Who has made big promises. We begin with chief Congressional Correspondent mike emanuel on capitol hill where the veterans secretary faced an Unhappy Group of lawmakers. Lawmakers are calling for Decisive Action and not just another government report to solve a deadly problem. Any allegation, any adverse incident like this makes me mad as hell. Reporter more than a month after the revelation that an estimated 40 veterans died for waiting for care at the v. A. Facility in arizona, Eric Shinseki was on the hot seat. About minute laigss of appointments scheduling in phoenix, im committed to taking all actions necessary to identify exactly what the issues are. To fix them and to strengthen Veterans Trust in v. A. Health care. Dean heller suggested it might be time for a change at the top of the v. A. Would you explain to me after knowing all of this information why you should not resign . Well, i tell you, senator, i came here to make things better for veterans. That was my appointment by the president. The outrage and frustration are clearly bipartisan after the stand al has spread to at least ten states across the country. They are deep systemwide problems and they grow more concerning every day. I would suggest this seems to me to be more damage control than it does to be solving the problem. Reporter and there is some suggestion the fbi should be brought in to investigate. Isnt there evidence here of criminal wrong dogging that is falsifying records, false statements to the federal government . Thats a crime. Should be yes. Reporter lawmakers clearly wanted more answers from the man in charge. In your judgment, based on what you know, are people quote unquote cooking the books . Is that a problem within the Health Care System . Ooif im nim not aware othe number of isolated cases where there is evidence of that. After shinseki was done, veterans groups called for action to restore faith and confidence and fix access to care. We want a proactive secretary, not a reactive one. The secretary cannot do it. Veterans and the American Public will continue to lose faith in the v. A. System. Political interests do not come, do not come before the needs of the men and women who have served and sacrificed for this country. Shin assihe got a vote of co from the chairman of the joint chiefs. I am confident that the general has the skills, at ri attribu attributes, the concept of duty. He never has walked away from a fight in his life. Reporter lawmakers from both parties sound convince heads must roll for the v. A. Scandal. Its not clear if shinksei will lose his job. Mike, thank you. President obama talked a lot about veterans, and he promised a lot when he was courting their votes. Tonight ed henry looks at whether the president has been all talk. Reporter while his Veterans Affairs secretary took the heat today, president obama returned from the unveiling of the 9 11 museum in new york to find republicans stepping up their demands to find out why hes not taking a more handson approach. Theyve sent somebody over from the white house, unfortunately i think its more crisis mode, spin control if you will. Reporter after weeks of drip drip on the scandal, the president did appoint top aide rob neighbors to oversee the review being conducted by v. A. Secretary ericing shin ksei. The president has made much more dramatic promises. Were going to fund the best ideas and put them into action. All with a simple mission. Cut those backlogs, slash those weight times, deliver your benefits sooner. I know youve heard this for year, but the leadership and resources were providing, this time it means well be able to do it. Reporter ironically, that speech five years ago was delivered in phoenix where recently 40 vat rans allegedly died waiting for care. Today a senior white house aide told fox the administration can claim credit for sharply reducing the backlog of disability claims, though the same aide acknowledged a long way to go to fix the separate issue of wait times at hospitals. House majority leader eric cantor responded a pattern has developed at the white house similar to Kathleen Sebelius taking the heat on health care, charging, quote, time after time, president obama deflects blame to his handpicked cabinet secretaries of the the president has said white house staff will now review the situation but it is time for the president to get involved directly. The only time the president publicly addressed the matter came in late april at a News Conference in manila. As commander in chief, what specifically will you mrenl to fix that . I believe that if somebody has served our nation, then they have to get the benefits and services that they have earned. And my budgets have consistently reflected that. Reporter republicans today said throwing money at the problem is not enough, noting when it came to fixing health care. Gov the focus was relentless. President needs to understand that our veterans deserve at least as much attention as a waeb web site. Shinkesi is insulated a bit. Ed henry live on the north lawn, ed, thank you. More on this with the panel. What do you think about the v. A. Investigation and where do you think it will go . Let me know at facebook. Com bret baier or on twitter. Use the hash tag special report. One day after new revolutions about the irs targeting scandal, republicans charge that the senates top democrat wants to accomplish through ratification what