Also a chance to hear directly from the leaders and from people on the ground as to what this kind of Peace Process is going to entail. As you mentioned he has his soninlaw Jared Kushner at the helm of those efforts but donald trump is a person who thinks he can get this deal done. He referred to it as one of the hardest and perhaps greatest deals of all kinds. He is certainly send the message he is committed to this process by making it his first stop in his first overseas trip. Making that optimism known. This is his fourth day of his first foreign trip of we saw the president yesterday visiting the western wall in jerusalem as he continues here a live look shaking hands, welcoming other dignitaries there in the palestinian president ial palace. We know that President Trump is the first sitting u. S. President to visit the western wall there in jerusalem. As we know, he placed that note, called it a great honor that he can see a much deeper path, friendship with israel, especially after that day wraps up and we are continuing on here this morning, at 10 00 a. M. In bethlehem, the west bank. He is pretty much on schedule here. He is expected to have those joint remarks a little bit before the 4 00 a. M. Hour here local time in new york. But, again as we continue on here, continuing to greet those dignitaries and officials. We want to bring in now, from washington, joel ruben, former Deputy Assistant secretary of state and a president of the Washington Strategy group. Mr. Ruben great to have you with us. Talk to us a little bit about the significance, the fact that on his first overseas trip, President Trump has decided to go to israel and the west bank. How significant of a visit is this going to be . Or is this merely symbolism . Its go to be with you, ayman and frances. It does raise hopes. It also does not only raise hopes but also President Trump is going to have to confront the hard truths of middle east peace making. And certainly, watching individuals and seeing how he has gone to the western wall, how he is now in bethlehem in the president ial palace. These are visuals not typically seen of american president s in israel and in the west bank. So that will raise expectations. Certainly amongst those who are advocating for a middle east peace solution. And that includes his previous hosts, the saudis and the arab world, which has been actively looking for solutions for a number of years. Its going the raise hopes and expectations there to see if President Trump can deliver. There is a sense in the arab world that only the United States can bring israel into a Peace Agreement. And President Trump, by doing this type of trip right now is certainly raising hopes on that end. Certainly hopes in that aspect as we are seeing the president here in his first foreign trip. But of course we cant ignore the headlines here at home, the criticism here at home, what we are seeing, the swirling the ongoing continuing russia investigation that are dominating headlines here. And of course the criticism saying, all right, if the president is hoping to have this mission and achieve what he wants as that goal, of the ultimate deal. And frankly, being taken seriously on the international stage. And when it comes to Foreign Policy. And in addition to that, how would he be seen . How critical is that, how he is viewed, here at home and abroad . Well, the big concern about President Trump right now on Foreign Policy do the words does the rhetoric match the reality . Right now we are going to see a bumming unveiled today in fact that cuts the state department by nearly 30 . There have not been envoys and senior officials announced yet or named who could handle this type of negotiation. Certainly in the white house there is Jared Kushner and his personal envoy, jason glean blatt as well. But not much else. There is this concern that it will be hard to follow up. Stick with us joel ruben, former Deputy Assistant secretary of state and the president of Washington Strategy group as we will check back in with you throughout our coverage in the Early Morning hours. Lets cross over to bethlehem and bring in nbc chief White House CorrespondentHalle Jackson. She is traveling with the president in bethlehem. This meeting netting underway on schedule. Thats quite remarkable. What is on the agenda today . Halle, can you hear us. Frances. Hi. Have you got me loud and clear. We have got you. Forgive me, i am on the move here at the president ial palace here in bethlehem with President Trump. I havent heard a lot of the conversation you have just been having. The president was ceremonial welcomed here we were off to the side with members of the press watching him walk in, listening to the star spangled banner and watching him walk out with Mahmoud Abass. I want to get to some highlights. We understand that some point during this meeting members of the pool will come in. They will be in front of the president as well as Mahmoud Abass. And we understand that the president is going to make some comments at least he is expected to about what happened in manchester. This will be the first Public Statement from the president. We know that the National Security team is keeping the president apprised of what is happening in manchester and how that situation is developing. We anticipate that sometime in the next hour. Forgive he the noise behind me. I am getting into the room where we expect the president and Mahmoud Abass to be remarks here sometime in the next hour. I will let you go as we await the joint remarks well see if the president takes any questions. We dont expect it but you never know. Nbc Halle Jackson for us. We can turn to nbcs andrea mitchell, nbc news chief Foreign Affairs corner skpent host of Msnbc Andrea Mitchell reports. You are joining us here on President Trumps fourth day of his first foreign trip. Reporter in fact when we see the president in the west bank for the first time he can certainly get a better understanding of the geography. Thats