Consulate. He was with secretary of state mike pompeo during the call and told me that he has already started and will rapidly expand a full and complete investigation into this matter. Answers will be forthcoming shortly. While the president has remained hesitant about directly criticizing saudi arabia. His colleagues had this to say. Wheres the body . Why wasnt his family notified. Why have they spent eight or nine days say they dont know anything about it. He got killed in there and the saudis have knowledge of what happened. This guy is a wrecking ball, he had this guy murdered in a consulate in turkey, to expect me to ignore it, i feel used and abused. Were going to sanction saudi arabia. We deal with bad people all the time but this is in our face. I feel personally offended. Lets go to the white house with jeff ben fetnett. Weve been waiting 24 hours for the response from the saudis about how this was an interrogation or an extradition. It was surprising to see another comment from the president back up the head of saudi arabia. I think it points to the fact this is the first true Foreign Policy crisis of this administration. President trump has been uncharacteristically cautious in saying what could happen if reports that the saudi government are behind the disappearance are true. We understand there is a range of other punishments under discussion within the administration, from downgrading diplomatic relations to sanctioning saudi officials to withdrawing u. S. Officials from the major Investment Conference in riyadh. Major American Companies have already said theyre not going. We know President Trump has been reluctant so far to support sanctioning saudi arabia buzz he could face members of Congress Much like sanctioning russia. To be clear, this is not the First Administration to value the strategic relationship with saudi arabia over a moral one. I think whats handcuffing the administration is that theres so much saudi money in the u. S. Real estate, tech industry, and stock market. The kingdom has a role in the u. S. Oil market. So saudis have a lot of ways to retaliate if they choose to. Thats informing the affect to this approach. We will be expecting to hear more from the president as the story developments. Mike pompeo is heading to turkey from saudi arabia. Thats where we find bill neely. Try to put this into context for us. I thought wed hear from the saudis first then we heard from the president , he spoke to the king yesterday and guess what, everybody denies everything. Reporter yeah, i mean, once again to, quote, senator chris murphy, its almost as if the president is acting as sort of a p. R. Spokesman for the saudis every time President Trump speaks to them, he goes on twitter and reports another saudi denial. They have denied it several times now in the last 48 hours, and indeed in the last two weeks, but nbc news is among the Many Organizations who had credible sources saying the saudis are preparing the case, as you said, that this was an interrogation that went wrong. And, of course, none of that explains why there was an forensic official with a bone saw around. Im not sure what kind of interrogation that was ever meant to be. Ive just come back, by the way, from the saudi consul generals residence. And you know, ali, there is an extraordinary scene there. There are Police Inside tonight right now, inside saudi sovereign territory going over a second building with a finetooth comb looking for any kind of dna samples, blood splatters on the wall, anything that might suggest that there was a murder item either in the consolute and there were police in the consulate overnight or the consult generals home, he was not there, he left the building before the police arrived. Theres a suggestion hes actually left turkey to go back to riyadh. So quite an extraordinary situation here for a second night. And the turkish president , intriguingly suggesting in the consulate last night they may have found the saudis repainted the walls, repainted parts of the building for some reason, but that is obviously almost literally, ali, a cover up if true. Bill, let me ask you this. The saudis got to get a way out of this. They have to figure out a way to move forward. Because even the ambassador to the United States has gone back to saudi arabia and there are reports hes not coming back. The United States and saudi arabia have enjoyed a very Good Relationship despite saudis human rights abuses. This may be the first hit ive seen since 9 11 and before that the oil embargo. This seems to be a very serious breach in the relationship. Reporter i think so. And it has taken hits before, you mentioned 9 11, remember 15 of the 19, 9 11 hijackers were saudi citizens. But the relationship continued and thrived after that and we saw President Trumps First Official visit after he became president was so saudi arabia and that lavish reception he got. I think the relationship will take a temporary hit you heard senator Lindsey Graham expressing his distaste for the man who almost certainly will lead salman abedi in t lead saudi arabia in the decades to come. I think its his reputation thats taking a hit. He was touted as the great reformer, but also the man who directed the saudi war in yemen, which is going badly. He is now accused of murder here in istanbul, certainly whether you believe that or not, he has miscalculated how the interrogation of Jamal Khashoggi, if thats what it started out to be how that has gone down. He maybe thought that they would just be able to brush this away, brush it under the carpet. It