Lets take a look at that. What do i see . I see 68. That is pretty darn close. Lafayette is 68. Vallejo, 59. Thats not bad. 70 almost by danville. 66 livermore. The higher clouds and very warm east bay temps yesterday. Higher clouds pushing in from the south. Santa cruz, Santa Cruz Mountains, san jose and a little bit over the bay. The focus right now is to the south. I think tomorrow and tonight and into tomorrow is a better opportunity. 50s on the temps. Fairfield is already 70. I mean, again, if youre inland it will be hot. The heat advisory continues. If youre by the coast, probably a dense fog advisory should be issued. Moisture coming off of Southern California moving northward. This plays into our weather today, especially south and into tomorrow. 60s, 70, 80s, 90s, to the 100s. The cloud cover is the key here. Sal, is there something that you want to get to . It is crowded out there. Not as crowded as yesterday but traffic will be busy at the toll plaza. Back under for 25 to 30 minutes before you make it on to the span. We have no major delays reported on bart this morning. Right now according to bart. And this is a look at interstate 880 in oakland. You can see traffic in both directions is moving well. A little bit of slowing on the san mateo bridge as you can see on the road sensors as well. Dumbarton bridge doesnt look too slow. We push in here yesterday. We have an add menture on the nimitz freeway. Today is more routine there. Is slow traffic between hayward and pockets are slow into union city and northern fremont. 7 03. Back to the desk. Thank you, sal. The coast guard is continuing the search in the waters off of ocean beach in San Francisco. The rescue teams are trying to find a swimmer that appeared to be in distress last night. Alex savidge is at ocean beach. You have been out there for a while. What is the latest on the search . Reporter good morning to both of you. I can tell you that the weather is factoring into this search because of the thick fog that we have out here in this part of San Francisco this morning. The coast guard has not been able to use the helicopter. They have had a coast guard cutter in the waters in the overnight hours, im told, trying to find the person who may be in trouble. The 911 call came in last night from somebody standing on shore and they spotted someone in the water who looked to be in trouble and looked like they were having a tough time staying afloat. The coast guard and the San Francisco Fire Department respond today ocean beach about 7 30 last night and searched the water for several hours, both of those agencies. But they were not able to find this person last night. And, again, the coast guard continued its search with that one boat in the water overnight. There may have been a delay in launching the search because the person who spotted the swimmer in distress waited some length of time before calling 911. The person who made the report made the report sometime after noticing that the person was in distress. So we definitely encourage if you notice a person in distress make the report to 911 or to the coast guard as soon as possible. It increases our chances of getting on scene quickly and getting out in order to find the person. Reporter authorities dont have any information on the person they are searching for. They dont know if this is a man or woman, how old they might be. According to the person who made the 911 call, the person appeared to be in swimming gear, some sort of swimming gear, but did not have a life jacket on. Obviously that is a major concern, especially as time continues to move on here. But we do know this search went through the overnight hours with that one coast guard cutter. And the search continues this morning. As far as we know, even though quite a bit of time has passed since the report was made, the coast guard says they are continuing this a search and rescue operation and are hoping to find this person and get them to safety. With many parts of our region, there is a warning out to parents about not leaving kids in hot cars. Experts say a childs body can overheat three to five times faster than an adult. Since 1998, more than 700 people have died of heat stroke after being left in hot cars. Thats an average of 37 children a year. Half were for gotten by their car givers. We spoke with a woman who left her child in a hot car ten years ago. That child died. I wish i could teach this to everybody that this can happen to anyone. It has happened to doctors and teachers. It happens to rich and poor people. It doesnt matter who you are. You are not immune to this happening. Experts say parents or anyone who has a baby in the back seat should leave their purses or phones near the child or have something in their laps to serve as a reminder of the little one being back there. The time is 7 07. In the meantime a 17yearold boy is in custody after jumping off a plane that had just landed at sfo yesterday afternoon. As it was taxiing to the gate, he opened the emergency exit door and claimed out on the planes wing. It was a Copa Airlines flight from panama to San Francisco. And other passengers on