The investigators say the map approached the woman and her friend as they tried to fix their car in a Mountain View parking lot. All happened hat 3 00 a. M. On saturday. Diaz gave the woman a ride home while her friend drove with the tow truck driver that called. The woman then says diaz sexually battered her in the Fake Police Car as he drove to her house. Tonight a gunman remains on the loose. This is a Police Sketch of one of the men seen with the shooter. This all happened saturday negotiate at union citys james logan high school. Police say the deputy was volunteering for a school event when they noticed three men in a blocked off area. One of the men pulled out a gun and fired. The deputy was fired in the leg and is expected to recover and the gunman is described as hispanic in the late teens or early 20s. A sinkhole in fremont is blocking traffic. They they need shelter so they get in trouble or they get a drunk in public so they are in jail for a night or two. While its unclear what the suspects motive for wanting to remain behind bars is, the Sheriffs Department says this is a second time shes damaged cars claiming she wants to be jailed. Three years ago today oakland was investigating its fourth murder of the day. Two of the crimes were solved but Police Need Help solving the other two. The families. Edward childress was fatally shot there and minutes later police say his friend larry lovett was kidnapped or persuaded to go to the diamond park area where he was killed. Well, a man says he suffered a seizure after his service dog was banned from a 49ers game and now hes suing the team for 10 million. A cell phone appears to have recorded some of that exchange. The Attorney Says tickettakers allowed hillborn and his service dog into the stadium and uniformed Security Guards stopped them. The dog apparently helped them control a seizure disorder and hillborn said the stress triggered the sues youre that sent him to the hospital. The fight over soccer fields behind levi stadium and the plan to tear them out and build the media center moved forward today as both sides went to court. Today crews put down plywood and flooring on top of the soccer field for the temporary super bowl media center. The cityowned fields are now on loan to the nfl leading up to super bowl, and the Santa Clara Youth Soccer League is not happy about it. The league wants the work halted, claiming the city and nfl are not making good on a promise to find them adequate fields to play in until they can get this back. They say the options the city is proposing is including the stadium are not available on weekends when the league plays games. The nfl has agreed to replace the field, but the Soccer League says its worried about how long that could take. Were talking more like two or three months after the super bowl before we can actually get back on it and play it. Today in court an attorney representing the nfl argued that the field is also the best location for the games Security Headquarters and making other plans for it would jeopardize super bowl security. The difficulty and the logistics of shuffling everything around would be difficult if not impossible for the nfl to bear. It also would have serious implications on security concerns at the super bowl. There are claims that Fire Fighters were inviting prostitutes into a firehouse and of cadets cheating on tests with help from instructors. The money from the governor will be used to hire more than a dozen people to investigate these allegations. Calling it common sense, the San Francisco politician is calling for a change to city bathrooms. Supervisor david campos held a rally on the steps of city hall to gather support for legislation. This has been brewing for sometime. Under current collective bargaining law previously, by the way, approved by the u. S. Supreme court, Teachers Unions may require nonmember teachers to pay what we call fair Share Service fees. Now, these fees along with Traditional Union dues are used for political contribution, salary negotiations and, gosh, a host of other activities. For all the teachers, by the way in, their districts. And this haley has been a long time coming, especially with the Progressive Movement in education but why is it being challenged now . Well, the plaintiffs say they just shouldnt have to pay fair Share Service fees if they are not union members. The unions, of course, then counter and says that the plaintiffs can get nice salary increments and when have you and retirement and health benefits. All these things from these negotiations that nonmembers should pay something and thats the crux of the argument. Literally when it comes down to the teachers group, rely on a lot of dues for the political contributions. They have played a huge rule. What happens if the unions lose that power now though . First youre right. Its true that the Teachers Union would find themselves really in a world of hurt if the Supreme Court rules against them. Take a look for a second at the rankings of some of the top Campaign Contributor groups to state legislators in 2012. The financial cloud of californias Teachers Unions, reflected in their position at number five. Thats quite a big jump when you consider all the big groups there. All right. So lets ask you this also. From the way you heard it today in court, listening to the justices it really did not sound good for the Teachers Union but what did you read . You know, you never want to predict the Supreme Courts decision. You know why, because justices are so doggone unpredictable but a lot of seasoned observers are looking at the tea leaves and they believe the conservative court we have may well say the compulsory fees violate the First Amendment and if thats the case a major player in california politics and elections is going to be in a tough spot. Critics say right now there simply are not enough. Tonight we investigate emergency readiness at sjc. They have upgraded