trying to go after folks who try to defraud the system intentionally...and to make sure that mistakes like this don't happen again. the taxpayers we spoke with agree. 01:58:58 'and i think that what they should do is look at preventing this things from happening in the future rather than trying to go back and reclaim money thats already been dispersed because trying to get that back is just gonna waste more money.' 01:59:13 02:00:11--23 'because thats government agencys error so, and the money plus it cost them more. 02:01:00--16 'i think that its time to just drop it, because it was a big the most recent delay allowed fazzino to care for his daughter as she recovered from a bone marrow transplant. more than a year ago, joe franz harvested what many called the buck of a lifetime... but did it caused controversy justin surrency explains how his innocence is now causing legislators to change hunting laws in the state of iowa a judges decision to clear joe franz friday of with hunting over bait charges was more than personal 'i think the verdict that was handed down today is a victory not only for my family and i but also for all the hunters in the state of iowa because i think its been a landmark decision.'in august of 20-14 franz bought land outside of the melcher dallas area in marion county in preparation to hunt palmer, a large buck many considered a lifelong dream... 'such a beautiful creature.'in october, franz fulfilled that dream... 'i never imagined in a million years that id be so fortunate, i thank god for the opportunity.'but over a year later the d-n-r accused him of hunting over bait 'any time bait is in the vicinity and obviously being used to attract wildlife to the area being hunting.'franz areas previous owners and made sure they wernt an issue by calling the filming the process... "the dnr shouldn't be trying to make it more difficult to thin the deer herd than it needs to be"republican state senator mark chelgren hopes to pass new bills to put an end to what he believes are vague baiting laws... "across the state it's been handled differently based on the interpretation of different what we need done..."the dnr says they are willing to change "we want to be able to work with both legislators and hunters to come up with something people can understand in the field..."and it's what franz wanted to see, but now, despite the victory he's no longer sure if he wants to be a part of... "i have no plans to go hunting anytime soon, it actually feels like part of my soul has been ripped out." another issue state senator chelgren hopes to address is the d-n-r's authority to take a hunter's items before they are convicted of any charges... franz has been without his bow, rifle and trophy buck since the accusations were brought forward... the d-n-r says it will return the items... warm weather means.. melting snows.. and ice jams.. in recent days, jams have caused damage and closed roads in boone county. ben oldach reports that despite dodging destruction or major flooding, areas along the des moines river aren't out of the dnr expects roads to reopen in the next few days.... again though, boone county is paying close attention to the ice jam near fort dodge. we've been watching flood warnings around the state.. and some are still in effect tonight. meteorologist brett mcintyre has details.. brett.. it seems spring has sprung it will be quiet and cooler this week. this evening will remain cloudy with temperatures dropping to the low 30s. a cold front will move through during the morning on tuesday which will could bring a quick rain/snow mix there's still much more to come tonight.... coming up next.. teens have heard the warning's for years ... tanning is bad for you. but now there's a tool that allows healthcare professionals to show kids the damage that may already be done. how the "dermascan" is opening kids' eyes. from who h-d iowa's high watching the channel 13 news at nine on fox there has to be a way. carry the centimeter, divide by 3.14 something something something... "i feel like procrastination on law enforcement side may have constituted injustice on my side. so although i can't prosecute danny heinrich i feel that there's a lot of other victims that haven't received answers as well." danny heinrich pleaded not guilty to all 25-pornography counts in court today. the white house and russia are talking, as president obama and vladimir putin have reached a ceasefire agreement on syria. the obama administration calls it a moment of opportunity, and says the u-s will try to capitalize on it. but as john huddy reports, the agreement will be anything but easy to implement. as isis carried out suicide attacks in syria, the u-s and russia hammered out a cease-fire plan to stop syria's civil war, at least temporarily, starting saturday . the u-n's spokesman said today quote- "exerts influence on the warring parties" to reach a long term cease-fire. dujarric says: "above all, it is a long-awaited signal of hope to the syrian people that after five years of conflict there may be an end to their suffering in sight." but syrian president bashar al-assad, and the rebel groups his regime is fighting, must also be willing to hold their fire. over the weekend, assad said he would agree to a truce as long as it didn't help "terrorists". one of the factions russia and syria considers a terrorist group, is the al-qaeda linked, anti-assad, nusra front. the cease-fire plan excludes the nusra front and isis. but the high negotiations committee - the group representing syria's opposition factions - said it would accept a cease fire with conditions, one of them, that syria and russia stop bombing the nusra front. earnest says: "this is going to be difficult to implement... we know there are a lot of obstacles, and there are sure to be some setbacks." after several other failed doubt this will be any different. but russian president vladimir putin called the agreement a "real step forward" that can stop the bloodshed". even if cease-fire happens, it doesn't mean the war will end in syria, as the us and russia will continue to fight isis, and isis will continue its bloodshed. in jerusalem, john huddy, fox news. donald trump
