Franken and senator joe mansion on the president s words to bob woodward and the president spreads disinformation about voting in North Carolina as ballots go out. Ill talk to the states attorney general. First, there are basically 50 days left until election day and the president hoping to be on offense at this point against joe biden is having to play a certain type of defense on opening nfl sunday. It is because of selfinflicted wounds. The president s own words coming back to haunt him. Reportedly calling americas war dead losers and suckers. And in taped conversations with bob woodward acknowledging in march how he sought to down play how lethal the coronavirus pandemic might be. While many states are seeing a decrease in cases, the number of american dead is set to surpass 200,000. In polling out today from abc news Shows Americans still overwhelmingly blame the president for the countrys problem so the president is trying a kitchen sink approach trotting out everything from new Supreme Court picks to nicknames to conspiracy theories. He has proclaimed himself an environmentalists after banning offshore drilling in florida. Hes been toting a noble prize nomination. Hes claimed authority to defer payroll taxes if he suspends it, hes claimed hes lowered medicare premiums joe biden without any evidence. Hell destroy your social security, hell destroy protests to preexisting conditions social security. For weeks and yet for all of this his own dollars on the race. Some democrats are expressing concerns about joe bidens campaign. The former Vice President not holding any Public Events this weekend as the president prepares once again to hold a rally tonight again inside, indoors in nevada. With that id like to welcome in my panel for this evening. Phillip rucker and content executive shaun that thomas and joining me by phone, White House Reporter for the Associated PressJonathan Lamarre traveling with the president in nevada. They are msnbc political analysts or contributors. Phil rutter, let me start with you broadly on the state of this race. We just walked through all of the ways in which the president is touching on old themes, things hes said before, some new ones. They really do seem to be trying to throw everything they possibly can at what has been a pretty tough week in terms of the woodward revelations and of course the Jeffrey Goldbergs reporting from the week before. How bad does the white house think the president s taped comments to woodward actually are in terms of harming his reelection chances . Well, kasie, they certainly are damaging to some degree. The president s advisors continue to believe that he is doing better in this race than some of the public polling significauggests and think they ground that was lost during the spring and summer. You know, clearly hes behind joe biden pretty much everywhere where it matters but the president feels like they have a fighting chance here and that theyre within a margin of error and can close this race in the final weeks. The problem for trump is that the last two weeks have been really abysmal. He has been unable to drive a consistent campaign message. Hes been wanting to talk about law and order. Hes been wanting to sort of put biden onto the defensive but instead, its been the treatment of the military over his horrible remarks about generals as reported in the atlantic by Jeffrey Goldberg and for this past week over his admission to journalists bob wood waward he intentionally misled and lied to the American People about the legitimate of the coronavirus pandemic but the bad news continues for the president. Phil, you mentioned the white house feels like they may be closing the gap. Quickly, do they attribute that to anything . Is it law and order or Something Else . They attribute it to their internal polling which we have not seen ourselves there is no way to verify that. They think its because the president has been out there with a high level of energy on the campaign trail compared to joe bidens, you know, less traveled and so forth. They think trump has really been out touching states and driving that law and order message to his advantage. Speaking of travel, Jonathan Lamarre, since youre in nevada and it seems like there is abrupt planning changes in terms of what the president is doing tonight but can you explain this decision to i mean, we have seen obviously the white house be willing to pack people outside but after that tulsa rally which was the last major indoor event, there were clearly very difficult repercussions. What has made the Trump Campaign decide okay, actually, were going to put a bunch of people inside breathing the same air while this pandemic is not under control. Kasie, congratulations on the new show and so pleased to be on the last one of your original time slot. Probably not coming to you from the van as were about to link up with the president ial motorcade. I love it. I miss it. To go to the rally tonight. Quickly, yes, we have the president has since that tulsa rally, which you mentioned, which a number of his own staff received covid19 positive diagnose noseknow diagnoses. They traced a spike in cases to the rally. He has abandoned indoor events. He put rallies on pause all together for a time and has reconcentrated them largely at airplane hangers in recent weeks. They have certainly grown. There were a few hundred people. Now its thousands and thousands. Last night, he had one in a small town in northern nevada after local officials blocked his effort to have one at the airport in reno and there were four or 5,000 more people there, very few masks. Not much in the way of social distancing, but it was outdoors. All of them have recently been out doors. Tonight in henderson, nevada, which is outside las vegas, it will be indoors at a manufacturing facility. The pictures indicate very little social distancing. The Campaign Said people that have temperatures checked for command to limit to how effective that is and people can be positive and asymptomatic. Masks will be recommended but not required. Some of that tonight might be enough to have an outdoor event but a statement that the president has to try to say the last few days on the campaign trail that he feels the nation is turning the corner, rounding the corner on the virus every though 1,000 americans are losing their life every day. Hes trying to sell the story that the virus is largely in the Rearview Mirror and trying to portray a push and return to normalcy to draft his approach to what democrats are doing saying biden and state governors are trying to hold the country back with their over zealous restrictions. As much as we hear from the president will be his message and certainly, we expect to hear a lot of that defiance but the return to an indoor event. That tells half the story itself. Well, certainly, we know that they also had trouble getting people to show up at that tulsa rally. Its telling in terms of the state of the country and how people feel about doing these things. Shauna thomas, the Biden Campaign is very clearly confident that their strategy of not knocking on doors, of doing everything virtually and digitally is not only a disadvantage when it comes to fighting against the Trump Campaign but in fact, an advantage that lines up valuewise with where their voters are and where they thing swing voters want them to be and, you know, watching a potentially indoor event right after the president came out and said, oh, yeah, or we learned, rather, i told say that the president told bob woodward that yes, i sought to down play this all the time. This is the biggest way you can possibly down play it is hold a massive event and say yeah, come on. Come in. Pact together. Dont worry about it. How do you see these two contrasting approaches playing out for the next few final weeks really of this campaign . I