A search, a manhunt underway for a gunman accused of killing two Police Officers. Authorities say the man shot and killed two Iowa Police Officers in separate ambush style attacks. Allie rasmus has more information on the suspect. Police in des moines, iowa held a news conference. They have more information that theyre releasing on the man theyre looking for. Green is wanted for the shootings in iowa in what were unprovoked ambush style attacked. He is 511 were brown hair and green eyes. He was seen seeing a f150 pickup truck. Authorities first received a call at 1 00 a. M. Central time of hearing gunfire in des moines. They found an officer from urban dale shot in his patrol car. 20 minutes later, a Des Moines Police officer responding to the scene was also found shot in his vehicle. Both officers have since died. It doesnt look like there was any interaction between these officers and whoever the coward is who shot them while they sat in their cars. Thats the best we got. Both of them were in their cars. And with the gunman still on the loose, des moines says there is a clear and present danger to all officers in the area so the officers are working in pairs instead of working alone. Urbandale Police Officers are equipped with body cameras. The press conference this morning, police said its not clear if the body camera that the officer was wearing may have captured anything significant. They are going through a lot of information and evidence from the scene. Earlier this year the memorial fund, a nonprofit organization, put out a study that shows that 14 officers nationwide were killed this year in ambush style attacks. And the study looked at data through july of this year. It does not include this latest tragedy, the two iowa officers killed this morning. Back to you guys. Allie, i remember after the Dallas Police shootings earlier this year, local Police Departments were doubling up and taking other safety related measures. We dont know if local departments are doing that this morning, right. No. We reached out to bay area Law Enforcement agencies to see if they have additional measures like that. We will let you know what they say. The im is 7 05. The San Francisco Police Commission will submit three names to mayor ed lee for the position of chief. They whittled down the candidate pool to the final three. In the past, the commission sent a letter to the mayor with information on each candidate. Now, the commission wont reveal the names and that is to protect the applicants that dont want to jeopardize their current jobs. It was an important and difficult discussion because there are great candidates. There are a lot of people who want to be San Franciscos chief. So the commission is advancing three great candidates and it will ultimately be up to the mayor. Mayor lee now has the option of picking one of the three finalists or rejecting all of them. If he does that, that would force the commission to come up with three other candidates. The time is 7 06. San francisco supervisor considering a proposal for a memorial to honor alex, a man shot and killed by Police Officers. Supervisor john avalos introduced the legislation yesterday calling for the park and Rec Department to install a memorial in honor of the man in the park. He was fatally shot in the park in 2014 by Police Officers responding to a report of a man with a gun. He was told by officers to put his hands up. He pulled out a stun gun. The officers mistook it for a pistol. Avalos said he worked with the man through a nonprofit. There will be a Community Meeting later this month on this proposal. Former San Francisco 49er bruce miller will be arraigned today in connection with an alleged attack on a 70yearold man and his son. The incident happened on september 5 at a hotel on fishermans whatever. He tried to enter a room that wasnt his and used a cane to beat a 70yearold man and his son. Miller was drunk and seen on Surveillance Video after ward which is what were sharing here, appearing to be bloody and disoriented. He is facing 7 felonies, including elder abuse. Bart trains are running this morning as scheduled following a minor explosion that happened hours ago on the San Francisco track. A third rail insulator blew up. That explosion damaged a bart train that happened to be passing by but the train was able to keep going and no one was hurt. The problem shut down the montgomery bart station temporarily and caused systemwide delays that lasted through early this morning. The explosion caused damage to one of the cars passing over it. That car continued to the montgomery station. We isolated the problem. Bart fire showed up and extinguished the fire. No one was hurt. Bart says similar incidents happen periodically throughout the bart system but repair crews fixed the problem. Bart service is back to normal this morning. Federal investigators will be out at the scene of that massive fire that burned a building under construction in oakland near lake merit. They will be there working around the clock with the oakland fire department. Mondays 5 alarm fire incinerated a apartment complex. In the wake of the fire, people who owned two singlefamily homes that were once at the side of the structure have called attention to a lawsuit against the developer. That lawsuit filed last year alleged the developer failed to respond to complaints regarding safety issues. The developer denies those claims. The time is 7 09. A homeless encampment in the Mission Bay Neighborhood looks more permanent than some of the tent cities springing up around the city. It is being called a box city because the homeless are using boxes, particle board and plywood to build places to live. The structures are sturdier than tents. Some even have locks