And the bears ears National Monument there holds a specific time period to where we some of our navajo people never went on this long walk and they hid out in that area and our chief was born and hid out in those areas. The nav hajo nation is going to take action and say no to cover steppi overstepping. And some support of the Navajo Nation and we were uninvited, ali. You know, when we were talking about, you know letting obama protect this area, we had a large majority of our navajo citizens, and we as a sovereign nation our own Tribal Council approved a resolution saying we want the bears ears designation and out of the six, seven chatters supported the bears ears designation. So to have the optics of this, how the lady there, the native americans there around the president , was just concerning to the Navajo Nation. And let me ask you this. Speaking of objects. You have said that the president should go to those lands. That he wants to rescind the protections over, although hes not calling rescinding protections. Actually somehow painted this offering more protections, but your point, he should go there . Absolutely. You know, hes making this decision. The president cannot obstruct justice because hes the chief Law Enforcement officer under the constitutions article 2 and has every right to express his view of any case. That last part significant, effectively saying whether talking to james comey or whoever right, he has the authority and the ability to have those conversations, because hes the chief Law Enforcement officer. Still all of this has increased scrutiny and the conversation about obstruction. You have a number of ethical lawyers chiming in saying that that is not an accurate reading of the constitutional article 2. That undoubtedly will be debated in the days and weeks to come but this tweet is going to continue to get attention, not only for its substance, but because of that other point you mentioned, ali. Yeah. First of all, you have the Attorney Client privilege. Its not easy to go in and say, mr. Dowd, mr. Trump, who said what to whom and who approved what, because of the privilege. The other hand, is it possible for mr. Dowd to be called a witness because he is witness to something that apparently came out from the president s hand. A probloint. Can they claim Attorney Client privilege at that point . He may. Maybe not on grounds of fifth amendment but grounds of first amendment. You dont have to talk than or its not intact. The major take away of the senate plan, the dramatic slash of the Corporate Tax rate from 35 to 20 starting in 2019 and what is important is that this is permanent. Now, this is a statutory rate. 35 . I remind people the effective rate most Companies Pay tends to be 18. 6 . So weve not eliminate the tax holes. Much to be debated. And proposed the highest tax bracket goes down from 39. 6 to 38. 5 . Thats the marginal amount the wealthiest pay on the highest taxes they pay. Obamacare is another issue. The house bill doesnt touch it but the senate bill abolishes the individual mandate congress estimates that this provision alone is going to cause 13 million more americans to be uninsured by 2027 and premiums would be 10 higher than they would be under current law. Taxpayers will also be able to deduct property, state and local taxes, but the deduction capped at 10,000. Thats in the house bill. The senate bill stops all deductions for state and local income or sales Tax Deductions for individual taxpayers. Critics say it leads basically to a tax increase for many middle class families. Bring in Garrett Haake. Government funding, separate issue entirely, set to expire friday. The day before Senate Minority Chuck Schumer and house leader nancy pelosi agreed to meet with President Trump to discuss the yearend agenda. Didnt talk about this in the last hour. The funding bill. The feeling on capitol hill is that its looking more likely that what will come out of thursday and friday will be a decision to keep the government open on a shortterm basis what they call a continuing resolution, fund the government for a couple more weeks, and then give all the parties involved time to work out a much bigger yearend deal that could include any number of issues. This is one. Few places have some cards they can actually play knowing that republicans will need them to get almost anything through the senate. Getting that extension leaves time for a bit more negotiation. And we are on the 4th of december, they want this tax plan harmonized and done by the end of the year. Likely . Reporter it is possible. By boosting Economic Growth so high that government revenues will increase from taxes even as businesses and households pay a smaller share of their incomes to the government. Numerous republicans say that tax cuts need only boost the economy 0. 4 of 1 . How hard can it be . Apparently really hard. Huge changes made to the tax code throughout u. S. History yet no observable shift to longterm growth rates in the last 150 years. Which hovered at an average rate between 1. 8 and 2 growth per year. Dont take our word for it. Studies by the tax policy center, moodys analytics and penns Wharton School of business all found the congressional tax plans will increase u. S. Debt between 1. 3 trillion and 2. 1 trillion over a decade. Even the conservative Tax Foundation in favor of the gop plans estimates between 500 billion and 1 trillion of Additional Debt to a t, all say slashing taxes now while keeping Government Spending at current leveling will only widen the hole in the u. S. Budget. Dont believe them . Try this a poll of 42 leading economists found that not a single one thinks this tax plan will pay for itself. Tax cuts, any tax cuts, sure sound great, but if were going to bust the bank to enact them we should be honest what theyre going to cost us. And goldman released its estimate of the impact of the Senate Version of the tax cut on gdp growth, basically a bit of a bump from the longterm trend which is in the low 2 per year rate. And then the growth reverts back to the trend, possibly even a negative impact after 2020. Thats nowhere close to what the president and republicans keep promising. A different perspective on the facts and figures. Im sure this guy sees things differently than i do, because he always does. Not worrying about democrats. What about republicans . Okay. The goal is to keep spending a percentage of gdp down. The dead weight cost of government is how much the government spends. How much of it they take and force, how much they borough is much less important than how much is taken out of the productive economy. Its the total level of spending that we should be focusing on. The deficit is the difference between two very important numbers. How much the government takes, taxes. And how much the government spends. Those are both very important numbers. The difference is not particularly important. They used to be a story, that the government borrowed 1 billion, it was gone from the American Economy because in somebodys fantasy, we had a closed economy, and you couldnt borrow 1 billion from people who lived in other countries. Thats nonsense. But thats what drove a lot of the economymetric models. To this day some still say were half closed. Somehow the chinese can only give half a billion dollars if we were a good place to invest in. You come by this honestly. Right . For years ive interviewed you and your message is remarkably consistent. I found interesting in this, this discussion how the Corporate Tax rates. The permanent part as opposed to initial rates wont go away and every republican i talk to says were going to make the individual tax cuts permanent anyway. So even these estimates of what this is going to do to the deficit could be much higher, because everybody is saying were just going to kick that individual tax cut thing down the road . Yeah. Not a secret. All of the tax cuts in these bills are going to be made permanent. Just as the bush tax cuts from 2001 and 2003 were extended and made permanent. These are not this is understood. We had to fit this in to the senate rules, which are silly, but there are senate rules, and so to get the bill passed live within the little box invented. The individual rates will be permanent, going to expensing permanent, tax credit for dependents made permanent. So disingenuous left wing groups go, oh, dont look at the numbers until 2027 when some of these things disappear and then say, look at that. Well never get there. I dont do that. No, you dont, but the guys that every year the guys who do the calculations unfortunately, New York Times and Washington Post have said that. One of the things that matters with the corporate rate reduction is that were at 35 . The business tax in the United States on corporate right. What is the effective rate . 18. 6 . Thats what i use. You make decisions on the marginal rate, the marginal dollar, you know what you pay. You can make decisions based on that. General electric you and i agree is not paying 35 . I dont know about general electric, general motors. Youre looking at all the retail guys paying very close to that. A number of companies, too. The reason you have this differential, some Companies Pay lower average rates, because their earning their money outside the United States and its staying there. Were taking the rate down to 20 . Youll see a lot of the money that can come back. Interesting question, is it 1 trillion or 2 trillion that co come back . Say a Company Brings the money back and think the best way invest in itself. Buy their own bonds. I want to be invested in a company who thinks the best way to invest 1 billion is in its self, not somewhere else. If they do, shareholders get that money, reinvest it someplace else. When you bring this capital in, it doesnt get destroyed, doesnt disappear. I understand. Its not a destruction issue.