something that all president s i have covered have noticed when they come to israel, how close everything is, how small it is. How close as ayman knows so well knowing this hour, how close these people are living. And perhaps going to bethlehem its not as graphic as it is going to ram allah because of the wall and the security checkpoints that proliferate in that section n that route to ramala, the capital of the palestinian authority. Thats even more dramatic that the people who live in the best bank have now become living in such a divided area because the settlements have now become large cities, pockets expanding within the west bank. And that is the complaint that he is going to hear from Mahmoud Abass today. The fact that they longer have the viability of a palestinian state because the land has been taken, headache and taken by settlers who they feel have taken their territory, the territory that was once decided in the camp david accords should eventually through agreements and security agreements be allotted to them. Of course the israeli perspective, and i just interviewed the mayor of jerusalem yesterday, is that security is still losing our shot there with nbcs andrea mitchell. Unfortunately not able to get her perspective. But as we talk about that, especially with the settlements, and in finding, you know, the ultimate deal here as the president put it, you have fact loors like Jared Kushner. You have also bankruptcy lawyer David Friedman who is the ambassador to israel to offer some indication on the administrations possible direction here what might be taken as far as some kind of deal. Heres what is interest, israel has voiced imposing a twostate solution o israel, even sharing some gups that have donated large sums to settlement here. It will be interesting to see the president in his remarks that we are expecting within the hour with president abass. What he will expect to say, and how he will extend that especially when it comes to achieving this goal. Joel, lets bring you back into the conversation here. What do you expect Mahmoud Abass to say to donald trump . Well, i think what andrea laid out is so accurate in that and i traveled to the west bank several years ago. The physical situation for palestinians is untenable. They are going to have to say, and president abass will likely say at this pace there will not be a president clinton stan state if they have a negotiation that goes forward because physically it will be next to impossible to separate the two populations. And thats a key message that president abass needs to make and deliver to President Trump. Understanding the urgency, the demographics are clear in the palestinian territories. The population has been growing. There is nearly 55 of the population within israel and the west bank and the gza strip is jewish. About 45plus percent is arab. That continues to narrow that gap. If we dont see a solution, and if president abass communicates it will be very stark for President Trump if there is no twostate solution we are going to see a situation where really we have two populations nearly equal in size with only one with an actual state. And thats a real problem. Obviously been some concern among the palestinians that they do not want to return to the negotiating table so long as israel continues to build these settlements. What is going to be do you think the american position to try to get the opinionians reengaged in this process. The israelis say they are ready to start negotiations without preconditions. That is something the palestinians said they will not do. Where does President Trump come down on this . How is he going to get the palestinians to buy into a process through several years after engaging in round after round of talks they have seen issues over settlements unabated. It has been going on for years. And oftentimes its used as a delay tactic by one side or another. What is new here and we will have to see how this plays out, and President Trump did meet in saudi arabia for his first visit. And they authored the arab piece peace plan in 2002 which recognizes the state of israel by the whole arab and muslim world and a Peace Agreement if it was peace between them and the palestinians. The question thats popping up in the minds of analysts will there be a regional approach that can help move them together. The binary debates that President Trump got stuck in with Prime Minister netanyahu about freezing settlements that ended up creating stalemate in much of the process. Well see if the regional approach starts to kick start this. Joel rubin we will ask you to stick around for this the remainder of the hour as well delve back into this and obviously waiting to hear any comments from President Trump and president abass. We want to switch gears and return to another breaking story that has been developing throughout the course of the night. That of course is the presumed terrorist attack that has taken place in manchester after an explosion there struck at the ends of an Ariana Grande concert, killing at least 22 people and injuring 59, including children. Law enforcement, as we say, say that children are among the dead. But they did not specify how many children may have been killed or injured as a result of the attack. The blast occurring in a packed arena with as many as 21,000 people in attendance. Leaving many concert goers visibly shaken. We were in arena when we heard a bang and i had to run for me life. I told this girl it was a balloon. Told you it was a balloon. Staff, who stopped us were running. And how did you manage to get out . Told us to be calm. And a few minutes let us out. And then ambulances came. And we learned it wasnt a balloon. Did you think did you see people who were injured . No, but i so someone outside that were covered in blood. 