the flight say it was uneventful until they landed. Thats when they saw the emergency exit over the wing open and saw light coming through the door. The cockpit crew contacted the air Traffic Controller to get more information about what just happened. We are in the cockpit. The flight crew told us that we have an over wing exit that is open. A passenger got off of the wing. That is correct . You see that from the tower . Confirm that. There was a gentleman over approximately on the tango taxi way there. Now, the teenager was not hurt and he started running. A construction crew out there saw him and detained him until Airport Police arrived. So far he is only identified as a u. S. Citizen who was traveling alone. It is 7 08. Just after 2 00 this morning, the u. S. Air force successfully test launched an Intercontinental Ballistic Missile from van denberg air force base. It was the fourth test this year. This as tensions are rising with north korea over its missile program. The test this morning demonstrates that the u. S. Is ready to defend itself against an attack. Senate has confirmed Christopher Wray as the director of the fbi. President trump fired james comey in may. You will remember, citing the fbis investigation into possible ties between his president ial campaign and russia. During his confirmation hearing, wray said he would resist any political pressure from the white house. California insurance commissioner is threatening to sue the Trump Administration if they withhold money that would subsidize low income americans. The average premium will jump about 12 and a half percent next year. The increases are smaller in the bay area. This shows the rate hikes county by county for. The smallest increase is in san mateo county. The highest is in apartment clara county. All 11 Insurance Companies that currently Sell Health Care plans through the exchange will return next year. But blue cross of california is reducing its coverage area. Anthem will only sell plans in Santa Clara County, the central valley, and some far northern counties. I think were seeing throughout the United States carriers pull out of markets or reduce where theyre selling. Were seeing rate increases. And those carrier decisions are being driven in no small part, in major part, by the instability caused by President Trump. California is not immune to that. President trumps actions are having an effect here. New at 7 00 today, san jose is earning mixed grades for the pops to last winters flooding of coyote creek. An independent audit to the reaction to the crisis says city leaders performed well once the city was happening. Assistance programs deserve praise for their compassion and engine wit. It says it was caught off guard which put residents in a potentially dangerous situation. New this morning, two people were hurt after crashing into a cow on highway 24 in orinda. The accident happened about 1 00 this morning near the tunnel. The cow wandered on to the road and hit by more than one car. The drivers were taken to the hospital. The cow was killed in the crash. Two lanes of highway 24 whether closed for a couple of hours as crews cleared the scene. The part of 24 is now open. California just released a safety advisory for people who eat fish from the lafayette reservoir. The recommendation was based on the level of mercuries and other contaminants found in fish at the reservoir. Guidelines for children and women between the ages of 18 and 45 say they should consume no more than three servings of catfish from the reservoir per week. The time is 7 16. Safety inspectors gave the green light to reopen a popular ride at Great America in santa clara. Cal osha wanted the ride to be voluntarily shut down after last wednesdays deadly malfunction of the fireball ride alternate the ohio at the ohio state fire. It is similar but different than the ride that malfunctioned in ohio. Cal osha approved reopening rides at Knotts Berry Farm and san diego. Were also look at the commute approaching the bay bridge. It has been very crowded today. Traffic continues to move along slowly until you actually make it on to the bridge. This is a look at interstate 880 and the traffic here is moving along a little i would say it is fine, but a little bit up the road it slows into downtown oakland. San mateo and dumbarton bridges are getting a lot of use crossing the bay. When you get over to 101, there is not a lot of slowing. Next time we will look at that south bay commute. There was also unexpected increases in the mac and ipad. Shareholders also expecting more good news next quart her that 10th anniversary iphone will be released. Yet to be seen what how popular it will be, what the sales will be on the new phone. We will keep watching apple. More than a quarter million iphone cases are being recalled. Then you find warm temps up to lake county and Mendocino County. 105 to 110. The moisture coming off of Southern California and arizona is off the char, as we say, and also up in the sierra. There is a lot of cloud cover dancing around here and there. Some of it is working its way, mainly san jose south mainly. 