Line of the picket line. Hello good morning. I ecu good morning. I am in glasgow, ihra, Glasgow Central station outside one of three picket lines across scotland today. And lines across scotland today. And aslef were workers here are joined by the edinburgh waverley workers as Avanti West Coast trains ceased to be operating today. Now this is part of targeted strikes to make sure that an 11 month pay dispute with train drivers in that time. Just to put it in some sort of context, teachers have been awarded a pay increase. Nurses, nhs staff, but still 11 months on train drivers are concerned that their salaries have not seen a rise in several years. Now, as you mentioned there, this of course affects the Eurovision Song Contest. Anyone Eurovision Song Contest. Anyone expecting to get from scotland down to england to liverpool or tomorrow is going to have a hard time of it. Some lines will be working, but certainly Avanti West Coast will not be one of them. Now, passengers have been advised to look for alternative ways of travel and not to try and attempt to come to any of the stations instead to get a refund and to look at other means. Now, i know that theres means. Now, i know that theres going to be a kind of an emergency express train from Manchester Airport to liverpool lime street. But still, that doesnt really help any of the scottish fans looking to travel down to for london tomorrows story to liverpool for tomorrows big event. Now of the parties involved a Avanti West Coast has obviously said that tomorrow , with rmt strikes due tomorrow, with rmt strikes due tomorrow, with rmt strikes due to happen across the country and the last train to depart the city in liverpool will be earlier than eurovision fans would like. Now, i cant imagine after making the trip to liverpool for this big event in support of ukraine who obviously cant hold the event this year after winning last year and they wont want to miss the grand finale and certainly aslef have said that the pay should be increased to keep pace with inflation as their pay has been frozen for a number of years. Frozen for a number of years. And the rmt general secretary mick lynch has said that striking erg with employers so the government can actually feel and see the anger among train drivers so many months after talks began. Now its unclear as talks began. Now its unclear as to how close that we are to a deal to how close that we are to a deal, but certainly this weekend and the weekend round of the fa cup final seems to be some quite bad timing and its going to leave a lot of the members of the public quite disappointed that the plans theyve been looking forward to for so many months and may hit a bit of a snag. Months and may hit a bit of a snag. So well wait and see. Snag. So well wait and see. Well, go on. I just wanted to go back to what you said earlier on, peter, but hed been caught partly through the prevent programme. I just wondered what programme. I just wondered what your view was of that because it has come in a lot of has come in for a lot of criticism that it doesnt actually do good. Fact, some actually do good. In fact, some people does more harm people say it does more harm than good and obviously lots of radicalisation often takes place in prisons. Thats one of the big concerns that the authorities i mean, how authorities have. I mean, how how worried generally are we about about sort the how about about sort of the how prisons operate for radicalisation, but i mean, do you think the prevent program is a success or a failure . Because at an earlier hearing, the prosecutor had said no of terrorism had no specific act of terrorism had been identified. So how do you been identified. So how do you do that . How do you separate the fantasist to the real terrorist . Well, clearly , after his well, clearly, after his premises were searched and the knife and the goggles and the gloves and all the internet searching and all that clear evidence of radicalisation had been gathered, it was clear this man was very, very dangerous. Has it gone more like a Weather Forecast . Wilde. A Weather Forecast . Well, it was watching the Weather Forecast and believed every word that was said. So im looking forward to the sun shining on saturday. So thats tomorrow. So i hope. I hope thats right. But it is absolutely true that Economic Forecasting is a really difficult business, especially when you are in a very uncertain environment politically as well as economically. Frankly, with the war in ukraine, energy prices, whatever happened after covid it hasnt been a more difficult time to make any of those pronouncements that everyone makes. And bank of everyone makes. And the bank of england, course, has got it england, of course, has got it wrong a number of times, but so has international has the International Monetary fund. Have the economists in fund. So have the economists in europe, where again, there is much more resilience in the economy forecast economy than had been forecast after the gas prices went up so significantly last year. After the gas prices went up so significantly last year. So significantly last year. So there have been quite a lot of mistakes made from that point of view. But think what is maybe sort of reasonably positive and we dont want to be upset about getting forecasts slightly wrong is that the picture for the economy is a little bit better than had been anticipated. And that must be good news for everybody except, course, for everybody except, of course, for the rate increases the Interest Rate increases which to eat more which are going to eat more into ones disposable income. Im afraid , coming in the next few afraid, coming in the next few months. Yeah, i mean, the fewes months. Yeah, i mean, the ffowres for months. Theres lots of people on our benches in parliament