Traffic will be slow for the tracy commuters coming in through the valley because of the accident that was right about here. 580 at greenville road. The crash has made slow traffic on 205 and 580. We begin with developing news, Vallejo Police and city officials are supposed to speak later today about an officer involved shooting that happened last night. Police say the man they shot had an all the weapon at a starbucks. Its where allie rasmus is with the details. Reporter good morning. The starbucks on lincoln road off highway 80 is where this all happened. This morning, though, you can see things are back to normal. Theres a lot of people, customers going in and out the door. It was a very different scene around 9 00 last night. Thats when two Police Officers say they saw a man open the front door and point an assault style weapon at them. Police say the mans gun looked like it malfunctioned or jammed and thats when police say the man took off running through a nearby residential neighborhood. This is not the right video. This is video of another scene well tell you about in a few minutes. The two officers chased the man and shot him near magazine and sheridan streets, in a residential neighborhoods a few blocks away from this starbucks. Police say the man had another loaded weapon and was wearing body armor. He was struck three times and went to the hospital with life threatening injuries. All we know about this is police are supposed to talk more about what happened at a press conference at 10 00 this morning. Whats unusual is theyre going to be talking about this incident in conjunction with sis soon city police. All the sissoon Police Department is saying yesterday they investigated an incident in which a 2yearold child was shot in his home. Police arent sure if the child accidently shot himself. When investigators interviewed the family, the childs father had already left. We dont know about the possible connection between the two incidents. The man accused of shooting a San FranciscoPolice Officer has died from his injuries. Officers were responding to calls about a person threatening others at the Lakeshore Shopping Center in the sunset district friday night. Police say the suspect shot at officers, hitting one in the head. Police say there was a confrontation and officers shot the suspect, the suspect died yesterday at the hospital. The woundedofficer, kevin downs, is partially paralyzed on one side of his body, but he is expected to survive. 5 06. In Santa Cruz Police say officers slot and killed a man who charged at them with a metal rake. Happened yesterday morning at 3 30 at a home on chace street. Someone called 911 saying a man white house pounding on the doors and windows of their home. Police say the man confronted officers attacking them with a metal rake. They say he wouldnt stop, despited using a taser on him. An officer fired at least one shot killing the man. The officers lives were threatened. The man continued to charge the officer, continued to move forward and threaten the officers with the weapon he would not put down. Some of the neighbors say that man was mentally unstable. Santa cruz police say all their officers go through Mental Health training and two of the officers on that call had enhanced training. Another big story were following is the weather. Nice refreshing sound for a lot of us. The rain fell overnight and left roads wet for this mornings commute, also problems in santa cruz, in the mountains the rain caused concerns about mudslides in the area where the loma fire burned last month. The National Weather service issued flash flood warnings in the Santa Cruz Mountains, and parts of santa clara county. In San Francisco heavy rain flooded parts of 101. This is what it looked like yesterday in the southbound lanes near the paul avenue exit. Highway patrol officers worked to clear the drains and divert traffic. We have an update from pg e about storm related power outages. They say there are now more than 600 customers without power. Most of those outages are in the south bay. 200 customers are without power in the east bay. 112 are without power on the peninsula. And there are only about 13 customers without power at this point in San Francisco. Venture capitalist is going to court again. The mercury news reports he is accusing three Government Agencies of violating his constitutional rights. His attorneys have filed a federal lawsuit against the California Coastal commission, the state lands commission, and san mateo county. It accuses them of violating his rights under the 14th amendment to equal protection under the law. The billionaire claims the beach near Half Moon Bay is his private property. Later today the San FranciscoFire Department will commission a new fire boat. The new name of fire boat number 3 will be announced later this morning at the china basin Ferry Terminal near at t park. Senator Dianne Feinstein and mayor ed lee are expected to be there. The name of the boat was selected from a list sent in by Elementary School kids. Fire Officials Say this is an event that wont happen again in our lifetime. Some people on bart were able to test out the fleet of the future over the weekend. Bart parked one of its brand new train cars at the Pleasant Hill station saturday. Many riders said they liked the new seats and the bike racks. But others had some concerns that the doors were not high enough. They say they had to duck to get on the train. Bart is replacing its Current Fleet with 775 new train cars over the next five years. Federal and state investigators in North Carolina searching for whoever is responsible for fire bombing and vandalizing the States Republican Party headquarters. This happened early yesterday morning in Orange County, North Carolina. No one was inside the building