5yearold. Now uk authorities are treating the incident as an act of terrorism saying a single attacker died at the scene after detonating an improvised explosive device. Devastatingly as we heard from the authorities children are among the dead. As of this morning, british investigators say they believe they have tentatively identified the bomber. But they are not offering any further information. Prime minister theresa may is vowing vigilance calling the blast quote an apauling terrorist attack while also suspending her general Election Campaign thats less than three weeks away. We are also hearing from Ariana Grande this morning. She says she is, quote, broken, and so, so sorry. Adding, i dont have words. If confirmed to be terror related it would mark the Second Attack in the uk in two months after you recall that lone wolf drove into pedestrians near parliament. And it would also mark the deadliest attack since the bombings in 2005. We turn now to the questions, who was this person, who help did they have, if at all. And could this have been prevented. We want to bring in nbcs matt bradley, who is in manchester. It is the start of a new day there in manchester. Im sure the commune is very, very shaken about this happening, also very much on alert as well, matt. Reporter thats right. We are seeing a massive deployment of police. All of the roads around the stadium have been cut off. Im actually standing just past the police line within the area thats been cut off. And its just a ghost town here. This is obviously a major british city, and its been very much shut down. I also want to tell you just this morning i walked around the corner from our live position here and went into a hotel. And actually saw there are quite a number of very young women who are here with their parents recovering from last night. Some of them still wearing their Ariana Grande tshirts and watching the bbc. And the looks on some of these young womens face is just devastating here. Really, this was amber rudd, the home secretary here in the uk said this was an apauling attack. And it really was targeting the most vulnerable members of society. This was an Ariana Grande concert as you mentioned. She is in her early 20s. She is a former nickelodeon star. Her fans skew very i dont think, teenage girls and their parents. We havent, as you mentioned among the 22 dead heard from british authorities exactly how many of those 22 were minors under the age of 18. But i think that you can expect in the coming days and hours, to hear some tragic stories about some very young loss of life. Given that tragedy, matt, what can you tell us about these reports that a number of those who are killed from this or injured possibly came from a stampede and not necessarily the bomb that went off . Reporter well thats another big question thats going to have to be tossed aut after the dust sort of settles, if you will, around here. Because of course this was a major concert venue. As we said we dont know exactly how many people were there at this concert. But this is a 21,000capacity stadium that its one of the premier, one of the largest concert venues in northern britain. So the fact that if it comes out that more people were killed in the incident, in the management of the tragedy following the initial blast, there is going to be a lot of questions about how this was managed by officials within the stadium and by Law Enforcement. As you mentioned just a moment ago. Britain has largely been spared a lot of the terrorism that has been sweeping across europe. But this is hardly the first time that they have been struck by terrorism. And this is, again, another one of niece lone wolf attacks. Remember, just a couple of months ago, right in front of westminster, right in front of the Parliament Building there was another lone wolf style attack, much less sophisticated. It didnt involve a bombing. It was simplian a attack involving a guy driving a truck across westminster bridge. And he killed only a handful of people. But this would rank among some of the worst. S that country this very much feels that its under siege. It felt for months and months that a major terrorist attack was a matter of when rather than if. Just two weeks before the election a lot of people will be asking whether more could have been done to protect what amber rudd said were the most vulnerable members of Society Gathering for just a pop concert. The question is how could this happen again . Matt, before i let you go, any indication that investigators are holding off on identifying the suspect, that they do know his identity but they are holding off because of the investigation . Sore is it something is it still the fact they havent confirmed his identity yet his or her identity yet . We are getting the same information that you are getting. It sounds as though they have confirmed the identity. This is how British Police operated in thest pa. As i mentioned the westminster attack that happened a few months ago. The British Police had the name, the identity all the details about the attacker for several hours beforely actually released them. Unfortunately, that does tend to cause a lot of crazed media speculation. People do sort of grasp for whatever answers they can. And sometimes they end up identifying very publicly the wrong person. I hope that doesnt happen in this situation. But it seems as though the British Police said they do know the identity of the attacker and they are simply waiting out of an abundance of caution before releasing that information to the public. Stick with us, we will come back to you, matt, later in this program. We want to bring in Law Enforcement analyst and retired atf math charge Jim Cavanaugh. Good to have you with us this morning. I want to pick up on the point that matt was talking about, about the identity of the attacker. Walk us through, through your experience how do you begin to piece together the identity of this attacker. More importantly, when do you get to the point to say we are comfortable there is not another imminent risk . We have seen in the past many of the large scale attacks in europe happening in multiple cells, whether it was the