mean, i think Vice President bidens campaign wants to seem like they are the campaign who is taking the coronavirus seriously but hes not in the white house yet so he cant help the whole country. Most of the polls weve seen, some of the polls that weve seen that show the president doing a little bit better still say joe biden more people actually trust joe biden to handle the coronavirus more so than they trust President Trump to handle the coronavirus. So i would say if the Biden Campaign, they see those numbers. They think at least some of their tactics by, you know, biden wearing a mask, senator harris wearing a mask, them doing these smaller events actually plays in their favor. I think the Trump Campaign, though, by holding these events its his way of saying whether this is true or not, were turning the corner like youre saying but then he has the ability to try to equate that to the economy. And as you know, a lot of these same polls that say hey, we trust joe biden more when it comes to covid19, they most of them if not all of them are saying we still trust President Trump more when it comes to the economy. So if President Trump can say look at these campaign crowds, you know, everything is going to get better. The people out here think its going to get better and then on top of that hopefully that will make the economy better, then he does actually have a message. Now if he can stay on that message, i dont know but i think those are the two things that they are going for, and we will and maybe it doesnt change anything, but at least, there is something to compare them with. Phil rucker, lets talk for a second about new rolling we have out from swing states. There is New York Times polling of minnesota and nevada, New Hampshire, wisconsin shows the race tightening in some places. New hampshire in particular biden 45. Trump 42. Nevada biden 46. Trump 42. What at this point is the white houses well, what kind of a map are they looking at in terms of winning. More numbers in arizona and minnesota. They want to put minnesota on the map. Do they think thats possible . Are they anticipating surprises in places we may not be looking at as closely as we have in the past . Kasie, the states you just showed on the slide, minnesota, nevada and New Hampshire are three states where the Trump Campaign is hoping for a surprise. All three states went for Hillary Clinton in 2016. Biden has been leading in all three. There are places trump is making an effort to make them more competitive and perhaps turn them in his favor. Thats born out of necessity because trump is struggling in other states he needs to win. Biden had a narrow lead in florida although that state is famously a tossup every four years. Importantly, biden had a pretty solid lead in arizona that has long been a republican state and a state trump really needs to put into his column and wisconsin, michigan and pennsylvania, three of the top tier Battle Ground states trump won in 2016 and is trying to win again. So what you have in the Trump Campaign is an effort to pull other starts onto the map to give trump other options to get to 270 electoral votes should he fall short in arizona orr flori or arizona. Trumps push on law and order and protests in kenosha and warnings biden would make the suburbs unsafe for voters, they were really hoping that would shift the needle in trumps favor in wisconsin and in minnesota where of course, the black lives Matter Movement picked up a lot of steam this summer in minneapolis. It continues to show biden with the lead in both states. Its a very good point. Of course, the other big piece of this is were already lackoog ahead to what happens after election day. Youre seeing a lot of groundwork. A lot of disinformation coming from the president. Lets take a look at what the president said recently about a quote unquote rigged election. Watch. The democrats are trying to rig this election because it the only way they will win. The only way they will win is rig it. They will send out 80 million ballots and its democrats. They are trying to rig this election. Now they are trying to rig an election and we cant let that happen. I hope youre going to be poll watchers. So Jonathan Lamarre, that was last night in nevada. I think there are a lot of people that hear that and worry about what happens after election day, if in fact, it is a very close race and perhaps there is not a clear winner when we wake up because the votes have not yet all been counted. What is the white house preparing for in the aftermath of election day and put those comments from the president in context for us because it seems like its really sending a message to his supporters that is potentially really dangerous. Yeah, hes been hammering that theme for sometime now, kasie and last night was perhaps his sharpest language yet suggesting democrats could win if it were rigged. Hes been sewing seeds of doubt for sometime particularly without any evidence suggesting that mail in voting would be a source of wide spread voter fraud, after course, a lot of states are shipping mail in voting and a lot more voters than before plan to use mail in voting this time around because the pan ddemic because they don feel its safe to go to the ballot box and the president has taken this as a puzzle. Hes trying to suggest that it would be a legitimate election and i think there is a real scenario where because he is encouraged so many of his followers, republicans to vote in earn many, democrperson, dem would be safer to vote by mail on Election Night we may not have a clear winner and the results counted, the in person results done quicker may show donald trump ahead and i think there is a real suggest and fear among team d amo amo amongst democrats we would see legal challenges towards those votes. Remember of course, what happened in 2000. They had that in 2004 that we didnt have that at large in the aftermath of election day legal challenge after legal challenge. It could be messy. It could be ugly. It could last days or weeks and it seems like the president is stirring up supporters to be ready for that chaos and perhaps, even, to create that chaos. A lot of responsibility on all of our shoulders to make sure we get it right and are cautious in how we characterize this as the campaign wears on. Thank you and congratulations and to that point, before we go to break, i want to take a brief point of personal privilege. If youre watching, this is the very last episode of kasie d. C. Hes saying he knew in february that we should be taking this and using everything that we have to fight this pandemic, and not take it seriously as he wanted to down play it . Mr. President , my goodness, thats your job. That was West Virginia senator joe mansion talking to me earlier this week after the president acknowledged months ago he knew how deadly the virus was but instead, close to down play it to help his reelection. For more, im joined by senator mansion the Ranking Member on the eninner gergy committee. Thanks so much for being here tonight. Good to be with you. Can i take a personal privilege to say thank you and congratulations on a great job youve done to develop kasie d. C. I cant wait to see your next show. Thank you. Im going to be calling you at unholy hours of the day to come on. Thats all right. I want to be one of your first guests again. I was one of the first on kasie d. C. And your last telecast im privileged and honored to be leary. Thank you very much. Were honored to have you. Lets start off on the conversation we had earlier this week. Seeing how this has played out, how the president has tried to defend the comments that he made in those interviews with bob woodward, do you think he cant win reelection because what he said was so damaging . Kasie, i thought about that a lot. You were the first one i interviewed when the issue just