Today, as you all saw just a little bit ago President Biden should tore annex sovereign ukranian territory is a violation of International Law and has no legitimacy. It is not i have warned about it as recently as last week. Based on our information, every aspect of this process was prestageed and falsified under orders from kremlin. First, as we saw from the treasury department, we are sending a clear warning from the United Statesgovernment supported by all of our g7 partners we will sanction and impose export controls on any entity that provides political or economic support to these attempts. We have put in place authorities to enable us to do that rapidly and efficiently. We are announcing new sanctions today to target russian government officials and leaders including state duma members who are accomplices including the Central Bank Governor and sanctioning russian and bellarussian officials including International Suppliers supporting russias militaryindustrial complex. We will continue to provide military equipment so ukraine can defend its territory. Today, President Biden will sign legislation that contains 12 billion for additional support. There is no stronger more bipartisan rebuke of what russia has just done and no more timely rebuke and assertive statement that we can make to resources and not just through words that we will continue to help ukraine defend its territory and deoccupy those parts that russia has occupied. Earlier this week, we announced a significant new billion dollar arms package and part of our commitment to strengthen Ukraines Armed forces and expect to have another announcement of immediate security. The United States and International Community have been Crystal Clear we will use tools at our disposal to reject russias attempts to take its neighbors territory by force. Today, the United States is supporting a resolution at the u. N. Security council to condemn this sham refer dumb. If russia seeks tore shield itself, the United Nationses will work with partners around the world to take action next week at the u. N. General assembly. Leaders have spoken about what is at stake. The independence of the ukraine, the principles of korcht and integrity and foundation of the United Nations charter and modern international order. As the secretary general of the United Nations said yesterday, quote, it must not be accepted, and it will not be accepted. The regions remain ukranian territory. Ukraine has every right to defend its sovereignty which the people of ukraine are doing every day with the support of the International Community and the United States for our part under President Bidens leadership will support them at every step of the way for as long as it takes. One of the reasons because gas is eminating, the authorities cant get down to the source of the leak to dour forensics on what appears to be an explosion and we will have to wait until a physical inspection and intelligence gathering to make a definitive determination. But what we can say is to suggestion that russia has made about the United States and other countries are flat out false. There is a risk given the loose talk by putin he would consider this and we are clear and communicated that to the russians. We do not see indications about the use of Nuclear Weapons and we are monitoring that closely and staying in close contact with our partners and allies and we are taking it seriously and about including the responses that the United States would have if they went down that dark road. Im not going to characterize the exact level but we have been taking it seriously. [indiscernible] in terms of the tactics how things unfolded in crima and the fact that you didnt have the kind of sustained military conflict associated with it, that means you cannot draw the analogy too far. One of the things we have been clear about the start of this conflict and when i stood at this podium is we were going to be prepared with clear, swift and very certain responses and when i stand here before you today to talk about sanctions and talk about new funding and new transfers of military equipment and diplomatic sanctions, that is the months of planning and do not allow time to alapts and see the diplomatic initiative. We will not accept this and we will help the ukranians. Warning what was going to come. And following through and doing it. And thats what we are doing today. U. S. Actively enters the war [indiscernible] i have said before we had the opportunity to communicate with russia a range of consequences and the kinds of actions. I have said before we are not going to telegraph these things publicly. All i can tell you is that the russians understand where things stand. We understand where things stand and i will leave it at that. Not moving more fire power in europe and if he were to take that kind of action tomorrow . President biden before this conflict began, moved additional u. S. Forces on land, sea and air to up europe. The threat has changed and does it suggest that this is a very dynamic situation where if the president engaged in approving these plans on a frequent basis or something that is already playbook that would be at the disposal of the department of defense and being retooled in realtime . What i mean by that from the beginning we have known the broad categories of forms of escalation that russia could undertake and known the broad categories of kingies we might face and ukraine might face. But as time goes on and broader diplomatic circumstances and gather new intelligence. And so over time the president gets updates on the intelligence, updates on the likelihood or lack of like high hood of different circumstances