at the time. But investigators say flammable liquid was thrown through the front window. Someone spray painted an anti gop slogan referring to nazi republicans on a nearby wall. Local Republican Leaders are furious. This is a horrific, horrific act of political terrorism. This is campaign season. People are in that office all day and into the evening. They are routinely there. President ial candidate donald trump tweeted animals representing Hillary Clinton and dems in North Carolina just firebombed our office in Orange County because we are winning. Hillary clinton also posted a tweet saying the attack on the Orange CountyHeadquarters Office is horrific and unacceptable. Very grateful everyone is safe. The latest polls show Hillary Clinton leading donald trump, but mike pence says trump is still a contender. Donald trump will be ready for the debate wednesday night and the American People will see someone who is prepared to lead this country. Trumps poll numbers, especially among women, have dropped in the wake of the Sexual Assault allegations from as many as dozen women, while Clintons Campaign continues to suffer the almost daily release of emails from wikileaks. More than 100 military veterans have started a seven day bike ride from the bay area to southern california. They left the va hospital in palo alto yesterday, in the rain, to begin their 500mile bike ride to the va hospital in los angeles. The ride is called the ride to recovery to give veterans the same sense of team work and camaraderie they felt on the battlefield. It helps them make that often difficult transition from military to civilian life. It was really difficult for me to readjust. I went to this really dark, dark place. When i started riding with ride to recovery, i realized that i wasnt the only one, and that was the biggest deal, realizing im not the only person going through this. Helped me cope with it. On the rough days id go out and take a nice long ride. Im able to clear my mind of the negativity i have and settle in and enjoy the ride. The ride to recovery started eight years ago at the palo alto va. Now it hosts rides across the nation and even in europe. Organizers say theyve helped thousands of veterans heal the physical and psychological wounds of war. Some rare bicycles once owned by the late comedian Robins Williams are being auctioned. They were donated by Robins Williams children. There are 87 bikes. The auction runs through october 25th. Now the bids are ranging from 1,600 to 22,000. Proceeds will go to the challenged athletes and reeve foundation. The latest ben affleck movie, a thriller, turned out to be very successful over the weekend. Imagine the secrets this guy has. Because the activity is on the shoulder, a lot of people are slowing down and we really do have a big slowdown, not only on 580 but 205, it is much slower than normal. If this is your commute, you realize its always slow here, but today you can add an extra 20, 25 minutes to that already slow commute. Just get out of the house early if you can. Some people will be on the side roads. More people might be on vasco. Traffic on 80 westbound, vacaville, vallejo will be okay, if you are driving through this area. Back to the desk. Jury selection due to start this morning in the trial of the man accused of kidnapping and killing 15yearold sierra la particular. She vanished on her way to school near morganhill in 2012. Her body has never been found. The defendant, Antolin Garcia torres, pleaded not guilty to that crime, as well as to three other attempted kidnappings from 2009. Hundreds of possible jury members will first fill out a questionnaire, then theyll be answers will be reviewed by the lawyers and they will question prospective jurors next month. This trial could last up to six months. A navy service man is facing dui and vehicular manslaughter charges in connection with a crash that killed four people and injured nine others in san diego. His pickup truck fell 60 feet off a bridge and landed on a crowd of people. All we heard was a skid, a bang, and the vehicle went airborne. He fliped two or three times. Reporter witnesses describe what they heard and saw when this pickup truck heading west on the bridge, hit the guard rail, fell off the road and plummeted about 60 feet into the crowd below, where hundreds gathered for a biker rally. Landed on the people. Landed on the people that were sitting under a canopy and thats about it. It killed them. It was like something out of the movies, and landed on this tent where this couple we had just seen just enjoying the band, and it killed them. Landed on top of them. The driver popped out of the window through the back. Reporter the crowd stupped by what happened stunned by what happened, but many rushed in to try to help. The bikers ran straight over to the truck, right. And then we kind of like get the people out from underneath the truck. Everybody came together as one and they lifted the vehicle up off of them and flipped it over. Reporter rescue crews arrived within minutes. The crash killed four people. Nine others injured, including the driver, a sailor stationed at coronado. According to the chp, alcohol was involved. The driver of the pickup truck has been placed under arrest for driving under the influence causing injury or death. Reporter john vasquez also noticed something unusual. He had the Steering Wheel mark on his stomach and had a cell phone in his hand. Reporter a large crowd looked on with disbelief. Just horrible. Something ill never forget as long as i live. The driver is still in the hospital in san diego this morning with serious injuries. Time is now 5 34. Police searching for the driver who hit a killed a woman walking in a crosswalk. The woman who was in her 70s was hit about 7 00 saturday night at