would befnem our benches in parliament would befnem fo our benches in parliament would befnem fo oo our benches in parliament would be them to do. Think be urging them to do. I think fneyre be urging them to do. I think fneyre going be urging them to do. I think fneyre going fo be urging them to do. I think theyre going to have to do somefnfno theyre going to have to do Something Like theyre going to have to do Something Like that eventually. And Something Like that eventually. Aro of Something Like that eventually. And of course, Something Like that eventually. And of course, having and of course, were having elections sometime elections next year sometime next year, probably towards the end it. But lets see with end of it. But lets see with the situation remaining as it is now, i think its going to be pretty difficult for the conservatives anyway. The truth conservatives anyway. The truth is that taxes have up. Is that taxes have gone up. Stealth taxes gone up. In stealth taxes have gone up. In other individuals are other words, individuals are paying other words, individuals are paying a lot more tax now, paying a lot more in tax now, simply their wages are simply because their wages are going though going up, even though theyre not line with not going up in line with inflation. Theyre hitting the level where they start paying tax first time. Millions tax for the first time. Millions are that millions are are doing that and millions are getting paying higher tax getting into paying higher tax rates, though they havent rates, even though they havent necessarily wages which necessarily received wages which are above the inflation rate. So you have household disposable incomes going down very significantly. And i think youre absolutely right to point to the data for march where we saw decline of 0. 3. The saw this decline of 0. 3. The interesting thing about this data that people have been data is that people have been buying less food. I mean, its buying less food. I mean, its extraordinary because you know that people at the lower end of the pay scale spend most of their money on energy and food. If suddenly is a move away if suddenly there is a move away from that, youre beginning from that, then youre beginning to wonder what people are doing in of feeding themselves. In terms of feeding themselves. And surprising and its not very surprising that some figures that that we have some figures that suggest that level of the or suggest that the level of the or the of people into the number of people going into poverty, including , of course, poverty, including, of course, children, increasing very children, is increasing very rapidly. Weve that rapidly. And weve seen that with banks and everything with food banks and everything else. Yes, the government with food banks and everything else. To yes, the government with food banks and everything else. To intervene. Vernment with food banks and everything else. To intervene. Vernmethe needs to intervene. I think the situation got it at situation as we got it at present is probably not politically to, you politically conducive to, you know, lots of votes. And know, getting lots of votes. And weve that, of course, in weve seen that, of course, in the local elections. As vicky pryce, the local elections. As vicky pryce mrml pryce, thank you very much fnoeeo pryce, thank you very much fnoeeo for pryce, thank you very much indeed for taking the time to form indeed for taking the time to form rs indeed for taking the time to form rs fnfs indeed for taking the time to join us this morning. I mean, thats another example of diplomacy going wrong. It was it was a very undiplomatic language. And i bank of england i think what the bank of england did yesterday obviously was expected rates expected 4. 5 Interest Rates was probably about right. It would be if the banks then be rather nice if the banks then passed on to savers. As passed that on to savers. As youre talking about rates of 0. 7 at the moment. The people are getting if you want to control inflation, what you need to do is make people save rather than spend. So you actually increase the amount of money theyll get for that and increase Interest Rates to take money out of the economy. What i thought was most worrying about yesterday was the fact theyre theyve redone the estimates for inflation by the end of the yeah inflation by the end of the year. We thought it was going to go down to 3. 9. Thats what the bank of england told us. Now theyre saying itll be above 5. So that will also stoke more industrial problems, because if theyre right, rishi sunak wont get get inflation in halved. Well, they havent been right so offen well, they havent been right so offer so well, they havent been right so offer so for well, they havent been right so often so far this well, they havent been right so often so far this year. And then theyre like, oh, i dont know, maybe the end of the year. I mean, theyre now saying that that inflation will drop. We that inflation will drop. And we have heard supermarkets have heard from supermarkets that the price of food will be going down in few months time, going down in a few months time, which is fantastic news. They are actually actual businesses. Hope that businesses. So i do hope that the bank of england right the bank of england is right that we will skirt a recession because , you know, there are because, you know, there are many reasons why we can go forward. You know, there can be forward. You know, there can be so much production. We can be so much production. We can be producing more. We can be producing more. In much on the cutting taxes side. Rr foob much on the cutting taxes side. Rr foof. Rm much on the cutting taxes side. Rr foof. M ore much on the cutting taxes side. In fact, im one of much on the cutting taxes