could not be accomplished through intimidation. Chief washington correspondent jays rosen tells us how harry reid wants to shake things up. Many are concentrated on something that any of us should take lightly. Reporter in proposing just that, harry reid rejected the idea enshrined in law by the 2010 Supreme Court law known as citizens united. Reid vowed a swift floor vote on a measure cosponsored by tom udall and Michael Bennett which would give congress and the states the power to limit fundraising and spending in all state and federal elections. I oppose the notion that a big bank account should give billionaires, corporations or special Interest Groups a greater place in government. Reporter once again reid blasted the Koch Brothers who spend freerly on conservativcon. Few expect this measure to become the 28th amendment to the constitution, as that would require approval by twothirds of both houses of congress and ratification by threefourths of state legislatures. At least you have to give them marks for consistency. Theyre already muzzling our constituents about blocking constituents. Meept, white house officials told fox news this afternoon there is nothing new in the irs disclosures. Judicial watch published Late Wednesday internal irs emails dating back to 2010 and showing them washington based officials coordinated with the Cincinnati Field Office to withhold tax exempt status from Tea Party Groups. The white house has suggested any improprietiys were strictly loaded. There were boneheaded decisions. But no mass corruption. But the right sees the pattern of Administration Using federal machinery and the power of the purse to stifle opponents. They were very involved at the very highest levels in this from day one. Reporter but as the white house points out, no evidence has yet surfaced showing a direct connection between the irs target it of Tea Party Groups and the white house itself. James, well stay on it. First, heres what some of our fox affiliates across the country are covering tonight. Fox 26 in houston as workers at fast food restaurants march for higher pay. Protests were planned all over the country to try to pressure employers to pay more and Pressure Congress to raise the mix wage. Business leaders insist that would result in major job losses. Fox 16 in little rock, arkansas, where a county judge has struck down all state laws preventing same sex marriage. This komz one day after the state Supreme Court effectively halted gay marriages in arkansas. This is a live look at los angeles from fox 11. The big story there tonight is a ruptured oil pipe dumping about 50,000 gallons of crude oil onto the streets of glendale. Oil spilled over a half mile and reportedly was about knee high in some areas. Thats tonights look outside the beltway from special report. Well be right back. Nothing can ever break us. That was the message sent during todays dedication of the 9 11 Memorial Museum. Inside were examples of both terror and heroism. From one of americas darkest day. Rick leaven thaul is in new york tonight. Reporter the dedication ceremony for the 9 11 Memorial Museum focused not just on the terror but the acts of heroism, compassion and kindness that followed. From all across america and the world, kindness poured forth on a colossal scale. For on a day when terrorists refused to see our common humanity, we saw only the humanity in one another. This museum built on the site of rubble and ruins is now filled with the faces, the stories, and the memories of our common grief and our common hope. A nation that stands tall and united and unafraid because no act of terror can match the strength or the character of our country. It was as if the entire world came knocking on our door, cried with us and asked what they could do. Reporter the museum is a vast and compelling space, 110,000 square feet built under the Memorial Plaza at ground zero. An eightyear project with a 718 million price tag. Its filled with thousands of artifacts from heavily damaged emergency vehicles and pieces of the planes to dusty clothes and charred pieces of paper. I did not plan on walking down 77 flights stairs. I wasnt dressed for it. Nor did i expect my boss to have to carry my shoes. Reporter one of the more moving testimonials came from mickey cross who was buried in the rubble at the north tower but saved along with 11 other firefighters. Once we got out, we awe complete devastation. The whole trade center was gone. All you could see were huge pieces of twisted steel and fires everywhere. And work is never giving up on finding people. Reporter former new york governor George Pataki said today was to try to find and honor each victims. Now he said we have such a place. Rick, thank you. The San Diego County sheriff says investigators will look into whether arrestson was the e of nine fires chasing people from their homes tonight in southern california. We have amazing and terrifying images to show you. Correspondent will carr is in san marcos, california, right now. Hello, will. Reporter hi, bret. Firefighters had hoped that the winds would be calm today, but around 3 00 eastern they started to pick up and things started to get out of control. As of right now, the valley behind me is filled with fire. Thats because there have been hot spots popping up throughout the afternoon. In fact, one hot spot burned an apartment complex in carlsbad about 35 miles north of