and doors. The encampment has a porta potty. Some of these areas can be swept away if San Francisco voters approve measure q on the ballot next tuesday. A woman in palo alto says she had a scary experience during an uber ride with her husband. Janine de la vega is in palo alto now. The uber driver was arrested and accused of groping and stalking that female passenger. Good morning. Reporter good morning, dave. Yeah. This is disturbing news for people who use uber. I was speaking to women this morning about the incident. They say they use the app and they were shocked to hear what happened. And it made them feel uneasy. Police say that the uber driver, 35yearold pedro laborio was arrested on sunday on charges of felony Sexual Battery and stalking. Police say he had dropped off a man and woman at a home on alpine roads near the city line. The woman who is in her 40s says she called the driver after realizing that they left a phone in the car. The victim went outside to meet him and retrieve the phone. After he gave the phone back to her, he then suddenly kissed her and groped her breast. She immediately pushed him away, ran back inside of her house. Reporter the woman reported the incident to uber. An hour later, the driver said he was outside of her home. Thats when she called police. The behavior described is disturbing and is not tolerated on the uber platform. The driver partner no longer thats access to the uber app. We have been working with police and will assist with the investigation. Now, police do not know if the suspect has ever tried this with any other previous passengers that he may have had. So theroux owe they do have his picture out. Police in pacifica arrested a man accused of trying to kidnap a girl on halloween man. Mark Anthony Sullivan tried to force the girl into his car as she walked near fire crest avenue. She was able to get away. Detectives arrested him at the home yesterday. He was booked into jail on charges that include kidnapping a child under 14. The time is 7 34. Santa Rosa High School theater students are outraged and disappointed after finding vandals destroyed equipment and props for their show that opens on friday night. Just yesterday, the theater teacher came to school and found theater equipment and props for the play were missing or badly damaged. Many of the props were made by studentsment students had been preparing for the play, trojan women, since School Started. They say the show must go on. Police are investigating and the school is offering a reward for information. New from overnight now, the palo alto board voted not to force all of the high schools to switch to a weighted grade point average system. Gunn high school already uses the sit testimony. But some parents and students at palo alto were lobbying for the change. They thought it would make it easier for students to qualify for college scholarships. While the board elected not to make the change this year, the district will continue issuing a formal letter on behalf of each graduate who needed a weighted gpa for scholarship purposes. The city council banned the cultivation and sale of marijuana in san jose. The vote was unanimous. It comes one week before california Voters Decide whether to legalize pot. They are calling it an emergency ordinance in preparation of prop 64 passing next tuesday. It would make it illegal for anyone over the age of 21 to recreationally smoke pot. It wont be a crime to tech up but we dont want to allow for the cultivation and distribution without regulations in place. Prop 64, if it were to pass would leave it to the cities to permit the businesses and to decide where they can go. Now, Silicon Valley Cannabis Coalition is against this ban. It says if prop 64 passes there may be a lot more bans around the state that could cause a lot of confusion because there would be separate regulations from city to city. Were less than a week away from election day. With so much at stake, the city of San Francisco says it is taking extra steps to prevent voter fraud. San franciscos d. A. Announced his office is teaming up with the citys Elections Department. He says that he has set up a multi lingual phone line if someone sees something that is not right. There is structure and organization and intent to take this seriously. This is not something that we have seen in the past very often. As far as actual cases of fraud, Officials Say it is very rare. Earlier this year, a San Francisco man was charged with registering to vote with a false address. The California Supreme Court will hear arguments over the right to take a selfie in a voting booth. The issue went viral after Justin Timberlake took a selfie while voting in tennessee and shared the photo on social media. It has been against the law to photograph and share your ballot. Last month, california state lawmakers reversed that ban but the change wont take effect until january 1st, almost two months after the president ial election. The head of the San Francisco Elections Department says he will follow the current law but it meant it will be hard to enforce it. Were not chasing people down in voting booths and taking away their cameras or phones. Now election directors may not have to think about the issue if the Supreme Court comes up with a decision and makes an announcement before next tuesday. There are reports out of des moines, iowa. Authorities have arrested a man accused of shooting and killing two Police Officers and that he was arrested about 40 minutes ago. 46yearold Scott Michael green was considered armed and extremely dangerous. But police have not told us yet how or where he was captured. Again, we have a report that he has been arrested. One station says the arrest occurred about 40 minutes