Diane stuart has been played on paid administrative leave for personnel issues. Reporter as we first reported tuesday, the latest scandal involved police chief stuart and the alleged favoritism she may have shown a contractor who two years later was her husband h however a kpix 5 source in the Hayward Police Department Says the force was, quote, blindsided by the allegations. But even before this, people in hayward saw problems within the department and think the police could be more present. Especially after five homicides in recent months. The police needs to be more patrol more frequently thats what im thinking right now. When people ask me if they should move to hayward i tell them, you know, you might want to consider another town because we do have a lot youre absolutely correct, i mean, we do have a lot of problems in this town and a lot of people in positions of power and authority, you know, who are overstepping their bounds. Reporter we did reach out to chief stuart to see if she wanted to share her side of the story. She told us that she has been advised not to speak to any media. The Police Department also didnt have any new information only that the city continues to investigate this. In hayward, jackie ward, kpix 5. Chief stuart has held her position since 2011. Before that, she worked as the assistant chief of police in san jose. The Late Night Party is over at an East Bay Park that often gets trashed with broken bottles and graffiti. For years, teens have gathered at dinosaur hill park in Pleasant Hill mainly to spoke marijuana and drink. Kpix 5s da lin tells us about the plan to keep everyone out after dark. Reporter stay at this tiny Lookout Point in Pleasant Hill long enough, most likely youll smell and see people lighting up. Michael pierce has been coming out to dinosaur hill park since he was 14. Theres only so many places we can go to and do our thing and not get harassed by the police or, you know, be judged by our neighbors. Reporter on some nights, michael says this parking lot is filled with potsmoking teens. Partying, drinking booze and playing loud music. Its nothing new. Been a problem for decades. Its a safe zone away from houses and people. You can see the cans and bottles and all the other trash. Reporter but workers are sick and tired of cleaning up after the parties. They find bottles, trash, graffiti and even used condoms. Walk up the hill from the parking lot and you will see broken glass all over the place. And these things are pretty sharp. Workers are constantly picking them up. This is a hazard for dogs, kids and anybody. Reporter in just the First Six Months of the year, the park superintendent says it cost 5,000 in staff time to clean up the park. They will now install a 30foot gate at the park entrance and lock it up at night. Kind of sad because it like i said its one of the only spots that we have to go to thats close by to get away and smoke weed and do our thing and hang out with friends, whatever. Reporter michael says he is respectful of the park and blames the bad apples for ruining it for everyone. So far this year police have taken 11 reports here most of those noise complaints from neighbors. Back in may, police say someone robbed two teens who were smoking weed. The gates should be up in about a month. In Pleasant Hill, im da lin, kpix 5. That new gate is going to cost about 3,500 and the city is hiring a private Security Company to lock it each night. The young woman at the center of a Bay Area Police sex scandal is now talking from jail in florida. 19yearold celeste guap as she calls herself was arrested on the monday at a center where she had just entered rehab. She allegedly flashed passing drivers outside and attacked security guards biting one on the arm. She said she had sex with 30 bay area officers including some from oakland. The revelations led to several resignations and forced leaves. Today, she talked to a florida reporter through a video visitation system. She said that she was mistreated as a child. Sexually abused multiple times even, you know, even before the age of 10. You know, does something in the head to you. She says she is being held in solitary confinement in a medical section of the jail. She faces a charge of aggravated battery. A sheriffs report in florida says she tried to solicit sex from deputies there. New at 6 00, the soda tax or is it a grocery tax, the mayors of San Francisco and oakland have teamed up to get voters in their cities to approve a tax on sugary drinks. As always, the devil is in the details on these ballot measures. Melissa caen reports. Reporter thats right. This november, voters in oakland will weigh in on measure hh. In San Francisco its proposition z. These are called soda taxes but they could cost you even if you dont buy soda. You probably have seen the commercials asking people in oakland and San Francisco to vote for a soda tax because a small soda tax can make a big difference reducing the epidemics of Childhood Obesity and diabetes. Reporter can a soda tax do that . The idea seems simple raise the cost and people buy less. But the tax we are voting on doesnt necessarily raise the price of soda. You may think that the soda tax takes place at the Cash Register but it doesnt. It actually takes place in places like this back of a Grocery Store where the inventory is kept. Thats because the soda tax is actually on the distributors of soda. So when they sell those big cases of coke to a Grocery Store owner they come in the door, the Grocery Store owner pays the higher cost, but once its in the store, thats where the attachment to the sugary drinks ends. Once its here, the higher cost of those beverages can be passed on to any item in the store. Ha ha. Reporter alex del rio says he has no intention of jacking up the cost of sugary