Brussels Airport attack, paris, istanbul, several rounds of attacks. How do authorities this morning wake up and assure the public that there isnt yet another imnep attack . Great question. Well, you have to go to the residence of the. Bother, to his materials, his family, neighbors, friends. You have to go to his Electronic Devices and you have to do a psychological autopsy, everything about him. You have to to know what he was thinking in the months ahead and you piece that together by his associates, coworkers, classmates. It will be interesting to see if this is also a young person who attacked this concert. You know, the uk police, manchester police, have aid they are treating this as if it was a terror attack. Clearly that is correct would be the major lead category. We would call it the major lead category and most likely because its common with other similar attacks at similar venues across the world. Each certainly across europe. But we havent heard anything absolutely that could rule out some depraved attack, someone who is acting for depraved reasons, someone who may have a reason because he was you mill yatded by someone, broke up with someone, made a bomb and attacked. We cant rule it out. We are talking terror, i think its more likely than not terror but we dont know for sure yet the exact motive of this attacker. Uk police and u. S. Authorities may know through our liaison with them who that attacker is and if he is connected with or has been the subject of prior investigations by the authorities there for connections with terrorists or known as someone who may be teaming to radicalize. So that will be some interesting points. And the major point being did he make the bomb . Or did someone else make the bomb . I think the commanders on the ground, really, thats a big question for them. Because if they go to his flat and its full of bombmaking materials, then they can piece together that he actually made the bomb regardless of the motive. Then maybe he is a lone actor. But if its not, if there is no bomb materials there, then did he make it in a garage or another location he might have had access to . Or did he clean it up selfly, which is very difficult to do, by the way . Or is someone else making the bomb that could make yet other bombs. Could have helped him as well. Of course right now, nbc does not have any reporting of anybody claiming responsibility for this attack. Of course thats something that we are watching. Jim, stand by for a little bit. We need to squeeze in a break but we want to chat with you a little bit more. As we continue to following two breaking fronts this morning. This terror attack at manchester arena, killing 22 people, at least, and injuring 59 others. And also, president of the United States on his fourth day of his first foreign trip. Now in meetings with palestinian president Mahmoud Abass. Both following here on msnbc as we continue our special coverage here this morning. All right. We are now looking at live images as we continue our coverage of the streets there in manchester following that deadly explosion. We are trying to find out more. Jim, if you are still with us, i wanted to ask you about on a tactical sense what happened here on the night of this explosion. As weve seen in the past, it has always been during concerts, during performances. But this specifically happened after the concert was over. People were already exiting the arena, where we understand that this explosion happened in the foyer, in the outside area, causing this panic that you are seeing here from the video taken, causing a possible stampede there. What are your thoughts on that . Could that have been deliberate . And what are the steps preventative steps that may have been that could have been taken and that werent . Well, thats a great question, frances, because timing and targeting always go to motive. Thats what we look at to try to discern, you know motive and the rna for a crime in particular, a bombing. Why that concert, and why at that time during that concert . And most likely, it is that the person could not gain entry into the arena the secure arena which likely has some procedures and rules. Maybe no backpacks or they search backpacks. So the bomber would not want to try to breach that or, you know, if he thought he could get in with his backpack he might have tried and been rejected. But so he waits. And what is he waiting for . Hes waiting for the crowd. Remember he wants this is a bomb thats not so much designed to kill him. But so much designed to kill many others. I think we are going to find that a lot of these deaths and injuries are people who are in proximity to the bomber himself. Maybe some were killed in a stampede. But when you have a bomb full of nuts and bolts and this report reportedly this loud blast and this damage. You are going to have carnage right there in the immediate area around the bomber. Thats the way its designed. So hes there at the time, and he waits. Ill be interested to see how long he did wait. If he waited to let me sorry. Lep let me jump in and ask you, right now with the political dynamics unfolding between the uk and the european union, there is still a good level of intelligence sharing. We can assume that the uk officials this morning are cross referencing samples of the explosion and whatever material that was used, fingerprints this if they gathered any, the identity of the bomber with databases both in the u. S. And europe; is that correct. In the u. S. We have the bomb data center. We have the t dak, explocive device legal center. And the ied identification organization. We have three organizations run by our Law Enforcement here and our military and we can look at our devices and quickly assess if weve seen them before. But the uk is pretty adept at this as well. This is a bomb. They will get right on it. They will try to find the fusing and firing aim. Was it triggered by the bomber himself with a simple switch arc pull or a switch with a battery and