If you know anyone trying to immigrate to this country it is long and expensive. Expedite the adjudication process and quickly remove those who do not have legitimate asylum claims. But any solution to this problem will have to begin in the halls of capitol hill. White houses plan is not designed to this is designed to become law. Jon another big story today. Alabamas governor signs a bill that would outlaw nearly all abortions in the state. The new law comes with widespread controversy over the most restrictive antiabortion measure in the nation and could set up a challenge to roe versus wade in the Supreme Court. That challenge is already in the planning process. Both the aclu and planned parent hood have announced theyre working on lawsuits to try to block the alabama abortion law from taking effect. Late yesterday alabama governor kay ivey, a republican, signed a bill making it a class a felony for doctors to provide abortions except in cases where the mothers life is in danger. It makes no exceptions or rape or incest and scheduled to take effect in six months. The governor explained, many americans, myself included, disagreed when roe versus wade was handed down in 1973. The sponsors of the bill believe its time for the u. S. Supreme court to visit this important matter and they believe this act may bring about the best opportunity for this to occur. The aclu of alabama reacted to the governors actions saying the governor and her colleagues in the legislature are wasting taxpayer money and its a political effort to overturn 46 years of precedent with the roe versus wade decision. We wont allow that to happen and well see them in court. Democratic president ial candidate Kirsten Gillibrand will attend a womens rally at the Georgia State house. Georgia passed similar restrictions last week. The laws are galvanizing support on both sides of the abortion debate and its really shaping up to be a Major Campaign issue going into the 2020 president ial election cycle. Jon thank you, jonathan. Sandra for more on this lets bring if robert ray, former federal prosecutor. This is the most restrictive antiabortion measure in the nation. It looks like other states are looking to take this up as well. Louisiana may be next. Want to get your legal reaction to this first. The first thing to say about it is be careful about overreacting because the lower federal courts, of course, are currently bound by the Supreme Courts decision in roe versus wade. You will see activity in the lower federal courts first before you ever get to the Supreme Court but it does look to be a setup for a Major Court Ruling on the horizon. But also be careful about, you know, understanding that the Supreme Court decides ultimately what cases it chooses to take and how it goes about disposing of them. That may well take some time. I dont look to see this happening immediately. On the other hand, it is clearly going to be a president ial campaign issue. Thats coming. But recognize also where the states are lining up. This has happened in alabama. There is legislation in mississippi and louisiana. There are also restrictive abortion statutes that have already been enacted in indiana and ohio. And then you have states going the other way like new york and virginia. So i think where the country seems to be this is maybe not a legal opinion or analysis, but the country seems to want to have some balance in this and is probably going to look to reject extremes. I think thats probably likely where youll see the Supreme Court come out at least initially. Sandra you talk about the balance. The fox news polling on the issue is very interesting. For those who were asked and said that they would choose to let it stand on roe versus wade. 57 responded. For those familiar with the ruling it goes higher to 68 . Those who would look to overturn it 21 . There may a debate coming different than what we experienced in the legal of roe. What you may begin to see is more litigation around the notion of personhood for the fetus and whether or not there are immune tease and protections that need to be taken into account in the abortion debate. Where that all goes, of course, is completely uncharted territory and too early to say how the Supreme Court may view this and also, of course, we recognize the Supreme Court looks much different than it did when roe was decided. Now more than 40 years ago. Sandra moving on to the battle on capitol hill chairman nadler wants more documents pertaining to the russia investigation. The president s lawyers, the white house is responding in a letter to chairman nadler. Here it is. Congressional investigations are intended to obtain information for potential legislation, not harass political opponents or pursue and unauthorized do over of exhaustive Law Enforcement investigations conducted by the department of justice. That was signed yesterday. So the white house is saying there is no do over here. This investigation played out, it ended. We know the conclusion. Why more documents does nadler want . Legitimate point but neither side is talking about the only basis for congress to do a do over, an impeachment proceeding. The democrats dont want to say that. Chairman nadler makes clear he doesnt think its the direction this is headed and the white house is trying to force the issue because it knows really the only documents that have been to any significant extent withheld from the congress are those that relate to grand jury material. The only way and nadler knows this, too. The only way the committee gets that material is if it actually would say that what it is doing is an impeachment proceeding which theyre reluctant to do for political reasons. I think where this is headed both sides will just stand back a bit. But i do think the administration is right. They had to assert executive privilege over the remainder of the investigative materials. Theyre not in a position, the attorney general cannot deliver grand jury material to the congress absent a court order and it cant obtained a court order unless the administration and nadler certify to a court that what congress is doing through the Judiciary Committee is an impeachment proceeding. Neither side wants any part of. Thats where