60s, 70s, 80s, to 100s. Big difference on the temps, sal. Youre right, steve. Big difference. Although, you know, if youre in San Francisco or pacifica or daly city, its been on the cool side. I think a lot of us like that. Lets take a look at san jose where right now northbound 280 getting up to highway 17, this traffic is moderately heavy, up to the 17 interchange. It gets busier by the time that you reach 17, as you can see. 85 and 101 are also slow. But we havent had any major problems. You can just put the accidents on the list here. And we did have one thing on southbound 280 near deanza. It didnt cause a major problem. Slow from hayward to fremont. Both the san mateo and dumbarton bridges are slow. The east shore freeway is beginning to bog down down to the berkeley area. The san mateo bridge as you saw is slow. I just wanted to show you a picture of that. This is interstate 880 in oakland. At the bay bridge, we have about a 25minute wait. At 7 32, back to the desk. Thank you, sal. A new plan for San Franciscos Market Street would transform how it looks and how it functions. It has taken almost eight years for city officials to design a project called better Market Street. Ktvus allie rasmus is here to explain the part of the plan. Allie, they would ban private cars and vehicles from Market Street, right . Reporter yes. Were talking about a twomile stretch between embarcadero. And that plans calls for Market Street to be for buses, pedestrians and bicyclists. It would ban private cars including uber and lyft drivers. They would not be allow up and down Market Street. It would extend from 10th street east to the embarcadero. Taxis would be allowed to use the stretch and the lanes closest to the curb. So would delivery trucks and other commercial vehicles. Center lanes would be reserved for muni under the plan. Market street would get protected bike lanes, something that cycle advocates have long advocated for. They say it is necessary if you have a transit first type of policy in the city. Another thing that would change though are the red bricks on the sidewalks here at market embarcadero. We will show them to you live. They are iconic, if you will, in this part of the embarcadero. Apparently the red bricks arent compliant with the americans with disability act and they get slippery and potentially dangerous when it rains. So the plan calls toy replacing them with pavers. Calls to replace them with pavers. They would make it more of a promenade, more of an attraction for people to walk and gather and make it safer for cyclists and pedestrians. Construction could start next year. It is wrapping up the planning stages and now in the Environmental Review process. Possibly next year they could Start Construction ton. Allie rasmus in San Francisco. Thank you. Now we have more information about a terrible attack that happened sunday night in San Francisco. A man threw bleach on a woman and blinded her. Surveillance video shows the woman in her mid50s stumbling outside of a store on mason street. She is sitting down rubbing her eyes, in pain. Many people walked by and didnt realize she was injured. Someone finally heard her screaming and came to help her. This woman is crying and crying and crying. They washed her eye out with optic solution. She was yelling she couldnt see. She couldnt see. Witnesses say there was a confrontation moments earlier between the woman and a man in his 20s outside of a liquor store around the corner. Conditions witnesses say the man splashed bleach in her face. Police are being looing for the attacker there. Is no indication that he and the woman knew each a the woman is in the hospital this morning and expected to survive but doctors dont know if she will regain her eyesight. The time is 7 35. In you know accounty, a suspect was killed, two sheriffs deputies were shot in serious condition after they respond today a dispute over marijuana. The yuba county sheriffs say they got a call just before 9 00 in the community of oregon house, 55 miles north of sacramento. The suspect reportedly was ripping up Marijuana Plants that belonged to a church. The deputies chased that man to a house in the foothills. And when the deputies went inside, the sheriff says the suspect started shooting. That led to a shootout. The two deputies were shot. The suspect was killed. Now, the suspects name has not been released. However a Church Leader told the Associated Press that the suspect worked on the farm that supplies marijuana to the religious group. She says the man known as sawyer only arrived at that farm about a month ago. Ktvu has learned the Security Guard involved in a fight at the as game on monday night has been fired. There was a video of the fight. You can see the guard throwing some punches here in the video. The incident apparently started when someone took the guards backpack. It was returned but missing a few items. The as issued a statement saying the guard worked for a subcontractor. A driver trying to get away from the police slammed his car into a home in fremont yesterday. They think the car was going 70 Miles Per Hour when the driver realized he was on a culdesac and