A proposed bill in congress aims to cut the americans burned in flame jetting incidents. The phenomenon happens when a Container Holding flammable fuel can be something akin to a flame lower the. Injuries can be devastating. We spoke with burn victims, investigators and manufacturers to find out whether these containers can be made safer. Reporter good morning. This happens with all kinds of Flammable Liquids. Things like gas lynn you use for your lawn mower. Fireplace fuels. Liquor. Even nail polish remover. All of those could put you at risk and they are missing what they say is a need ed safety measure. A young woman youre about to meet says she suffered because of it. Some of the video youre about to see may be disturbing. In 2011 aubrey clark was 17 when a gas lynn accident changed her life and lost her her voice. Wei went to a friends house for a Birthday Party with a few friends. Reporter one of those friends got near an outdoor fire with a gas lynn can. Clark was 10 feet away but flames shot out of the can. It was like, like a fire breathing dragon or like a flame thrower. Like a fire breathing dragon. Reporter she was burned over 30 of her body and has had more than 25 surgeries. All due to a phenomenon investigators call flame jetting. Burn prevention advocates say to understand it watch what appears to have happened to the blonde woman here at a bar in moscow. As a bar tender poured cal into flaming drinks. The woman was burned by the blast of flames but survived. How does Something Like that happen . Officials began investigating flame jetting convenience in 2010. The very first test we did we had flame jet over 10 feet long. Reporter like in this test similar to aubrey clarks experience. Here using a mannequin. All of a sudden, youll see the jet encompass the victim. Thats it. Reporter in slow motion you can see how vapors coming out of a container can ignite forcing flaming liquid to jet out several feet. Watch the vapors ignite, pressurize and push out the liquid in the bottom of the container. How long did this take less than a second. Less than a second. Something aubrey clarks mother tanya and atf employee herself didnt know until st. John showed her the test. When i saw it firsthand then i knew. When you actually saw this for yourself and realized that thats what happened to your daughter, what was that like for you . Horrific. Horrific. Reporter what outrages clark and other burn victim advocates is they say theres a simple solution to the flame jetting problem. Metal or plastic screens known as flame arresters. This technology has been around forever. It stops the flame from migrating through the openings in that screen. Reporter when st. John and his team ran the same flame jetting test using containers with flame arresters. We saw this blue flame go back in here. It never makes it beyond this device. Which means it works. We never had a flame jet in any test we did. Reporter manufacturers say it isnt that simple. The portable fuel Containers Manufacturers Association would not go on camera but on its website say the containers are entirely safe when used properly and in statement it told us design suggested in the past failed and in many cases caused additional safety issues. But california congressman Mike Thompson says manufacturers efforts have taken far too long. I think they missed the boat and in doing so i think they put the American Public at risk. Reporter manufacturers disagree. They are supporting work to establish a voluntary standard where workable designs have just been created. But Thompson Says that committee has been meeting for nearly a decade. Hes introduced a bill for the government to require flame mitigation devices in those containers. This is an easy fix. We ought to be able to fix it. Were going to fix it and save lives. Reporter now the Manufacturers Association says it supports thompsons legislation and will adopt standards put forth whether voluntary or required. Meanwhile some companies have adopted their own flame Mitigation Technology and not waiting for that voluntary standard. This company, no spill, theyve now put out a new can that they are starting to sell. Its not this can but look very much like this one and basically they developed took four years their companys president told me to develop their own kind of flame Mitigation Technology which is something inside of a can that will look almost identical to this one. And they say thats to enhance safety. But one thing manufacturers point out is that they say it will never be safe to have gasoline near a fire. Dont assume because theres technology, even if all cans have it, some day that you can be safe. That seems to be the most important thing. Whats name of that company . No spill. They put out press releases saying they will start selling that or are selling that in the last month sore. I think you saved lives today. People didnt know that was possible. Looking at that video is very jarring. We didnt know it was possible. Its shocking how fast it happens. Just in seconds. Injuries are so devastating. Thank you so much. Ahead well talk to dr. I hope that this book helps inspire kids who are already engaged in the world to think about what they can do translate that interest and engagement to real action. What can they do t improve the health and wellness in thei global canhey do to ensure the are supporting girls getting th. I hope that it helps some kids that arent engaged yet think about why they might want to get engaged particularly at this moment. Last time