The rate at which people are dying from the virus is falling. Reporter while those numbers are going down, new cases are now surging in 27 states. Some of the highest spikes coming in states like arizona and florida. From one week to today, the unSunshine State saw the biggest spike in a sevenday period since the start of the pandemic. Governor ron desantis previously had referenced increased testing as a driving force in the number spiking, but hes changing his tune somewhat saying a lot of younger people arent social distancing. Were with also seeing were also seeing that not only are they testing positive because theyre testing more, theyre also testing positive at a higher rate increasingly over the last week. But in terms of spread and in terms of some of the vulnerable populations, you know, eventually seeping in there, its certainly a cause for concern. Back now to our main story tonight, the impact of the coronavirus here at home as states begin to reopen. Lets bring in our next guest, new york city physician and author of make america healthy again, dr. Nicole saphier. She is also a fox news contributor. There are a lot of people who say its too early to be reopening places like new york city, doctor. What do you say . Well, i mean, thanks for having me on. This is an important concept, and i can tell you, new yorkers, were ready to go out there. When you look at the numbers, new york is doing incredible right now. They are not only doing the most amount of testing over a seven week period, up to 64,000 tests on average per week, but they also have one of the lowest positive infection rates. Theyre about 1. 1 when you compare them to other places across the country such as arizona and alabama where theyre upwards towards 10 , 14 positives of those being tested. So not only are they testing more people, they have one of the lowest positive rates so, therefore, theres significantly less circulating virus in the new york area. Is so now is the time to start reopening. But lets be honest though, with freedom comes responsibility. Theres still circulating virus and, therefore, if we are going to start opening up again and get those hundreds of thousands of people back to work, we have to make sure were doing it in smart ways so we dont see the spike in cases. Jon yeah. I want to put up a map that shows the six states that are sort of reopening tomorrow or continuing their reopening campaigns. Among them, three of the hardesthit states, new york, massachusetts and new jersey. Theyre all beginning some easing of reductions tomorrow. And then you put up the map of 26 states that are seeing sort of a spike in coronavirus cases. Now, a lot of the Health Experts are saying, yeah, youre seeing these spikes because we are testing more, with more testing you get higher numbers, but youre not necessarily seeing an increased death rate. Thats because the people who are testing positive now are younger e people who are not going to be flattened by this virus. Do they have that right . Well, so all of that is true. We are doing more testing than ever before so, of course, with more testing you are going to have more positives. But unfortunately, our daily positives are increasing. We herald held steady at about 20,000. We are up from that now, so there is still a lot of circulating virus in this country. The states that you mentioned, new york, new mexico, massachusetts, the whole new jersey, we were hit harold in the beginning. Its time for us to come out now because we have the lowest amount of virus we can. These other states, a lot of them seeing spikes, this is really still their first wave. And, unfortunately, because they also locked down when we did in the northeast, it almost felt like it was all for nothing back then because they didnt have as much circulating virus as we did, and they didnt have the overwhelmed Hospital Systems like we did. So, unfortunately, they started opening up things im not going to say it was too soon, it felt right for them, they made those decisions, but theyre going to have those increased cases. But as you mentioned, the death rates and hospitalization rates have not increased at the same level of those increased cases. So the good news is that we are protecting our vulnerable, the elderly and those with significant chronic medical conditions are still hearing the warning, they are practicing social distancing, they are wearing their mask, theyre doing what they can. Hospital systems right now are still able to care there are a couple of States Running hoe on ucu beds, but theyre still there. Unlike new york and new jersey where we actually ran out of hospital beds. From personal experience, it was a very scary situation and very different than what the rest of the country is dealing with now. Jon very quickly before i let you go, the mayor of new york city apparently has told contact tracers if people test positive, theyre supposed to report who they got contacted or who they had been in contact with. Apparently, the mayor of new york city has said if you were part of the protests, you know, of George Floyds death, you should not ask people about those contacts. The only communication out of the Mayors Office seems to be critical of First Responders for not getting to the victims. Security was upset paramedics were not allowed to come in and treat the victims. Apparently, the autonomous zone is not all that autonomous. Both victims were black men. According to Court Documents obtained by the atlanta journalconstitution, in 2015 rolf was involved in a shooting in which he shot three gunshots towards black man named Jackie Harris. He hit the man in the back once. Now, harris at the time had stolen a truck, and harris was unarmed but reportedly tried twice to run into a parked police car. The case was investigated by the District Attorney, paul howard, who cleared rolf of wrongdoing this february, five years after the shooting. Howard is, of course, the same d. A. Who criminally charged rolf with murder just five days after he shot and killed Rayshard Brooks twice in the back after brooks assaulted the officers, stole a police taser and fired it at rolf. Now, in 2016 rolf was involved in another incident. He was given a one reprimand for pointing his gun at a car he and other officers were pursuing in a car chase. Meantime, Atlanta Police officers have been calling out sick in protests of the charges against both officers involved in the brooks shooting. Some believe the d. A. Hastily charged the officers before the Georgia Bureau of investigation could finish its own investigation into the shooting. Today Georgia Republican representative doug collins renewed his call for an independent d. A. To take over the case since howard is in the middle of a runoff election. Hes accusing him of politicizing it. Meantime, in an interview in february Rayshard Brooks talked about serving one year in jail for a domesticrelated charge in 2014. He was put on probation, and in this interview brooks speaks candidly about how difficult it was to get a steady job with a record and what it was like to be trapped in the criminal justice system. Thats a hard feeling to stomach, you know, with you going out and youre trying, and by you having this socalled record, you know, its hindering us from going out in public to, you know, try and provide for ourselves as far as getting a job and getting ourselves back on track. We had an opportunity, and we missed it. Jon you were a prosecutor for 25 years. You have prosecuted bad cops in the past, is that correct . That is correct, yes. Jon well, so what is your take on the a makeup of Law Enforcement . I mean, do we need, do we need to, you know, defund Police Departments . Do we need to overhaul the way policing is structured in this country, or that throwing out the baby with the bath water . Well, i said the other day that if the democrats want to call a social worker when someones breaking into their home, they can go ahead. Thats not my preferred course of action. I think defunding the Police Departments is a far left idea than most even democrats dont agree with. I think we need some reforms, and i think those reforms include some of the things in the democrats bill. But when the bill goes too far, its just going to be rejected in the senate. So there are a lot of common sense things. The president is proposing some of them, and i the overwhelming percentage, overwhelming percentage of Police Officers are great people. They are there to serve their community, they risk their lives. You know, when you hear gun tour, most people are gunfire, most people are running away from it. Police officers are running to it. We have to respect, honor and reward that. And the way Police Officers are being treated right now disgraceful. Jon it appears that most americans would agree with you. When asked about the idea of defunding or reducing funding for Police Departments and moving funds to different social services, these are the results of our latest fox news poll. 41 say they fair it, but 46 favor it, but 46 in that poll say they oppose reducing funding for Police Departments. It appears that, by and large, americans have their Police Departments back. I think thats true, and its true for good reason because people want to be able to call 911 and make sure that they have that safety is on the way. And i think that instead of reducing funding for Police Departments, we should be increasing funding, making sure that we have the absolute training and equipment for Police Officers so they dont need to engage in some of their activities. There are some pretty bad Police Officers who are attracted to the badge for the wrong reasons, and they need to be called out of the Police Departments. And good Police Officers are the absolute last people who want to see bad Police Officers in those departments.