an electric firing. Could be a simple mechanism. Could also be a complicated mechanism, detonated by someone else with a cell phone from afar. We dont know the answers to those yet but we do know that a suicide bomber can be a very simple bomb because they just have the finger, you know, to pull the switch or hit the switch and detonate it. Jim, is it difficult to acquire or get the type of material needed in an explosion like this or for an explosion like this in the uk . No, its not difficult. They have put in new restrictions after the 77 stuff. But you can buy materials, chem kelce that you can mix up like bathtub gin, these concoctions their very deadly. Right. And you can then put that together with your fragmentation, nails or ball bearings and nuts and bolts. If you are suicidal you will stick it on your body and go somewhere to pull the switch. No, its not that difficult. It can be gained, the knowledge, on the internet. Or it can be trained. So it can be trained. But, remember, ayman, and you know this well, too, in all your travels covering the middle east, that the other big question when you have a suicide bomber is you have to have a person who is inculcated into the idea that he wants to self sacrifice. Uhhuh. Right. Thats another discussion we have had before and we can have some more. But it is an important fact because not all bombers do that. Not all bombers are willing to self sacrifice. So if it is in fact a terrorist bomb, which we dont know absolutely for sure. But if it is, then thats a person who has either radicalized, incull kate himself on the webb or through trainers or handlers to be willing to self sacrifice for the cause of you know, whether it be isis or al qaeda or some twisted terrorist ideology. All right, Jim Cavanaugh, we appreciate your being with us this morning. Of course we can expect to check in with you throughout the morning here. As we understand from the president s press secretary, sean spicer who tweeted out this morning that while the president is overseas that he is being updated by his National Security team on the terror attack at the manchester arena. So looking for a response from the president. We know the president is right now, within the hour, in a meeting with palestinian president Mahmoud Abass. You can see live the podiums for both of them as they are expected to make remarks, joint remarks, within the next ten minutes if they stick on schedule. Lets bring in nbcs andrea mitchell, who is following this. And the president s news on this trip. Andrea as we are able to join you once again fill us in on what you are expecting to hear and what we can expect to hear from the president. First of all we expect that in this photo opportunity before they make their joint remarks in what is called a pool spray with the call group of reporters traveling with him that the president will make some remarks, make remarks we would expect about manchester. He has been briefed as you point out, briefed at his hotel, at the King David Hotel here in jerusalem earlier today. Overnight the reports were coming in. Of course there is a cia station here. There are analysts here. A large contingent would be based in israel, a station chief and other officials from the Intelligence Community feeding information up through the deputy National Security adviser dina powell who is here as well as general mcmaster, h. R. Mcmadder the National Security adviser. They would bring the latest intelligence. As you know there has been so much shared by the british and the u. S. That in fact it was u. S. Intelligence officials who kmd for our own reporters overnight that they believed this was a suicide bomber. They dont know if it is a sole bomber. That they also believed that the British Police in manchester and the intelligence officials there that they had an identity. That would be an extraordinary development. As Jim Cavanaugh has been saying, thats the first piece of what you to in a situation like this, once they determine that it was a bombing and likely terrorism. He will have that information. Now the decision is what will he say . This is the first test of this president in a real crisis. E hes on his first foreign trichlt its carefully scheduled. He is supposed to go through the west bank, bethlehem appearance today and have this important meeting with Mahmoud Abass, then return to jerusalem. He has other scheduled events a speech later today, as well as a visit to the Holocaust Memorial here. Then leave for rome and his meeting with the pope. So this is a very carefully scheduled trip, point by point. And how he responds here is going to be a critical test. Does he interrupt his trip, advisors and experts outside the government say that would be a very bad idea. But there was criticism of course from the trump camp when president obama did not interrupt his trip to havana when there was a bombing in nice during the campaign here. How does the american president respond of all places to be in bethlehem which has seen so much vie lens and to be briefed on this just looking like historically, Jim Cavanaugh was talking about how many years we have dealt with terrorism and suicide bombings in all contexts in the United States. But the King David Hotel, 70plus years ago, was the site of israeli independence fighters, terrorists viewed by the British Bombing against the King David Hotel when this area was run by the brits. It was colony. So long before israeli independence they were terrorists, israeli terrorists who were fighting for what they viewed to be their jewish state. A lot of complicated history the president is going to be dealing with. We know the president is heading to europe afterwards for meetings with european allies. You talk about this being a big test for him on the world stage. What do you want to hear from President Trump as he makes and prepares the remarks that he is going to deliver later today from the perspective of the european allies. They are much more critical of israel