you were here you called it a call to action, actually. Your finding kids of all a absolutely. T write this book i could do. S do to make that work more impactful. I hope its a resource for kids already engaged and i hope it inspires some kids who arent engaged yet but want to be. You were going to say something. Knowing this book and good for you the question everybody wants to know, how is your mother . Shes great. I saw her this weekend. We were up this weekend with our kids. I was relation an anecdote from a couple of weeks earlier putting charlotte to bed. She said mommy. I said yes, my sweet girl. He shade i want to be a mermaid or a zoo keeper. My mom talked to charlotte a lot what it means to be a measure paid or zoo keep she will run fr office . I dont know. Shes focused on to help support work shes been engaged in for longer than ive been alive around children, families and i just am really grateful to have more time with her now than ive had in a long time. I know when she spoke in scranton for st. Patricks day she said im ready to come out of the woods. What did that mean . I think were seeing what that means right now. She has given as talking about of what she thinks, kind of shes clearly encourage many of, particularly young people who are thinking about running for office, that they should keep thinking about that and throw their hats into the ring. She is trying to figure out what she can do help support so Many Organizations like planned parenthood who are standing on the front lines to defend our fundamental rights and i just am really grateful that shes out there doing that i believe as strongly today as i did last year andt we need to b doing protect and advance progress. Is there anybody else in the clinton household thinking about running and by anybody i mean you. You could take your book on the road while youre campaigning with get informed, get inspired, get go. I feel deja vu with your mom all over again. Your running . No. Thats the question. I do think its important that we be talking about all the different ways that is possible to engaging the world. And i think being a citizen isnt something that just happens in the election year. Its something that is a call to action for each one of us gayle every single day. I think there are lots of ways to get involved. Clearly running for Public Office is one of those. I think to run for Public Officee trouble. You have to have a clear vision job. Hat you would do in you have to have a clear sense youre the best person for that job. Right now, im really lucky. I live in a neighborhood here in new york city where i support by city councilwoman. I have a major not secret girl crush on our public advocate. I support our mayor. I love our congressman. I dont agree with our president. But im definitely not the righ 2020. So right now the answer but i think we all need to be asking ourselves t periodically and i hope a lot of young people will use the election to think wow, should i run for Public Office. Am i the right person for a given job whether its the school board or a senator. Your twitter account you are using it more than in the past. You expect to use that in terms of, as a way to is this where you disagree with President Trump . Charlie, i think itsar disa president on lots of issues. And i think twitter is do that. And i hope that a thinking about the different ways in which we can raise our voices and try to help ensure that things we think should be more on the agenda arent. Its equal payday today. I hope its something that gets a lot of attention. Ill be tweeting about that later today. Earthay later this. I hope that gets a lot of ttention. Of us on social media to help elevate awareness and help draw attention particularly to areas that we think are under appreciated or are kind of not being addressed in what we think are the right ways. Were in the midst of a debate about whether russia tried to influence the election. And weve heard from former cia directors, weve heard from form are Vice President s who say this is a Sophisticated Campaign ever that theyve seen by russia to try to influence election and potential campaign. Campai . Well, norah, whated from you charlie, gayle, from people i i role in your mothers i think we dont yet knowansa and i think we all deserve those answers. Why do you think your mother lost the election that many people thought she would win . Clearly i worked very hard for that goa father. Im deeply biassed towards my mom. Im asud what we want to know. For me im focused on the w do with its your world what i hope to do with my work at the foundation, what i hope to do through my teaching, you mentioned that earlier, is to help encourage all of us to be focused on what do we think our major challenges are, what could each of us do. I think theres so much to worry about today, to ensure we get to a future thats health safer, more equitable. Its an interesting time for the Democratic Party b new leadership and people who are prepared not only to r Elective Office but tube part of building the party back at the local, state and national level. Im really grateful, you know, here in new york city we have some fantastic dynamic democrats who are doing just book, she persisted Elizabeth Warre reading letter on the senate floor. We do have lots of strong democratic voices and lots of strong independent voices i think who are raising awareness about what they think is wrong. Theres a possibility that politics is in your dna. Well i hope politics is in all of our dna. I mean that deeply. I think, again getting involved is different. Really i mean this. I think that being a citizen isnt something that just happens on election day. We have to stay informed and engaged and i think thats been as true over the last few months as its been true kind of throughout my life and i hope that more people understand why i feel that way and i hope more people who have been more engaged since election day stay engeeged. Well all be better for that. Chelsea clinton, thank you. I you know have a bonus section in the book as well thats worth alsoin thank you so much for being here. A new study found only 12 of patients seeking a Second Opinion at the mayo clinic got confirmation of thieeir original diagnosis. 