came up about Bob Woodwards book. I thought about that a lot. I was honored to be governor of the state of West Virginia and the first thing i did when i took my oath of office, how many people were in harms way . Can i do to make sure everyone is safe and minimize undo harm. That was my first concern. That should be every executive, every leaders first concern especially whether its the president or governors, those who have control. I couldnt believe that and the president now i see how hes spun that and saying that i didnt want to alarm people. Well, thats why you have fire alarms. You know, i guess you want to silent a fire alarm . Thats why we have storm chasers, these planes that fly into a hurricane to allow us to know and be prepared. Its all about being prepared. And thats all we would ask for. Mr. President , be honest with us. Tell us what might happen. Lets prepare so it doesnt happen and lets make sure we keep every american as safe as humanly possible. He never used the defense production act, kasie. I cannot understand a person with that much power to be able to say okay, any manufacturing and United States that can help us be better prepared through this horrendous virus that could be devastating, lets do it. And we didnt. So thats all im saying. The more i evaluated it put me in a situation that weve lost almost 200,000 lives. Talk to me a little bit about what you hear from your constituents in West Virginia. You obviously are a democrat but your state has overwhelmingly backed the president. So many of your constituents are still it seems on board with him but we have seen public polling that shows overall the country really is unhappy with how the president has handled the coronavirus pandemic. Has the president s response that you just outlined in pretty grim detail, has it changed minds in West Virginia . I think West Virginia seems to be still very supportive of President Trump and they might be more skeptical now to be thinking could we avoid a lot of this if anyone lost a loved one or had this illness, could it have been prevented . We have schools going back and a lot of schools cant go back and were not prepared for virtual because we dont have broadband high speed in many areas of West Virginia and we want to make sure our children dont get left behind. There is a lot of things we could have prepared for and were not prepared and i hope i know youre going to talk about the violence we have going on in this country. This is happening under president Donald Trumps watch. Its not joe bidens watch. If hes going to be law and order, mr. President do it before this all happens. You know, bring people together and the that that makes me think you think its possible that is that law and order message resinating in West Virginia, do you think from the president . I dont know. People in West Virginia have been civil riized and very respectful. Ive been doing visual zooms. It called hurt to healing. Ive had different people on at different times. I had black officers on speaking about what its like, what they have to contend with and bring people together and make sure we respect each other. We can disagree. People were upset with what they see on television and were all upset about that. To blame somebody thats instigating it when the president is in charge and basically if you were working and sat down and talked to the people in the states you work and bring people together to minimize this or to tamp it down, it would be great and should never have gotten to the extent its gotten to now. When a person keeps blaming, you know, he blames every democrat, its all our faults, i can assure you mr. President i want to work with you. Ive tried to work with you but i believe every time something goes wrong you want to blame a democrat no matter who they might be is the wrong approach to take. Were in this together. So i never met a republican let talk about democrats. Im sorry, sir, were dealing with a little delay. Before we get to the end here, i want to show you something bernie sanders, one of your colleagues from the senate said about the joe Biden Campaign and ask you about it on the other side. Watch. I think biden is in an excellent position to win this election, but i think we have got to do more as a campaign than just go after trump. The working class in this country is probably suffering more than at any time since the great depression. So i think what needs to happen is joe needs to talk about what he intends to do to improve life for working families. Do you agree with bernie sanders, senator . Do you think the Biden Campaign needs to focus more on working cloosz class americans . I think people need to know who joe biden is. He has a very high likability factor. Anyone that has ever met joe biden, i know you have. Hes genuine. He can bring people together. Right now this country has to m cotogeth come together. The economy started coming back there 2009 and 2010. It was growing through. We werent prepared. We could have been prepared better but we werent. Joe biden will bring people together and we need to bring this country. This is the United States. Its not the republican state or the democrat state. Its the United States. And people have to come together. Its not the republicans fault, its not the democrats fault. Its basically all of our faults if we dont Work Together and thats what is happening. When you have someone, whether a leader of the family orbi busins person or leader of your state or country that basically professes the type of destain thats going on right now and blaming and putting positions of people basically and saying its your fault, not mine. The buck stops here, mr. President. It stops with you. It stops with all of us in a position to make a difference and we cant, we should Work Together as people representing the United States of america, the greatest country on earth. My old state of West Virginia has given her all and shell continue to do that and well Work Together but blaming is not who i am. Its not how i was raised and not how many West Virginians were rairs raised. I think when they look and see who can best bring this country together, that is joe biden. That is the person that can say fine, my republican friends, john mccain and him were the best of friends and they can Work Together. Basically, they put politics aside and put the country first. All right. Senator joe mansion, thank you for coming on our final program tonight. We thank you very much. Were honored youre here and hope to see you early on in the morning. Thank you. When we return on kasie d. C. The panel is next to talk about signal noise and how the campaigns are approaching the final 50 days of this campaign. E approaching the final 50 days of this campaign. We have a chance to unite the country. That was the former Vice President in detroit. Phillip rucker and Shauna Thomas are with me. When you line it up with polling that were seeing, it helps explain some of the movement in the philadelphia suburbs, for example where we see biden take a lead among voters compared to what played out in 2016. But then were seeing tightening elsewhere in the state of florida is one area thats interesting. What is your take on how that message from joe biden is coming across in this particular moment in the final weeks . It sounds like hes able putting florida aside which he knew was close in 2016 and many election years before that but when it comes to the pennsylvania polling, i think he has in someways been able to neutralize some of President Trumps message. We know the law and order message that President Trump will probably use tonight as well in nevada is something that really rallies his base but doesnt necessarily ring true when he tries to blame it all on joe biden and then joe biden comes back with a message that is fairly reasonable much like what