the number of firefighters there but have they gone far enough. Well ask that question coming up. The number of firefighters on duty at san jose inter without question its a change. Fire officials have increased the number of firefighters on duty at San Jose International airport following our investigation last year. Now at that time we found only four firefighters work any given shift at the airport. Experts call that a safety hazard. Now sjc has increased its staffing by 50 , but is it enough . Senior Investigative ReporterStephen Stock here with a followup. At least its a change here. A change for the better if you talk to some people at airport. Airport Officials Say they increased the number of firefighters also because of an increase in the number and the size of airplanes now regularly using san jose minueta international airport. One of the nations top Safety Experts tell me its not enough. He says the airport is risking passenger safety. Last may we discovered that san jose mineta airport had one of the lowest Fire FightingStaffing Levels compared to other airports its size in the country. Only three firefighters and a captain were on duty at any one time at sjc. That meant that in the event of an emergency those firefighters were tasked to drive two aircraft rescue and Fire Fighting or arff trucks with a captain left in charge of coordinating the response. That left only one, one firefight firefighter, to help rescue and evaluate passengers from any airline wreckage, even if it was a massive passenger plane such as a boeing 777 like the asiana crash up the road at San Francisco international airport. When asiana went down in july 2013 there were 23 firefighters on duty and on the scene only minutes after the crash. The ntsbs crash investigation even credited San Franciscos Staffing Levels as being, quote, instrumental in responding quickly and saving livings. I think san jose is marginally inadequate. Its terribly disturbing to me. Just months after our story aired last year the San Jose CityCouncil Approved more money for the airport to upgrade its Fire Fighting capability adding two more firefighters per shift and another arff truck. We had more staffing prior to the reduction when flights were a little more prevalent in those aircraft sizes. Chief Robert Sapien overseas operations for san joses fire department. Im happy on a lot of levels. Certainly the local economy is doing much better. Were drawing larger aircraft more frequently. It gives us the opportunity to provide a higher level of service. With more International Flights and larger airplanes flying in and out of sjc the airport was required by faa rule to increase its Emergency Response capability. Sjc had been classified as an index c airport and as such the two firefighters and four arff trucks there met the minimum requirements and because of the increased traffic beginning in october sjc was reclassified as an index d airport. That the meant under faa results it had to have more firefighters and an arff truck at the ready. It requires to us have three arff vehicles and the proper amount of staff to operate those vehicles. John aiken is assistant director at San Jose Mineta International airport. San jose is a safe airport. San jose hasnt had a major accident, and if we do, i feel confident that the San Jose Fire Department will be here to take care of the situation. Several sources tell us that nbc bay area story plus concern by Delta Airlines also played a big role in the increase in personnel there. According to these emails the sjc dating back to february of last year, Delta Airlines insisted on higher minimum staffing for safety. The emails show that delta even paid san jose to staff more firefighters before the airline would land at sjc with a hearted 747 aircraft. We had the extra truck and so we accommodated delta so that they can motor their minimum. Critics say its still not enough. Were one firefighter to the good. John carr wrote the book literally on aircraft Fire Fighting skills and prosures. He and colleague les omen served as firefighters as sjc back in the 1970s. They then developed manuals and procedures for arff training which are now used around the world. Its all nice on paper. And you dont have the bodies on the rig initially its hard to recreate them. Especially, carr says, given the size of airplanes now regularly flying in and out of san jose mineta. Theres just not enough people to do those kinds of major aircraft. And thats really the bottom line. Airplanes such as this 787 dream liner which carries up to 250 people, an aircraft that has eight different exit doors and emergency escape slides, even with the extra personnel added that leaves only two people instead of one left to man those eight emergency exit slides in the event of an emergency. John carr says that simply is not enough. In my honest opinion, absolutely. I mean, how does two people even get close to managing eight exits on an airplane . We checked with other index airports around the country and found only oakland had comparable Staffing Levels. All other airports we checked with have higher Fire Fighting rescue than san jose. At least two more or as many as nine more firefighters on duety. Are there as many firefighters on site here . In our discussions with san jose fire, they are very comfortable with the fact that they can be here expeditiously with the additional staff and rigs and to support the airport. Now john carr says san jose mineta is not alone among medium and large airports around the country where he says there are two few Fire Fighting sources on hand in the rare event of an aircraft emergency. He and two other experts tell me that they blame the faa for not requiring more personnel at every airport, and the faa consistently tells me that the requirements have been shown to be adequate, but it would be a tragedy if you survived a plane crash and then got hurt or died waiting on help to get to you.