66 got a refine diagnosis and 17 got a different one. It could cause unnecessary procedures. Our dr. Agus is here. What do we read into this . 88 of diagnoses change when a doctor refers a patient to the mayo clinic. Second opinions are critical. Obviously you want to get the right diagnosis so can you have the right treatment. No way to treat effectively unless you know what youre up against. Which one do you believe . Its a critical question. So if theres a disorder you have thats not Getting Better or very serious you want a Second Opinion. Obviously going a University Medical center where doctors are classically more special jieszed i would lean in favor of that and maybe gate third opinion. If two doctors are arguing doing it one way, gate third opinion. How about the cost of a misdiagnosis . Well the cost of a misdiagnosis and a changed diagnosis and in the mayo clinic study it was thousands of dollars more because they had to do more tests. Paying up front is more Cost Effective than down the road. Preventing a disease early has better out comes. Do you think most doctors you respect welcome a Second Opinion . I think, yes. Most good doctors say listen knowledge is better. I want my patient really comfortable with what i do. Patient goes into a doctor. I hear what youre saying. I want a Second Opinion. Some clearly are. They shouldnt be. I still remember when i was a young trainee, i was just minted and i got the saturday call of a patient coming in. This young girl came from england with lymphoma. She had mononucleosis. She didnt have cancer. Two doctors can look at the same thing and get different results. Thats scary. Diseases dont read the text book. They dont fit into the exact square box. So theres an art to medicine. Whats exciting is theres a great article this week in the new yorker that actually uses Machine Learning and Artificial Intelligence to bring all that to data to make good doctors great. Any disorder thats serious on any disorder thats not Getting Better. Those two key things. Thank you, david. American women make about 80 of what men do in a year. Boy did i get that wrong. He was incredibly sensitive child and he is somebody who was ly worlds. He was brought up in this environment. He went out into, lace for schoot time but he had, everything was set up for so hes caught between very traditional o his mother, who is so hes got the. So hes kind of the man in the s always been kind of overshadowed by both. This book five years ago he seemed to be this kind of blurry backgrou ready to be looked at with a magnifying glass, res hy tick. Decooperate . De. Cooperation. Its not an official biography. Thats fine. I independent. I was able to travel to see him at work, toite places hes most. Hes built a town in because there are poor people and rich People Living sidebyside. Its got an advanced fuel plant that uses waste. Thats part of the dichotomy. Hes somebody that is like lord gratham in downtown abby. He was one oe green energy. I found him forget the paradoxes. Hes a real renaissance man. I wrote about the queen, wrotei. I was astonished at the range of his, of his interests and also accomplishments. Rebuilt an old quarter of kabul, buildings reh and institute of traditional art. Still people always want to know about him and Princess Diana because it seems so troubled as you write from the very start it was a troubled relationship and certainly even on their wedding day, there were chunk chinks in the armor. Even six months before they walked down the aisle. I found out they had only been together for 12 times before he proposed to her. He made a promise he would be married by the age of 30. Obviously his role was to produce the next heir. That was important. The press was on his back. He felt terrible pressure. So he met somebody who looked on paper, she was from a aristocratic family. Her paint had a troubled divorce. They didnt have the time to get to know each own develop a mature relationship the way kate and william did. They lived together for eight years before they got married. He scarcely knew diana. There was a 12 year age gap. They had very little if anything in common. And he was in love with camila. He was in love with camila. Thats the whole back story of this book. Camila, more than his 40 year love of camila is at the heart of the book. He fell madly in love with her in 1972. And then went off to the navy expecting her to wait for him. But she was not appropriate because she had a lot of romances. Whats the euphemism for romance. She was well naf gaetd. That was the traditional part. He was expected to marry a virginal girl and diana a sweet character girl who you could put on a pedestal. Thats what diana was. And then he was in love with camila, on the night, on the eve of their wedding, diana was so tied up in