side. In fact, im one of the much on the cutting taxes side. In fact, im one of the few in fact, im one of the few people who thought that liz trusss budget actually trusss budget was actually on the lines. It trusss budget was actually on the lines. It might have the right lines. It might have been a bit extreme, but i felt that cutting taxes, getting the economy moving, getting that going was more important than deaung going was more important than dealing with inflation. Because once you get the economy going, then tax take is going to be higher anyway. Im not then tax take is going to be higher anyway. Im not in then tax take is going to be higher anyway. Im not in favour higher anyway. Im not in favour of increasing taxes. We have already been giving way more money just in the last year to hmrc through our taxes because of the thresholds being frozen an largely also id inheritance taxes have gone right up because of property prices going up and the problem is when you tax people and businesses a lot , people and businesses a lot, then that really affects productivity. It affects the whole economy. But if you lower taxes, then that gives a boost to businesses. They tend to to businesses. They tend to produce more. Therefore for the tax take actually goes up because theyve produced more, theyve sold more. So theyve sold more. So i personally would do the opposite to what the governments doing. I would be dealing with, i would be cutting taxes, getting the economy going and then dealing with inflation. And those who do fbfnk with inflation. And those who do fbfnk bke with inflation. And those who do think like that with inflation. And those who do think like that and with inflation. That wage price spiral . It is a good that wage price spiral . It is a good point that wage price spiral . It is a good rofrf. R that wage price spiral . It is a good point. I mean, i was particularly irritated by the chief economist of the bank of england saying that, you know, were just going to have to cope with being poor well, you with being poor and well, you know, mustnt ask more know, you mustnt ask for more money. And did think, okay, money. And i did think, okay, you he has a point. He has you know, he has a point. He has a point. But does he realise just how many people in this country are really struggling and were not talking . Oh i want my second holiday kind of thing, you know , its literally coping, you know, its literally coping, literally putting food on the table for many people. And they do need to have more money because the price of food and the price of gas and electricity , the price of petrol, those are all very high. So yeah, i think it is a very difficult situation. And we see this in countries like turkey , which has 100 like turkey, which has 100 inflation. Argentine arnie, you know, there are there are difficulties when people do ask for a lot more money, you can get to a spiral, but theres a happy get to a spiral, but theres a happy medium. Well thats a good point because its well thats a good point because ffs ff well thats a good point because ffs ff rs well thats a good point because ffs ff fs o well thats a good point because its it is a blunt well thats a good point because its it is a blunt instrument brsf its it is a blunt instrument rrsf doing its it is a blunt instrument just doing something with the wffb just doing something with the wffb fbe just doing something with the with the interest just doing something with the with the Interest Rates. With the Interest Rates. Its somefbfro with the Interest Rates. Its something that with the Interest Rates. Its something that i with the Interest Rates. Its something that i think worked in the past. But i dont think that its the right instrument to deal with things now. Im very much in agreement with liam halligan, who says that you know, we should have put Interest Rates up and put them up higher before lockdown. It should have been 2019 when we put Interest Rates up. That put Interest Rates up. That probably would have worked. But doing it now when its , you doing it now when its, you know, as you say, its more supply side issues really that are creating the inflation. Its not as it was during lockdown , not as it was during lockdown, people with lots of money and not not enough places to spend it. Its different issues. So it. Its different issues. So this is why i feel that right now its not helpful to put Interest Rates up. All youre doing , in my Interest Rates up. All youre doing, in my view, is adding to the pain of mortgage holders, borrowers , as you know. And borrowers, as you know. And there are a lot of those and youre not really going to help savers that much either , savers that much either, because, you know, as we know, when you put Interest Rates up, Savings Rates just edge up a little tiny bit after, you know, a few months. And even so, its not it doesnt even touch the sides when it comes to matching inflation. So i, i do feel that its actually just loading pain onto your average consumer and not really honestly dealing with the underlying issues. Jasmine the underlying issues. I think bos was absolutely right. I think bosbosf was absolutely right. I think hes best speaker weve had hes the best speaker weve had for years, its quite for years, us and its quite clear what ministers should clear that what ministers should do is Tell Parliament first before they go to the press. Before they go to the press. Now, of course, im in a bit two minds here as a journalist. I rather like them coming to me first so i can break the news. But i do understand what the conventions are and i think its been something that has been progressively getting worse over the last few years. David the last few years. David cameron did it quite a lot by leaking stuff to the media before it appeared in