Hillarys president ial run, right here this sunday morning. Two breaking stories this morning and we begin with that tense scene in the house overnight. A shutdown is not a tactic. It is a failure for this country. Please accept the compromise and keep the government open. When it all wrapped up, House Republicans passed the bill that would keep the house open only if obama care was delayed a here. Thats a nonstarter for democrats. Lets get more from jon karl. Jon, hard to say how long this will last . Reporter george, positions have harden. Time is running out. I would now put the chances of a Government Shutdown at 99 . It was after midnight last night that the house did what they did. The bill would fund the government until december, it would delay obama care for one year and it would repeal a tax on medical devices as part of the Health Care Law. They also separately passed a provision that would fund the troops regardless of a Government Shutdown. The white house response was swift. Jay carney saying that, today republicans in the house of representatives moved to shut down the government. Its hard to disagree with that. The senate will not pass what just passed in the house. George, the senate doesnt get back into session 2 00 tomorrow afternoon, ten hours before the government shuts down. So, what happens next . Reporter well, unclear, but what im hearing this morning from republicans is that theyll still attempt to put provisions in there dealing with the Health Care Law and send it back to the senate. No signs of compromise on either side. The question is, how long does that go . A couple of days . Or does it stretch on to the point of that second major deadline, the debt limit reach of october 17th . Far more serious, does this back and forth make it more likely that well avoid a confrontation over the debt limit . Two schools on this. One, this works out so poorly for the republicans they realize they cant go to the brink again with the debt ceiling. On the other side of this, george, positions have gotten so hardened here and theres such division, hard to imagine a compromise on the debt ceiling. That said, i should tell you, aides to the speaker of the house say theyre confident that the debt ceiling will be dealt with and there will not be a default. I just cant see exactly how we get there by october 17th. Thanks, jon, and more on that with the roundtable coming up today, the another top story the man in negotiating with nuclear deal, dr. Javad zarif is here. But first, terry moran on a dynamic week of diplomacy. Reporter absolutely, george, what we have seen this week represents the possibility of a stunning diplomatic breakthrough. But theres a lot of work to do. A week of headspinning. In the making. Just now i spoke on the phone with rouhani. Reporter so, with a 15minute phone call, 34 years of bitter relations thawed ever so slightly. 1979 was the turning point, the shah of iran, a key american ally, toppled in a revolution. And a few months ago, the storming of the u. S. Embassy in iran. Enemies ever since. But the election of 64yearold of rouhani in june brings hope. Hes leashed a Charm Offensive on twitter and in interviews including with Christiane Amanpour on cnn. Translator i bring peace and friendship. Reporter so, when he arrived in new york for a meeting at the u. N. Anticipation was running high and secretary of state kerry met with his irani counterpart javad zarif. But this new chapter is fraught with risks for both sides. Can iran be trusted . President obama seems skeptical. The test will be meaningful, transparent and verifiable actions. Reporter another problem, rouhani is not the ultimate power in iran. The Supreme Leader ayatollah is. Translator the Supreme Leader i can tell you, has given his permission for my government to negotiate freely on these issues. Reporter the next step are likely to be small ones not big ones, confidencebuilding measures in advance of a meeting in october. Iran could agree to release western prisoners, including the American Christian pastor and the u. S. Could ease some sanctions. George, the bottom line is, after these historic headlines this week, now comes the hard part, the really hard part. Lets get more on that hard part from irans foreign minister, dr. Zarif joins us. Welcome back to this week. Your first time in 26 years. Yes. Its been a long time. This week, analysts in the middle east have called the events a gamechanger, one even liking it to the fall of berlin wall. Is that your view . Has there been a fundamental shift in the u. S. And iran . I think we have taken the first steps, an important step for both the u. S. And iran and for the International Community. An issue that i believe shouldnt have become an issue in the first place, but in the first place, but it has unfortunately become a global problem and now we need to resolve it and the resolution of that issue will be a first step, a necessary first step, towards removing the tensions and doubts and misgivings that the two sides have had about each other for the last 30some years. That is of course the Nuclear Issue, but theres a lot of skepticism, as you know, the ability of president rouhani and you to deliver on any deal. Analysts look at the fact that there wasnt a handshake, only a phone call, as a sign of weakness. And many western observers believe that your Supreme Leader wont do what it takes to back up a deal, can