downtown san diego. Thats where eight homes were destroyed yesterday by a separate fire. Today the biggest threat has been the fire here in san marcos. Its only about 5 contained right now, and it has forced thousands muof residents to evacuate. We could see the flames. We ran across the street to our friends house. We were watering her backyard as much as we could. And the flames were approaching. The cops were yelling to get out. It was so close and hot that you just had to get out. They said, you have to leave. Im not going to risk my life for Something Like that. So i just obeyed. Reporter and authorities have pleaded with residents to obey those evacuation orders and they say so far homes have burned but nobody has been hurt or killed. They attribute that to simply people staying away. Authorities are figuring out exactly what sparked nine separate fires in this area yesterday. Some question if this all started by the same person. Law enforcement, Fire Department we all have suspicions. Like the public does when you have nine fires that start all over the county. But those suspicions dont really necessarily translate into facts. When you start looking at the individual fires, like i say, the origin, the cause of them, which will be investigated by professional arson investigators. Reporter this afternoon president obama deployed federal air tankers and hot shot crews. Bret, at the same time, the crews on the ground will work throughout the night to try to protect these communities. Amaitz mazing images. Will, thank you. The obama Foreign Policy is taking more shots tonight from critics who are concerned about its dealings with china. The worlds most populous country is currently dealing with problems in its own backyard, but all of that seems to be overshadowed by the relationship between beijing and washington. National security correspondent Janice Griffin fills us in from the pentagon tonight. Reporter a 19gun salute for chinas top military general at the pentagon today, groted with full military honors just days after he toured the uss Ronald Reagan and other vessels as part of a fiveday visit to the United States. The general was given the red carpet treatment as tensions between the Chinese Military and its neighbors hit a boiling point. Mobs in vietnam burned foreign owned factories as part of growing protests over chinas decision to place an oil rig in disputed Southeast Asia waters vietnam claims as its own. A dispute reminiscent of chinas aggression dispute over the sin kaku islands. General Martin Dempsey host the chinese general. We spoke about the fact that the use of military assets to resolve disputes is provocative and does increase risk. Reporter defense secretary chuck hagel visited china last month and was given a tour of chinas only aircraft carrier. No photos were allowed. General fong blamed china for the vietnam tensions standing his ground whether china planned to pull back its oil rigor negotiate other tortial disputes. We do not create trouble, but we are not afraid of trouble. For the territory which has passed down by our ancestors and into the hands of our generation, we cannot afford to lose an inch. Reporter china experts say the decision to host the general emboldens the leaders. Theyre attacking the principle of navigation and giving him military honors. This is very wrong of the the chinese see this as a signal of weakness. Theyre pragmatic. They look at this and just laugh at us. Other experts say the visit gives u. S. Officials a chance to question chinas leaders about their actions face to face. Vice President Biden met with the chinese visit for a brief visit at the white house today. Jennifer, thank you. House Oversight Committee chairman darrell issa has issued a new subpoena for secretary of state john kerry to testify later this month about the benghazi terror attacks. As the republicanled house prepares its select committee, the democratically controlled senate has shown no interest in pursuing the matter. That led to more accusations of Politics Today from the gop. The Intel Committee did a very good job. Armed services and Foreign Relations have done nothing when it comes to dod and the state department, and i think that is a stain on the senates reputation of being on oversight body. Almost 40 republican senators have asked senator harry reid to reconsider his refusal to form a select committee in the senate. A moment ago i said istanbul was the capital of turkey. Theyre delicious, and an excellent source of fiber to help support regularity. Wife mmmm husband these are good marge the tasty side of fiber. From phillips. Fresh pickings from the political grapevine. Exaggeration happens all the time in politics. This weeks example, california governor jerry brown issued a dire warning about the effects of Climate Change, a possible four foot rise in sea levels over the next 200 years. Quote, the los angeles airport is going to be under water. So is the San Francisco airport. Youre going to have to move all of that. Thats billions if not tens of billions of tomorrdollars. Turns out that warning was kind of a stretch. L. A. X. Is more than 100 feet above sea level. Even at its lowest point. The spokesman for the democratic governor told the Los Angeles Times that brown misspoke but stands by the larger point about needing to prepare for the impact of Climate Change. Well, summer is almost here and the temperature