in parliament. And it just seems it seems to be that thats been a progressive thing. So lindsay hall was absolutely right on this particular issue. I dont understand why they leaked it to the media in the first place on the media in the first place on the basis that the we knew the retain law was going was going to change. And so they could have actually told mps, all right, with us. And right, well, stay with us. And joining now right, well, stay with us. And joiningnowldiscuss right, well, stay with us. Because it really is an apology when yore it really is an apology when youre brought it really is an apology when youre brought to the house in ms youre brought to the house in fbfs woye youre brought to the house in fbfs woye wo youre brought to the house in this way . Nrir. Ri;. Y this way . No, absolutely. I think youre absolutely right. There are two elements, arent fberee there are two elements, arent fberee ones there are two elements, arent there . Ones the there are two elements, arent there . Ones the point of brfnobbe there . Ones the point of principle that there . Ones the point of principle that youve been ofsorssfno principle that youve been discussing that principle that youve been. Discussing thatare discussing that ministers are ekbeofeo discussing that ministers are ekbeofeo fo discussing that ministers are expected to make policy announcement. 7 expected to make policy announcement. First to the house of commons. Thats embodied in the ministerial code, section 91. If you want to be precise , 91. If you want to be precise, making clear that major Public Policy changes should be announced first to the commons. But then theres the element in which Kemi Badenoch apologised for it. I think is making sound as if it was, you know, personal to the speaker. As if it was, you know, personal to the speaker. Whereas as if it was, you know, personal to the speaker. Whereas the to the speaker. Whereas the speakers point was this is a requirement, a courtesy requirement, a courtesy requirement that you should inform the house. So i think putting those two things together and created the response that you got , i dont response that you got, i dont think its specific to the current speaker who can imagine other speakers who can imagine how Betty Boothroyd would have responded in those circumstances to make it quite clear to ministers and the frustration, i think that speakers feel because of course theyve no sanction other than making life difficult for ministers in terms of making sure they do actually comply with the requirements. So formally, its really up to the Prime Minister because the ministerial code is in the gift of the Prime Minister. He signs it. Hes responsible. And i was going to it. Hes responsible. And i was going fo soy it. Hes responsible. And i was going fo soy kemf. I mean, the way she handled it, the form of words for which she apologised made it sound as if shes almost resenting coming to the house, you know, and of course her defence was this isnt a major change of policy, its the means rather than the ends that were being affected. So that was her defence. But i think the way she went about it just made matters worse in trying to defend it before the house. It wasnt just the speaken house. It wasnt just the speaker, it was members as well who clearly were not impressed by the way itd been done in. Well, philip, i mean, i, i understand well, philip, i mean, i, i understand that. Well, no, i mean, i think it was a fantastic series. Its always charming, to be honest, when you get these 40th anniversary shows because realise much because you realise how much time in the time has rushed past in the intervening years have melted away. Was on air from 83 to away. It was on air from 83 to 89, whereas i swear that the world war i series which ended with that unbelievably poignant scene as they sort of ground to almost in a freeze frame and turned into poppies. Absolutely iconic last scene i feel that that was only a few weeks ago. It was an extraordinary series. It was an extraordinary series. It overturned a number of very well established rules in sitcom , one of which was that you couldnt do historical sitcom that it didnt work, that you couldnt play with the elizabethan era or the regency penod elizabethan era or the regency period and so on in the way that they did. There were certain well established , i suppose you well established, i suppose you might just call them received Wisdom Within the sitcom era. It was just accepted that it had to be contemporary, topical recognisable characters and instead blackadder just shattered all instead blackadderjust shattered all kinds of glass ceilings and preconceptions about what sitcom could and should be. And i think as a result of the absolutely extraordinary quality, the sustained quality of the writing and the wonderful acting and the ensemble troupe that they put together and the accompanied that character through the ages , it changed everything. And i think it remains the second or third favourite sitcom of all time after only del boy and possibly basil fawlty. But it was that genius of all of the people together. It was you, Rowan Atkinson, people together. It was you, Rowan Atkinson, you, g it was you, Rowan Atkinson, you, tony kobfnson Rowan Atkinson, you, tony robinson. It Rowan Atkinson, you, tony robinson. It was you , rik may or robinson. It was you, rik may or it robinson. It was you, rik may or f wos robinson. It was you, rik may or f yorr robinson. Wno laurie and of course, Richard Curtis, who wrote laurie and of course, Richard Curtis, who wrote the first onf curtis, who wrote the first series, and ben curtis, who wrote the first series, and ben elton and curtis wno series, and ben elton and curtis wbo wrofe series, and ben elton and curtis wbo wrofe fbe series, and