
