and refinements in the planning that is taking place including the defense department, state department, usaid, department of energy, we have people from across our government working on a range of contingencies and he is in touch to get updates on this and get direction about how to continue to refine. You have seen the steady stream of engagesments President Biden has had with foreign counterparts, g7 and european union. That has been and opportunity to engage on different scenarios and making sure they are coordinating together to have a common play dlip book how we respond. That has been a very important planning function that is unprecedented in the intensity and friendship queensy of engagement in a circumstance like this. [indiscernible] to undermine russias major sectors in technology and industry and in defense so its capacity to project power and coerce its neighbors and wage war of aggression is reduced and we think there is progress on that as well. We want to send a message to the rest of the world that those companies, those individuals and those countries that are going to stand beside russia on this, they will subject themselves to sanctions and we believe that will have a deterrent effect and seen that in other circumstances. For all of these reasons we feel the sanctions element of our strategy and economic pressure on russia and denial of their ability to gather what they need to regenerate their war machine, this is a critical element to how we have prosecuted our strategy and the impacts will be felt as we go forward and put us in a strong position and russia in a disadvantaged position. Real quick on a broader of u. S. Policy, is it u. S. Policy that any land gained by defensive or offensive war cannot be [indiscernible] u. S. Policy to and ex at the annex at the point of gun and declare that is your territory is a flaying grant violation of the u. N. Charter. And this case is cut and dry. And for that reason that the u. N. Secretary general who has been a careful voice in multiple efforts on diplomacy between russia and ukraine came out with an absolutely unequivocal statement and every word of it is something that the International Community can stand behind. Do russias actions give you second thoughts about the policy to buy russian oil at a discount as opposed to a global ban . We are negotiating and working with countries who are purchasers of prospective purchasers of russian oil. We are not currently discussing a change in that policy but continuing to find ways to both protect Global Energy markets and deny revenues to putin. That is our objective and we believe this is the best method and looking at a funnel course correction. [indiscernible] we have to be concerned about the possibility of russian aggression against western infrastructure and western facilities. We have been considered about that. We dont have any specific intelligence to share with you today on that, but that is the reason we do Contingency Planning and send strong messages like the president saying the United States will defend every inch of nato territory and we have elevated our surveillance of Critical Infrastructure in nato territor. We have issued sanctions with respect of the transfer of u. A. V. s to russia and reduce irans capacity to manufacture and then sell these kinds of systems toll russia and the entire world should see that russia as it runs into problems being able to regenerate its own capabilities has to go to other countries and iranian u. A. V. s and has been forced to make and we are go fer going to cut off other countries that seek to go out and approach and get these kinds of weapons. Reporter profile of weapons being sent [indiscernible] status of that and american submarines or british submarines. Our leaders put out a statement following the oneyear anniversary that took place last september. And we have made substantial progress over the course of the past year and we feel good about the submarine program and good path forward. Im not going to get into specification of what the nature of the platform would be. Some of the details of that need to be worked out and i need to protect the sensitivity of that. Our three countries are on the same page about the path forward and there is significant progress from concept one year ago to now the process of putting this in place. We are pursuing a significant number of enhancement facilitie. We have the provision of tanks from our European Partners who provided the same soviet style tanks and we will continue to do that. In terms of other weapon systems, what the president announced this week was a further provision which we provided before. The next package will be a reup and i dont have any announcements of any capabilities beyond that. [. [indiscernible] im not ruling anything out. I dont have any announcement on a u. S. Tank today. And germans are in their own consultations. Cut off military aid and recognize putins annexation. And would consider a proposal . I havent had a chance to read the legislation. But at a broad level, the basic proposition that we should be imposing economic costs that are providing political and economic support to these annex eyings, not only do we agree with that. And those who are providing political and economic support to these annexed territories, you can be subject to u. S. Sanctions as a result of those activities. We are working with senators on an approach in the congress that could be consistent and help drive that forward. A couple of questions on ukraine. I would like the administrations reaction to president dise lerches ky. And in the second one, where are diplomats pressuring putin to deescalate. And