you assure that he will back up a deal that you negotiate . Iran and the United States are similar in many ways. One is, we both have pluralistic societies where difference of views exist and i think its very healthy, of course but he has the final say . Of course, we have to do it with Mutual Respect and mutual interest. We believe that, if the United States is ready to recognize irans rights, to respect irans rights and move from that perspective, then we have a real chance and we negotiate with the full authority. We know what we want to achieve. We know that iran is not seeking a Nuclear Weapon. In fact, what i told the Foreign Ministers and the secretary of state, in the meeting, i told them that having an iran that does not have Nuclear Weapons is not just your goal, its first and foremost our goal. As you know, theres a lot of skepticism about that. Buut secretary kerry in an interview thats going to air tonight, has laid out some concrete steps iran can take to prove they dont want a Nuclear Weapon. He heres what he had to say. They could immediately open up inspection of the facility, they could immediately sign the protocols, the Additional Protocols of the International Community regarding inspections. They could offer to cease enrichment above a certain level. Is iran prepared to do that . Well, iran is prepared to start negotiating. Im sure secretary kerry doesnt want to dictate to us what we should or shouldnt do. Were willing to do negotiates. The United States has to do certain things very rapidly. What do you need from the u. S. . To dismantle the sanctions. Thats targeting ordinary iranians. Now, despite all of the claims to the contrary its impossible to open a letter of credit from a bank to buy medicine for iranian patients because there has been, in fact, blind sanctions against banks dealing with iran. There has been a lot of arm twisting by the United States. By certain elements within the u. S. Government which have tried to put pressure on ordinary iranian people. Iranians have showed during the last election they put their trust in the ballot box, they put their trust in the government. They want to form a position of strength. True flexibility. And that is what sanctions are not a useful tool of implementing policy. And the United States needs to change that. I understand thats your demand. In return, is iran prepared to stop enriching uranium at levels theyre now enriching it . But thats on the table . Negotiations are on the table to discuss various aspects of irans enrichment program. Our right to enrich is nonnegotiatable. But you need to enrich above 20 . We do not need militarygrade uranium. That is a certainty and we will not move in that direction. But what is necessary is for the two sides to sit together and reach a common objective. We should not have two competing objectives. Let me explain to you, after the break up of the soviet union one of the concerns that you had and in the west and i shared those concerns was that all of these scientists that were involved in the Nuclear Program were now unemployed and they could go to the black market, seeking employment opportunities. Now, we have a large pool of iranian scientists. We have an indigenous iran Nuclear Program. Israel cannot kill all of our scientists. They have unfortunately assassinated some of them and no one has raised an eyebrow about it. Which is a source of great concern to us. The United States supposed to be against terrorism is allowing terrorists to kill innocent iranian scientists. All these scientists, the best way to ensure that the iranian Nuclear Program will remain peaceful is to make sure that these scientists operate in a facility or facilities observed by international observers. Including surprise inspections . Oh, yeah, we already have surprise inspections. We are moving in that direction. As you know, when i was negotiating our Nuclear Issue in the early 2000s, we had we were implementing the Additional Protocol on a voluntary basis. Which provides for surprise inspections. Unfortunately at that time, the u. S. Administration, at that time, had different objectives. All facilities at that time, were talking about 2003 to 2005 when we were negotiating, all facilities were open to the iaea. They were able to observe all of them. Only after you were caught. The iaea said that although iran had not declared its activities, now that we see those activities none of them had been diverted to military use. No question that iran ever had military motive. Were prepared to address those problems. We need to see lack of confidence is unfortunately mutual. As the president said, both president obama and president rouhani have said, there have been 34 years of building up of this mutual distrust, we need to move in that direction of removing some of that mistrust through mutual steps that each side needs to take. In order to convince the other side that its intentions are positive and for a Better Future for all of us. Netanyahu is on his way to the United States. On his way, at the airport, his departure, he called the moves by you and president rouhani this week a smile attack. British sunday times said that hell be presenting intelligence to president obama that iran already has enough enriched uranium and testing weapons. Your response . A smile attack is much better than a lie attack. Mr. Netanyahu and his colleagues have been saying since 1991, and