rollins and adrian roads. She died at the hospital. Police say at least five vehicles were in the area at the time of the crash, including this one. They believe its a white full sized chevy pickup with a camper shell. A second photo shows what looks like a white Toyota Pickup with a king cab. These are possible witness vehicles. Police want to talk to those drivers. Some of the people who went to this weekends Treasure IslandMusic Festival are demanding refunds this morning after heavy rain caused several problems, including delayed or canceled performances. Alex savidge joining us with how concert goers are responding. Reporter they are demanding refunds because of the problems at the festival. This is the scene this morning as cleanup gets underway. The weekend storm here in the bay area, or series of storms, caused scheduling delays at the festival, and there were a couple of acts that werent able to take the stage. Duke dumont and flight facilities canceled their performances because of the rain, which reportedly caused some technical problems and according to the artists, there were safety issues for them being up on stage. A number of fans took to social media after the situation unfolded saturday with heavy rain and they asked for their money back. But according to the San Francisco chronicle, the organizers of this event, another planet entertainment, said they will not issue refunds. They say it was safe for artists to perform, even when it was raining and they say on saturday the time when the rain was the heaviest, most of the acts during the day did perform, including headliner ice cube. Second base, the oakland as were having an earthquake. [ screams ] caught a lot of people there at the ballpark surprised. The quake hit as the giants were getting ready to take on the. The portion of the upper deck of the bay bridge collapsed. Ruptured gas lines also caused a huge fire in San Franciscos marina district. 63 people died. More than 3700 people were injured. That quake also caused an estimated 6 billion in damage. The Golden Gate Bridge district is hiring five new officers trying to prevent suicides. The officers will specifically watch out for people who may be thinking about jumping off the Golden Gate Bridge. The bridge already has 17 officers who patrol that bridge. The new hires expected to start in about two months. Also a suicide net for the Golden Gate Bridge is in the works as well. Another underwater pier from the eastern span of the bay bridge has been demolished. Caltrans got rid of pier e5 in a controlled underwater explosion. The crew used 8,000 pounds of explosions. Another underwater pier is due to be demolished in two weeks. Las vegas will move a step closer to becoming the new home for the raiders nation. Nevadas governor is set to sign a bill for a tax increase putting 750 million in public money towards a new stadium. The Nevada Legislature narrowly approved the tax last week. It would be partly funded by casino tycoon sheldon adelson. The raiders still need more nfl owners to approve the move. Raiders came up short in their attempt to become the top team in their division. They lost to the chiefs 2610 on a rainy afternoon. Former 49er quarterback alex smith completed 19 of 22 passes, 224 yards in the kansas city win. Raiders are tied with the Denver Broncos at the top of the afc west with four wins, two losses. The raiders will play the jaguars in jacksonville next sunday. Meantime, all eyes were on 49ers quarterback Colin Kaepernick in buffalo. He made his first start in almost a year. Two new tunnels could be on the way to highway 17 to help keep wildlife safe. Caltrans says more than 350 animals have been hit on highway 17 through the Santa Cruz Mountains in the past eight years. The tunnels will be designed to give the animals a safe pass. The price tag, 32 million. The tunnels could be built within the next 10 years, but first the project needs to be approved. Hundreds of pets have now found their forever home. Despite the rain, hundreds of meme turned people turned out to the adoptathon in marin county. There were plenty of dogs and cats. But available pets also included pigeons, rats and guinea pigs. There are so many dogs that need homes. There are a lot of great rescues were barely able to keep the doors open. These dogs dont have a voice and we need to be that. That dog was just sleeping there while she was talking. The Humane Society cosponsored the event. Early numbers show about 700 adoptions, but final numbers wont be out until friday. Organizers hope to report more than 1,000 adoptions. An operation is underway in iraq to drive isis forces out of the Northern City of mosul. Iraq ace military and Kurdish Forces are battling to retake the city that has been under isis rule for more than two years. The u. S. Backed coalition is contributing air and ground support. Mosul is the second largest city in iraq. Its estimated that more than a million civilians are still living there and there are concerns that they are being used by isis as human shields. The United States and britain are considering new sanctions to secretary of state john kerry met in london with 10 nations concerned about the situation in syria. Britishs foreign secretary wants russia and syria to feel the measures to bring those responsible for war crimes before the International Criminal court. Yesterdays meeting comes one day after secretary kerry met with Nine Countries in switzerland trying to find a diplomatic solution to the violence in syria. Teslas ceo elon musk says the company will make a big announcement but not until wednesday. They planned to reveal their next big product today. But yesterday musk tweeted out the announcement was being pushed back a bit. He says the product still needs a few more days of refinement.