certainly hasnt. There is now a threat to the kingdom of saudi arabia and to its reputation in the world, and weve got investors fleeing that conference next week, which was meant to be part of the great reform movement. So certainly damage to saudi arabia and the crown prince in particular. Bill neely, thank you. The Washington Post where Jamal Khashoggi was a columnist continues to speed out. Publisher fred ryan issued this statement. The government of saudi arabia owes the khashoggi family and the world a full and honest explanation of everything that happened to him, and we support the requests from jamals family and the United Nations for an independent international investigation, the saudi government can no longer remain silent, and it is essential that our own government and others push harder for the truth. Until we have a full account and full accountability, it cannot be business as usual with the saudi government. Joining us now is a global Opinions Editor at the Washington Post, a friend of Jamal Khashoggi and edited his columns for the paper. Karen, thank you for joining me. I want to read a tweet of yours from this morning. What must not be lost in the pressure on saudi arabia is that the regime has disappeared or detained hundreds, if not thousands of people, including womens driving activist loujain and economist essam. This is a point jamal wrote to bring attention to. While there is all this global attention on jamal, it should bring global attention to saudi arabia and other regimes with whom america is close that do this sort of thing. Yeah, absolutely. I think in a lot of the pieces and in a lot of the conversations that i had with jamal in his time with me, he would bring up these figures. He would say these are people who supported mo ha med bin salem. A columnist who had critiques of the economic turn of saudi arabia has been locked up in a jail for a year charged with treason and terrorism. I know while jamals murder, were all focussing on that, it is happening across the region. Lujain was picked up in uae and shipped back to saudi arabia. So the fact that this ally of ours is butchering people who even live abroad, detaining people, silencing people at all costs, should fundamentally make us rethink this relationship. Absolutely. Its a tough relationship to rethink when the president was asked point blank about this, he named the defense contractors that sell a lot of material to saudi arabia, saudi arabia is ostensibly the biggest buyer of american arms and talking about the jobs connected to america because of donald trump is not really attempting to suggest we should rethink this relationship. His point is we get rich off them, they get rich off this, thats the way it goes. I was about to say, is it really that hard to rethink . There are many, Many Industries and many, many people who earn a very, very nice and cushy paycheck from the saudis. Its a problem with the gulf countries, but the saudis in particular. I see it here in washington. And the rot goes so deep. I think trump trump has vocalized something which is very true, that i think there are a lot of people who people who might have known jamal or been in his circles, and yet are sympathetic, at the very least perhaps are the ones that bought this reformer line hook, line and singer. They never said they were reformers. Donald trump wanting to accept the line that mohamed bin sam, knew nothing about this, jamal was close with the system, with the royal family told me at some point, nothing especially of this nature, private planes nothing happens with mohammed bin salem knowing. Jamal himself knew and told me that. So i think its just but we cant for the sake of everything that is good, we cant just continue on as business as usual. No because we do every critic and distent around the world is the same, they can find you wherever you are in the world, even in america and america wont do anything about it. Karen thank you for joining me. The editor of the Washington Post and friend of Jamal Khashoggi. Were going to mexico beach, florida where search and rescue efforts continue after Hurricane Michael. This hour, Vice President mike pence is in georgia surveying the damage from hurricane maria, he and the second lady are visiting a plantation where theyll speak to farmers whose crops were affected by the storm. President trump and i and the administration are committed to work with the congress, to help americans impacted by Hurricane Michael in the city and on the farm. And to come all the way back. A week since the massive storm battered georgia and the florida panhandle, search and rescue efforts are under way, the storm has killed 20 people, nearly 200,000 people across the region are still without power. Gabe gutierrez has the latest from mexico beach. Reporter authorities are confirmed extra fatalities unfortunately following the storm. Now 12 storm related fatalities than up from the two we reported earli earlier. Were in mexico beach where the eye wall came on shore just six days ago in the florida panhandle. You can see images from our drone shows the extent of the defati devastation. I joined you a short time ago and told you the challenges of restoring the area. Phones are coming online. Now search and rescue efforts are ongoing, but they plan to wind down by the end of today. Tomorrow more residents are expected to come in the area and start the process of rebuilding. Its been a very busy day, thats u. S. 98 the main route in and out of town. After the storm that area was completely shut down. You do see some