joe biden has been trying to run as in this entire election along with also his primary. So what i see is that it does seem that joe biden has found a way to walk a line, which is i want to support the people who are in the streets and doing the right thing and speaking up about systemic racism and speaking up about Police Brutality while not excusing people who are actually breaking the law and at least with that particular message, it rings as something that people can kind of hold on to as though that makes sense. And while i think some of the polling has said that there has been a backing off of people supporting black lives matter, it is more people support it now than have supported it since we started using that phrase. So i think joe biden is reading the room. Hes saying what needs to be said and President Trumps message on that particular thing isnt necessarily working. Phil rucker, whats the Trump Campaign view of how that particular piece of this is playing out and how the messaging is landing on this . Well, their view is that this messaging is something designed to try to feel away or rather bring back home some of these white women in the out earring suburbs around philadelphia, around pittsburgh who have fled at the Republican Party since voting for trump in 2016 and trump is trying to make out reach to them to bring them back into the fold but it is a difficult challenge and my colleague Jenna Johnson actually has a front page story today where she interviewed these women in philadelphia and pennsylvania who are just not willing to come back to trump, who are even ashamed of their vote in 2016 for trump so that law and order message is not exactly winning all of them over but again, there are several weeks left here in the Trump Campaign is obviously hoping that they can try to make some movement happen. All right. Phil rucker, Shauna Thomas thank you both for everything. Thank you for being part of our show. Congratulations so much to you, kasie, msnbc viewers are lucky to get to see you every morning and congratulations on booking your first guest in her mansion. Thank you so much. Microsoft says china and iran are stepping up attacks with Russian Military intelligence posing the biggest threat. That came as a whistle blower accused top dhs officials of lying to congress and manipulating intelligence reports to down play Russian Election interference and this week the treasury sanctioned a ukrainian lawmaker that met with Rudy Giuliani to smear the former Vice President and a top aide to u. S. Attorney john durham, the investigator resigned from her role. Joining me to help sort through all of that is jeremy bash former chief of staff. At the cia and Defense Department he is now an Nbc News National Security analyst. It always great to have you on the program. Lets start with laura durham, the aid resigning. The hartford current reported shes leaving at least partly out of concern that bill barr is pressing for their work to wrap up before election day. What implications does that have in your view . Well, its very rare, kasie, for a prosecutor to resign while a probe is underway. It indicates strongly that she had deep concerns about the way john durham was conducting this investigation. Clearly, john durham was giving marching orders by bill barr who warned against russian interference and this prosecutor stepped down. Its a very concerning development and it indicates that durham may be seeking to issue a report or issue some statement before the election to try to make, you know, donald trump look better or democrats look worse. Totally inappropriate for the Justice Department to get involved in political electoral politics. Whats your view of bill barr in all of this . It sounds like the concern is that the pressure is coming from the very top and, you know, weve seen him take a number of what seems to be extraordinary steps over the course of the last few months. What is on his shoulders in this particular instance but also as we look ahead to election day and whats likely to be a very close and possibly contested election result . Its a great point, kasie. The one thing we have to be prepared for in the runup to the election on election day and the aftermath is all the lawsuits, all the legal challenges that will be filed to try to benefit donald trump. So for example, if there is efforts to invalidate mail in ballots and the trump team believes the bail in ballots will favor joe biden, you Better Believe there will be litigation by the trump Team Including by barr supporting it to try to invalidate what attorneys general or Election Officials are doing. I think there is no question that bill barr is doing exactly what donald trump wanted him to do, bill barr did that with respect to the backdoor pardon with mike flynn and lowering of the criminal issues against roger stone. All along the waybill barr has done exactly what trump wanted. Again, its totally inappropriate, unprecedented level of corruption from the department of justice in favor of a candidate for office. One thing we mentioned in the introduction about microsofts warning about these potential actors interfering in our election. One thing that microsoft asked for was for more money to protect against election interference and, you know, as we head down this stretch and are looking at what we were just talking about, it doesnt seem to me that congress is prepared to actually spend more money to address election interference partly because of the way the president reacts to it its become so political. What are the implications of that reality and do you agree . Do you think congress will be able to add more money to try and protect our election in the final weeks . Well, youd think, kasie, protecting an election without respect to who will benefit in that election should be totally a political and nonpartisan. It should enjoy bipartisan support and get across the goal line. Unfortunately, the reality is the republicans because again, they are taking their marching orders from trump believe any effort to enlarge the franchise, enlarge the numbers of people eligible to vote, enlarge the time for voting if that benefits the democrats and therefore republicans should oppose it. Again, i think every persons vote should count. Elections should be available and open to every registered voter and any effort to compromise that is really an effort to stifle the right of people to elect the representatives. All right. Thanks for your reporting and all the days youve been pounding the pavement on the trail. That was one of the great privileges of this show, being able to highlight all of my wonderful colleagues who have been reporting over the past three years and bringing the best of it to us. Tonight ali vitali joins me with her latest installment on the series shecession and impact the recession had on businesses run by black women. A ali, great to see you again. What have you got . Thanks for the look back on the show, ive been so grateful. If you look back at the last three months, three crisis dom nation the news cycle. Pandemic, racial injustice, the next story at the nexus of all three. If i waited a few months, there probably would be no book shop. She opened her book shop in february. A month later the pandemic hit. Is this life telling you stop this idea. Is this life telling me i need to figure out had you to go harder. Has reimagined what her business looks like limited by the pandemic while at the same time booming with a sudden increase in the demand for books after the killing of george floyd. We went from 3,000 to 30,000 followers. Imagine having this influx and not knowing if you can manage it. Even with that temporary spike in business. Every day i wonder. Every day. Women in minority business were on the rise prior to the pandemic and black women starting businesses at a quicker