you can refer to your records, that iran is six months away from a Nuclear Weapon. Were 22 years after that and they are still saying were six months away from Nuclear Weapon. I think this sixmonth time limit is something thats causing youre not six months from a Nuclear Weapon . Were not seeking Nuclear Weapons. Were not six years away from Nuclear Weapons. We dont want Nuclear Weapons. We believe that Nuclear Weapons are detrimental to our security. We believe that those who have illusion that Nuclear Weapons provide security are badly mistaken. We need to have a world free of Nuclear Weapons. I argued for 90 minutes that the use of Nuclear Weapons under any circumstances is illegal. Our leader has a religious verdict that the use of Nuclear Weapons is contrary to religious doctrine. So, these are our positions. Israel has 200 nuclear warheads. Israel is the source of aggression and violation of human rights of the palestinian people. It shouldnt continue to lie to the American People and to the world and mislead everybody. But you dont want Nuclear Weapons why enrich uranium to the levels youre enriching . Because thats our right. We came to the market requesting we own 10 of a European Company that produces enriched uranium. We havent been able to get a single gram of uranium that we need for the reactor. Not accidentally, in fact intentionally built by president eisenhower under the action for peace program. Not only the United States not providing the fuel for that reactor itself built in iran in the 1950s its preventing others from providing us with fuel. What should we do . Should we lie down and die . No. We rely on our own capabilities and we produce them. Now, after they were hoping we cant. We couldnt produce them. After we were able to do it, now they say you shouldnt. We cant start history at the time of our choosing. The background has to be addressed, the historical aspects have to be addressed. Historical sources of iran very serious and deep mistrust of the behavior of the United States needs to be addressed and we should take concrete steps, concrete steps, one after another. We havent forgotten the fact, when iraq used Nuclear Weapons against iran, that the United States blamed us for the use of chemical weapons, these are facts that are fresh in the minds of iranians. Were willing to show flexibility, not forget that. We may be willing forgive as president mandela said once. But were not going to forget. You mentioned history. Both you and president rouhani have gone farther than your predecessors. In acknowledging and condemning the massacre of jews in world war ii. You said iran has never denied the holocaust. The man who was perceived to denying it is now gone. The website of the Supreme Leader, right now, on his website, in english, he refers to the myth of the massacre of the jews as the holocaust . Do you endorse or reject . I have spoken to the leader on this issue. He rejects and condemns the killing of innocent people. But is the holocaust a myth . No. The holocaust is not a myth. It said it right there. If it said it, its a bad translation, and its translated out of context. He was talking about the reaction to somebody talking about the historical incident and requiring research about that historical incident and said, what is it that people are so upset . That somebody is simply asking that we should do some studies. But, you see, this is a problem when you translate something from persia to english, you may lose some of the meaning. This has been unfortunately the case several times over. The point is, we condemn the killing of innocent people. Whether it happened in nazi germany or whether its happening in palestine. One crime, however heinous and holocaust was a heinous crime, it was a genocide, it must never be allowed to be repeated. But that crime cannot be and should not be a justification to trample the rights of iranian people for 60 years. We should abandon this game and start recognizing the fact that without respect for the rights of the palestinians we will never have peace in our region. Can the translation be changed . Ill talk to them. Let me ask you one final question. Your children were born in the United States. As i mentioned, you were on this week 26 years ago. When you hear those chants come up in iran, death to america, what do you say to those iranians who say death to america . I think theyre talking about policy. Were on record that we have no quarrel with the American People. American people are nice, peaceloving, generous people that come to the aid of people in need all over the world. And this is what we respect and have a lot of admiration for. Its the policies of the u. S. Government which has unfortunately been the source of instability in our region for many years. The United States supported dictators. It would be amazing for American People to know what types of governments in our region have been supported by the United States. But the iranians but the iranians feel it with their flesh the type of regime that govern them because of the support of the u. S. , some of the countries in our region continue to experience this. The fact that the United States supports whatever policy by israel is another indication that the United States needs to revisit some of its policies and move forward. Our powerhouse roundtable here to weigh in. But first, the take of the president that has been there. He