Now Shepard Smith reporting live from the fox news deck. Shepard good tuesday afternoon from the fox news deck a resignation seemingly out of nowhere. The u. S. Ambassador to the u. N. Nikki haley is out. Announcing she will leave her post at the end of this year. Sources tell fox news this latest shakeup inside the Trump Administration came as a big surprise to her staff and many inside the white house itself. All of this playing out just 28 days before the midterms. The former South Carolina governor sat next to the president in the oval office and called it an honorable of a lifetime to serve her country. She did not give a specific reason for leaving. But explained that government officials need to know when its time to step aside. You know, i said i am such lucky girl to have been able to lead the state that raised me and to serve a country i love so very much. It has really been a blessing and i want to thank you for that. Shepard Ambassador Haley told reporters she will not run for office in 2020 and will campaign for President Trump in his reelection bid following some report that she might challenge her soon to be boss. Thats over. That said, the two didnt always see eye to eye. Nikki haley was a frequent critic of the president during the 2016 president ial election. She endorsed one of his opponents senator marco rubio of florida. In her resignation letter, Ambassador Haley thanked the president for keeping a commitment to her that she would be free to speak her mind on the issues of the day while she was in his cabinet. As is often the case, we dont know everything about this departure and the timing is curious to folks on the hill. Think of it. If this was preplanned its the best kept secret in the white house in memory. As the Washington Post notes this afternoon, the white house is announcing the departure of its most popular cabinet member with very good poll numbers among members of both Political Parties four weeks to the day before voters go to the polls. But three months before she has announced she will actually be leaving. The president says he will name her replacement within two to three weeks or sooner. One of the more interesting aspects about this is that Ambassador Haley offered her resignation to the president on october the 3rd. So, the white house sat on this for six days. I imagine that the i president want to get the Kavanaugh Investigation and vote behind him and rolled it out this morning. More from that resignation letter. The u. N. Ambassador saying that between being at the u. N. , being the governor of South Carolina, being in the South Carolina legislature, i have been in Public Office for 14 straight years. Returning from government to the private sector is not a step down but a step up. Basically, in the oval office today, nikki haley saying after all those years, time for a change. Listen here. A lot of people are going to want to say there is a lot of reasons why im leaving. The truth is i want to make sure that this administration the president has the strongest person to fight. It was a blessing to go into the u. N. With body armor every day and defend america. And i will always do that i will never truly step aside from fighting for our country. But i will tell you that i think its time. Another interesting aspect to all of this. Its the first time i can remember during the Trump Administration that any departing official has been given an oval office sendoff. Many have been left on the tarmac to find their own way home after a flight aboard air force one. Others have been escorted of from the grounds. Some people have packed up their Cardboard Box of personal belongings and walked out the gate. The president paid a very strong tribute to his ambassador in the oval office today. Listen here. He was a contributor at fox for a long time. Also the longest serving spokesman at the mission to the United Nations and currently the ambassador to germany. Another name that is kind out of out there in the ether is that of dana powell the former Deputy National security advisor who left in january of this year. She was very well liked by the white house. Very strong woman. And if he were to pick deanna powell, he would be swapping a woman for a woman and candidate would benefit from that as well. Shepard a lot of praise for jared and ivanka in that conference today. Anything to be made of that. No. Nothing to be made of it except the ambassador thinks they have been helpful with issues. Antinepotism not allowed to appoint somebody to a position of policy. And that is making policy. Not just suggesting policy, so that would likely preclude either one of them from becoming u. N. Ambassador. Shepard what about reaction on capitol hill this afternoon. It differs depending on which side of the aisle you are sitting on from Charles Grassley he said, quote im very sad nikki haley is resigning she was a strong voice for people at the u. N. Uncompromising for human rights. An area where the u. S. Has been weak in the past. She will be sorely missed. From senator Robert Menendez of new jersey, a member of the Senate Foreign relations committee. He said todays announcement that ambassador hail solid resigning is another sign of Trump Administrations chaotic Foreign Policy and set back of motherinlaw priorities. Im deeply concerned about the leadership vacuum shy leaves and National Security impact of detar purr at this time for continued disarray of this administration. I have seen disarray in this administration. Did i not see it today. I saw what looked like the beginning of an orderly transition. Shepard seemed like the opposite of disarray inside the tv box. But, first shepard Hurricane Michael is forecast to be the most destructive storm to hit the Florida Panhandle in decades. Thats the warning from the florida governor, rick scott, today. Hurricane