couldnt get away. Investigators say the car matched the description of a car used in a burglary about a mile away. The homeowner says it is fortunate no one was home at the time of the crash. We work from home regularly. Today wasnt one of those days. Our parents visit us in the summer. Thats the room they stay in. We are lucky. This could have ended tragically based on the speed and reckless behavior. It took a team of firefighters to pry out what turned out to be a rental rental car from the home. The crash by the way was so powerful that the home is not safe to live in now. Well, a Mountain Lion was seen near los gatos creek. Now will are warnings out there. The Mountain Lion was seen running inside of the culvert pipe along the creek. It didnt seem to be in distress. It may have just been getting a drink of water. The trail is already closed near charter oak circle because of damage to the trail itself. Now the police are just advising everybody stay awray from the entire trail and call 911 if there is an emergency. Cal State University is dropping a requirement that students take algebra to complete their degrees. Right now students who dont major in math or science still have to fulfill a requirement of algebra. Starting in the fog of 2018, students will have to complete a math requirement but not algebra. A guy picked us up and let us ride on the back of the truck. Emily is heading northeast. It is expected to brush the carolina coast late they are week. As for florida, forecasters are expecting clear skies for the next few days. While we have warm weather around most of the bay area, there is an excessive heat warning in western washington state. Temperatures could top 100 degrees and go well beyond. First responders are taking special precautions. Several kids camps have been canceled. A lot of homes in the air dont have airconditioning. When the temperatures get this high, it is important to stay hydrated and stay out of the direct sun if you can. If you have a fan, that is great. Even hot air moving feels better than hot air sitting there. The excessive heat warning is expected to stay in effect until 9 00 friday night. Back here at home, caltrans now has a plan for reopening part of highway 1 that was closed near big sur because of the mudslide three months ago. The Transportation Department says the cheapest and fastest way is shore up the quarter mile of highway and then build a new road over it. The other options were to build a tunnel or a new road around the slide. Caltrans says it will reinforce that slide area before they build the replacement road. The whole project may take about a year. But the exact timetable and the cost, that will be announced later this month. Marin county supervisors approved putting a 47 annual parcel tax on the november ballot. It will be used for Flood Control projects, including highway 37 in novato which was closed for several days earlier this year by flooding. If the voters approve it, it would raise about a million dollars. But opponents of the parcel tax say the project to elevate highway 37 in marin county could cost more than 3 billion. Happening today, the Solano County fair is kicking off the run in vallejo. This weekend the hours are from noon to 11 00. The fair includes a carnival, contest, nightly concerts and so much more. Tickets range from 6 to 10 at the gate. A carnival wrist band will cost 28. Seniors are free today. Children are free tomorrow. Just up the road, just around the corner, you see slow traffic. This commute is better than yesterday. There is slowing into the val he other. On this wednesday, we have just a little bit of a break. Yesterday remember how 880 was very slow. This morning, it is a lot more normal. Slowing in hayward and fremont. After that it gets better for the drive into the south bay. 80 is also slow. I noticed theres been a lot more slow traffic in the last few minutes driving into marin county if youre using the richmond bridge. Most of that backup is before you make it on to the span. Some people in the south san jose neighborhood say they are upset that the city fined them forsetting off illegal fireworks. The residents received citations of 500 to 700. The city accuses them of setting off fireworks during june and july during the warriors championship run and july fourth. The residents say they did not go off to shoot fireworks in the street and stayed in their homes. It seems like a backwards way of doing it. They assume were guilty and we have to prove were innocent. Mistakes can be made. I cant say if that is the case here. As a former San Jose Police officer, citations are not given out just kind of, you know, without any really good cause. The city says people can be cited if there is video or photo proof or if more than one witness complains about a particular address. The city has received more than a thousand complaints online since may. 160 warning letters were sent out. And 45 citations were issued. The city will examine the reporting process for illegal fireworks at a Public Meeting on august 17th. The time is 7 52. Youtube says it is working hard to keep out terrorist