and its settlement policy, perhaps less so with theresa may in the uk than previously with labor governments. But there have been many criticisms, from france, from italy, from other nato allies about israel. In fact the u. S. Has, even under president obama, who was much more critical that settlement policy than President Trump, of course, the u. S. Has stood fast against other u. N. And european sponsored actions against israel for its policy towards the palestinians. So he is they are likely looking at him through a very different prism. What they are wanting to see today is solidarity with the United Kingdom our absolute closest ally, our closest intelligence partner. The resilience of the brits. We have seen how they responded. Ken delaney and i was talking last night to Brian Williams overnight about the way the brish responded when he as a newspaper reporter was first covering the 2007 bombings in london. And weve seen such extraordinary resolve from the british, from the french, from our allies in belgium during the airport bombing. Thats what they are going to want to hear, solidarity, comfort, and the importance the alliance as he heads after his visit with the pope to that critical nato meeting. As we await these remarks from President Trump and president abass, i want to turn back and ask you, andrea, again, when it comes to how he will respond to this manchester attack, and if he will alter his itinerary or change his plans at all, and the test that will be placed in front of the president we cant ignore the cloud that has been hanging over the president especially when it comes to intelligence sharing, and especially knowing in his meetings with the russians and, you know, divulging highly classified information. And when that story broke, when that was making headlines we were talking about how allies, how other countries, would go about in sharing intelligence with the president. How does that come into play as far as now knowing we have this test as you called it with this latest attack in manchester . I think we saw the evidence instantly, overnight. The communication the brish intelligence, the british counterterrorism officials, and they have a cobra meeting i believe scheduled this morning in london of their top National Security team essentially, their National Security council. That intelligence was shared instantaneously, wanting to know from the he had had of the nsa, the cia counterterrorism headquarters whether we had seen or picked up anything. We wanted to know from the british whether they had any signals. They would be going over any kind of electronic intelligence to see whether there is any communication between known terror groups to see whether this was a wider plot. Thats what they need to know . Was this a lone wolf was this someone inspired by one of the known terror groups. Or is this actually part of a Larger Organization like we saw in france and belgium. Certainly, most recently with westminster, there have been incidents that will need to be reexamined. They will be look back over anything. What officials will be looking for is if there is any connection gleblly to anything that could be hitting the homeland. The u. S. Homeland. That said, what does the president do . I think the most conventional and i think wisest policy would be to frame a message of solidarity but not to interrupt his trip. If he were to do so, it would be pretty jarring thichb this was not an attack on the u. S. And that he is about to meet with the brits and the others. They are proceeding with their business. The whole theory in response to terrorism is to not let the terrorists succeed more fully by changing our lives any worse than this horror has already done. I mean, now, obviously people are going to reexamine how we handle large venues. Its some comfort perhaps that it happened in the outer area, the ticket lobby, and nearest to the train administration. Not inside the concert itself. But that could just be because perimeters have been toughened up and this was not as soft a target so the suicide bomber that we presume took this horrible act. Right. Was not able to get inside. But frances and ayman looking at all of this, its just another example. I mean, i was in cuba with the president when nice happened. All of our lives i was at the fidel castro funeral when someone drove into ohio state and all of our coverage immediately turned to what was the larger message from that . How do we know, was that isolated or not . With each of these incidents they have to figure out who is connected in this, if anyone. The ingredients of the explosive device, the manufacture of it. The common ingredients that isis often uses, ammonia and other things that are sore relatively available in relatively small quantities as well as some of the more sophisticated bombs we have seen in yemen. There are so many wars going on right now. The conflict in yemen, which is saudi and uae fought against you know, the hoodies and the radiobacked insurgents. There is that. There is isis of course in syria. There are so many different factions. Right. This could just be a lone person, someone mjtly deranged. We dont know what the pathology of any of this is. Andrea, as you mentioned we have a live picture of 10 downing street showing the front entrance there of the Prime Ministers residence and office as that cobra meeting is expected to get underway. We will be monitoring that. I want to address something you brought up, the timing of this attack in mchsz. Obviously President Trump coming off the heels of that meeting in saudi arabia, particularly they ends where they open that counterterrorism, touting success there. Talk to me whether or not this attack its premature to know who may have been behind it. Does this attack regardless of who was behind it overshadow the attempts by the u. S. And some of these arab allies to try to get the situation of terrorism and extremism under control. As you mentioned there were many times when you were