ago. Now, authorities had identified green as the person who shot and killed two Police Officers as they sat in their patrol cars early this morning. You see highway 80, interstate 80 from hercules. That is a very long backup. And your speeds are down. Your speeds are down here in richmond. Down to about 15 Miles Per Hour. Thats pretty slow. But see highway 24 westbound, slows in lafayette, as we showed you. Then it picks up on the way to oakland. Its not that bay. 680 into danville is slow this morning. Now at 7 47 lets bring in steve in. Now, some of that fog that weve been talking about is on highway 101 in sonoma county. And highway 4 a little bit. We have seen some out there as well. I think that will play into the forecast the next couple of days. It will only thicken up here. Some of it is dense and shallow and wont make an impact f it drifts over where youre driving, the visibility can drop to 0. It is thick towards petaluma and santa rosa even up into ukiah. Otherwise it is clear and it will be a nice day. It is just darn cold out there for some this morning. Nice to see the sierra snow . The Green Mountains flying into the bay area yesterday. So is monterey. That is pretty clear. You can tell the coast is clear when the coast is down in the 43 to 45 range. The system has no chance to go up and over the ridge. Were in a drier pattern here and a slightly warmer. It wont get crazy or anything like that. Patchy inland fog this week will thicken up. North and east bay. So far nothing south bay or peninsula. Usually it takes a while to get there. The pattern looks like it wants to bring in clouds friday. I wouldnt worry about that. The system on the weekend wants to drag across late saturday and early sunday. I think it will fall apart. If youre concerned about sunday evening, maybe going to the raiders game, it looks good to me. Im not saying that any rain will make it. Tuesday, a tenuous rope moves in. As a matter of fact, it has been even slower in the last few minutes right through here between union sity and fremont. Thank you, sal. We begin with a developing story we have been following throughout the morning. Two Iowa Police Officers shot and killed. As we reported minutes ago here, a suspect accused of the shootings is now in custody. Allie rasmus is here with an update on what you learned about the suspect. Yes. He is 46yearold Scott Michael green. He was wanted for the deadly shootings of the two Police Officers in iowa. In what Police Called an unprovoked ambush style attack on the officers. Police announced that they had green in custody. Were still getting information about the circumstances surrounding his arrest. He was found in a neighboring county not far from des moines, outside of his vehicle when he was apprehended. It will take investigators some time to figure out if they even can what this mans motivations were in doing this. This started around 1 00 central time this morning. Police responded to a call about reports of gunfire. When they arrived on scene, they found an officer from urbandale shot in his patrol car. 20 minutes later a Des Moines Police officer was also found shot in his vehicle. Both officers died. Earlier this morning, before green was in custody, a des Moines Sergeant fought back tears recounting what happened. It doesnt look like there was any interaction between these officers and who the coward is who shot them while they sat in their cars. Thats the best that we got, that we can explain the scene right now. Both of them were in their cars. Again, that interview was before they had green in custody. Urbandale Police Officers are equipped with body cameras. One of the two officers shot was with urbandale police. They will be looking to see if they have that video. Its not clear if the body camera may have captured anything significant. But Des Moines Police have been having their officers work in pairs all day as a precaution. After the killings of the Police Officers in dallas and baton rouge, we saw a lot of Police Departments across the country and in the bay area taking extra precautions. I reached out to the departments to see if they will be doing anything differently today. I only heard back from San Jose Police and they are not. We will have another update for you on ktvu the 9. Sometimes these things have a violent ending. That is one bit of good news. Thank you. New from overnight, trains are running as scheduled following a minor explosion on the track last night in San Francisco. A third rail insulator blew up. It damaged a train that passed by but the train was able to keep going there. Were reports of smoke on the scene. It shut the rail down temporarily and caused system wide delays that lasted early this morning. So we cleared out the problem and we have engineers working on the problem at the montgomery station. The train sustained a little bit of damage. There were no injuries. Bart says similar incidents periodically happen throughout the transit system. But repair crews have fixed the problem and service is back to normal this morning. Happening now, Marin County Sheriffs Department announced they are ramping up efforts to find a 74yearold man who has been missing since la last night. A silver alert was issued overnight. The Sheriffs Department in the last hour tweeted that the search and rescue team has been called out for a large search effort around munford avenue. He is described as around 60 and a white beard. He was wearing a rain jacket, hiking boots and a fleece jacket. He may also be carrying two walking sticks. He suffers from a medical condition and may be disoriented. Anyone who has seen him is asked to contact the Marin County Sheriffs Department. Just six days away from the election. While california is