the standoff is. Sandra nadler was asked about that and didnt rule it out. If he doesnt get what he wants here. The reaction from ken starr a former whitewater independent counsel. No collusion isnt just a bottom line, it is on virtually every page. Sandra page after page he makes the case that there is no reason to dig further here. And that figured in to the attorney generals ultimate determination with regard to obstruction of justice. As a matter of law you can still imagine that an obstruction case could be brought but it is really on very thin ice if you talk about the fact there is no underlying crime that was committed which is what ken starr is referring to. The investigation also established that there was no collusion. So look, the end result of all that and i think chairman nadler seems to recognize this, it would be a thin basis to proceed any further with an impeachment proceeding. I think thats where the rubber meets the road and i think it is going to likely peter out in time. How much more time that will take and how quickly we sort of transition into a president ial campaign remains to be seen. The consensus seems to be there is no public support for impeachment. If 218 members of the house of representatives sign this discharge petition well have a vote on antibds legislation. Bds is the boycott, divestment and sanctions movement. Rob mark is a commercial pilot and editor of flying magazine. They blame the pilots for some extent for the system that pilots didnt know anything about. It is easy to blame the pilots when they cant defend themselves. The pilots are always a part of the situation. They are the one manipulating the airplane but there is a huge but there as you mentioned. Most of the pilots knew nothing about this system before we even heard anything at all from the faa. Boeing told nobody anything. Jon the plane the system was designed because they put bigger engines, more powerful engines on the plane because they were bigger they had to move them essentially forward on the wing and that leads to some pitch attitude, some nose up or nose down attitudes that can be potentially a problem. So the computer was designed to fix that, right, the mcast system . Thats right. The airplane would have been unable without the software issue. The idea is great as long as the software works. And boeing considered it to be so rare a possibility that they didnt even think the pilots needed to know about it. Of course, they really didnt until it broke. Jon i am reminded of the titanic, a ship that was unsinkable until it sank, a little too much faith in technology here . Oh, i think it certainly the technology is good. I think what we certainly lack here is some common sense. Somewhere in boeing or in the faa to say hey, we havent told the pilots about this but if something ever happened that this system went haywire these people could have their hands full. No, we dont need to tell them that. Jon there are concerns even among members of congress about the transparency of the system thats been developed here. Listen to this exchange. What were the steps the faa took in reviewing the mcast system and the accompanying training . Ive asked it now three times. And to be blunt with you, sir, with all due respect, i havent gotten a direct answer. The committee deserves it. Well get that answer for you, sir. Jon the answer apparently is not out there yet and one of the concerns is that boeing was allowed to selfcertify its own Software Systems because the faa is so short on inspectors and technicians who can kind of keep an eye on these things. I think that is true. Were used to having the manufacturers be involved in the certification, but again i think what really bothers me about this from faa and boeings perspective, it didnt matter how powerful this software was, it never quite reached the level of the checking the boxes for the bureaucracy that anybody could say we need to look at this a little more. And there didnt seem to be any common sense there. Jon one of my questions. There are three u. S. Airlines, flaged that southwest has some, american has some and united has some. All the flights in this country went off without a hitch. Why the disparity with the two crashes overseas . Thats something well have to try to look at. I know yesterday the ntsb chairman said training should be the same for all pilots around the world that are flying the same airplane. We dont know if there is an element of training for the pilots in these other areas that affected them. Thats the great unknown at this point. We really wanted to look and dig deeper into that and talk to you and the farmers and those who represent the farmers and tell us what has the impact been on our farmers. It has been insane. Weve had a lot of farmers, a lot more bankruptcies going on. A lot more farmer suicides. These things are highlighting many of the news stories in our local news but we have more commodities, more grain sitting on the ground now because we lost huge export markets that we had for 30 years that well never get a chance to get back again. Farmers are hopeful to get their crops in the ground this year but hopeful we have a place to sell it come fall. Sandra it is horrible for all of us to hear that. We love our farmers and want to support our farmers. As a result you are hearing the white house is thinking about a big aid package, 15 to 20 billion dollars in Financial Aid for american farmers. Is this a solution . Would this help . It will help. Im not going to call it a solution by any means. I will help. Farmers are in need of some excellent or some financial help at this point. But we need a longterm fix. We dont need bandaids. We need longterm fixes to make sure farmers are able to survive. We understand what President Trump is doing with china. Weve been trying to fix the manipulative trade policies for years. The way were going about it may not be the right fix. Sandra that is what you hear is that for the longterm gain there will be some shortterm gain but obviously when youre at the ground level and feeling that it is different. And to make it through it is a different situation for all of you. And you are even hearing from some democrats and Chuck Schumer an unlikely