ben elton and curtis who wrote the rest series, and ben elton and curtis who wrote the rest. My favourite who wrote the rest. My favourite oo who wrote the rest. My favourite one. Go on. Yeah, who wrote the rest. My favourite one. Go on. Yeah, i who wrote the rest. My favourite one. Go on. Yeah, i was just going one. Go on. Yeah, i was just going fo one. Go on. Yeah, i was just going fo soy one. Go on. Yeah, i was just going to say curtis and elton. It going to say curtis and elton. Rf wos going to say curtis and elton. Rf very going to say curtis and elton. It was very interesting going to say curtis and elton. It was very interesting that the first series was only written by Richard Curtis with Rowan Atkinson and it was a great series in itself. It was very enjoyable, but it was completely different from the other three. In blackadder different from the other three. In idiot blackadder different from the other three. In idiot and blackadder different from the other three. In idiot and baldrick, ier different from the other three. In idiot and baldrick, in was the idiot and baldrick, in fact his sort of scheming, fact was his sort of scheming, intelligent, cunning sidekick who saved him from all who actually saved him from all kinds of embarrassments, much more quixote and more sort of don quixote and sancho panza kind of relationship and that turned on its head later on. And again , its head later on. And again, that was a shattering the sitcom consensus, which had been established, i suppose, by dads army to some extent that the leader should be a buffoon and the two should be the number two should be constantly him constantly giving him catastrophe. The third, catastrophe. But the third, second, third and fourth series that you brought ben elton in there was, without pushing the point too much, a little bit of a Lennon Mccartney dynamic going on with with lennon on there with with with lennon being elton, harsh, being ben elton, quite harsh, quite cynical. And curtis, if he quite cynical. And curtis, if he has a and he is an extraordinarily successful screenwriter, of course. But if he has a fool, he is a little bit sentimental. Hes a little bit sentimental. Hes a little bit gooey at times. So he is the arnie ben elton was the was the lennon. Between them they lennon. And between them they just this fantastic just created this fantastic synthesis. Simon thank synthesis. Simon evans, thank you synthesis. Simon evans, thank yor very synthesis. Not a spokesperson london. Im not a spokesperson for Royal College of for the Royal College of nursing, yes, it is. And nursing, but yes, it is. And mean and lots of celebrations are going on up and down the land. Its a week of award ceremonies as well, recognising outstanding efforts to talents and contributions to the Health Service and social care in our country. And indeed, you know, country. And indeed, you know, many of those acts are continuing. The legacy of continuing. The legacy of nightingale herself, who was a great interventionist and didnt believe in standing back and letting things happen. I mean, her work was, of course, critical in the crimean war and setting new standards of care and the aftermath in being someone who was a key architect of the Nightingale School , which of the Nightingale School, which our our faculty is the direct descendant by the way. But her reach was international as well. She set International Standards for hospitals to benchmark against each other. She was a statistic mission. The first woman to be elected to the Royal Statistical Society and really absolutely committed and passionate about the alleviation of poverty as a means to bring about health and wealth of a country. So she was a polymathic character who had a very broad reach in her intellect and i think her her work as well honorary thinking about obviously everyone appreciates what Florence Nightingale did, what Florence Nightingale did, what what nurses do. Fine. That gave stability for business and individuals because then wed gradually get rid of them. I understanding was it could have taken ten years to do that because youd need parliament scrutiny. You need to do it properly. The idea of trying to have a bonfire of them by the end of the year just seemed going too fast. Seemed to be going far too fast. Grant shapps of all people not your anyones idea of a bloodthirsty brexiteer suggests that they should sunset clause the eu regulations in what was then called the repeal bill, which became withdrawal bill. And became the withdrawal bill. And he look, were going to he said, look, were going to keep all. Originally thats keep them all. Originally thats fine. Should is fine. But what we should do is we say after five years, we should say after five years, they repealed, unless they theyre repealed, unless we keep government keep them. The may government didnt do it. Boris johnson, when 2019, could when he won in 2019, he could have five year sunset have done a five year sunset that have given him that would have given him a whole parliament to work through these didnt these regulations. He didnt do it. By the time it comes it. So by the time it comes around to rishi sunak and liz truss, frankly there never truss, frankly there was never going to be enough to going to be enough time to do this properly we would this properly because we would have these areas have legislation in these areas if outside the eu. Some if we were outside the eu. Some of regulations will be of these regulations will be important and if we did get rid of and then we had of one or more and then we had bad stories, it would actually make easier for starmer make it easier for starmer to caricature brexit this caricature brexit as this unworkable project unworkable libertarian project that it that he so likes to pretend it was.