and electric bills are on the rise. One piece of good news, the bill is going to be a little lower following a Court Decision demanding the Energy Department stop collecting a fee to fund a federal Nuclear Waste site. Why . No such site exists. One state utility commissioner called the end of the fee, quote, a victory for customers. Something that doesnt exist. The fee has been collected with 31 years and has aamassed 37 billion. Want a refund . Too bad. The Energy Department plans to use the fund to design and biltd a new site by 2048. Finally, todays 9 11 Memorial Museum dedication ceremony almost took an uncomfortable political turn. On the original program after governor Chris Christie speak a broadway singer was going to perform the song bridge over troubled water. The choice seemed to be a not so subtle reference to the accusations that christies staff intentionally created traffic into new york city last year. Just before ceremony, the singer was announced was ill and Amazing Grace would be performed instead. The spokesman said the change had nothing to do with christie or the song. Nigerian security chiefs met with lawmakers today to discuss extending the state of emergency brought on by the islamic uprising gripping the region. Boko haram is also blamed for the kidnapping of about 300 nigerian girls last month, as weve been covering all along. But when secretary Hilary Clinton had the chaps to put the group on americas terror list, she did not. Doug mckelway looks at why. Reporter why did the state department under Hillary Clinton not designate boko ha iran an fto, Foreign Terrorist Organization . Even as the fbi, the cia and the Justice Department were all urging the designation. Today a Deputy Assistant secretary of state for African Affairs blamed pressure from the nigerian government. The government of nigeria feared that designating these individuals and the organizations would bring them more attention, more publicity and be counter practicalive. In a story, boko haram should have warranted much greater attention. It says the 2011 raid at the bin laden compound produced documents that directly linked senior Al Qaeda Leaders to boko haram. Tom joslin wrote the piece. I think its written by policy. Basically theres a desire to define al qaeda down. To say that al qaeda that aattacked us on 9 11 was a discrete core. Ald a al qaeda has been an International Network always. Reporter the nondesignation of boko haram was defended. I would point you to president obamas speech he gave almost exactly a year ago where he talked about the need for a holistic approach to countering terrorism. Thats what were pursuing. Reporter back in january of 2013, clinton herself was singing a very different tune about the threat posed by boko haram. Whether they calls themselves al qaeda or an sar al sharia or boko haram, theyre part of the same jihadist movement. There may be differences between them, but their goals are unfortunately similar and pose threats to us and our partners. The nondesignation has provoked the suspicion to vote against the clinton nomination to head state. Im going to be sending the state department a number of very specific questions regarding the time period when they refused to list boko haram as a terrorist organization, who was part of that proes process. Reporter boko haram was given the terrorist designation after mrs. Clinton left the state department. Raked in billions of dollars from foreign eptties, some in the middle east and some nigeria. Bret . Doug, thank you. Will heads roll at the v. A. As the head man is up on capital hill . Well talk about the scandal over veterans care when we come back. Any allegation, any adverse incident like this makes me as makes me mad as hell. I could use stronger language, but in deference to the committee i wont. Do you believe youre ult falt responsible for all of this . I i am. Would you explain to me why you should not resign after knowing all of this information . I tell you, senator, that i came here to make things better for veterans. That was my appointment by the president. And i intent to continue this mission until i have satisfied either that goal or im told by the commander in chief that my time has been served. Veterans Affairs SecretaryEric Shinseki on capitol hill in the hot seat today over this growing some calling it a scandal already in the v. A. Lets bring in our panel. Judge andrew napolitano, juan williams, and charles krauthammer. Charles, the secretarys testimony and what were learning. Well, i mean, it seems to me that what the secretary is trying to do is to say, you know, im here to defend the veterans, im not going to go away. You would think if he says, im the one whos ultimately responsible that he would step down. Its the logical thing. But it doesnt happen in our system. I mean, the veterans issue is the only one where you cant stand wall. Theres so much outrage on both sides of the aisle, so much pressure on any politician to protect the veterans as they should that they will not allow the usual stonewall where the guys says, im mad at hell, very upset, how could this be happening under my command . And then what they say is, this is all under investigation. So i cant really answer your questions. This is the play diagnosis book they did with irs, the benghazi scandal, the eavesdropping scandal with ap and rosen. But this is how they would like to do it. After