Im also seeing slow traffic developing on 880 approaching hayward drum sander rental down into the union city area. Not too bad yet but it is beginning to form. At the bay bridge toll plaza, this is a 1520 minute the blade delay. Lets go back to the desk. We have been following a big power outage. Hundreds of people in the east bay are still without power. At one point, almost 3000 people lost power. Pg e crews have been working hard to get the power back on. Christien kafton is in danville with the latest on the progress. Youve been telling us about progress but this started with trees coming down. Reporter thats right. We just had a neighbor stop by and tell us that she heard this happen at 1 45 am. She said she heard one loud bang and a second loud bang. Shes presuming the first one was the tree coming down and possibly a transformer blowing. Lets give you a live look. You can see the line is still down at this point. We will issue that same morning we do when you see lines down like this. Pg e warns that you stay away and assume that those lines are still energized. Weve learned there was significant damage to the lines. As you look, you can see the poll is still stretched across the street. Hundreds of customers may be looking at an all day outage, up to 12 hours as crews worked to repair the damage and restore service. Initially, the outage knocked out power to close to 2900 customers. Crews arrived on scene to find the tree had brought down the powerlines and they began working to reroute power and restore service. Within 20 minutes, those crews were able to restore service to all but about 500 customers. We understand there are about 400 still without power at this time. The last half hour we made our way to los cerros middle school. The school was dark as of about 15 minutes ago. People on their way to the school say they are doing what they can. At the gym class. We will run around in the dark. Reporter we also spotted some dark traffic lights in the area. If you drive through danville, be aware this could also affect your morning commute. We also dropped by Mountain Vista high school. The high school does have power at this time. No word if the outage will impact start times at either the middle or high school. Now the big question is, what led to this tree coming down. There was no rain last night but we understand there was some wind. You can see this powerline and power pole is still down this morning. Residents are starting to make their way out to see what the damages and get an idea from pg e on how long it will be until their power is restored. The latest is that some homes, a few hundred, could be without power for as long as 12 hours. He saw that downed power line. You get a sense of the amount of work that is ahead for those pg e crews. In about three hours the verdict in the Antolin Garcia torres murder trial will be announced. The morgan hill teenager, sierra lamar, disappeared five years ago. Her body has never been found. This verdict is going to be read sometime after 9 am this morning here at Santa Clara County superior court in san jose. You can bet its going to be a packed house inside the courtroom on the top floor. In fact, we know Court Officials have had to set up a second, overflow viewing room just to accommodate everyone who wants to be on hand. Friends and family members. After listening to three months of testimony, this jury took two days to reach its verdict. Antolin garciatorres charged with kidnapping and murdering sierra lamar, the morgan hill teenager disappeared on her way to school back in 2012. Of course prosecutors had their work cut out for them in this case, trying to win a conviction without a body, a murder weapon or a crime scene. However, sierra lamars dna was found on a rope inside Garcia Torres car. Legal analyst, stephen clark, said when a jury reaches a verdict quickly, its typically not good for the defendant that this could go either way. The defense was suggesting that sierra lamar is still alive and if the jury did not get past that issue, then that could be quickly decided that if she is still alive, theres no way this can be a murder. Reporter garciatorres never testified during this trial but he did tell investigators at one point that he never met sierra lamar. We should also point out that garciatorres is facing three separate counts of attempted kidnapping during this trial for allegedly trying to abduct three other women before eventually snatching sierra lamar. That is according to prosecutors. Again, that verdict is going to be read at some point after 9 am this morning here at superior court in san jose. Obviously, we will be inside the courtroom and have full coverage of the verdict in the sierra lamar murder case coming up on mornings on 2 throughout the day. Back to you guys. In a report from a San Francisco Police Department shows officers are using force less often but there is still a racial gap when it comes to who is involved in those incidents. The Department Said cases of use of force which includes a striking a person, using pepper spray, or pointing a gun at someone, are down nearly 16 during the first three months of this year compared to the same time last year. There will also 44 assaults against officers during that time period. That is down 45 from last year. The report shows more than 40 of the people involved in the use of force incidents were africanamericans. 23 were latinos. The congressional investigation into russias role and last years election is moving forward. The acting attorney general who was fired by President Trump gave some new details in her testimony. Federal investigators say it could take several days to figure out what may have caused a single engine plane to crash into lake area so yesterday. The plane was an amphibious two seat plane being developed by a vacaville company. The icon a 5 had been a flying over the lake when someone called 911 to report the plane went down near pleasure cove. Faa and ntsb investigators are at the site but their work is difficult since they can only get to the scene by vote. They know the plane had been in the air 20 minutes when it crashed. 