drinks. It wouldnt be an ideal thing to just raise one thing. I would prefer to spread it out a little bit so it wont seem as affecting we have produce, groceries, i mean, tortillas, i mean, flour, i mean, sugar, i mean all the necessities that we need at home, i mean, it could pretty much expand through all of that just to cover the cost of that sugar tax. Reporter berkeley already has a soda tax. According to a recent lawsuit, backed by the Beverage Industry, the passage of such a tax ultimately leads to price increases on a wide array of grocery items at Grocery Stores and food items at restaurants. Today San Francisco city hall there was a rally to support the tax. Oakland mayor libby schaaf was there. What do you say to grocers who pass the tax to other products that arent sugary drinks . They raise the price of lemons or sour cream to make up the difference . That is shameful. Reporter but doesnt the law not restrict where the grocers can sort of distribute that increase revenue . This tax is on the distributor. It is not on the grocer. It is not on the consumer. We need to make sure that grocers are passing that tax on accordingly. It needs to reporter theres nothing in the law that requires that. I will get back to you on that. Reporter the bottom line, these soda taxes dont raise the cost of soda for consumers. So lets look at that ad one more time. But a small soda tax can make a big difference reducing the epidemic of Childhood Obesity and diabetes. Brock turner the former stanford student convicted of Sexual Assault was released before dawn. He served half of his sixmonth sentence. Reporter we got a good look at the evidence filed with every graphic photo the police took of the crime scene including one that showed the victim lying unconscious curled up in a fetal position in the dirt with her undergarments next to her. News were taken after his arrest. Dirt on his face, red marks on his body. He was injured after two Good Samaritans saw him assaulting the woman, chased tackled and held him down. In his pluses interrogation, in his police interrogation, he was wearing a white jumpsuit. In a voice he explains to the officer how he had a seven beers, whiskey and a friend saw him making out with a woman then walk away. Turner said they were Holding Hands and later said he touched her genitals. She seemed to enjoy it he said. The officer asked, the decision to make out was that mutual . Mmhm. He answered. Turner said she is definitely kissing me back. Definitely responsive. She was touching my back a little. My intentions were not to rape a girl. I was just trying to hook up with a girl. She was unconscious. Reporter Karl Frederick arnt was one of the Good Samaritans who held him down until police arrived. Turner said to him, dude, lets talk about this. Just let me go. Turner said to the officer, i thought it was really weird the guy thought i was raping the girl. At what point does she stop responding, the officer asked. We didnt kiss the entire time. Turner says as he trails off. Turner served three months in jail and spent part of it in this cell. Right before he was put behind bars, the victim read a statement that has since gone viral around the world talking about how turners story change after he learned she couldnt remember anything. You do not get to pretend there were no red flags. You have been convicted of violating me intentionally forcibly sexually with malicious intent and all you can admit to is consuming alcohol. Loser reporter he has three years of probation where he has to submit to random drug testing and register as a sex offender for the rest of his life. Sheriff smith is glad to see the prisoner go but said he should have gotten a tougher prison sentence. He should never have been in our jail. He should in prison. This is the end of us. New at 6 00 the city of Half Moon Bay is spending 1. 8 million to restore a coastal trail involving a stairway that leads down to surfers beach. The shore washed out to within a couple of feet of the roadway. Remarkably, politicians and multiple state agencies cooperated and acted quickly. We were making sure that highway 1 was going to remain open because it was a good chance that it was going to close if there was more erosion going fast. Reporter 175 feet of shoreline have been rebuilt. Caltrans spent 1. 8 million. Thats more than 10,000 a foot. This is a really good investment for what it does, which is protecting all the traffic thats moved on highway 1 and all the people that live here. Reporter grant hanson lives here. This has made a big improvement on the trail. Reporter he watched his local dignitaries congratulate themselves but said they did a good job also rebuilding the old bike trail and they even threw in a new stairway so folks can get down to the beach. Authorities in santa cruz are doubling the reward for information leading to the arrest of whoever shot and killed three sea otters. They are now offering 20,000. I feel like growing up in a single parent household i have had to take on a lot of responsibilities and one of those is, uhm, just having a really, um, positive outlook on life and just trying to make the best choices i can in order to succeed because i want to be able to support my mom and sister as well. Reporter and he did support them when they were evicted from their home but it came with a price. Edward had to leave college and his students rising above advisers said he pretty much hit the wall. Going to be fine. He is going to be more than fine. He is going to accomplish greatness because thats the kind of person that he is. Reporter and true to character, edward is fine now. So we are not going to see that much warming close to the water but well warm up away from the water. Our inland communities will likely see the 90s for first time in a while.