what ways believe that china and india can put pressure to deescalate . On the second question, any country that believes in the principles of the u. N. Charter and that is every country that signed up, should be taking on its measure of responsibility to communicate dectly to the kremlin is wrong and must stop and asking countries to speak out publicly and remain thing 123450. Y dip plow maltically. A dialogue is only possible with another president and not Vladimir Putin . I cant answer it in the characterization. President biden believes that a diplomatic solution is possible but only according to the u. N. Charter that everybody signed up to. Putin in his speech russia saying tradition and u. S. [snerm] the fact that he is using words is to me the kind over the top rhetoric and ranting from someone who has no basis to justify what is a colonial land grab and rather than fill in any kind of logic or moral defense, he has to resort to these arguments and i think that can be plain for the entire world to see. [indiscernible] what is your expectation for the election review this sunday and what are you going to be watching for and how fast is the white house going to recognize the results . Do you have any idea how much [indiscernible] the continuing resolution in congress is voting voting on this today and will ensure that fema has the resources to address immedia yacht response in puerto rico and florida and will remain in close touch with congress on continuing to evaluate that. As far as whats currently happening, the president has been clear. He wants to focus on what florida needs, what Puerto Rico Needs and they both have the full force and full support of the federal government and we will continue to have conversations with the officials on the ground to make sure they have the people in puerto rico and the people in florida have what they need. He spoke to the South Carolina governor today offering those things. And one of the things i want to reiterate which is important about what we have seen, more than a week is if you think what the president was able to do in florida and what the president is going to do in South Carolina is preposition federal employees, responders on the ground in a way that we have not seen before. It is unprecedented and seeing the type of coordination we are sighing on the ground because the president has made this a priority and wants to make sure that we are offering all of the support. This is important, the fema. Offering food, water and generators as well. When the president does go to florida, does he want to meet with Governor Desantis personally . This isnt about politics, this is about the people of florida and what they need. When we saw the horrible catastrophic building falling in surf side and killing many floridians, you saw Governor Desantis and saw this president sit side by side talk about how they were going to work to together to make sure they got everything they need. This isnt about politics. I dont have anything to share about a trip the president is going to be making. He spoke for himself and he will do when it is appropriate. He wants to go to puerto rico. And we will make the announcement. You stand between the administration and oil executives. What is that course . From what i understand, there is a meeting that happened with the department of energy with the Oil Companies deposit. Dont have anything to share at this time how that meeting went or what was on the agenda but it is an important meeting as we look at continuing to keep gas and oil pieses down for the American People as im sure there is a read out and information to share to you. President biden said Governor Desantis complimented. And [snecial] indiscernible] i cant speak to the specification of a private conversation. We gave a readout from our end about how the conversation went. Again, we dont want to make this about politics or red states versus blue states. This is about the American People that are families and every day people who are on the ground who need the assistance and will continue to coordinate and have conversations. They have had three conversations in a weeks time about what they can do to help the communities in florida. But i dont want to get into politics here. Reporter im not asking about politics but the president and the governor. Karine they are working closely together. The fema administrator is down there currently with the governor and traveling the state together and looking what is currently happening on the ground. Not going to get into particulars who is doing a good job and i dont know who could do a better job. We are working closely hand inhand with officials on the ground. And the fema administrator and you can see the fact they had conversations, the fact that the fema administrator on the ground that this is a working relationship that is about the people of florida and not go to go get into a scorecard here. [indiscernible] karine i dont have any specifics on that. I know there are mechanics that need to be handled before a bill gets here. Clearly, he will sign it as soon as he is able to do that. Early october for the application for Student Loans to go public and borrowers [indiscernible] karine i dont have a specific date in october but since you mentioned the email yesterday, we gn the first of what will be regular updates to borrowers in debt relief and what people can expect in coming weeks around the program and process for. We share the program will be available next month in october. No date. We are in october tomorrow, we are in october. The application will be a short online form. Borrowers wont have to upload documents to support