involved in covering one event only for it to be overshadowed by a terrorist attack. This is going to overshadow the president s trip and the wins and successes he was touting in saudi arabia and elsewhere. It makes it harder for them to tout success. But they can shift the message to be of the urgency they need to come together. This can be a moment for a new president , the least experienced in Foreign Policy and diplomacy of any of our commandsers in chief in modern history to try to make this a rallying try, to stress the urge ebtsy of coming together, of trying to penetrate those on line communications. One of the things that was so apparent last night when a lot of our experts were on the air overnight was talking about telegraph and encrypted apps now used by terror groups and how difficult it is to stop and intercept their communications. So this has been a major issue of privacy and of commercial rights by Silicon Valley and other internet organizations. Fighting at some points against the National Security agency and their desire to be more intrusive. It all comes together, tragically and momentously at this moment. Dont forget also i know you dont, but there is an election coming up next months in great britain. And theresa may is about to have an election where she expects to get a very large mandate. While we have you, in about two minutes we were given the heads up andrea the joint statement will begin by President Trump and president abass. Talk to us a little bit about yesterday, the significance, you had President Trump visiting the western wall, the first sitting u. S. President to do so. We have seen the others there, but as a citizen after stepping down as president. Talk to me about your takeaway. I have been watching this and we understand donald trump left a note there and also how jared cukushner and his family come io play. Jared kushner and the family, he and ivanka, but i particularly in this instance Jared Kushner has been the drivening force behind this trip, behind solidifying a relationship with israel. Is krael did not experience Benjamin Netanyahu certainly did not experience under president obama. President obama on a trip here in 2013 was very warmly received. He spoke to students. He reached out across a wide range of people across Israeli Society but his relationship with the government was icy cold. It was so trosy from early on from the opposition by the administration to settle meant policy of 2009. That really did freeze the connection to netanyahu. And then the deal deal really put it over the top. The fact that netanyahu came to washington in a speech to a join meeting of congress arranged with the Republican Leadership in congress by israels ambassador to the u. S. , in violation of all protocol by not informing the white house first that the Prime Minister was coming to the United States and addressing congress. It infuriated the National Security staff and the president. And they recovered from that. Netanyahu never recovered as the u. N. Resolution that was not sheetoed in the closingic weeks of this administration. He very pointedly last night at the dinner in his own home where they were making joint statements, the warmth of the reception rivaling in wormth the reception in saudi arabia, if not in pomp and circumstance and gold plated palaces. But he said with some irony and with a laugh, welcome to our palace, when he and Sarah Netanyahu welcomed the president and Melania Trump to their home for dinner. Then very pointedly, Prime Minister netanyahu said you have in president ing President Trump he made a very explicit reference to president obama, extraordinary, really. Not very pt diddic in i criticizing a former u. S. President , immediate past president. Your new policies on iran, new policies on punishing syria, and your low pressure abroad but those were three big things that he made in his remarks praising President Trump as a new ally. This could not have been a closer relationship. I was also struck by the warmth in the president s reception of abass. He came on may 3rd to washington just a few weeks ago. So he is trying to be a bit even handed here going to bethlehem. I dont think he has seen the most dramatic evidences of how the west bank is divided by israeli settlements and all of the checkpoints that make it impossible for palestinian residents in ramala and the envie rons of ram allah to get to their jobs in eastern jerusalem getting across the l and b bridge. I was doing an interview, an israeli ambassador to the u. S. And he said that one of the initiatives from the cabinet thawed over on sunday and pushed by netanyahu as sort of a peace offering to the u. S. , to President Trump, was to make it easier for palestinians to get to their jobs. And one of the things that orrin said they are trying to do is reduce the wait time at the allenby bridge. When the palestinians travel into jordan and back. Reduce the wait time from six hours to a half hour. Now, imagine a sixhour wait just to get to your job, and back. That is one of the initiatives that they are trying to take. They said small steps. That is part of the president s initiative, not the grand scheme that all the previous president s going back to camp david have proposed of eventually a final settlement with jerusalem decided and the return of refugees and all of that. None of that, the land swaps that were envisioned in 1967 when israeli won the sixday war and enlarged its territory by two thirds in that victory over egypt and the other arab leaders. That that is not what this president is endiscussions. They are under Jared Kushner envisioning a rp with the sunni leaders. Isolating iran, connecting the sunni arabs more openly withis kreel. They do have a common enemy in iran despite the election of rouhani the least radical of the alternatives. Viewed as a performer and potentially a pivotal figure in the future ofman, now that he has a larger mandate. And also taking smaller steps toward peace. Offering