michael expected to strike as a major category 3 storm. If it makes landfall by this time tomorrow, thats our understanding, storm surge is expected to reach up to 12 feet in some areas. Higher than some peoples homes. Heres the satellite map on the wall. Heres where it is right now. A category 2 storm. Maximum sustained winds you see there 110 Miles Per Hour. 111 Miles Per Hour is a category 3 hurricane. And thats the first of the major divisions. So the National Hurricane center predicting that by tonight, tuesday at 8 00. It will be a major category 3 hurricane and will make its way right up there to the Florida Panhandle. A live look gulf shores, alabama west of this area. Wind and waves have already been picking up. Take a look at the scene in pc beach. Panama city beach, florida. Et very heart of the redneck rivera as the locals refer to it. More than 100,000 people near the coast there ordered to evacuate. The National Weather Service Warning that the hurricane, Hurricane Michael is not headed to any one town but there is lifethreatening storm surge expected along more than 325 miles of coast line. Thats a quote. Take a look at video from a passenger on a cruise ship off the coast of cuba as it followed the hurricane. The ship had to wait until the storm passed until it could leave that island. The air force moving some of its 90milliondollar fighter jets out of harms way sending them from bases there in the Florida Panhandle to the west in louisiana. What we are seeing and will continue to see a strong thats strength running over warm gulf water. Enough to see this keep climbing. You mentioned category 2 not much longer to a category 3 storm. Across the panhandle pensacola Panama City Beach and over towards appear latch cola. Here is the projected path of this storm jumps up to category 3 this evening. By the time we are approaching the actual coast line probably lunchtime or 1 00 tomorrow, thats when things really get most intense. I do think things really begin to deteriorate as we talk about really waking up tomorrow morning. You can Pay Attention to the time stamp in the corner. There is the center of circulation. The eye of the storm where the winds are the strongest. 1 00 p. M. Beginning to creep on shore. There is still indecision of where exactly this will come on shore. We are looking at area from Panama City Beach stretching just off towards appear 4r56appear latchappear pa latctk towards pensacola that happening really late tonight into the Early Morning hours for you on wednesday. And then the strongest winds. Those begin to approach as you get closer and closer to lunchtime tomorrow. You talked about the storm surge. Thats probably going to be the biggest story with this. In the gulf of mexico there is nowhere for this water to go. Hurricane picking this up and pushing it into a dead end. Areas see the absolute worst of this 8 to 12 feet along the florida big bend where there is nowhere for this water to go. Storm surge is going to be an issue pick up tonight but really amplify as we get closer to noon landfall tomorrow. Shepard adam klotz live in the extreme weather center. If you have eaten an oyster in florida its likely came from apalachicola bay big and salty. Apalachicola is in a world of hurt if this storm goes where it is predicted to go. Right now its already one mile an hour slower than a category 3. One mile away. So, all along water street today, plywood went up today. Sand bags went on the ground and down the street just minutes ago, 18wheeler hauled away tons of frozen shrimp. The warehouse is a shrimp processing facility. I talked to the owner inside. She said we wanted to get everything out that is valuable so it doesnt get ruined because they fully expect on this road tomorrow, throughout the day anywhere between 3 and 7 feet of water covering the entire roadway. You think this place is a ghost town. City hall on the right. There is really hardly anybody driving or Walking Around this town founded in 1823. It is Still Standing and they have senile a lot of hurricanes and flooding but everyone is really fearing that this one is going to be a really bad one, probably not as bad since hurricane ivan 14 years ago. Long lines of cars getting gas. Gas stations running out again. And long lines for people to get cash at banks because, after the hurricane, there is no power. Cash is king. Shep . Shepard governor has been all over the panhandle today, phil. He has. Pretty much starting this morning at 8 00 in the morning. He has been going county by county by county. Every hour having another press conference. Speaking directly to the people. He is urging everybody to listen to their local and state leaders. He says everybody should be worried. Let me be clear, Hurricane Michael is a monstrous storm. And the forecast keeps getting more dangerous. The time to prepare is now. And shelves are empties at publix, targets, krogers all over the place. People stocking um on supplies like water, bread and generators. Everyone is expecting there should be a lot of Power Outages. Hurricane michael gaining strength according to the National Hurricane center. Warning that the now category 2 storm is expected to become a category 3 storm by landfall. And produce lifethreatening storm surge, extreme winds and heavy rain for the gulf coast. Wwe did so with plenty of time for them to get out of here. We have not gotten the response that we need to see for this kind of storm. If you look at our surge areas. Our evacuation zones. We need about 100,000 people to leave this county. This is a county of even when we have got a good many visitors here, you know, maybe a couple hundred thousand this time of year. So, were talking about a significant number of people. We havent seen the kind of evacuation that we want to see. We have been doing everything we can to