their application. The application will be available from october 2022 to december 2023. The department of education will review the application to determine if the individual is eligible for relief and work with their loan server to process their relief. And this will be a seamless and working with the servicers who will process the relief and have Additional Information for borrowers. I know you are asking for a specific date and we provided that in the email. Do you have any guyedance [indiscernible] karine week ahead who follow the week ahead coming out of there on sundays, if there is a trip, we will share that with you. We dont anything to announce for you. You have been here for 19 months. I hear you. I get it. Thats right. I hear what you are saying. We dont have anything. I get the question. We are just making sure that while people are dealing with the hurricane that Oil Companies dont take advantage of it. It is a little bit of a hey, we want to make sure in this time when people are losing their homes and dealing with an incredible advantage of it. That is coming from the president is a powerful voice. We know that disruptions from hurricanes can post challenges from markets but major refineries should not be impacted by Hurricane Ian and making it clear to the Oil Companies and the president is making it clear. There is nothing more to it than just being vigilant of that. This kind of rhetoric as you know the Oil Companies are meeting with officials, white house officials and the department of energy and so, look, i think the president thinks that he is standing up for the American People and making sure that Oil Companies are passing on their savings they are getting to consumers and we have said it time and time again and the president thinks to use his platform to do so. Reporter can you give us i know you are not looking at the week ahead but President Biden is in town, are there other things the president is doing dealing with the hurricane . Karine he is getting updated on Hurricane Ian as you heard him say. If we have anything else to share, we certainly will. Administrator of fema is in florida. She will give the president update of what she saw on the ground and she has spoken to him many times, multiple times this week. He will get an daily update on Hurricane Fiona and will have more to share if there are any other calls that he makes on the ground with officials as well. Reporter you said the other day that Jackie Walorski bill was here for a bill signing . Karine we dont put every bill signing on the schedule. This is a personal moment that the president was doing. Like i mentioned in the briefing a couple of days ago, the president has been looking to hosting the late representatives family and other lawmakers to honor her legacy and naming a post office in her memory and was happening when we started the briefing. But this is and important moment for her and her family and i can give you a little bit who was in the meeting. It included the late representatives husband, mother, brother, staff and other members of congress, speaker pelosi, minority leader mccarthy and representative baird and representative banks. This happened while i was coming to the podium and the majority of bill signings are not always done in public. And that is this example as well. Reporter Kevin Mccarthy was here for the bill signing. Was this the first time . Karine i dont have data on when he was here. But he was here for this particular bill signing. The issue that she fought so hard for on ending hunger and ending child hunger specifically has been an issue that has been bipartisan and thats what we saw a couple of days ago from that summit. Reporter there was a tweet about eligibility issues with the student loan forgiveness plan and the borrowers of federal loans are opened by private banks and 770,000 borrowers will see a couple of million. Is that a disappointment from the white house that you have to make this change . And could there be future changes before applications are made that could narrow eligibility further . Karine i want to make sure because i know this was out there, the numbers of borrowers is much smaller and it is much smaller. Our goal has been to delivery lev to as many borrowers as quickly as possible and this change helps us achieve that. Both the department of education continues to explore alternative ways to extend relief with commerciallyheld loans. When you think about what we are trying to do, we are trying to give relief to every day americans and give relief to working families and trying to give relief to working americans and the fact that you see folks out there in republican states that are making it very hard for us to do that, for us to give a little bit of a breathing room to working americans, i think it is unfortunate because what we are doing is actually popular for americans. We are giving americans the opportunity to put money down on a house, an opportunity to start a family. So that is what unfortunately we are seeing red states, republican officials are doing and this is going to help 40 million americans who truly need just a little bit more space. Is this final or could there be other modifications snr. Karine i cant speak to that. We are going to do everything we can to explore alternative ways to give relief to those borrowers that are with commerciallyheld loans. We are going to do everything we can. The department of education is going to do everything they can. This is about giving relief a little bit of breathing room, extra opportunity for folks to really, you know, be able to get that help again, start that family and thats what we will focus on.