clip than anyone else. The pandemic stopped them cold. From february to april, black businesses were decimated. Their numbers dropping more than 40 compared to 22 overall. Why do you think that number is so high . The phrase is when White America gets a cold, black america gets the flu. Helps Access Capital and now navigate a pandemic. Community building is no longer a nice thing to have. Community is now an essential pull to push founders forward. People that look like you, sound like you and do what youre doing. Barriers loom large. The biggest financial challenge cited by black Business Owners in a survey, access to credit. The same survey shows when they do apply for financing, they are less likely to be approved or get smaller amounts than they asked for. In covid times it translated into ppp loans. We didnt federal loans, didnt get ppp. Goldman sachs survey in april found 79 of black Business Owners applied but only 40 were approved compared to 52 overall. We dont necessarily want to believe, who would want to believe that were living under a system that does not treat people fairly. The disparity may be explained in part by black and brown owned businesses having fewer employees and less revenue but ppp loans relied on existing banking relationships creating a sort of financial chicken and egg for black entrepreneurs. If you understand system income tax racism lives in the institutions you might youre up against, you didnt have to do the work of creating something as an alternative. And for janine cook, its all about turning the page for the next generation. I had a 7yearold girl come in here, she was buying all these books with her dad. She said she wants to open a book shop someday. I never had that reality when i was a 7yearold little girl. Thats the reality moving forward. Thats why it is important for us to be at the forefront of Business Ownership. Effectively what shes saying there is representation matters. It matters in business and also matters in politics. After Kamala Harris was announced as joe bidens running mate, im sure you heard this, too. Black and brown women felt seen. From the bookstore, representation marrying in all corners of the society. Ill say it again, its been such a treat to be on were for so many sundays over the years. Im so grateful for you being able to share our stories and im so excited for whats next for you. President trump has always seemed to have a shall we say complicated relationship with the truth. As of july the Washington Post fact checker counted more than 20,000 false or misleading claims since he took office. Clearly we are a long way from this promise that he made as a candidate. In this journey, i will never lie to you. I will never tell you something i do not believe. Recently we heard a similar pledge from white house secretary kayleigh mcenany. I will never lie to you. You have my word on that. Now, whether you want to call them false hoods or mistruths or out right lies, it is very hard to argue that this administration hasnt repeatedly, constantly misled the American People. They have done so on issues big and small. Recently, for instance, the president has been claiming that Auto Assembly plants have been added at an unprecedented rate across the south and midwest. That is simply not the case. But of course this week we also learned from the president s own recorded voice that he intentionally misled the American People about the threat of the coronavirus. Well, i think, bob, really to be honest with you sure. I want you to be. I wanted to i wanted to always play it down. I still like playing it down. Yes. Because i dont want to create a panic. Now, the truth is not always a matter of life and death but in this case thats exactly what it was. Even though we heard the president say those words on tape, the white house still refuses to concede that you heard what you heard. The president never downplayed the virus. Once again, the president expressed calm. Theres a long litany of praise from dr. Fauci and youre referencing something he allegedly told bob woodward. Its on tape. Its on tape. Its not alleged. The question is what will voters across the country choose to hear . In just a few minutes ill be joined by senator al franken, who is something of an expert on this topic. Before running for office he wrote the book, lies and the lying liars hotel them. Distinguished professor from Vanderbilt University jon meacham. Hes author of the new book his trust is marching on. Washington post Ashley Parker and senior opinion writer for boston globe Kimberly Atkins all msnbc political analysts or contributors. Im thrilled to have all of you on board for tonights show. Jon meacham, let me start with you here, just because tapes i feel like end up in our historical memories in a way that perhaps more fleeting moments do not. We have often discussed and wondered which moments from a madcap presidency are going to land in the history pooks. Im hoping youll help us put into perspective what we learned in this woodward book, what we heard, what people can clearly hear with their own ears and how its going to be viewed in decades to come. You use a really important phrase, what will People Choose to hear. Thats a phrase that perfectly encapsulates america in the age of trump, because you should really only hear what is the sound moving through the air, right . There is such a thing as clinical discernible fact. Call me crazy, okay, but there does seem to be in theory. I think thats right. Also, is there any coincidence youve been doing this through the age of trumpp any because aliality for your involvement here. Ashley wants to bring that up in a minute. I think the thing that really worries me most about this particular mom is that we have a significant portion of the modern populous, 48 , who dont want to take on board facts that they dont find congenial. If they dont want to believe something, they simply deny the evidence of their own eyes, or in this case the evidence of their own ears. And the fact the press secretary said allegedly told bob woodward, my hat is off to Geoff Bennett for saying its on tape, this is really in many ways whats on the ballot is can we find a way to follow reason as opposed to being driven by passion. Speaking of being driven by passion, we just saw the crowd go up in henderson, nevada, where the president will be holding an indoor rally. The first one you can see people in chairs packed pretty close together. Again, inside. This the First Time Since june when the president had has rally in tulsa, oklahoma. Ashley parker, take us inside clearly we also heard from in fact, why dont we watch a little bit of it. On meet the press this morning defending about these woodward allegations. I think we can show you a little piece of that. Suffice to say that the administration is basically defending the president saying this is not what happened. Watch. Think of what would have happened if he went out and said this is awful. We dont have a plan. It would have been a rush on the banks, on the hospitals, on the grocery stores. Ashley, what if their strategy clearly the strategy is to deflect and deny basically. But do you think people buy that . Other leaders in states, for example, governors with very high Approval Ratings were locking things down, saying what they believe to be the truth about the virus, saying it was damaging. Saying, hey, you need to stay home. People didnt panic. In many cases they were able to drive the virus numbers down. Not everywhere. They certainly got good marks for their leadership in that context. It didnt cause a panic. Whats the white houses view and whats their next move here . How damaging do they think this is. The white house what youre seeing, the president and his team, they are creating a false dichotomy, the only two choices were to do what the president did, conceal