source of support for the president on this issue wanting to press firmly on china. Here he is and i want to open that back up to you after this, listen to Chuck Schumer. We have to have tough, strong policies against china or they will continue to steal millions of american jobs and trillions of american dollars. We ought to all be united and aimed at china. I think we come to a good solution quickly. Sandra what i hear from you is while the pain is a lot right now you do support the president s decision to go hard on china . And like Chuck Schumer there is a reason why were doing this and the timing of this we have to do it now . Well, i agree with Chuck Schumer on this as well. Were also alienating a lot of our trading partners, which is causing a major hurt for our farmers and ranchers on the ground level. They are to the point now so many of them wont be able to go on. So being able to have some type of a shortterm fix before the longterm fix is a definite need for our farmers and ranchers in america. Sandra we had our brain room dig up some statistics and numbers involved with the agricultural markets. Soybeans one of our largest. The tariffs have had a big negative impact on our industry with the value of u. S. Soybean exports to china dropping 74 over a oneyear period. Certainly thats a lot of pain that you and your farmers are feeling. Absolutely. There is no place to go with the soybeans or a lot of the corn. Farmers are sitting on it and hoping that they are able to sell it and hoping the markets come back. Unfortunately were not seeing an end in sight with the escalation of this trade war and new tar ifs that will be implemented we wont see much of an end sadly and our farmers are taking the brunt of the hits. Congressman gallagher, what do you know about the iranian moves and what do you think about the u. S. Response . Without getting into any classified reporting obviously it is my belief the threat from iran is credible. It is multifaceted. It is a threat to our own troops and our allies in the region. And therefore i think we need to be taking appropriate steps to deter iran from further actions. I think prepositioning assets, moving a Carrier Strike group, moving bombers will send a signal of strength that will hopefully convince the iranians not to lash out any further. The fact that theyre lashing out should not surprise us. Their economy is being squeezed right now. The regime is in a precarious and weak position now since we eliminated the waivers of sanctions and impose additional sanctions. Jon the iranians typically dont attack the u. S. Directly. They use their proxy forces hezbollah to go after Israeli Forces or sometimes americans. Would they be so stupid as to directly launch a missile attack against u. S. Forces . I would hope not because they would be met with an overwhelming and crippling response. Weve gone down this road with iran in the past. By working through their proxies they can create a lot of instability and again the essence of deterrents is by showing a signal of strength you can hopefully avoid war, which is an outcome we should all support. First of all the idea that the foreign minister of iran is a reasonable man is totally absurd. At odds with reality. I would disagree strongly with that premise and the idea were the Provocative Party is also absurd. It is iran threatening us. Because what we have now you cant characterize them that way. Look, the president has got a plan. I want to read the bill. What ive heard bit, i like it. Here is the problem, though. What most americans believe in Legal Immigration and why we welcome a Million People a year to become american citizens. But i dont think they support ilLegal Immigration. Let me state the obvious. IlLegal Immigration is illegal, duh. Part of the problem is there are people in washington, d. C. In positions of power to whom the border is just a nuisance. And i think some of them believe that ilLegal Immigration is a moral good. And it is not. It undermines Legal Immigration. The president is trying to fix it longterm and again i want to read the bill. But we need a system that looks like somebody designed it on purpose. For example, canada. Canada has a merit system. So where do you go from here if democrats and republicans are in such disagreement . Well look, i have a lot of respect for dick but what i heard him say and have heard him say before is that he doesnt like the president s proposal. Okay, put one of his own on the table, on the floor of the senate. Lets put it on the floor of the senate and start offering amendments and let us be senators and deliberate and vote and well see what we can come out with. All im saying is that our system right now makes absolutely no sense. And dick knows that. Dick is a bright guy, he knows that. Im not talking about dick now but im just not convinced i could be convinced but im not convinced right now that all of my colleagues on the democratic side really want to fix it. But we have more commodities, more grain sitting on the ground right now because we lost huge export markets that we had for 30 years. Sandra she did say she supports this move by the president to go tough on china. But for now there is a lot of pain and the white house is talking about providing aid to farmers and to bail them out because the situation has gotten bad for so many. Two points. Our farmers are in pain and im sorry for that. America was born on the farm. Looking at the bigger picture, the economy is great. Wages are up, income up, gdp up, productivity up. Our economy is hotter than a pepper sprout. I know that doesnt help our farmers. What we need to do is number one, help our farmers who are selling to china to find other markets. China is not the only country in the world. Sandra she wants to know where is that . Europe. Let me finish my thought. China is not the only country in the world, for example, that buys soybeans. That uses soybeans to feed their animals. There are other countries. And we need to help our farmers find other markets. But number two, weve got to make a decision here. Shortterm pain or longterm gain . I know its painful. I get that. But we have to stand up to china. I dont want to be enemies with china. I want to be their friends. I want to compete with them. I dont see what the problem is. Congress has a big role to play when it comes to oversight. There is a lot better places they should be applying oversight on donald trump. Im bothered. Its the proper role for congressional oversight. What the president will be outlining today is a major shift in who comes into this country when it comes to Legal Immigration. The white house wants to move from what is traditionally a familybased system to a meritbased system. Details on the screen so you can follow along here. Currently people who come in the country on employment and skills based immigration is 12 . They want to increase it to 57 . Family is 66 . They want to reduce it to 33 . 