not a swing state, it still is trying to reach out to voters in the bay area and nationwide for the election. Federal investigators will be out at the scene of the massive fire that burned a building under construction in oakland near lake meritt on monday. Investigators will be working around the clock, alongside the oakland fire department. The five alarm fire destroyed a planned five story apartment complex. In the wake of the fire, people who own two singlefamily homes that were at the site of the structure have called attention to the lawsuit against the developer. The suit alleges that the developer failed to respond to complaints regarding safety issues. The developer denies those claims. Later this morning, the San Francisco Police Commission will submit three names to mayor ed lee for the job of police chief. The Commission Members met last night and whittled down the pool to three. In the past we know that the commission has sent a letter to the mayor with information on each candidate. The commission will not reveal the names to protect the applicants that dont want to jeopardize their current jobs. Confident that he will pick one of them. I always tell my kids there are things within my control and things that are not. We all as commissioners have to be sure that were passing on names of people who can do what is a difficult and important job. Mayor lee has the option of picking one of the three finalists or he could reject all of them and then the commission would have to come up with three more. The San Leandro Police department will provide new training for Police Officers a part of a lawsuit settlement. An oakland man sued the department after he was arrested in january of last year. He claims that police used a technique similar to a chokehold and it caused a concussion and other injuries. The paper says the man was awarded 175,000 in damages. All the departments officers will receive retraining on the use of force. San francisco supervisors are now considering a proposal for a memorial to honor alex nieto, a man shot ask killed by Police Officers. Supervisor john avalos introduced legislation calling for the recreation and Park Department to install a memorial in the park. He was slot in the park in 2014 by officers responding to a report of a man with a gun. Police say he was told by responding officers to put his hands up. Soon after, he pulled a stun gun. The officers mistook it for a game. Avalos worked with the man when he was with coleman advocates. The memorial will be paid for through community fundraising. Traffic has been slow. In the south bay, we have seen a lot of slow traffic in this late hour. Although it is improving in downtown san jose. A lot of the commute has shifted to the west valley. Investigators caught Scott Michael green just about 90 minutes ago walking alone on a roadway. There had had been a massive manhunt underway for green. He is accused of ambushing two Police Officers in their patrol cars just after 1 00 this morning central time. One was from urbandale, iowa, the other officer worked in the Des Moines Police department. I mean, we come in day in, day out. No urbandale Police Officer has ever been killed on the job before. New this morning, a missing marin county man has been found according to the Marin County Sheriffs Department. A rescue dog was able to track down the 74yearold near mill val i he went missing last night while out on a walk. He suffers from a medical condition and may have been disoriented. He is being taken to the hospital for treatment right now. A palo alto woman was groped and stalked by an uber driver who had given her and her husband a ride over the weekend. Janine de la vega explains how it happened and ubers reaction. Reporter police say the woman did the right thing by getting Law Enforcement involved. They say they dont know if the driver had ever tried to do this with any other passengers. Investigators say 35yearold pedro dropped off a man and woman saturday night on alpine road in palo alto. The woman called him when she realized that she and her husband left a phone in the car. When she ran outside to get the phone, police say that the man kissed her and groped her breasts. The woman pushed him away. An hour later, he called her saying he was outside of her house. She immediately told him to go away. Hung up the phone and immediately called the police. By the time we got up there, he was gone. But our detectives and officers were able to work with uber to identify who the suspect was and we were able to arrest him at his home a couple hours later. Reporter the man was taken into custody in redwood city on sunday morning. All uber and lyft drivers are required to undergo a background check that spans 7 years. A new law that goes into effect on january 1st of 2017 will prohibit Ride Sharing Companies to hire driver whos were registered sex offenders who had a felony conviction at any time in their past. Uber says the behavior described is disturbing and not tolerated on the uber platform. The partner no longer thats access to the uber app. We will assist police with the investigation. The police have not revealed whether the suspect had any priors. If anyone has any information regarding the suspect, youre asked to call the Palo Alto Police department. Reporting from palo alto, janine de la vega, ktvu fox 2 news. Police in pacifica arrested a man accused of trying to kidnap a girl on halloween. This man here, mark anthony solomon tried to force the girl into his car as she walked near hickey boulevard and fire crest avenue. She was able to get away and police say the detectives took solomon into custody yesterday afternoon. He was booked on charges of kidnapping a child under 14. Santa Rosa High