The bay bridge, we had an accident right here at the center anchorage. Its gone. The toll plaza they had to slow the metering lights down a bit. Lets show the toll plaza. You can see that traffic is backed up and especially did a number on the 880 traffic coming down to the toll plaza. That is very slow. So add ten minutes to the ordinary time it would take you to get through here. 7 02. It is a time of grief and solidarity in brussels following the deadly terror attacks there on tuesday. All of belgium is observing three days of mourning. And there are new developments today in the manhunt for two potential suspects. For that we go to christien kafton. Reporter we are getting a clearer picture of what happened in the belgium attacks and who may have been involved as authorities intensify the search for two outstanding suspects. Police are now hunting for an accomplice in the subway bombing. Investigators spotted an unidentified man on Surveillance Video carrying a large bag and traveling with man who would blow himself up at that train station. Authorities are looking for a man in connection with the airport bombing. That man seen in the Surveillance Video from the airport. Authorities believe he left the airport before the bombs went off and leaving behind a suitcase containing a 35pound bomb. That bomb later detonated in a controlled explosion by the authorities. Investigators are now saying that they have identified one of the men who detonated a bomb at the airport. Najim laachraoui. As for the brothers who authorities have identified as the bombers, one at the metro station, one at the airport, one left a note saying the authorities were closing in and they were well known to belgium authorities. They have a heavy, heavy rap sheet not linked to terrorism. Salah abdeslam arrived in court under heavy security. He was arrested just last week in brussels. And authorities are looking to see if his arrest may have moved up the timeline on this latest attack. Meanwhile, reports that turkey expelled one of the suicide bombers last summer but he was freed from the netherland because there was no definitive proof of terrorist ties. One was told to address gaps in Border Security weeks before the suicide bombings. Thank you. This morning an unknown number of americans in belgium are unaccounted for. They include a brother and sister from new york. Also a couple from tennessee, stephanie and justin schultz, also missing this morning. The state department told the husbands family the couple was found alive at the hospital but that turned out to be incorrect. Family members have not heard from them since tuesdays attack. We were hoping we would hear something immediately that stephanie and justin had gotten to their got or had gotten home or had somehow gotten out of that airport. There are conflicting number of casualties. The Associated Press reports 31 people, 200 injured in the airport and subway bombings. Passenger flights are still prohibited through tomorrow. A family from davis is recalling their frightling close call at the brussels airport. The five members of the family were just on the other side of a security checkpoint from the blast just a few hundred feet away. All of a sudden my son and daughter and my wife came running in the other direction saying, go, go, we have to get out of here. Evacuate. We have to evacuate now. The family was headed to uganda to work in an orphanage during spring break. They are in brussels getting ready to get on a train to paris tomorrow. They say in the face of fear and security, they are amazed at the generosity of the brussels people. A Bank Robber Known as the bearded bandit has been arrested. When he was captured last night by authorities he was clean shaven. His head at least. He had a bit of a goatee. This shows the man believed to be the bearded bandit in brentwood. The pictures were provided by the east county today newspaper. Now, the arrest was made after someone apparently spotted the man buying razors, of course, inside a cvs store. The still unidentified fugitive shaved his head, beard and head before Police Closed in on him. He then led officers on a short chase last night before being arrested. Now, the socalled bearded bandit was wanted for 15 Bank Robberies here in the bay area. The Central Valley and in sacramento also. He got away with roughly 28,000 in cash. Now, sources also tell us that a ktvu viewer saw our report on the Bank Robberies earlier this week and put in a call to police and that set off a chain of events that helped authorities capture the man they believe is the bearded bandit last night. The San FranciscoPolice Department blaming operator error for a tour bus crash that injured 19 people near union square. The Surveillance Video shows the tour bus careening out of chrome this is on post street heading towards union square last november. That bus hit speeds of 45 miles an hour, struck 12 vehicles, a bicyclist and some pedestrians. The man insists the bus had a mechanical problem. Police say he made a mistake and stepped on the gas instead of the brake. We definitely have proof to show that he stepped on the throttle. So thats why we believe he just apparently stepped on the wrong pedal. They said i didnt know my gas pedal and brake pedal. To me thats absurd. The chp says it looked for a mechanical problem by removing the throttle and braking systems from the damaged bus and putting them on an identical vehicle. They say both worked perfectly. Police issued him a speeding ticket but say he does not face criminal charges. Daly city may be joining the vision zero campaign. The plan includes lowering speed limits around the city. San francisco began using the plan back in 2014 when there were 25 pedestrian and cyclist deaths on city streets. In 2013, daly city had 240 trafficrelated injuries or death. Apparently, earlier traffic was really tied up. Right now its moving slowly, but still moving