10 of people will be allowed in on humanitarian basis but will end the Visa Lottery Program. The president wants to initiate something he likes to call a build america visa that will recognize extraordinary talent. People with professional and specialized vocation and exceptional students. Visa will be awarded on a pointsbased system based on age, english proficiency, offer of employment above a certain wage threshold and educational and vocational certifications. The council of economic advisors claims changing the system to a meritbased system which will increase average income and gdp. Currently legal immigrants have an average yearly income of 43,000 a year. People who are admitted on an education and skills base have an income 126,000 per year. If you make that increase you would raise the average income of legal immigrants to 96,000 a year resulting in an intended boost in gdp and raise tax revenues for the nation as well. The white house says the time is right to make big immigration changes and bring the United States system somewhat in line with what other big nations like canada, australia, new zealand and japan have done. Were expecting that these images will be declassified at some point today. The pentagon is working hard on this. Satellite imagery shows cruise missiles on small boats that iran owns in the area of the persian gulf. Its one of the reasons why the u. S. Fleet has gone on high alert and moved ships to the area. President trump has warned iran against taking any kind of provocative action against the United States. What is unclear is whether these missiles are a provocative action or whether theyre out there as a defensive posture because of the increased military alert in the area. What can you tell us what were seeing . Well first of all i would caution, there is a widely reported that these missiles are what is triggering everything. There is a wide range of intelligence information gathered from many different sources in many different ways that have encouraged the president to take precautionary action. So i would be very cautious about saying look, we have a picture and it is all based on a picture of some missiles. Thats not the case at all. It is wide ranging information and it isnt something that has just happened. It is something that has been building as iran has come under more and more and more pressure as much domestically as internationally. Sandra so as john roberts laid out at the white house, mr. Chairman, the question is whether those missiles are a provocation or a reaction to warnings coming from the United States. Can you tell us any further on that . You know, i really cant. These are the things we study. The photos are studied and what have you. But it is Common Knowledge that the iranians are using proxies both the houthis from yemen and groups from other places, hezbollah, from lebanon to do their dirty work for them. They pay them. Theyre their chief sponsors, sometimes their only sponsors. True with hamas also. They encourage them and use them to do bad things to americans and american interests at their direction. Whenever you see missiles moving, you want to be very cautious that this isnt the insipient stages of one of those attacks. But again, i want to caution everyone that dont use these pictures, dont use just the missile information to say this is whats causing the heat to be generated at this point. The fact of the matter is america constantly, 24 hours a day, works on preparedness, works on plans, and those are molded by what is happening in a different place in the world at any one time. The president was asked a couple of questions. He responded to that. It has been greatly analyzed. Ive seen it and youve seen it. Look, this president is very focused on protecting americans and american interests around the world. He has a great team in place that analyzes what the threats are and as threats arise or potential threats rear their ugly head, plans are made. Contingencies are put in place. I would really love to know kind of what next steps are in terms of our process of working with north korea to try and find some sort of an agreement together so this doesnt continue to be the escalated situation were seeing. Jon what would you urge the next steps be . Sfwlao im actually interested to see what our president has in store next. I was somewhat hopeful when he in an unorthodox manner started negotiating directly with north korea. That appears to not have been terribly successful. The next steps ought to be more involving the International Community at large. We have ways that we should be behaving with one another about transfers of technology and use of this kind of technology and we should be working collaboratively with the rest of our allies to be worrying about this prob problem. Jon tensions with iran are going up. Theyve pulled people out of iraq because of another missile threat from iran. How would you assess the danger there . So clearly our president and the Defense Department have seen something that is concerning to them and i think appropriately if were wore aoefd about the safety and security of any of our citizens we should move aggressively on that. As a member of the Armed Services and Foreign Affairs committee tomorrow ill have a closed hearing, closed opportunity to learn more about what the president and the Defense Department have seen and i look forward as congress is the coequal branch of government to make sure were being very thoughtful about these