was in the white house the last time the government shut down in 1996. When it was over, he was on a smooth slide to reelection. The president has to take the position that hes taken which is, you, not me you voted to spend this money. Americas one of maybe the only country in the world that requires two votes to spend money. First, they vote to spend the money and then they got to vote again to issue the bonds to nekt to borrow the money from the American People to cover the spending they already voted for. You cant negotiate over that and i think hes right not to. As you know, one of the republicans say is that you did that, you did negotiate over the debt limit back in 1996, they do control the house, doesnt the president have to negotiate and theyre banking on it. Well, but the negotiations we had were extremely minor and keep in mind, there were two different things, number one is, the economys growing and the deficit was going down. We werent giving away the store and they didnt ask us to give away the store. It was more like, we got out here on this ledge, please give us a safe haven to walk back. We didnt stop negotiating when we passed the balanced budget bill, for example, theres no opportunity for this in this forum. We dont have enough time. Theyre mad because they dont want to negotiate. This deadline is coming. October 17th jack lew said well hit this debt limit. But theres nothing to negotiate with, he shouldnt delay the Health Care Bill. Its the law. And were opening the enrollment on october 1st. So, i think thats a nonstarter. If i were the president , i wouldnt negotiate over these cuts, theyre taking food off the table of lowincome working people while they leave all the agriculture subsidies in for highincome farmers. I think its chilling to me. It seems almost spiteful. Doesnt it come undone if theres a default . Thats right. This is the House Republicans and the tea party saying we dont want to negotiate with democrats. We want to dictate over the senate, over the house democrats, over the speaker of the house of our own party, and over the president , we insist on dictating the course of the country. So, youre saying that you have to stand up to that no matter what the consequences . I do. Its terrible, because, all over the world, people see, like, you know, i listened to some of senator cruzs filibuster on the Health Care Bill and he just kept making all of these claims. And in other parts of the world, where we draw investment from, they think, why is america majoring in the minors . But at some point, if theyre going to change the way the constitution works and fundamentally alter our character and damage the future of a lot of kids, you just got to say no and then hope there will be a basis for some agreement. Lets get to the roundtable now. Joined by abcs matthew dowd, jennifer granholm. Bill kristol of the weekly standard. And paul krugman. Welcome to all of you. Bill, let me begin with you. If we were here two months ago, we would have thought a shutdown would be possible. All of the leaders, Republican Leaders in the house and senate against it, yet its happening . These people are electing individually. So, they have decided they would like to delay the implementation of a bad law, which the president has had to delay parts of it. The republicans were in total disarray, i think its impressive with what the republicans have done. The party has rallied. The party is doing fine in the polls. The congressional ballot is about even. President obama hasnt succeeded in getting his legislation passed. Which is a good thing. So, i think isnt that going to backfire . Not necessarily. A day or two or three. They have been shut down for the last 25 years. As you know, its a little delicate. Look, why not delay at least parts of obama care for a year . Because its the signature achievement. And its funny is that a good reason . Political reason like that . Its a good reason. It happens to be a very good law. One thing thats going on here is just a failure on part of the Republican Caucus to actually understand anything about this thing. They havent done the policy. In fact, all of the substantive news over obama care have been good. Premiums are coming in below expectations. There will be some technical glitches with the Computer Systems but thats not fundamental. People who support this law are looking forward, theyre almost cheering at the preliminary results. The odds are, this is going to do a lot of good for a lot of people. Should the president delay the employer mandate . Yes or no . Yes. Big business gets the delay. This is policy ignorance. The employer mandate is a trivial addon to the law. While the individual mandate is central to it. You dont understand that. I guess the bottom line is, though, they dont have the votes to delay obama care right now, and i think a lot of the country looks at this and sees both sides and say, what are they doing right now . Its somewhat amazing and ironic that more reasonableness and enlightenment is coming out of the middle east than the washington, d. C. , these days. Were in a situation now, we have to look at ourselves and say, why isnt our own act in order. One big problem in this country and this Government Shutdown, which Everybody Knows is a bad idea, theres a large part of both parties that refuses to accept what actually is going on, so, they dont if they dont like the result of an