content. In the last month, youtube removed twice as much content thanks to a combination of machines working together with human experts. The site Officials Say more than 75 of the video thats were removed are being taken down before theyre flagged as computers are learning how to spot terror related content. The Trump Administration is preparing to investigate and may even sue universities because of admissions policies that discriminate against white applicants. The New York Times says the Justice Department is redirecting the resources of its Civil Rights Division to check the admissions policy thats have been used to attract more minority students to college campuses. It is the latest sign that the Justice Department is taking a more conservative approach under attorney general Jeff Sessions. Last week the Justice Department filed a brief in a federal court case arguing that civil rights laws do not protect lgbt people from discrimination in the workplace. There are signs now that the nfl is interested in studying the use of marijuana as a way for players to manage pain. The Washington Post and espn is reporting the nfl sent a letter to the Players Association saying the nfl looks forward to working on all issues involving the health and safety of players. The coast guard is continuing to search the waters off of ocean beach in San Francisco, trying to find a swimmer who was spotted in distress in the ocean last night. Today is not quite as bad. 31 minutes between the carquinez bridge and the east shore freeway. And you can see traffic is backed up at the bay bridge toll plaza as well. So it is very normal. But we dont have any major problems. Thats the thing that always gets commuters. You can deal with what you expect. But what you dont expect ends upsetting you back. As we look at the east bay map, i can see that traffic is on 880 is slow. Through hayward area. 680 is a little slow through pleasanton. The south bay map, you see the slow spots. Again, no major issues in this commute. 8 03. Back to the desk. Thank you, sal. The coast guard search for a swimmer just off of ocean beach. It started last night after someone called 911. Alex savidge is live in ocean beach with the latest on the efforts to find the missing person. Alex. Reporter good morning. The search was launched more than 12 hours ago. Still the coast guard is considering this a rescue operation. They are hoping to find this person alive. The 911 call came in last night from somebody standing on shore near the restaurant. They spotted a person in the water who looked to be in trouble. It looked like they were having a tilt time staying afloat. The San Francisco Fire Department and coast guard responded at about 7 30 last night and began to search the waters. They did not find the swimmer last night. Now, a coast guard cutter remained in the water during the overnight hours. We saw that ship that vessel in the water just a short time ago. And that boat, the coast guard crew members on board, continue to search the waters for the person overnight. We understand that the swimmer had just swimming attire on. No life jacket. And because of the thick fog here near ocean beach, the coast guard was not able to use its helicopter as part of this search. The fog caused 250 yards visibility. The weather is not conducive to have a helicopter out. We will reassess this morning and determine what assets we will need if we do decide to continue the search throughout the day today. Reporter and there mayo owe there may have been somewhat of a delay in launching this search in the first place. Thats because the coast guard says the person who spotted the swimmer in distress waited some length of time to call 911. It is unclear exactly how long they waited to call for help. The coast guard says if you see someone in the water who looks like theyre in trouble, do not wait to make that report. Now, authorities do not have any information about the person theyre searching for. We dont know if this is a man or a woman. We dont know how old they might be. That person did not appear to be wearing any sort of a flotation device. So obviously that is a huge concern. The temperature of the water is a huge concern. Still the coast guard continuing what they are calling a search and rescue operation. And still at this time we can see at least one coast guard vessel in the water. The coast guard cutter, which has been out here searching the waters off of ocean beach throughout the overnight hours. If they get a break in this thick fog here in this part of San Francisco, they will put up the coast guard helicopter at some point in morning as well. All right. Alex savidge live in the city. Thank you. Not in San Francisco but it will be 100 degrees in a few other bay area cities today. There is a warning going out to parents to not leave children in the car. Last month in the United States, 11 wish died in overheated cars. That is the highest monthly total in nearly ten years. A childs body can overheat three to five times faster than adult. Since 1998, more than 700 children have died of heat stroke after being left in vehicles. That is an average