get people to take this storm seriously. Thats the biggest help you can give us is to let people know that if they live in an evacuation zone, its easy to see they can go plug their address into our website. The bay county website. They can see if they live in evacuation zone they need to leave that area or they are going to face some severe, severe consequences. Its a life safety issue. Shepard one thing about bay county and ban that city in general. Its not an easy place to evacuate in the best of times. The last minute before a hurricane without really quick access to major freeways. Its hard to get out of there. Absolutely. And, of course, we have got shelters open locally. We have had the same issues that everybody else does with fuel and all kinds of things during. This we have our Transit System running. People have got no excuse not to get out of this storms way. If they live in one of these evacuation zones, they have a number they can call. We will shoot that to you guys so you can put it out for us. They have got a number we can call so we will come pick them um and get them to a local shelter. We are really concerned. In fact, why are ramping up in our planning process now, we are looking closer at this intensity and this response and were realizing that our, you know, police, fire, e. M. S. , just the basic core public safety, that is going to be spent very quickly. We are having to start ordering up resources that we know we are going to need because unfortunately people have not heeded this warning the way that we would like them to. So any help you can give us, my friend. Shepard if you are on the west side of the storm, east side of the storm, panama city has unique issues and problems with st. Andrews bay and grand lagoon and west bay and north bay and eastbay. So much water to push so far inland. In the worst ways. When you talk about the east and the west of the storm, the east, of course, is always the most horrible components, the highest surge and we have always been protected, basically by the cape and, you know, the way the geography is so many storms have come in and pushed that surge up into the big bend. This forecast is showing that the dirty side of that storm is, as i think you called it, its going to hit us if this forecast doesnt change and make that righthand turn soon. And that is something that this community has not seen in a very, very long time. Certainly never seen this kind of direct hit with that side of the storm not this close. Shepard 20 years since opal, i guess, that was somewhere over by pensacola. Thats right. It was well west of here. You know, when you compare it to this storm. Shepard well, here is hoping. Really everybody from destin and south walton county, seaside area and into Panama City Beach down to mexico beach and saint joe and apalachicola is not one to mess with. We herod heard it directly from the National Hurricane center. They dont expect it to change. Major wind storm 120 mileperhour winds by the time it hits. This one is rough. Supreme Court Justice Brett Kavanaugh first day sitting alongside the other 8 clog colleagues on the high court this morning. Comes after ceremonial swearing in last night at the white house. Shep, after nearly three months in the headlines after Brett Kavanaugh took a bit of a backseat today in what was a rather low key debut on the high court. He received a warm welcome from fellow justices. He took a seat far seat. He was grinning chatting with elena kagan. Justice john roberts gave a brief welcome and all down to business. The court heard two cases each dealing whether felons received prior prison sentences. Kavanaugh jumped in after listening 220 minutes. Asking five questions to both sides. He didnt inject any personal opinions and didnt give any hints as to how he might vote. In terms of protests, there has been a heavy Police Presence here throughout the day. But there were only a couple dozen protesters here this morning. A couple other small groups have been coming in and out throughout the day. The biggest crowd though was the long line of folks that were hoping to get in to view todays arguments. Tomorrow, the court will hear two additional cases, including one dealing with a detention of undocumented immigrants. A former top fbi lawyer says he has reason to believe that the Deputy Attorney general Rod Rosenstein was serious when he talked about secretly recording President Trump and removing him from office. Goes against multiple reports that rosenstein was joking about it the New York Times first reported on the comments last month and Rod Rosenstein called them absolutely false. Our chief intelligence correspondent Catherine Herridge is live in washington hi catherine. James a. Baker matters because he had a pivotal role at the lawyer he had the ear of james comey and testimony is at odds with Deputy Attorney general Rod Rosenstein. Last week baker who did not take fox news questions but did tell congressional investigators about the chaos after President Trump fired director comey in may 2017 and specific lay meeting may 16th that included senior fbi officials. Baker said then acting fbi director Andrew Mccabe and fbi lawyer learge relayed details of rosensteins comments which he told investigators he took seriously. And based on what he was told, baker believed rosen stein was working with two people in the administration to invoke the 25th amendment. On sunday morning futures with maria bartiromo, the republican chairman of the House Intelligence Committee addressed the allegations. I think it all comes down to whether or not he was willing to wear a wire or not. If he was willing to wear a wire and secretly record the president , maria, some place that this country has never been before Committee Democrats had staff in the baker. Separately a Republican Committee