Positive train control is a system that actually has several levels to it and highers level it will stop a train anywhere thats going too fast n. This particular accident, the train was coming to a stop so obviously any speed over 0 is going to be speeding or too fast but this system even at that lowest speed would have on high level would have stopped a train. Maria so why wasnt the positive train control in this train is there an issue around that and why that was not implemented in this train . Why havent we seen that in the train to new jersey or this particular train . On new Jersey Transit, actually has a form of positive train control called automatic train control and atc is a normally for mainline trains, once you come into a yard, youre going 15 miles an hour generally or lower on what they call restricted speed, your automatic train control system is relied on the engineers actions or inactions in this case. Maria is this an infrastructure problem is what im really trying to get at . Who is accountable for the fact that the positive train control was not there . Well, the federal Railroad Administration has mandated at the behest of congress that it be implemented and its been pushed back for a variety of reasons, most of which have to do with technical reasons, inner operability reasons and also to some extent cost reasons, its a very expensive system and trying to make sure that the system works for a variety of railroads and also a technical aspect of getting enough bandwidth from the federal communications to accommodate. We are not in an environment where we have widespread mortgage back security crisis but we have here at Deutsche Bank a Systematic Risk and its called the u. S. Government, what has happened recently is the Justice Department going back to atm trying to pull more cash out of banks for alleged sins of the credit crisis of 2008 demanded 14 billion from Deutsche Bank. Thats roughly the market capitalization of Deutsche Bank. The value of the whole company. This has been shocking to say the least because deutsche figured this this government shakedown was going to be maybe 2 to 5 billion, the 14 number has been kind of shocking both to the bank and the outsiders and thats why you see big hedge funds, big names, millennium, saying we want to limit exposure to deutsche a little and you can understand why. Maria what is going on with the u. S. Government, are they trying to put deutsche out of business . Do they understand the ramifications of shaking down and what that means for american banks . This is a big number. Only bank of america close to 17 billion when they had to pay a few years ago, jpmorgan had to pay 13 billion. Deutsche bank is particularly vulnerable. It is not well capitalized as the u. S. Banks. Maria why now . We are in 2016. Why now . Are we seeing this . You get into politics. They started out, the government hit all the u. S. Banks first. They got big headlines, now as the Obama Administration winds down they are turning to the foreign ones. But its not just Deutsche Bank problem because they are going after barkleys, talking to them, usb, this is a big problem.