of 37 children a year. About half of the children were forgotten by their caregivers. We spoke with a woman who says her husband accidentally left their child in a car ten years ago and the child died. I wish that i could teach people that this can happen to anybody. It has happened to all walks of life. It has happened to doctors. It has happened to principals and teachers. It has happened to rich people and poor people. It doesnt matter who you are. You are not immune to this happening. And some experts recommend parents actually leave their purses, wallets or phones near the child in the back seat to serve as a reminder. A 17yearold boy is in custody after opening an emergency exit and jumping off a plane that was taxiing to the gate at sfo yesterday afternoon. Other passengers say the Copa Airlines flight from panama to San Francisco was uneventful until it landed. The emergency exit opened and light was coming through the door. The cockpit radioed to get more information about what had just happened. We are in the cockpit. The flight crew tells us that we have an over wing exit that is open. A passenger get off through the wing. Thats correct . Can you see this from the tower . We confirm that. There was a gentleman over approximately on the tango taxi way there. With no vest on. The teenager was not hurt and ran away from the runways. A construction crew saw him and held him until police arrived. He is only being identified at this point as a u. S. Citizen traveling alone. The incident did not cause any serious delays to the flights except the flight that the teen had been on. Just after 2 00 this morning, the United States air force successfully test launched a Ballistic Missile from van denberg air force space in Santa Barbara county. This is the fourth test this year. This demonstrates that the u. S. Is ready to defend itself against attacks. The white house says President Trump signed legislation this morning imposing new sanctions on russia. The president signed the bill as punishment for russias involvement in the u. S. Election. The measure was passed in the house and senate and had been waiting for the president s signature. Vladimir putin already retaliated for the new sanctions, cutting 750 staff positions at the u. S. Embassy in moscow. Senate has confirmed Christopher Wray as the new director of the fbi in a vote 925. President trump fired the previous fbi director james comey back in may citing the fbis investigation into possible ties between his president ial campaign and russia. The insurance commissioner of california is threatening to sue the federal government if President Trump withholds payments for subsidies. The average premium for covered california will jump 12 and a half percent next year. The increases are smaller in the bay area. This shows the rate hikes county by county. The as a matter of fact yeah is in san mateo county. The highest in Santa Clara County at 10. 4 . All 11 Insurance Companies that currently Sell Health Care plans through the exchange will return next year. But one of the largest insurers in the state, Anthem Blue Cross of california is reducing its coverage area. Anthem will only sell plans in Santa Clara County, the central valley, and some northern counties. I think were seeing throughout the United States carriers pull out of markets or reduce where theyre selling. And were seeing rate increases. And those carrier decisions are being driven in no small part, in fact by major part, by the instability caused by President Trump. California is not immune to that. President trumps actions are having an effect here. The insurance commissioner says President Trump has threaten to withhold federal dollars to reimburse companies for the high cost of covering low Income Customers as required under the Affordable Care act. 1. 4million californians are enrolled in the covered california program. Republicans in Congress Hope to have better luck getting tax reform legislation passed than health care. President trump has urged republicans to keep trying on health care but it appears they are ready to move on. They are now focused on debating ideas for changing the tax code. Democrats say this time around they hope that republicans will actually include them in the negotiations. Of why go through six months again on tax reform which they went through on health care and then come together . We have shown time and time again if were invited in, we want to participate. Were not going to get it all our way. Republicans have promised to reduce rates on businesses and individuals, while clearing out many tax breaks and deductions. Democrats say the middle class should not pay more if there is a change in the tax code. The time is 8 16. Cal State University is dropping a requirement that students take algebra to complete their degrees. Right now students who dont major in math or science still have to fulfill a math requirement with intermediate algebra as a prerequisite. Starting 2018, they will have to fulfill a math requirement but not algebra. This is our question of the day, should the cal State University system drop algebra as a graduation