information from the American Public and frankly mislead the American Public by downplaying a virus that the president knew was airborne and had the potential to be quite deadly or to sort of scare the American Public into this immense hair on fire panic. Those simply were not the two choices. The president could have done, as you said, what a number of governors had done, what previous president s had done in moments of crisis and what leaders around the globe did during this crisis, which is be a leader, level with the American Public and say this is what we know. This is what we dont know. This is what you can do to prepare yourself and your family. You know, this is a rapidly evolving situation. The guidance may change tomorrow. Well be back here tomorrow telling you the best truth as we know it. Thats what people expect from their leaders. Thats not what we saw here. Again, in order to sort of compensate for what is now basically 200,000 americans dead because of a pandemic that has been mishandled in this country, the president has created a defense of false dichotomy. Again, the question really is will voters accept this. Certainly some are not. As youre seeing people are filing into that indoor rally as if the coronavirus does not exist. You will see certain people who will not just accept this but the president s own reality of a World Without masks, without social distancing and as if without the coronavirus. So kimberly, lets pick up on that image. Were seeing this rally play out in realtime. What is the risk not just politically. We talk a lot about political decisions on the show. This is a swing state, nevada, where polls show the race is tightening. There are all of these people packed together. We know americans dont trust his handling of the coronavirus. This is a risk for an outbreak. If you were trying to convince people youre handling this correctly, why do Something Like this . A couple of things at play here. One part of it goes back to what you were talking about with jon, people choosing to believe what they want to believe. There is a lot when it comes to social media, when it comes to the very divided other forms of media. People can literally choose their own facts even when they are not facts. I think what you have going on in that room is people who have been misinformed about the danger of this virus, and they choose to believe it because they think supporting the president means believing that. What is remarkable about this is at the beginning of this, and we know that the president knew it was deadly and airborne, it would have been in his political interest to do whats best for the country, americans and health of the economy, which was create a robust plan and use the force of the federal government to implement it. Ramp up testing and make sure that the hospitals were prepared. Ramp up testing. Push for a vaccine and other therapeutics and make sure that people stayed distant until these measures were in place to safely open the economy. That was the right thing to do. Had he done that, he would be in a much better political position than he is right now. Instead he followed his gut. He himself has said, he said that he wanted to downplay this virus. What he does is things he sees as an impediment, a problem, he likes to downplay, he likes to deflect, and he likes to blame others. He was laying the blame on state officials from the beginning and taking responsibility from nothing. Following his gut, rather than what was doing right and doing what was right probably would have helped him get reelected, he failed as a leader and failed as a politician in this, which is just the remarkable side of this. Hes always followed his gut. In this sense it really led him astray. And the country astray. Weve said over and over again that to solve all these cascading problems, problems being stuck at home, youve got to fix the medical crisis, which to your point the president seems to try things over and over again that are not focused on that. Ashley, one thing i want to ask you, why is the white house not cracking a deal on coronavirus spending with nancy pelosi heading into the election . Why are they letting mark meadows dictate the negotiations . If nancy pelosi is offering to spend 2 trillion to help the economy, help people who are out of work, if youre the president , why not do this . I really cant wrap my head around this. Its a great question and one the white house hasnt had a particularly great answer to. One the president came in and one of his promises was he was this sort of dealmaker. He was this nonideological businessman who could get in and cut deals with the democrats and with republicans. Not only have they failed to get a deal so far but the president really has not been involved. He left it up to as you said mark meadows whose role in congress was blowing up deals, as you know. Never getting a deal, blowing up deals by his own party. Steve mnuchin, who a lot of republicans dont trust because they sort of dismiss him as a democrat. The president has given us little glimpses where he explains he doesnt like nancy pelosi, he doesnt like chuck schumer. Hes outraged that Speaker Pelosi led the house to impeach him. That seem to be one of the factors that is making him so much more reluctant to negotiate with them. A lot of lawmakers think it might be helpful if the president got involved. Well, and jon meacham, ashley there kind of took us through a brief history of the series of blown up deals that did he find in part the last three years. Im curious your thoughts. I spent a lot of time talking about the arc, watching interviews we did earlier on in the trump era. The tone and way in which we look at the world, talk about whats going on has just changed. Its almost hard to realize it sitting in the moment. When you look back at the way things were even three short years ago, the difference is so stark to me. Sitting here amidst this pandemic, the crises gripping us, i find it hard to see how we get out the other side. What is your take in this moment about that . Yeah. Youre exactly right about the vernacular of normalcy. Its totally changed. I think to go to kimberlys point and ashleys, there was this expectation based on about 230 years of history that when any president comes to office, to power, there is some growth in that process. Not the case here. If anything, theres less hes become a smaller figure as the years have gone on. How do we fix it . The good news about a republic is that it is the sum of our parts. It is a living public thing. If our dispositions individually of heart and mind can get to a place where we want to reward a different kind of character you know this. You spend your days on capitol hill, which is humanity in the raw, right . If you can find your way to incentivize, right, have you to incentivize what you want. In a fascinating way the story and i think the story of the last three years is as much about us as it is about him. Its about what is it in the american character that took ebbing impulse of nativism and isolationism and outrage and structural partisanship, racism, what was it about this moment and this particular person that made something that had been ebbing, how did it make it flow. Its an alchemy. Its between both him and us. I think we can, in fact, come to a more normal vernacular, a more common conversation because characters, the greeks taught us, is destiny. But its going to require all of us. Character is destiny. I do hope that we can as a country remember that. Jon meacham, Ashley Parker, Kimberly Atkins, thank you guys for being part of our family for the last three years. I really appreciate having you all on. So thank you for coming on tonight. Still to come, we have former senator al franken, who was a guest on the very first guest of kasie dc. Well be back after this. Guest f kasie dc. President trump sees an opening in minnesota, even though the state has voted for a democrat for the white house for the past 11 president ial elections. He lost to Hillary Clinton in minnesota by a 1. 