near prune ridge and you can see there is a group of about 70 protesters or so standing in front of the construction of the new apple campus here. And when i was speaking to one of them, when we just arrived on scene, i would say five minutes ago, he told me that they were upset because the plumbers and pipefitters that are working on the project, they are part of a union, and they said that they are getting paid substandard wages. They want to bring attention to their plight. You hear a lot of people are honking in support. And we have seen some sheriffs deputies cars that have been driving along kind of going back and forth, making sure that traffic is still flowing. I was told that these picketers have been here since about 4 a. M. And apparently there was a much larger group, you know. I was told hundreds who were here in the street. And thats what was slowing down traffic. At least right now on prune ridge it seems to be flowing. Its been very peaceful. Protesters are basically just walking back and forth with their signs and getting people to honk. But they are not blocking traffic at this time, brian. Thank you very much. They were honoring 38yearold officer Michael Johnson. He was shot and killed by an armed suicidal man. Johnson was the 12th san jose Police Officer to be killed in the line of duty. His mother is still coming to grips with the loss. She says she misses his smile the most. I miss just picking up the phone and calling him for a lunch date. We would just do things on the spur of the moment. We were very close. But i cant do that any more. The five mile stretch of highway 87 between interstate 280 and highway 85 will now be named the san jose Police OfficerMichael Johnson memorial highway. His mother is on a mission to increase Mental Health training for Police Officers as a way to keep her sons memory alive. Four Police Officers are being honored today. The Highway Patrol says these officers showed bravery and dedication. Jeremy mia is being honored for talking a woman off the bay bridge who was ready to jump. This happened just last month. He put on a tow truck strap around his waist, climbed over the railing, held the womans hand until she got off the ledge. Officer Nicholas Huey is recognized for administering lifesaving medical aid too his partner, officer andre serrenko. He was stabbed several times last month. And officer Joshua Nelson praised for arresting 27 auto theft suspects last year and recovering 56 stolen vehicles. The ceremony will take place later today in santa clara. A mother is facing child endangerment charges after leaving her children in the care of an acquaintance for two days. The girls were found at San Francisco st. Francis hospital yesterday afternoon. Police say Shaniece Jones took her daughters to a Fast Food Restaurant and didnt return to get the children when she said she would. She reported the children as missing to police. Authorities say 29yearold Stanislaw Petrov stole a car, rammed two patrol cars and led police on a highspeed chase to San Francisco. Surveillance video here shows two Alameda County sheriffs deputies hitting him with batons. He was begging for mercy at the time. The accounts by the deputies dated four days later are strikingly similar with both men describing as exhausted and daisy with their batons having little effect. It likes a cover up. We have the main officers who use high levels of injureious reports didnt write a report for or five days afterward. The video was out. They knew they were bust. None of the 11 deputies turned on body cameras. Department policy states turning on the cameras is optional. His Attorney Says he will be filing a civil rights lawsuit by april 12. The jetblue Flight Attendant to tried to sneak 2 million worth of cocaine through security at lax has been arrested. She is due in federal court later today before being returned to california. Police say she ran from lax friday night after she was randomly selected for security screening. She left luggage filled with the drugs. She got on a flight new york the next day. According to the berkeleybased Nonprofit Group map light the nfls Political Action committee has given nearly 300,000 in Campaign Contributions to 41 members of a key congressional committee. The stand was busy but members of the crew reached through the window, take the womans hands, and pray with her. As soon as she said that, i said there is nothing more you need to say. There are reports that two attackers may be on the loose following the deadly terror bombings on tuesday in belgium. This comes with new concern about security in belgium. Christien kafton following the defendants from our news newsroom. Reporter there is word belgium authorities may have been warned about one of the suspects and that impending attack. Right now the hunt for at least two outstanding suspects is intensifying. Police are searching for an accomplice in the subway bombing. Investigators spotted an unidentified man on Surveillance Video carrying a large bag and traveling with man who was eventually identified as a suicide bomber at that train station. Authorities are also looking for a suspect in connection with the airport bombing. Investigators say he is the third man in the light colored coat seen in that Surveillance Video from the airport. Authorities believe he left the airport before the bombs went off, leaving behind a suitcase containing a 35pound bomb, which was later set off in a controlled explosion by the authorities. Investigators are now saying they have identified one of the men who detonated one of the bombs at the airport and say he appears to be the man who made the bombs for the paris attacks last year. Najim laachraoui. As for the brothers who authorities have identified as the suicide bombers, one at the metro station, the other at the airport, one of those brothers left a note saying the authorities were closing in on them and they were well known to belgium authorities. We saw them at night working. We didnt know they would be terrorists doing things here. And a possible connection, paris attack suspect Salah Abdeslam arrived in court under heavy security. He was arrested just last week in brussels. Authorities are looking to see if his arrest may have moved up the timeline on this latest attack. Meanwhile, there are reports that turkey expelled one of the suicide bombers from that country last summer, but that suspect was freed from the netherlands because there was no definitive proof of terrorist ties. Also word that one of the suspects may have been identified by british or by authorities in other countries. So certainly a lot of investigation to be done at this point still by european authorities looking for those two outstanding bombing suspects. All right. Christian, thank you for that update. 