School theater students were outraged and disappointed after finding that vandals destroyed equipment and props for the show that opens up on friday night. Yesterday the theater teacher came to school to find props and equipment were missing or badly damaged. Many of the props were made by the students. Students have been preparing for trojan women since School Started and say the show must go on. Police are investigating the vandalism. The school is offering aa reward for information. The Palo Alto School board voted not to force all students to change to a weighted grade point avenue. Some parents and students at palo alto were lobbying for the change. They believed it would alleviate students stress and make it easier to qualify for college scholarships. While the board elected not to make the change this year, the district will issue a formal letter on behalf of each graduate who needs a gpa for scholarship purposes. The cultivation and sale of marijuana has been banned in san jose. This comes one week before californians will vote on legalizing recreational marijuana. They are calling it an emergency ordinance. This would make it legal for anyone over the age of 21 to recreationally smoke marijuana in the state. With the passage of prop 64, it wont be a crime to tok up. We want to have regulations in place for cultivation. Prop 64 if it passed would leave it to the cities to permit the businesses and decide where they can go. Silicon Valley Cannabis Coalition Opposes the ban. It says if proposition 64 passes, there may be more bans throughout the state that could cause confusion because there would be separate regulations from city to city. A major change is on its way regarding parking in oakland. The Oakland City Council approved a series of changes, including demand based pricing at parking meters in the downtown area. That means the same parking spot could vary in cost from 50 cents an hour to 4 an hour depending on demand. A final count for the measure is due at the end of the month. Our roads are the worst in the nation. The National Transportation Research Group ranked San Francisco and oakland number one in the country for cities with the highest number of bad highways and roads. According to this report, 70 of bay area roads and highways are in bad shape. The report says that drivers here are paying almost 1,000 a year on top of their vehicle operation costs. Its probably not surprising news to hear for anyone who drives on the streets of oakland that about 40 of our streets are in poor to very Poor Condition in terms of pavement quality. Were learning there may have been unmarked road work on the freeway near palm springs where a bus slammed into the back of a truck last week. 13 people died in the crash. The Highway Patrol says the bus was going at freeway speeds and the truck was only moving at 5 Miles Per Hour. It had slowed to a crawl because of construction by Southern California edison. The utility had a permit allowing it to shut down the fry for up to five minutes five times a day. The permit did not require warning signs, lights or reduced speed for traffic. It appears that the bus driver never hit the brakes before hitting the back of the truck. There are new developments regarding the missing Malaysian Airlines flight 370. It suggests that no one was controlling the plane when it plunged into the ocean. They examined a section of the wings that washed up on shore. The position of the wing flap indicates that the pilots were not preparing for a crash landing. They will continue looking for the rest of the plane across a huge search area. It is frustrating for everyone involved and particularly the families of the passenger and crew. The plane was on its way to beijing from malaysia when it disappeared in 2014. Pope francis is closing the door on the possibility of women becoming catholic priests. He told reporters that the Catholic Church will never have female priests and that the ban will probably last forever. The pope added that women can still have a big role in the church. There is still a possibility of women serving as deacons, an idea that the vatican is said to be considering. San Francisco City attorney is supporting a Class Action Lawsuit that claims that San Franciscos current bail system favors the rich over the poor. City attorney herrera says he wont defend the city against the lawsuit. The traditional bail system allows defendants with money to walk female those without money are kept in jail until they can see a judge. He also says the bail amount is fixed by a schedule that doesnt take into account if a person will jump bail. Ill jump bail. A bail schedule that lifts the price of freedom without any consideration of the individual circumstances does not serve the interest of the government or the public. And it unfairly discriminates against the poor. Herrera wants the state legislature to reform the system. San francisco sheriff vicki hen see issued a statement on the matter that seems to agree with herreras position. She says, quote, a system that allows one person access to immediate freedom through the payment of cash while another person with the same criminal history and charges who lacks Financial Resources remain behind bars seems unfair to me. Happening today, former San Francisco 49er bruce miller is due to be arraigned in connection with an alleged attack on a 70yearold man and his son. It happened on september 5th at a hotel. Prosecutors say miller tried to enter a room that wasnt his and used acane to beat a 70 yearold man and his 29year old son. The hotel clerk says that miller was drunk and seen on Surveillance Video after ward appearing bloodied and disoriented. Miller faces 7 felonies. 162,000 in overtime last year alone.