5 margin in 2016, just 45,000 votes. The new polls show the president s position in the state is slipping, including a new New York Times poll of likely minnesota voters shows the president trailing Vice President biden by 7 points. Several voters in that poll, particularly in suburban and Rural Regions describe rejecting his pitch about law and order and focusing on themes biden expressed decency, experience and his handling of the coronavirus pandemic. Joining me democratic senator from minnesota al franken. Senator franken, its great to have you back on the show. Thanks for being here. Yeah to round out the top and bottom. Yeah. Go ahead. For sure. Yeah, no, im very happy. Thank you for doing it. Thank you. Lets talk about your home state of minnesota. The Trump Campaign had been hoping it was going to be on the map and a big part of this law and order message they have been pushing especially in the wake of kenosha and what happened in wisconsin has been a big part of that. Whats your sense of where voters are right now in minnesota. Is that pitch working especially in the suburbs . Boy, our suburbs are diverse. People in the suburbs dont see a lot of unrest. I think that the george floyd murder, that disgusting murder did change people in this country, who was a turning point, now a jordan, good jordan of americans understand that there is systemic racism in this country. Always has. Trump says there isnt. I would like to ask him this. At what moment in our history did we stop having systemic racism . Id like to have him answer that. By the way, jon meacham said, as greeks told us character is destiny, if character is destiny and trump wins, were destined for very, very bad time. Speaking of character, you have had an arc over the course of the last three years that has obviously not gone the way you wanted it to go. What do you feel like you learned over the last three years for yourself but also for the country as weve watched this president break through norm after norm after norm . Well, i think this president caused a little bit of almost hysteria in this country. His character, rightfully so, was incredibly disturbing to people. I think it has theres been some goodafter suspects of the reaction to that and maybe not so good. Thats my observation on this. But he really is disturbing. This woodward book, basically, he lied saying it was a hoax, knowing it wasnt. These tens of thousands of deaths, cant say for sure how many, hes responsible for. This the worst, most irresponsible thing i think any president has ever done. And you know, he compared himself to churchill. That is monumentally wrong. In addition to everything else, he stanton know any history. Churchill rallied Great Britain. He told Great Britain what they were facing and what was ahead of them and he rallied them. This guy did the opposite. Considering where we are now with the coronavirus pandemic and that the president is now on tape, i talked to your former colleague senator joe manchin, when he initially heard that he said trumps chances of reelection are totally out the window and this is what he said and its on tape. Do you think thats true . No. I think nothing is guaranteed at all. Weve got a long way until the election. Unfortunately, and i did on my podcast this week, i had lori garrett and eddie slavin on the vaccine. Its a pretty harrowing podcast, because what we started to discuss is how there are theres no baseline for truth anymore. We cant agree we cant have that discussion jon meacham was talking beauty where we have won the discussion. We dont have a set of facts that we agree on anymore. When Kellyanne Conway said there are alternate facts, thats right. Thats what they were creating. They have been doing i wrote a book called Rush Limbaugh is a big fat i had used in 1995 and lies and lying liars who tell them. That was about fox basically. At the time you cant call people liars. Rush limbaugh got american medal of freedom for a reason. Without Rush Limbaugh theres no donald trump. This has gotten worse and worse and worse. During this presidency, he has undermined everybodys faith in our Public Health institutions, in the cdc, in the fda, in the nih. We were discussing the vaccine, were going to be divided on who trusts the vaccine. If biden wins, the trump people wont his vaccine. And we are in this has an accretion of a willingness to lie. And it has gotten to the point where we have a president who calls everything fake news that characterizes him in a bad way. This is a very frightening time, and we cannot take anything for granted, obviously. So when you wrote those other pooks, obviously, even the titles. Youre a comedian. Theres humor there, fun. Yes. Politics historically is fun. Used to be. Yeah, it used to be. Its not anymore. Right. Well, thats my question to you. Is there any room anymore for people to be funny, for their to be humor, an element of sport in it or is that just gone . Its you can do it within certain bounds. But right now the country is so on edge and so politically correct that there really is people are scared. People are watching out for themselves. Its hurt our dialogue in this country. On top of the division that we see. This is really literally two different sets of facts. We cant have a real productive discussion if one side is negating what actually is factual. That is what has happened. Im talking to an audience thats watching msnbc. If youre watching, youre probably agreeing with me. I hope youre getting insight, my insight into this, a slightly different perspective, but its very frightening that Going Forward this guy has taken us in 3 1 2 years a long way towards not trusting science, not trusting pretty much any institution. He said the deep state was in the fda, in the food and drug administrati administration. These are career scientists, the head of the fda, his job is to make sure that political influence doesnt affect anything. Thats his job her job is to protect the scientists to make sure they are doing science. The stakes here dont leave a lot of room for the humor and support that was once there. Al franken, thank you very much for coming on the program. Let us know if youre up at 5 00 a. M. , i want to see you. I want to be the first guest on your 5 00 a. M. Ill just stay up. Thank you very much. Ill have to make a choice, one way or the other. Great seeing you. Thanks for having me. Great to see you, too. What are you supposed to do, as we were talking about, when the president is spreading disinformation on voting in your state. Im going to talk exclusively with North Carolinas attorney general. Visit go rving. Com or your nearest rv dealer. You can only vote once. Say it again. You can only vote once. Still, President Trump has repeatedly encouraged voters in North Carolina to vote twice, or at least attempt to to make sure that their vote actually counts. That is not how it works, which is why this tweet from the president was flagged for violating twitters rules about civic and election integrity. Voting twice is a felony in 28 states and a misdemeanor or in fraction in others, which is why attorney general in North Carolina is asking people to not do, quote, what the president directs. Josh stein joins me now. Mr. Attorney general, thank you very much for being here. We read your twitter thread about the president of the United States, who is encouraging people to do this. Why dont you just give them the message youre trying to convey to our viewers and obviously those in the state of North Carolina, which is a swing state, but also across the country who might be listening to what the president has to say. Voting