55yearold engineer, jon karkow, was flying the plane. His coworker, 41 yearold, cagri sever, was the passenger. The plane is designed to change aviation. It has foldable wings so its easy to transport and store. And it can take as little as 20 hours to learn to fly. People who work at the airport say the two men and the plane manufacturer have been inspirations for their airport workers. Authorities say a man from stockton admitted that he killed a Castro Valley woman. 36yearold luckie dacany, has been charged with murder, torture and arson in the killing of andrea st. John last december. Ms. May 19 lived alone after her husband died last spring. Authorities believed dacany showed up at the home to commit a burglary but then killed her when she confronted him. And at that time he killed her and then burned the residence, or the structure, in order to hide the evidence. Dacany was arrested in february on unrelated charges of lewd conduct with a child. While in custody, Authorities Say he implicated himself in the Castro Valley case. He is still in a San Joaquin County jail waiting to be transferred to alameda county. A registered sex offender from Orange County was arrested at Santa Rosa Junior College where he was attending classes using a different name. Daniel lee was wanted in Orange County for a violation of sex offender registration requirements. Santa rosa police determined that lee was using another name to attend the college, failed to register as a sex offender and illegally left Orange County where he was on parole. He will be extradited back to Orange County. If you live in san jose, you may soon get protection from immediate eviction. Today the San Jose City council is expected to vote on a no cause eviction urgency ordinance. It would put protections in place right away. It needs eight votes to pass. The policy was approved last month but has not taken effect yet. Housing advocates say they are seeing a spike in no cause evictions by landlords anticipating the new law. In the 10 days after the vote, there were nine more families that were if it did. In terms of evictions reported to the city. Likely this is the tip of the iceberg. South bay law firm that represents tenants in the eviction case say it has 23 new cases of no cause evictions just since the beginning of april. Several people were taken into custody last night after fights broke out involving angry passengers on Spirit Airlines. The emotions were high in Fort Lauderdale hollywood airport in florida. Hundreds of Spirit Airline passengers were left stranded, several flights were canceled because of illegal shutdown between the airline and the pilots association. President trumps acting solicitor general argued that the president s revised travel ban removed any mention of religion. The court ruled that californians can be required to work more than six Straight Days without overtime as long as they dont work more than six days in a single week. The court interrupted the day of rest law to mean that employees must be given a day off or overtime pay sometime during an employers established workweek. But not necessarily after working six Straight Days. For example, an employee could be required to work from tuesday of one week through thursday of the next week. Ten Straight Days and not earn overtime pay. Governor brown being urged to declare a statewide salmon fishery disaster. It comes from lawmakers in the north bay. They say the 2017 salmon season is projected to be one of the worst in the States History due to deplorable environmental conditions. According to the lawmakers, the drought, poor water conditions and management policies have resulted in high fish mortality and low survival of juvenile salmon. When a new starbucks open, most people dont bat an eye. A store is due to open in east oakland and will do more than serve coffee. Amber lee shows us how it could revitalize a community. Reporter now for some the prospect of a new starbucks rising here signals a reburst of commerce in east oakland. Starbucks will be the first thing to happen to the community. And then other companies are going to see how great starbucks will do so they will follow suit. Reporter just over an acre. The Firestone Tire store that stood here was demolishinged in 2010. Proposals including a library and other retail have all failed to materialize. Last month, the City Council Approved the starbucks project. Its been a process that ive been working on for many years and now it is coming to fruition. Reporter brooks says the city has entered into a 12 to 18 month exclusive negotiating agreement with starbucks to either purchase or lease the property. Its a big deal. This is my neighborhood. Reporter a big deal brooks says because it is a different kind of starbucks. One with an urban focus. She showed us artist renderings of what it will look like inside of the coffee shop. This is the starbucks that have will have a room that the community can use. It will be a part of their training program. They will hire people from the community. And its a place that you can come and create community. Reporter starbucks is promising to hire and buy locally. The employees will receive full benefits whether they are full or parttime. This store will be larger than the average starbucks because it will offer Youth Training programs and a Community Program for use by nonprofits. A lot of the violence is not here like it used to be. Its cool. It helps the community out. Reporter starbucks opened a similar Community Oriented store in ferguson, missouri about a year ago. Oakland would be second. Starbucks plans to open a total of 15 such Stores Nationwide by next year. We dont have a lot of Job Opportunities in the east oakland. It gives the young people something to do. Reporter it is a moo aunt that for a long time has been looking to get revitalized. It is just one more step in the direction. Some critics would rather see Affordable Housing built instead. You need jobs. You cant buy a house without money. Reporter people who live in the area say starbucks is a reason for hope. I think it will be wonderful for the area. Its about time.