things were seeing and make sure were not escalating things unnecessarily. The number will indicate the social and economic background of the person taking the test including things like crime rates and property levels in the neighborhoods that they live. We learned from the recent College Admissions scandal its too easy to cheat on the s. A. T. And find out they plan out assigning students scores based on backgrounds and sosh owe economic level. It is identity politics run amuck. It is not what we should be teaching our young people. Sandra David Coleman the College Board ceo was quoted in the wall street journal article where they learned about the adversity score. There are a number of amazing students who may have scored less on the s. A. T. But have accomplished more. We cant sit on our hands and ignore the disparities of wealth reflected in the s. A. T. So taking that point, mary claire, wouldnt you look at the fact that College Admissions are supposed to look at more than the s. A. T. They look at community service, they look at grades, they look at accomplishments whether its sports, music, arts. Dont they look at a host of things to help them determine whether to admit a student . Absolutely. And you cant use 15 measures and assign someone a number and think it tells you everything about their background. You made an important point that i want to underscore. Students wont know the scores theyre given. Colleges will have the arbitrary number thats assigned to them and students cant contest that. This isnt what america is about and we should be a little bit more transparent in our College Admissions process. Sandra a lot of folks are wondering what would play into the adversity score. It is already being used. 50 colleges use the score last year as a beta test. The College Board plans to expand it to 150 institutions this fall and then use it a whole lot more broadly the following year. Crime rate, poverty rate, housing values, vacancy rates of a neighborhood will come into play into that adversity score and when it comes to the family environment of a student. Things like medium income of the family whether they live in a single parent household will be factored among other things, 15 measures into scoring the s. A. T. , the score of the s. A. T. For this particular student. As you said, that student will not be told that score, only the colleges will see it. The truth is at the end of the day college is menlt to prepare you for life after you walk off campus. Life doesnt give you an adversity score or something we news in practice anywhere else in our society and not a part of our College Admissions. It sebds a message to our young people if you are in a Certain Group youll act a certain way and be treated a certain way. America sandra Yale University is one of the schools that has tried using the applicants adversity scores. They are pushing to increase socioeconomic diversity as colleges and private schools are at the lower level in the United States right now. The dean of the undergraduate admissions at yale was also quoted in this piece saying that this adversity score is affecting every application that we look at. It has been a part of the Success Story to help diversify our freshman class. They said they have been having a hard time doing this and this gives them more of an accurate reflection of the diversity that they can bring in of their students. Final thoughts from you. It is troubling to know that schools have been doing this and we didnt know about it. The number one thing we can do to level the Playing Field for all students entering s. A. T. He wants to add fence at 33 of the most porous spots along the border including 30 miles of new fence in san diego and finally you have the Asylum Seekers changing the rules there that they would have to apply over on the south side of the border or stay over there until their case is adjudicated or if held in detention here keep them here as long as their case is finished, 60 or more days up from the current 20. The biggest changes is Legal Immigration. That will dramatically change the demography of who is here and earning profile. A fourth of those living in poverty in the u. S. Are an immigrant or immigrant children. 44 are medicaid or uninsured. Half the households have someone living on welfare. So right now in order mexico, india and china are the top three sending countries for legal immigrants. 66 get in based on skill. Their re excuse me 66 get into the country not based on skill but relationship to an immigrant. It could be a spouse, family member, child of a new immigrant. Only 12 get in on skill and the president wants to change that. President trump stop the Visa Lottery Program where they take lottery systems and a country will put you into a lottery. If you look at the familybased immigration, this plan still accounts for familybased immigration but nuclear family, parents, children. Not talking about cousins and stepfathers. Its a good plan. Jon right now most of the people who are allowed in legally are coming under familybased immigration. I want to put up a slide that shows essentially what the white house is proposing. 57 of those allowed in would be allowed in because of their employment and skill set. 33 would be familyrelated immigrants. 10 would be humanitarian or other entries. And then the white house wants to completely end the Visa Lottery Program. What do you think about that overall approach . I think its a great plan. You hear the large i. T. Companies are begging for help and more talent. They need more talent to further expand the i. T. Infrastructure and what theyre doing. Bringing in highly skilled labor. People that can do this type of worse and it will protect american wages. I think thats good and the humanitarian piece of this. People said what theyll focus on is those people that need our assistance. People around the world that are escaping fear and persecution, the United States is always going to welcome them but theyll attack those hundreds of thousands from Central America that dont qualify. Humanitarian assistance. Its a great plan to start. They put it on the table to open up discussions with the democratic leadership. Come to the table with a plan.