all that, you say, after the investigations are conducted, its already a year down the road. You say, hey, dude, it happened two years ago so who cares . But in this issue theyre not going to get away with it. Democrats are on this, and thats the reason its going to go very far. Speaking of that, juan, another democrat coming out, this one saying the fbi should be involved. If the attorney general of the United States who can decide whether there is sufficient evidence of criminal wrong doing and here what we have is evidence of destruction of documents, false statements, obstruction of an investigation in phoenix and possibly elsewhere, there are ten places around the country where this wrong doing, wror than impropriety and misconduct but actual criminality may have occurred. Thats the reason lack of resores, the lack of authority and frankly the lack of expertise on the part of the inexpector general that i suggested that the federal bureau of investigations ought to be involved. What about that, senator blumenthal from connecticut . There are two levels to respond to you. One is the political angle here, what democrats are doing is making sure that its clear to the American Public that they are outraged by this, that they are supporters of our military. Shin seven sec shinseki himself has the credentials of a former vietnam hero. Theyre making it clear this is not about politics. Thats the democrats effort here. I think thats their effort to prevent any kind of political damage going forward. The second thing to say here is that, even though Richard Blumenthal and others are concerned about evidence of some kind of corruption, so far we havent seen it. What you heard today from shinseki when he was asked, is anybody cooking the books and he had the opportunity to point his finger at somebody in phoenix or somebody in one of the other hospitals, he said that hasnt come forward yet. So he doesnt want to jump the gun. But if there is, in fact, corruption of the kind that were talking about where they have a separate waiting list so that they can hide the fact that people are being pushed off and stuck in a closet while theyre ill and maybe dying, then i think the scandal blows up. Judge . I think the scandal will blow up. This is basically a failure of government to deliver basic services to human beings who risk their lives to preserve our freedom much t freedom. The most deserving people of Government Services cant get them. I agree with senator blumenthal. Its worth an investigation. If theres any evidence of criminal wrong dogging, you indict those people and they begin providing you with information about who knew what, where and when. The president suffers when he forces a left hiv wing ideology on it. He also suffers when government in general doesnt work. And this is an era of people looking for cracks in government cement. They found a big one here. Theres been a delay, a pushback, in what the attorney general is saying, how this is going to go. Our producer over justice pressed attorney general holder about this situation this week. When i say that we are monitoring this, that doesnt imply inaction on our part. Monitoring is an active thing that we are doing. As i also indicated, there is an Inspector General investigation that is ongoing. We will be in communication with the Inspector General, review the results or that investigation as it is ongoing. And we will also be looking at other information, frankly, things that come out in the media to help us determine what role, what further role, the Justice Department might play, whether, as i said in response to i guess an earlier question, whether federal agents need to be deployed, whether federal prosecutors need to be involved. Charles . This is simply amazing. Hes the chief Law Enforcement officer of the United States and hes waiting for the media to tell him whats going on in the government about the one system thats most governmentally run, medical system entirely run by the government. Hes going to wait i love that phrase. Its always ongoing investigations, which is a way of saying well, its ongoing i have to wait. He doesnt have to wait. On the basis of this, there is suspicion enough as the senator from connecticut who useded to be the attorney general, theres obviously enough information to go on and to at least to begin a department of justice investigation. I mean, i think this is just stupid politics. I can understand stone walling on benghazi and the irs and all the other stuff, but this is the v. A. This is a big mistake on his part. Juan, last thing. The office of Inspector General has been doing this look at all of these hospitals, and their federal agent, bloomen will thaul and others say theres not enough manpower. You have to call in the fbi. I think theres widespread suspicion they dont have the manpower sufficient to do it. But let me just caution everybody. Look, memorial day is coming. This is something that touches everybodys hearts. If theres some wrong doing we want to know about it. But you dont want Big Government jumping in on just the whiff that something might be there, were going to send in federal agents. Just slow down right here. Mark it down. Youve been hanging out with rand paul . No. But im saying, look, all of a sudden we do think something might have gone wrong here. The reason i think you hear the attorney general saying im looking and monitoring and watching is that once you know that there is corruption, go after it. But i dont think you want to just have this idea that the minute we have any suspicion we send in the forces. Going after criminality is not Big Government. Its the basic function of any government, large or small. I agree with you, charles. But i think you have to have criminality first. Next up, is china laughing at the u. S. . Territory passed down by ancestors into the hands of our generation, we cannot afford to lose inch. We intend this to be a gesture of friendship, with you the chinese see this as a signal of weakness think are ruthlessly pragmatic. They look at this and laugh at us. Chinas military general in the u. S. Getting the red carpet treatment. 