requirement . San francisco, we have slow traffic on northbound 101 coming up toward the lower deck of the bay bridge. And getting on to the east bay. So if you drive from San Francisco to the east bay, it does look a lot like an afternoon commute on northbound 101. As you can see for yourself. Give yourself plenty of time getting out from San Francisco to oakland. It is normally not that slow. If you want to use the san mateo bridge to get over to the east bay, that looks okay. Westbound looks crowded from hayward to the middle of the span. Dumbarton bridge is also slow getting to east palo alto. It is 8 18. Todays weather, lets bring steve in. Thank you, sal. Theres a warning out today for people who eat fish that is caught in a local reservoir. The reason why people should limit the fish they eat from the lafayette reservoir. New this morning, two people were hurt after crashing in a cow on highway 24 in orinda. This accident happened about 1 00 this morning right near the tunnel. The cow wandered on to the road and was hit by more than one vehicle. The drives were taken to the hospital. The cow was killed in the crash. Two lanes of 24 were closed for a couple of hours overnight as crews cleared the scene. That part of 24 is now open again. California has just released a safety advisory for eating fish from the lafayette reservoir. The California Environmental Protection Agency developed the recommendations based on the levels of mercury and other contaminants found in fish caught there at the reservoir. For example, guidelines for children and women between 18 and 45 say they should consume inform more than three servings of catfish or five servings Rainbow Trout from the reservoir per week. Safety inspectors have given the green light to reopen the ride. They wanted the ride to be voluntarily shut town after last wednesday deadly malfunction of the fireball ride at the ohio state fair. The de letter yum ride at Great American is similar but designed gively than the one in ohio. Cal osha approved the reopening of rides at Knotts Berry Farm and belmont park in san diego. The San Francisco Fire Department wants to join other agencies in using drones. The examiner reports that San Francisco firefighters hope to start flying drones by the end of the year. The machines would offer an overhead look at burned buildings, disaster zones, and cliff rescues. Drones could cost the San Francisco Fire Department from 2,000 to 10,000 for more so miss at this indicated drones with night vision or thermal cameras. As we have been reporting as recent as this week, bay areaings using the drones include the Fire Protection district and the Alameda County sheriffs department. Good. Good morning. Lets take a look at what we have for the wait getting on the to bay bridge. Traffic backed up to the macarthur maze. It is not a bad commute but there is slow traffic of course. This is about a 25minute de leah depending which line youre in. What is surprising is all of the slow traffic on northbound 101 coming up to the 80 split. Now, there was a crash southbound 101 near cesar chavez. That one just came in. Southbound 101 at cesar chavez. So, okay, look at this because were going to keep an eye on it for you. The next time that we see it, it will be a lot different. This is a look at the sunol grade. That looks okay passing mission boulevard. In the east bay, traffic on 880 is moderate heading down to san jose. Back to the desk. Thank you, sal. A new design for Market Street calls for banning effort use of private cars, including uber and lyft vehicles. Allie rasmus joins us live with more from the city on the story. Hey, allie. Reporter it is part of a plan called the better Market Street project. As you mentioned, city officials have been working on this for the last eight years or so. And it appears that they have a more or less agreed upon plan. That plan would include designating a twomile stretch of Market Street reserving it for buses, bicyclists and pedestrians. Market street would get protected bike lanes at the same level as the sidewalks. Most pedestrians and cyclists we talked to this thought it was a good idea. I think it is difficult because of the ubers and lyfts parking in the bike lanes. Getting marin from structure out there to people understand the importance of biking in the community. I think it is great. The sidewalk is broken. It is a nightmare to try to drive on it. Youre not allowed to drive on it. It is a nightmare to get south of market to north of market. Anything that has got a plan that gets finished is an improvement. Arent they getting rid of the parts of the sidewalk too. Are you sad to see the red bricks go. Slippery in the winter and a lot of cracks. Reporter he is right. As part of the plan, the red bricks that youre looking at at the embarcadero near market would be replaced with pavers. We dont know what color or size yet. But the red bricks get slippery and potentially when it rains. Theyre not compliant with the americans with disabilities act so they have to go. The goal is to transform Market Street and make it more pedestrian and transit friendly. This project