election, they contest the election. If they dont like the legislative of something passing the senate, passing the house, and signed by the president , we actually have a situation we should september it. I have disagreements with it. It is the law and we should accept it. Part of the problem in our Politics Today we refuse to accept our institutions, our legislation or our elections. Doing something comparable. You know, accepting elections. Refusing to accept the rules. They tried to cut off the funding in 2008. Where was there, you know, confrontation like the one were about to have on the debt limit . And thats what i want to get to. The president seemed to make the judgment that negotiating over the possibility of default is even worse than the default itself, if he means what hes saying right now . Thats right. Every single time they put it off another month for the debt limit, they will be taken hostage again, and we saw that in 2011. In fact, thats the lesson people are taking what happened the last time the negotiation occurred. To me, its mindblowing this week that we see leaders of our most biggest global adversaries, iran, syria, to your point, acting more rationally, than the House Tea Party republicans, that theyre willing to take the whole country, the whole economy down for an issue that they lost in the election. Why doesnt he talk to the Republican Leaders in the house . He said that he would negotiate with the leaders in the house, just not at a point that you break down the entire fiscal system in the country. If he wants if the house wants to negotiate over the budget then meet with the senate, the senate has passed a budget. The house has passed a budget. Do it in the normal the negotiating is, you give us something, you know we want, well give you something you want. Everybody wants the debt limit raised. Because nobody wants a financial cast cast castrophe. Probably ends with a very short Government Shutdown and it ends with the debt ceiling being raised. The president will decide to negotiate, as previous president s have, on the debt limit. One reason the House Republicans are pushing for a negotiation, the senate doesnt take up laws that house doesnt pass. They have passed the delay of that one for year. Speaker majority leader harry reid havent taken this you up. The house has passed the budget. Suddenly, this great approval of the foreign minister of iran. I think you want to rethink before praising a guy who just sat here and lied to george about having a Nuclear Weapons program. The point is, people are willing to sit down and be rational and people we have been adversed to a long period of times and House Republicans wont act rationally. And one more point about that one more point about this is the way this ends, or at least the theory, it ends with believe it or not, wall street coming to the rescue. We have a Government Shutdown and wall street says, these people are really this crazy and they put pressure on republicans. Thats one of the big unfortunate things in all of this. So much of whats going on in washington, d. C. , were talking our cue from wall street. Thats only affecting 10 of the population. Its the only part of the country that has grown in the last 20 years. So much of whats going on between republicans and democrats, their cues are coming from wall street. I think republicans are being unreasonable. They should be in a process of getting this deal done. But the republicans its not just the part of the Tea Party Caucus or whatever you call it represents a large segment of the population which doesnt trust the federal government at all to do anything effectively and efficiently. The president hasnt done any job at all in convincing the public that the government should be involved in stuff and it can do it well. The tea party or whoever is a reflection of the country not trusting let me bring this back to bill kristol. You think this is going to get resolved, it appears given the factions in the Republican Party who dont want to approve anything, this gets resolved with democratic votes. Doesnt that cost boehner the speaker speakerership . Look, heres whats going to happen. The senate will strike. Delay obama care for a year. How about striking the congression congressional exemption . What about the medical tax device that republicans added . Which most Democratic Senators are against. They also added the ability of employers to deny contraception to women. Which is also something thats politically ridiculous for them. John boehner as speaker, i think he has ceded that territory. The real speaker of the house is ted cruz. Are you confident this gets done . No. I think well be running a 30 chance the Government Shutdown is a given but that actually, we feel thats all right. But, no, i think theres 25 , 30 chance of default. And god knows what happens. And given that, you still endorse the president s position . His choice not whether theres going to be a default, or putting off this issue. And ultimately the politics of all this will be the implementation of obama care. The implementation of obama care actually happens, and it goes about reasonably well, the president and the democrats are going to be fine with it. It doesnt go well, theyll feel good about it. Ultimately, its the implementation of the act. Go for it. Implement the act and see how it goes. Senator cruz came close to saying that would be his fear this