knots. She was violently ill staying with her sister. And he was looking out the window at Buckingham Palace and his valet walked up to him and said sir, why your crying . He said, can you be in love with two women at the same time . So he was sort of tormented about i from the beginning. So what i heard, you wrote a book about diana. Yes. She was madly in love with him. Yes. She sort of went after him. She had kind of idealized vision of what it would be like to be a princess or step grandmother. But she was she was crazy about him. Theres no it was nobodys fault. They were thrown together. They were a mismatch. It was just trouble ready to be king. I believe hes ready to be king. One of the fascinating things i found out since 2008 hes been under very close tutorial by the queens Senior Private secretary, sort of getting him through this transition. For his whole life hes been able to do what he wanted to do basically, to be a charitable entrepreneur, to start all these things. Hes a great father. Hes a great father. Thats one of the real things i discovered in this book. The longest heir in waiting. You know what . He wont have a long rein but be remembered for a lot of good accomplishments. How old is he now hes 68. I have a new phrase today well navigated. Dont want to be that. Well navigated girl. Okay. Okay. Thats a whole other conversation. Thats for my podcast. Well naf investigated and navigate well. Got it. Know how to drive that train. Sally smith thank you for that. A pleasure. Prince charles. Its out today. Many companies are offering discounts today to raise awareness of pay inequality between men and women. Designer Tamara Mellon is one of them. She has a namesake line of shoes and handbags and shes the former chief creative officer and creator of jimmy choo a full time female workers in the United States earn about 79 cents for every dollar that men make. Today is equal payday when a womans pay from january of last were to april 4th. This year finally equal as mans earning for 2016. Hundreds of Small Businesses and cities across the country will offer discounts of about 20 today and that represents a percentage by which paychecks for women are smaller than a mans. One of those companies is Tamara Mellon. The business is named for its creator, cofounder and former chief creative officer of the house of jimmy choo. She relaunched her brand after filing for bankruptcy. Tell us about relaunching. Relaunching has been very exciting. I did find out three years ago were ahead of the pack. You cant be one person standing out there alone you need a critical amass to effect change. So i put that company through bankruptcy, pulled all my business out of wholesale channel out of Department Stores and relaunched it as a direct to consumer business and thats really the next generation of Luxury Brands and how they are going to be built. Now were on fire. On fire. It didnt work out the first time you said there was a lot of people saying yeah she failed. That only motivated. It totally motivated me because i believed in my vision. I just knew it was the execution of it. I didnt execute it right the first time around. The idea was right but the execution was wrong. You cant be put off by your failures. You have to dust yourself off and do it again. You say women shop differently now. Theres no women under 50 in the department store. Thats true. So whats happening the fashion industry is being disrupted like the Film Industry went through several years ago. We first saw it with music, Music Industry went through it. We saw it with the Film Industry. Weve seen a disruption in transportation with uber. Does that mean all the big name shoe manufacturers have to ship online or not survive . Yes, it does. So basically the way most Luxury Brands look at their business its about 10 their business. Thats not how next generation Luxury Brands will be built. It should be 90 of your business should be online because nobody goes into Department Stores any more. Nobody under 50 goes in. Everybody is shopping online because its a better experience. You have better service. You have it delivered to your home. You buy great quality products and then what ive done by going direct to consumer, weve been able to reduce our retail price and sell the same quality of shoes as i did when i was at jimmy choo. They are still pricey. It costs me a lot to make them. They are made in italy. They are very cute. They are still a Little Pricey and you say they never go on sale except for today. Except for today. A Tamara Mellon shoe. Lets talk about pay equity. Okay. Very passionate about pay. I know your. Make what brought to you this issue and what you hope to see. What brought me here was very personal. When i found jimmy choo i was 27 years old and i wanted to make beautiful shoes. I had no idea the challenges i was going face being a woman in business. And i did a few private equity deals with my business and what i realized going through those deals i was being paid less than the men who worked for me. And that is why ive become an advocate even though turnpike boss. I was the boss. I was the founder of the company. I was a major shareholder. But i had a boardroom that was all men. I was the only woman on the board at jimmy choo. Then when i looked through the Due Diligence i realized that the men that worked for me were paid more than me. Thats why im passionate about equal pay for women. The range of your shoes is what to what so people know. So we go from 350 up to 1,000. 1600 for the legging boots.
