California highway officials are rushing to stabilize highway 37 in marin county ahead of the strong storm expected to hit thursday. Kron4s jeff pierce explains. Repair crews are planning to literally the road. The water that has kept highway 37 in marin closed has finally receded and today caltrans has begun assessing the damage to the roadway. Crews have been going along that part of the roadway that was flooded, drilling out sections to take core samples. They actually use a circular drill to drill out a part of the highway itself, the pavement, that way we can examine the pavement to find out the extent of the damage. It is not a highly technical assessment. Hit it with a hammer and if it has a good resonate ring to it, its in good shape. If you hit it with a hammer and its kind of a thud then you know the pavement probably should be replaced. Caltrans is looking at a number of short term fixes. Maybe adding a little pavement to raise the profile a bit, or actually going in putting in some light weight concrete underneath the road bed and new pavement on top of that. The pumps brought in to drain the flood waters are silent today and caltrans intends to replace the small diameter drainage pipes that made them necessary. Were going to be replacing them with either twenty four or twenty six inch drains so theyll be able to handle a lot more water. Work on those temporary solutions have not even begun, so traffic will continue to crawl at the atherton road detour, a situation not soon remedied. And more rain is in the forecast for later this week. We will have live reports tonight on kron 4 news at six. Vicki now back to you. Its a tenuous time for the oakland raiders. Nfl owners could approve the teams relocation to las vegas as early as next month. In the meantime, the city of oakland and the ronnie lott Investment Group are doing what they can to keep the team from leaving. But its not the first time, theres been a battle to rescue the raiders. Mark carpenter spoke to someone who fought to bring the team back in the 1990s. And joins us with the details. Mark . Before this current custody battle, there was the tussle to bring the raiders back from los angels. A man who played an Important Role in all that was don perata. Hes spent much of his career in public service. As the former California Senate president pro temp and the chair of the Alameda County board of supervisors, he knows how difficult it can be to bargain with a pro football team. And said this ordeal is similar to what unfolded in the mid1990s. It wasnt easy because of a lot of what they wanted, we werent quite sure we could do. We were always mindful of the risk associated, the financial risk associated with this. So it was by no means, just we decided to do it and we did it and if you wanted to find a negotiating partner worse than al davis, i dont know where youd look. And despite having to hammer out a deal with a bulldog of a negotiator in al davis, oakland and the raiders somehow found a way. And brought the silver and black back to the coliseum. Fast forward to today there is a new struggle. Unlike 20 yearsago, the raiders awant to leave. And perata thinks city officials havent done enough to convince them to stay. I think we have to fight a little harder than we have right now and theres been too much temerity to do that. People, theyre timid about fighting for something that maybe is not politically correct. Again, if it aint worth doing than dont do it. yet perata believes oakland has a promising option in the plan proposed by ronnie lotts Investment Group the only problem is getting raiders owner mark davis to listen. But he may eventually come to the negotiating table if he cant find a way to replace Sheldon Adelson and if the league decides to step in. It would take some of the old bulls in the nfl to say we dont want to go to vegas and they owe something, they didnt very much care for al davis, he was a scourge. But we owe something to oakland and we owe something to a group of guys that put a deal together that are part of our family. They used to work for us, they are in our hall of fame. You do that, then i think the deal could come. The nfl owners are expected to discuss and possibly vote on the raiders project when they meet in march. Perata thinks the league will decide to postpone a decision on this issue to a later date. More rain in the forecast with a series of storms starting wednesday night. Take a look at this. Grant lodes is tracking that part of the story for us. This is a race against the clock at the oroville dam. State officials want to drop the water level to avoid flooding from the next round of storms expected to move in later this week. The state has been updating the level at the lake every hour. At 4 oclock this morning, it was 890feet. At noon it had dropped and was down to 887feet. And just an hour ago. It came in at. 885 feet. So its steadily going down. The goal to drain it by 50 feet. Before the storms roll in thursday. So they have about another 30 to go. To get there. They are releasing an incredible 100thousand cubic feet of water every second. The update we received this afternoon made it sound like more water will be going out than coming in when the rain arrives. By lowering the level, they hope to keep the water from rising. Once again top the dam. And need to go down the emergency spillway. That spillway has been getting all attention because if it fails. The white house is putting the blame squarely on former National Security adviser Michael Flynn. For misleading the administration about his call with the Russian Ambassador. And the white house insisted the president was not misleading reporters himself. When he maintained he didnt know about the story. Jim acosta with our partners at c nn has the fallout from washington. Nats spicer walks outone day after the Trump Administration offered conflicting stories about the fate of now former National Security adviser Michael Flynn. The white house tried to give one simple explanation flynn lost the trust of the president. And it was time to go. Spicer the eroding level of trust as a result of this situation in a series of other questionable instances is what led the president to ask for general flynns resignation. White House Press Secretary sean spicer says. It was flynn who sealed his own fate. By misleading Top Administration officials. Including the Vice President. About his phone conversation about sanctions against russia. With the Russian Ambassador. During the transition. But spicer declined to say whether flynn had intentionally lied about the call. Spicer i dont know that it was intentional he may have just forgotten, but i think at some point trust isnt just acosta isnt that a weird thing to forget in a conversation . Spicer thats the point jim, is that some point that trust eroded to a point where the president did not feel comfortable with him serving in that position and asked for and received his resignationin his resignation letter. Flynn would only say he inadvertently briefed the Vice President elect and others with incomplete information regarding my phone calls with the Russian Ambassador. The white house says there were questions about flynns story. On january 26th the Justice Department relayed its concerns about the call to white House Counsel don mcgahn. Who informed the president. Spicer deflected questions about what the president knew. And when he knew it. By claiming mr. Trump had been tough on russia. Spicer the irony of this entire situation is that the president has been incredibly tough on russia. Jim acosta, cnn to a lot of americans, it seems this president has not been tough on russia. How can you say that . Spicer i think theres a difference between the president wanting to have and an understanding of how a Good Relationship with russia can help us defeat isis and terrorism throughout the world. Look, the Obama Administration tried to have a reset. They failed. Clearly frustrated by the spectacle. Top republicans say flynn had no other choice. Rep. Paul ryan, r House Speaker you cannot have a National Security advisor misleading the Vice President and others. So i think the president was right to ask for his and i believe its, it was the right thing to do when asked whether trump aides had contact with the russians during the campaign. One of the crucial lingering questions for the president. Press secretary sean spicer. Said he could not say one way or the other. Top white house advisor Kellyanne Conway is also in hot water tonight. The office of government ethics say she should be investigated. Last week during a television interview, conway told viewers to go buy ivankas stuff. That is reference to the clothing line of President Trumps daughter. Her comments came just one day after the president criticized nordstrom for dropping ivankas products. In a letter to the white house, the director of the Ethics Office says there is strong reason to believe conway violated ethics standards. It suggests the administration consider disciplinary action against her. First Lady Melania Trump announced white house tours are back. After being put on hold. Starting on march seventh the White House Visitors Office will open for public tours. Anyone interested must be summitted through a member of congress. In previous administrations.