the palestinians not a complete state. Some kind of entity that is not defying wore ders, and the right of Israeli Security of the israel idf and police, the israeli to be undeterred. Andrea we ask you to stick with us as President Trump and Prime MinisterMahmoud Abass get ready to make a joint statement. Whats at stake and the opportunities that may not be presenting themselves for the first time in decades y have we not been able to up until this point reach that deal that we generally know the parameters of for some time . We know it may endetail, what it looks like. Certainly the american administrations previously have made clear their depositions on the twostate solution. What have been the Sticking Points. Its bedevilling to negotiators. Essentially what angela laid out for the administration is consistent with what the israelis have been calling for for a number of years. That wont fly for the palestinians. The palestinians are looking for an end of conflict. And the israelis are looking for real lasting security. The Sticking Point about settlements and confining them into specific blocks, about defining jerusalem, about the militarization or lack of political terrization that is in some of the palestinian territories. These are some of the core issues that have to be addressed. There are physical policies that can describe, get that doesnt. Ultimately the political choices in israel and amongst the err arabians matter. Considerly Prime Minister netanyahu has wiggle room on his left if he wants to go that routd route and pull in a broader coalition and pump out the more hawkish conservatives who dont want to see a two state solution. The same goes for president abass. He has to make choices about accepting there is a jewish state of israel. Those he is are the leaps they are going to have to take and they are going to need the political bagging broadly from the arab world as well as here. We are joined on set by my coanchor of morning joes first look. Good to have you with us. We are tracking obviously these two big stories, President Trump in bethlehem and meeting with Mahmoud Abass. As well as the presumed terrorist attack in manchester leaving 22 people dead, and 59 injuries. I too have covered news over in the west bank as well having been to bethlehem and the west bank and ram allah. One of the points that you made and i want you to expand on is understanding sort of the complicated relationship that exists between israel and the west bank but the check points that also exist. President trump now visiting bethlehem and how going to beth him is so different than visiting ram allah. In bethlehem, the checkpoints were much less there were much less checkpoints on the way to bethlehem as ram allah. And you done see the scene of what residents there are dealing with when visiting bethlehem versus a place like ramala and getting a sense what have it is, and the barriers that exist there are for the palestinians. Andrea, do we have you . Im sorry. Im sorry, there is a plane overhead, and i i agree entirely with what you just said. Our trips to ramala have become increasingly difficult. I was there when arafat was holed up in his headquarters. And i went with Collin Powell under extreme secure arrangements. Theis raleigh army was poised with guns aimed at arafats headquarters. He was refusing to come out for more than a month with his men. And i went in. I was the socalled Pool Reporter going in with then secretary Collin Powell back when george wchltd bush was president to try to go in. I went in and these men can be basically holding that territory with the israeli army right in the office across the way and u. S. Security, diplomatic security, the equivalent of the secret service who guard the secretary of state traveling in in armored vehicles. It was an ampl ampled cat and we were briefed on what could take place. Things sbrofd somewhat, but then of course there was in late november of 2004, the death of Yasser Arafat and the transition to the new palestinian leadership. I remember at the time i was in ram allah for a up can have weeks while arafat was in a hospital in paris. I believe we had on november 14th, we had his funeral. It was a friday. It was the ends of ramadan. And there were so many mixed emotions as we covered arafats funeral. There was a moment there where a number of the palestinian leaders were telling me that if the u. S. Would give them some support against hamas, against the more radical of the militia s then holding sway. And it was before hamas was really ruling gaza and had one rights in the election. They thought that there was a window for a more moderate stance. I remember running and i saw top officials for the highest level. I said the message from the palestinians is we need american help. There are 12 separate militias. We need some sort of support and the answer from the white house to me personally was they will not get that report until they become small d democrats, until they lay down their arms. It was a pivotal momenting. Rice replaced powell as secretary of state. They were lipping you too will know the influence. They we narnski had visited dick chaney and persuaded the white house that the read to middle east peace had to wait for different leadership. Abass rose to the top. He is at historically low levels of possible later among his own people. Some polls show 64 of palestinians opposing him. He has no so, there is tremendous resentment. And broiling anger under the surface. And these are the kinds of issues that President Trump comes with some would say naivete and his advisors thinking they can come up with a solution. We saw rex tillerson, Jared Kushner, all making their way on the outside of the president ial palace. It seems there is some movement now making its way as we await those comments. We are going to have a reset here and be back at the top of the hour to bring you more extended coverage. Stay with us. Surfing is a sport that takes a lot out of you physically.