told fox they have not received socalled mccabe memos that document this meeting with rosenstein where those records were made. We asked about bakers deposition and Justice Department spokesperson says they stand by earlier denials. As you remember in september when the New York Times first reported the allegations, rosenstein released a statement saying i never pursued or authorized and any suggestion i have ever advocated for removal of the president is absolutely false. Separately a spokesperson for mccabe declined to comment to fox. There was no response from pages lawyer. Lets get a look where this is led from the National Hurricane center their director is ken graham and he is live with us. Ken, thanks. You bet, shep. Good to have you back here and let people know whats going on. Its a very dangerous storm at this point. Shepard what are you seeing . You look at this track and healthier and healthier. We are seeing this eye form and track at this time. A couple things we need to let people know here. Its not just about that track, not necessarily about that cone. We have Tropical Storm force winds. Look at this 185 miles away from the center. Hurricane force winds 40 miles away from the center. This is a swath. This is a swath of winds that will make its way on lands and some of those, you know, you are looking at those storm bands. They are going to be there even tonight. So really this is a reminder that these impacts are well ahead of that center. And we will start seeing some of these impacts as early as tonight. Shepard you know, the area where this thing is headed, your whole cone and beyond, thats not a big city area where people have updated their homes. This is a place where people have had houses for decades and decades they could be in a world of hurt it looks like. Yeah, shep. Thats a good point. You look at this and think about this as we head inland. Still a hurricane. This is tomorrow evening. Still a hurricane. This is on the georgia, alabama, florida line. Stale hurricane. And Tropical Storm headed into georgia and the carolinas. So, a couple of heavy rain. We talk about all the rainfall that could occur. That heavy rain plus those winds lingering inland can spell big trouble when it comes to trees down, power lines down a loft Power Outages. So areas could see Power Outages for quite a long time. Shepard the last storm our viewers heard so much about is one that sat and spun and created a lot of rain. You say this will be more of a wind event than the last one was. Explain. A couple things here. Its going to be a wind event for sure. At the same time, you still have this heavy rain. There is Something Else im really worried about here when you look at this storm. This is a very vulnerable part of the gulf of mexico when it comes to the storm surge. If you look at the shape of the coast. You gets these areas that are shaped like that. The water just gets trapped and cant go anywhere. The along the coast very Shallow Water piles up really quick 8 to 12 feet of inundation is just absolutely staggering and not sur virvel. Thats why we are telling people the window is shrinking to be treend. Thats loot of waters. Even down the tampa area and 2 to 4. One misconception we have to talk about. People saying im on the left side its not going to be an issue. If you have a little shift, little wiggle matter small shifts can make a difference on the ground several feet it not more. 30 miles can make the difference between 2foot of water and 9. It was a shock in washington by almost all accounts. In fact, when the news broke this morning, lawmakers told our senior capitol hill producer chad pergram that they had no idea at all that that this might be coming. Our state Department Correspondent rich edson live with the news. This was a bit of a surprise there as well. It was, shep. Officials are telling us that she told much of her staff this morning that she was resigning and went to the white house to meet with the president. Also at the white house later today was secretary of state mike pompeo. He wished her well. He thanked her for their service. They worked together on a number of issues. Especially on north korea. The center of Foreign Policy on north korea really have at the u. N. Security council where the countries have gotten together to apply those sanctions against the kim jong un regime. Its where pompeo and haley most recently called out china and russia for easing upen their sanctions enforcement. She had a better relationship with secretary pompeo than she did with the previous secretary. Secretary of state Rex Tillerson when this administration had started she often got out in front and was making Foreign Policy speeches on issues that the then secretary of state hadnt yet spoken about. Leading to guess whether they were coordinating on certain Foreign Policy issues at a time in the beginning of the administration when foreign what trump Foreign Policy mental for them, shep. You talk about the burden of extra child care with that extra day off. Now, what they found in these Rural Communities is that usually you have a parent at home. A family member, a grand parent so there isnt that big of a burden, that big of a need for child care but that also limits the adoption of four Day School Week in bigger metropolis urban centers, flight they are usually expensive. Both parents usually work. More trouble for older kids to get into. Shepard other changes im hearing about for both students and the assistants. They are trying to make it better for children to go to school. That means later start times we know from a health and physicality for students. Also teacher pay. The Learning Institute found 100,000 Teacher Shortage for k12 public schools. That means having to pay them more on average right now we have teachers making 50,000 plus in these rural areas.