is estimate today cost more than 600 million. Reporter gasia, the city hired an Emergency Management Consulting Firm that has experience looked at after action reports from disaster as large as Hurricane Katrina on down. It is scrutinizing what the city did or did not do in the flooding of the coyote creek. Lets look at the video. The report identifies significant challenges in the predawn hours of the winter morning. The Water District issued a middle of the night email to staffers saying the creek was rising faster than anticipated but it did not say that biblical flooding was imminent and the staff did not respond to the growing threat until some neighbors had begun to self evacuate with help from the Fire Department. The report lists ten key findings and makes recommendations on how the city can improve the Emergency Response capacity and operations. Joining us live, san jose assistant city manager, dave sikes. 100 recommendations. What two or three stand out to you as things that the city has to do immediately before getting to anything else. I think it is kind of hard to boil it down to two or three. I want to mention that were already underway on a lot of these things. For me theres really five things. We need better information to make decisions when going into these types of events. Better information will drive better decision making. We need to build on what we learned. We went through the event and we need to take advantage of the fact that we did that and learn from that. We need to have standard operating procedures. We cant be reacting to everything that goes on. We need procedures in place that dictate what we do when certain things happen. We need to increase our resources to emergency services. And really finally we need to do a much better job coordinating and communicating, especially with the public, leading up to these types of events. You talk about the information and the procedure in place. Im guessing a city this size, the city would have some kind of procedures already set in stone as to what to do if something happens. That is not necessarily the case, youre saying. We do at a high level. What were working on with the Water District is a joint Emergency Action plan that will look at eye coat ecreek at different stages, will dictate different actions we will take. It will be much more specific to that particular event. We certainly have general procedures in place. Were looking informer specific procedures for future flooding in eye coat e. You talk about information. Is that information coming from the community or hiring more staff to be the eyes and ears for city mall . How does it work. I think it is technical information, understanding and anticipating when the creek might flood. And that would dictate certain actions that the Water District and city would take in informing the public of a threat that is coming and provide ample warning to everybody so we can take the appropriate action. Quickly, i know the report gave mixed grades. But how would you grade the city overall. I think the consultant said we did a good judge be in the recovery. In yuba county, a suspect was called and two deputies were shot in serious condition after responding to a dispute over marijuana. Deputies got a 911 call yesterday just before 9 00 in the morning in the community of oregon house, about 55 miles north of sacramento. The suspect reportedly was ripping up marijuana plant thats belonged to a church. Deputies chased the mac to a house in the foothills. When the deputies went inside, the suspect started firing, which led to a shootout. The two deputies were shot and the suspect was killed. His name has not been released yet. But a Church Leader told the Associated Press that the suspect worked on the farm that supplies marijuana to the religious group. The man named sawyer just arrived a month ago. Ktvu has learned that the Security Guard involved in a fight at the as giants game has been fired. A video was taken of the incident. It apparently started when someone took the guards backpack. It had been returned but was missing a few items. The as issued a statement against any violence at ball games. The team also said the guard was not an as employee but worked as a subcontractor. Caltrans has a plan to reopen part of highway 1 that was closed three months ago because of a mudslide. The Transportation Department says the cheapest and fastest way is to shore up the quarter of a mile highway and build over it. The other option was a tunnel or a new road around the slide. Caltrans will reinforce the slide area before building the new road. The exact timetable and costs will be announced late they are movement, marin county supervisors have approved putting a 47 partial tax on the november ballot. That money would be used to pay for Flood Control projects in the county. That would include highway 37 up in novato which was closed for many days earlier this year due to flooding from heavy rain. The voters approved the measure, it would raise 1 million. On its own, the highway 37 project could cost more than 3 million. Burglary suspects drive their car right into a home.