8 04. An unknown number of americans in belgium are unaccounted for this morning. A brother and sister from new york pictured here, they were visiting the region to see their father. And a couple from tennessee, stephanie and justin schultz, they are also missing at this hour. The state department told the husbands family that the couple was found alive at a hospital, but the information turned out to be incorrect. Family members have not heard from the couple since tuesdays attack. They had been at the airport dropping off stephanies mother. We were hoping we would hear something immediately that stephanie and justin had gotten to their car or had gotten home or had somehow gotten out of that airport. It also remains unclear on the pocket numbers of casualties. The ap reports 31 people were killed and more than 200 injured in the airport and subway bombings. Cargo and private flights are now being allowed to fly in and out of the airport, but passenger flights still prohibited through tomorrow. A family from davis is describing their frightening close call at the brussels airport. The five members of the family were on the other side of a security checkpoint from where the blasts happened 100 feet away. All of a sudden my son and daughter and wife came running in the other direction saying, go, go, we have to get out of here. They are saying evacuate. The family was headed to uganda to work in an orphanage during spring break. They are getting on a train for paris tomorrow. The paiges have filed an appeal to get lexi back. God has sustained us. We have been able to continue focusing on getting her back. But at the end of day there is a hole and its a big hole. The tribe released a statement saying they want whats best for lexi, and the girls relatives in utah have created a loving relationship with her. The fbi has arrested the man known as the bearded bandit. They were provided to us by the east county day newspaper, these photos. The man went into a cvs store, shaved his beard and head before driving off. After a short chase he as eventually arrested. The bearded bandit was wanted in Bank Robberies that totalled 28,000. We are following developing news out of san diego right now where there are reports of an armed man at the Naval Medical center. A look now at the centers official Facebook Page. You see a message that says a staff member reported seeing an armed man. No shots have been filed. Security personnel is investigating the situation asking everyone to shelter in place. It also says that staff and patients perhaps making their way to the center are being told to stay where they are and not to arrive there. If this sounds familiar to you, thats because it is. Back in late january at the same Medical Center in san diegos balboa park neighborhood there were reports of shots fired at the same Naval Medical center. Those reports turned out to be untrue. There was no active shooter situation. No cause for concern. But certainly a lot of alarm upon the initial reports. Here we are this morning getting reports that the Naval Medical center is in a shelter in place mode. It is important to note there are no reports of any shots being fired. This is not being described as an active shooter situation. Just a situation where a lot of people are in heightened alert that balboa park neighborhood, brian, as you know, close to downtown san diego. The Medical Center itself is huge. It has to be an emotional day for the Police Department and the family that officer johnson left behind. It is, brian. I was talking to some officers here in passing and they say its just hard to think that a year has passed by, you know, that day. It was just etched in their minds. And right now here at this Police Substation they are getting ready for a special ceremony thats about to take place in the next hour and a half. Today is about honoring him. Earlier this morning, a small group of Police Recruits held an informal ceremony in south san jose remembering officer Michael Johnson. He was a 14year veteran of the police force. Johnson was responding to a call of an intoxicated suicidal man on the citys east side. When the arrived he was shot from an apartment balcony. 