19 gun salute at the pentagon. Saw the joint press conference with the chairman of the joint chiefs. There is also a lot of tension, some of it vietnam there are mobs of protests that are burning factories as part of these protests against chinas decision to place an oil rig in the disputed Southeast Asian waters, that vietnam claims. One of many incidents china pushing back against its neighbors. Were back with the panel. Judge, what about the message being sent by some of these high profile visits. The Vice President , for example, met with this chinese general today. I agree with gordon chang. That the public display of willingness to talk on the part of general dempsey feeds the domestic political chinese need for this at home and looks very very bad for us. I mean, here you have general dempsey saying we have to talk about this. We cant just bring military might into the open seas and the chinese general two feet away from him, basically says they started it and were not afraid to finish it. Look, the chinese, the vietnam memorials hatred for each other is 60 years old. And the chinese claim on this part of the ocean is hundreds of years old. I dont think this is going to end tomorrow. And i dont think its going to be resolved by generals talking to each other. Somebody has got to trade something off behind the scenes. Juan, here is what the the Washington Post editorial said about all of this. Saying the regime of ping intends to union latly assert chinas sovereignty over almost all of South China Sea without regard with the competing claims of five other countries or mr. Obamas newly restated commitment to uphold agreement two of the nations. In that sense, the oil rig like russias invasion of ukraine is fundamental challenge to the International Order the United States has tried to preserve since the end of the cold war. So, thats perception. But there is another perception when this general is, you know, going to quoted around the u. S. For five days. I mean, obviously, it wasnt coordinated. Happens to be that he was scheduled and this has erupted at this moment. But the larger point here that china does somehow think that they have sovereignty over the whole East China Sea. The islands in dispute with the japanese over them they have separate disputes with mall labor a and brunei. The dispute with stwawn and the United States has said we will defend taiwan in the straits if china intervenes there. The larger point is, you know, we have had a reset with russia. We have said that we were going to do better with china. China remains locked in its own mind set and bully in that neighborhood. Charles, if thats the case, is the message of the 19 gun salute and all this stuff, the wrong message for china . Well, the message from china is knowing that were going to have a visit they went ahead and put the oil rig in vietnam memorials water. Sort of defying everybody. You could hear their general. He said were not looking for trouble. Were not afraid of it the american is talking about International Law. Dialogue, kerry speaks about 21st century norms. I mean, we are living on a different universe. We have, i mean, this administration, doesnt have a geopolitical concept in its head. Here is russia and china. Asserting openly that they are committed to geopolitical ambitions, along the lines of their ancient maps. Thats what the general was saying. We have a map that our ancestors passed on to us, which includes the East China Sea and the South China Sea. Russia has a map, putin spoke about, that looks at ukraine as new russia. They are looking at the world as a geo with their geopolitical ambitions and we are talking Like High School adolescents about International Law and dialogue. The problem is that the people who live in the neighborhood understand that china and russia are going to push until they meet resistance. They are meeting none. And thats why the push is continuing. The president said out in the philippines our goal is not to counter china. Our goal is not to contain china. Our goal is to make sure that International Rules and norms are respected. I think charles is correct. The chinese dont care about International Rules and norms. They will take whatever they can get away with. How would we feel if china built oil rig off Atlantic City and said were not leaving because we think this sirnt National Waters and we dont care what you think about pollution or our proximity to the jersey shore. It doesnt mean america has to go to war. One thing we can do is stop the radical drawdown of our Defense Budget, cutting our navy, army, and air force in the face of expansion by the chinese and the russians. Terrified as a result.