week, that obama care would take hold. It doesnt benefit that many people in the first year. The red numbers are out, it will damage more people as the premiums go up and as families lose coverage and employee herself. Families have to go into the exchanges. I think its bad law. Well see how it plays out. You cant blame people who ran they would delay this bad law for happening. For trying to do it. Its like democrats ran in 2006 saying they were going to get out of iraq. But, bill last word. This law was passed by and signed by the president obama. He ran a reelection campaign. Then she needs to own the result of embracing this bill. How worried are you about that for 2016 . Not at all. Not at all. There are some similarities in his bill and the one we proposed. His bill has already produced a lot of good results. Look, theyre desperate for this bill to fail, because if its not a failure, everything they have been telling us since 1980, the governments bad. Its wrong. They so badly want it to fail. I have never seen can you remember a time in your lifetime when a Major Political party was just sitting around begging for america to fail . I dont know what will happen. I will be shocked it fails. I think when all of these dire predictions dont pan out, ill believe that pretty soon, within the next several years, this will be like medicare and medicaid. And normal part of our lives. A big plus in the next election. Yeah. I know you cant answer anything about 2016, when you look back to the last campaign, if you can boil it down to one, what is the big lesson you learned from it . Two things, youve got to have a plan for the future that relates to the people. You know, this is not about the candidates this is not about the candidates as much as it is about having a plan for the future. Secondly, you have to have a strategy of presenting your true self to the voters in an environment where theres unprecedented opportunities for those who dont want you to win, to paint a different picture of your true self and, yeah, it helps, it really matters, you have to merge hightech with grassroots. I still think we have way too many caucuses that arent democratic. Unlike primaries, they dont have legal enforcement. You can talk about all of that stuff. And we have learned that its a strategy in modern life to make to reverse Plastic Surgery on people so people dont know who you are. I said, how many people do we think we raise . 1,008 hours. She did. 1,040. And i said, when are we going . She said, next sunday. I said, chelsea, do you know how hard it is to keep 1,000 people busy for eight hours . She said, we got it covered. I go out there, sure enough they had it covered. The veterans of iraq and afghanistan, these young people who are great at deploying. One of the biggest commitments here at cgi, 1. 5 billion to help fund Women Entrepreneurs all across the world and clinton announced her big project to track how women are doing around the world. Because it has so many implications for other things. In the poor countries of the world, if we know that we can get all of the girls in school and all of the young women in labor market, it will do more than anything to lift them out of poverty. Our sunday spotlight shines today on jeff struecker, an army ranger caught in a fire firefight that inspired black hawk down. A lifechanging experience that inspired him to return to mogadishu. And matthew dowd is back with strueckers story. Reporter in 1993, he was a 24yearold army ranger sergeant, tasked with leading men through hostile streets of mogadishu. Somalia had descended into chaos. U. S. Sent an elite team to help restore order. On this day, the routine mission went horribly wrong. A black hawk helicopter was downed by warlord. An Assault Mission turned quickly to rescue mission. I went through still to this day, the most intense gun fight. That i have ever been in in my life. There was nothing that i could do about it. Reporter then youre told, youll have to go back out because theres another rescue that has to be done. Do you think you were going out on a Death Mission . All of us were thinking this is a suicide mission. If we go back through, what we just drove through, all of us are going to die. Listening over the radio, peoples voices were getting more and more terrified. I started thinking about my family and i started praying. Reporter a moment so intense, so powerful, it changed everything. It was a lifetransforming event for me. I think many people think that jeff got shot at and he got scared and hes different because of it. Thats not it. Firefights and previous combat. I had a very, very strong faith in jesus christ before i went. But my faith became so real and it became so significance. Reporter so much so, sergeant struecker became an Army Chaplain and now a pastor. A dramatically new life. The revolution found when he returned to the battlefield this past spring. Incredible trip captured all on camera. As youre driving through the streets and the market, you could almost feel your heart pounding, are you at this point, wow, something could happen actually again . Even watching the movie black hawk down for the first time, i didnt relive the emotions of mogadishu until i went back there this spring. Immediately the emotions came flooding back like i was there yesterday. This is what the roads look like with people. Its very dangerous. Dont turn back. Keep going.