is absolutely important in our democracy. I encourage every eligible voter out there, no matter your partisan affiliation to participate and have your voice heard. In North Carolina for eligible voters it is safe, its easy, and its secure. You do not need to vote twice. If you do what the president suggested, you run the risk of committing a felony in North Carolina. I dont want anyone to commit a crime because of his terrible advice. So lets talk about North Carolina specifically in terms of people who are concerned about making sure their vote counts. One of our colleagues Dave Wasserman raised the question about curing your mailin vote. I dont fully have my head around what that means. Can you explain to people, what is it if they want to mail in their ballot, how do they make sure their ballot is counted. Its very easy. First of all, North Carolina is the first in the nation who sent out mailin ballots. They started sending them out a week ago friday. There have been more than 10,000 ballots already cast here in North Carolina. People are voting in this election now. Ive requested mine, havent gotten mine yet, so im eagerly awaiting it. Theres an online tracking system, where if you go to the state board of elections website and give your information, they will test and email you alerts. They sent me an alert saying it has been shipped from the board of election and you should expect it in 10 days. When you mail it back in, it will also text you it was received and valid. There was no cause to go to an inperson voting because you will know online that your ballot was received, or you can call. If you dont have the internet, pick up the phone and call the county board of elections. What if it comes back and says im sorry, i didnt mean to interrupt you, the delay is a little troublesome. If you go online and your ballot is marked invalid, what do you do . In North Carolina there was actually a Court Decision that said if theres a problem with your mailin ballot, then you have the opportunity to cure it. The difference between a mailin ballot and going to vote early voting or in person on election day, have you to have a witness observe you cast your ballot and you have to sign your ballot and the witness has to sign their ballot. Not everybody gets that right. Occasionally historically if you didnt have the witness done properly, your ballot would be discarded. The court has ensured that in this election if you have a problem with your ballot signatures, you have the opportunity to get that fixed, get it cured, so that your vote will count just as anyone elses. And are you prepared we showed on the screen the number of ballots requested, only 33,000 in 2016, 758,000 this time. Are you prepared to handle all of that . Absolutely. Absolutely. Most of those ballots have already gone out. They will be received by people. My parents have already sent their back in. I told you im eager to send mine back in. One thing North Carolina does thats very good is they actually will review the ballots, ensure they have been done properly and put them through the scanner weeks in advance of election day. They dont count them up. They wait until election day. On election day they will press a button and anybody who has voted early either in person early vote or early through absentee mailin ballots, those votes will be tabulated on Election Night just as those who went to vote in person on election day. So were going to have solid results on Election Night in North Carolina. There will still be ballots that trickle in on day one, day two, day three after election day because mailin ballots are valid as long as they are postmarked by election day but the vast majority of ballots will be counted on Election Night. That is reassuring for those of us covering Election Night as it happens. Good to know North Carolina will have much of its tally counted. Thank you very much for your time and helpful information for many worried about making sure their ballot counts. Wildfires choke the air from los angeles to san francisco. In imaginable stories from oregon where 1 million acres have burned. The Statesman Journal reports that struggling to navigate a road once so familiar but now shrouded by smokefilled darkness, chris tofte almost ran over what looked like a bikini clad woman on the road. Once he was closer he realized she was wearing underwear, her hair was singed, feet were burned, helped her into his car saying he had to find his wife and children. Finally she said, i am your wife. She had extensive burns. The family had been searching for their 13yearold son wywya and grandmother. The boys dog duke draped over him. Coral davenport, coral, thank you for coming on tonight. I read that story in full. Anyone who really wants to understand the toll thes these s are taking should read it for this family and others in oregon grappling with this. It reminds me of another headline in the New York Times, the opinion side, the headline, i need you to care that our country is on fire, raising the question would americans feel a greater sense of alarm about Climate Change if everyone experienced a fire season like this in person. This is something you have covered indepth for many years. Where are we in the arc of this. How bad are things getting how quickly, and how do we focus attention to actually start to make changes in is that even still possible at this point . Kasie, in terms of the science of Climate Change, we have scientists telling us in the past couple of years two big significant things that happened. One, in the past couple of years it has now become possible for scientists to clearly link the extreme event like wildfires, like stronger hurricanes, like more droughts directly to the impact of Climate Change. In 2018, a federal government report specifically linked Climate Change to worsening and more frequent wildfires that found that Climate Change was likely to triple the frequency of severe fires across the western state. Now we have climate Scientists Saying, yes, this is directly attributable to Climate Change. Not the only cause, obviously. Thats the first thing. The other the second thing were seeing on science, there is a point of no return. Specifically, and this is something scientists have been warning about for years. They have said once we get to the point of more than 400 parts per million of Carbon Dioxide in the atmosphere, thats where we get to the point these changes are locked in. It kind of becomes impossible, even if you mitigate climate, even if you mitigate Carbon Emissions and put policies in place. Things like wildfires, things like dying coral reefs, certain amount of melting of the icecaps are baked in. The warning was 400 parts per million. This summer, early this summer we reported had 17 parts per million of Carbon Dioxide in the atmosphere, which is a record high, the highest level ever recorded since weve been recording. So there is a point at which, you know, you cant come back. But at the same time Scientists Say this heightens the urgency of doing what you can of reducing emissions in the future. There is a sense that now that this becomes something that people are experiencing firsthand in realtime with devastating consequences, deadly consequences, rather than it being this sort of existential threat far in the future, that that could that that could motivate or push a policy in a way we havent seen before. As you said, ive been covering this issue for 15 years and the congress has never been able to pass a climate bill. Well, thats a pretty dire warning, and im glad that there are expert reporters out there like you who are track this. I think it definitely is going to be on so many more peoples radar. The financial implications as well. Coral davenport thank you for your reporting on this very important story. We preach having you here. Thank you.