8,000 people attended his Memorial Service and now he will be honored permanently. At 10 00 a. M. A five mile stretch between interstate 280 and 85 will be named after him. Johnsons fellow officers say his death forever changed them. Officer johnson gave stability. Mike gave every single day doing his job professionally. No nonsense type of officer. A lot of sense of humor on the street and that connection with people. And its missed. Reporter johnsons mother says the stretch of highway holds special meaning because she and michael used to ride their bikes there. It also connects where michael grew up in san jose to where the Police Department is located. She and other family members will be at the dedication ceremony this morning, which is being held here at the substation on great oak parkway. You will see the traffic is going to be backed up. There has been some improvement, but not much. I do want to mention northbound 680 at stone valley road. There is a crash coming out of danville heading up to alamo and walnut creek. It may slow you down both directions there. Some slowing at the dublin interchange. In 30 minutes barts general manager is going to update the board about the status of the track between pittsburg and North Concord station going on more than a week now. A spike in electrical voltage damaged cars last week. Bart runs train shuttles and bridges between the two strain Training Camp stations. Here is a look at the schedule. Had a. M. To 9 a. M. Two shuttle trains between the pittsburg and North Concord stations. The bus bridge between 9 a. M. And 3 p. M. This afternoon between 3 p. M. And 8 p. M. It goes back to the two shuttle trains. Between 8 and midnight tonight it will go back to the bus bridge. Meanwhile, some riders are wondering why the Transit Agency is paying out bonuses to workers when they say they need money to fix problems. Under a 2013 labor deal bart workers are entitled to a bonus if the Agency Season increase in ridership. Last year everybody got 1,000 and that cost bart three Million Dollars overall. Some riders say bart should spend that money elsewhere. They should be patrolling it. Putting cameras that really work on the system and making all these 100 cars that are out of service, they need to make them better. So the more people that ride bart, the more maintenance we have, the more workers are working longer hours and harder than ever before. Bart says the cost of the bonuses is covered by revenue from fares. There is a separate budget for maintenance. This november voter will be asked to approve a bond measure. Developing news out of san diego this morning. There are reports, and we want to stress reports, of an armed man at the Naval Medical center there. A quick look at that Facebook Page of the Medical Center. The message here says that a staff member reported seeing an armed man. Again to reiterate no shots have been fired. Security personnel is investigating the situation asking everyone to shelter in place. It does ask staff and patients who are not at the hospital but headed there to stay where they are and do not arrive until that scene is clear. Want to go with some aerial shots from san diego. This is the Naval Medical center in that area. This is from balboa park if you are familiar with that area. The hospital sits on a 78acre site near balboa park. From the aerial, it looks like a Security Guard or some type of Police Official walking the grounds trying to figure out what is going on. There are reports of an armed man in the hospital there under whats called white code sorry, code white, excuse me, talking about how they are searching for whatever is going on in the hospital. So that means going room to room and figuring out exactly whats going on. We will stay on top of this story here on mornings on 2. Just hooking at this live picture it gives you a sense of the immense scope of the task of checking and clearing that campus. The building itself, the buildings themselves are huge, you can see a number of cars lined up in the parking lot. A lot of people and places to search. Again to reiterate this is not an active shooter situation. It is a report of someone seeing an armed man. By the way, if it sounds familiar, it is. Back in january a similar situation happened. That turned out to be a false report of a shooter situation. So we will stay on top of this and bring you more through the morning. We have exclusive new information now about a controversial arrest where two Alameda County sheriffs deputies were seen on Surveillance Video using force to subdue a cars chase suspect. 29yearold Stanislaw Petrov police say stole a car, rammed two police cars, and led them on a highspeed chase to San Francisco. Surveillance video shows two deputies hitting him with batons as he begs for mercy. In the sheriffs incident report the accounts by the two deputies dated four days later are strikingly similar with both men described themselves as exhausted and daisy with dizzy. By then the video was out. They knew they were busted. None of the 11 deputies on scene turned on their body cameras. Department policy states though that turning on the cameras is optional. Petrovs Attorney Says he will be filing a civil rights lawsuit by april 12. 8 37. Four bay area Highway Patrol officers are being honored for going above and beyond the call of duty. The Highway Patrol says they showed bravery and dedication while protecting the community. Officer meyers talked a woman off the bridge. He put a tow truck strap around his waist, climbed over the railing, held her hand and helped her get off that ledge. Officer Nicholas Huey is recognized for administering lifesaving medical aid to his partner officer serrenko. He was stabbed several titles. He is also being offered. And officer nelson recovered 56 stolen vehicles last year. The ceremony takes place today in santa clara. A San Francisco federal judge could tell lyft a recent settlement with drivers may not be enough. Lyft agreed to pay 12 million to settle a lawsuit over whether drivers should be classified as employees rather an independent contractors. Drivers originally sought 126 million in damages. Todays hearing is standard and will evaluate the settlement to make sure it is fair for drivers. If approved, it would mean drivers receive an average of 56 each. The settlement does not force lyft to classify drivers as employees. There is excitement at Berkeley High school because of the Boys Basketball team. I do want to mention the traffic on northbound 680 in danville is slow coming up to the stone valley road area where there was a crash. I want to mention a report of a new crash northbound 880 just before baskam avenue before highway 17. Right in this area. I see the road sensors beginning to fire up. Thats already slow anyway.