traffic now going up and down route 98. Its still blocked off in some sections because frankly the road just collapsed right in front of the beach. This is something what weve been seeing here in mexico beach, this catastrophic damage, 155 mile an hour winds, and in the area im standing, 8 to 10 feet of storm surge. We spoke with a resident, she rode out the storm, regrets doing it, but rode it out in her sisters house, she came back to see her dream home, 35 years she lived here, she doesnt think she eel be able to rebuild. A tragic situation for residents whether theyre going to be able to rebuild or pick up and leave. We spoke to one resident that hes going to stay here, its just a matter of when the area can get back up and running. Think about the difficulties you have in your daily life when you have a home to go to, and think about when the rubble gabe is standing in front of us is peoples homes. More than six months ago we learned that the Trump Administration was taking Migrant Children from their parents at the Mexican Border and despite efforts many families are still separated. As of today 66 children remain separated. And the parents of 50 of those 66 children have been deported. Despite the public backlash, the president doubled down on the policy in an interview on 60 minutes over the weekend. When you allow the parents to stay together, okay, when you allow that, then what happens is people will pour into our country. Are you going to go back to that . Really we want to change the immigration laws because theyre a laughingstock all over the world. Justification of separating parents from their children. And the president tweeted, the United States has strongly informed the president of honduras that if the large caravan of people heading to the u. S. Fox Business Network a short time ago and had this to say about the disappearance about the Washington Post journal Jamal Khashoggi. Youll say whats happening. Turkey is looking at it, were all looking at it together. Turkey and saudi arabia are looking at it strongly. It depends whether the king or crown prince knew about it, number one if it happened, or if they knew about it. Saudi arabia has faced pressure from the United States and other nations to reveal the truth about what happened to khashoggi. Now nbc and other outlets are reporting that theyre planning to admit that khashoggi was killed inside the consolute, what does it mean . Joining us is steven cook. An expert on arab and turkish politics and author after false dawn. Good to see you. Thanks. The president is splitting hairs, but maybe hes speaking the truth here, where yhe says f they knew about it, that would be bad. I think we can determine very little goes on at a high level in saudi arabia, that they, meaning the government of saudi arabia and probably Mohammed Bin Salman doesnt know about. But putting that aside, what does that would be bad mean . What can it mean in terms of u. S. And saudi relations . A couple things, youre right, first, that saudi arabia is a country run by five people. It seems kwiquite unlikely the people would not know. And the Washington Post is reporting that the president has said he believes neither king salman nor the crown prince know what happened. So theyre trying to build this case around rogue killers he said the other day. But if there was some punishment, there are a range of things the United States can do, one and the most obvious is to suspend weapon sales to saudi arabia. That might hurt americans given how much saudi arabia is supposed to buy from the United States in coming years. The president made reference to makers by name, boeing, lockheed martin. He said they will buy it from somewhere else. In other words you on the other hand youre hearing from republican senators saying theres going to be hell to pay if saudi arabia was behind this. Whos right . Theres a tremendous disconnect between the white house and the congress on this. Theres a bipartisan consensus emerging on capitol hill that saudi arabia is going to have to pay a price for what its done, as well as for the way it has prosecuted its intervention in yemen, a country that is on the verge of famine, where there is a tremendous cholera outbreak, where civilians have been caught in the cross fire, where the saudis have not been careful in their bombing campaign. But the Administration Just certified the saudis are doing Everything Possible to avoid civilians in yemen. Clearly members of Congress Want a Foreign Policy that closely tracks with American Values in saudi, where the president of the United States sees it in transactional terms. Weve been transactional with a lot of countries, not only saudi arabia, that dont follow our terms in press freedom or human rights. Do you think well look back at this event, the disappearance of Jamal Khashoggi and see it as a turning point on that front . Because this particular administration has not made human rights and press with the other countries. Its clear the president would like this to go away and the fate of one individual has never upset relations before. But the outrage over what we believe happened to Jamal Khashoggi, in addition to the war in semen and questions about Mohammed Bin Salman leadership style and wisdom may, in fact, push the United States through the congress, to the take some action against saudi arabia. Good to talk to you as always. Stephen cook the author of false dawn. If you rely on Prescription Drugs you may have noticed huge jump in prices, the Trump Administration says its out of control and now its rolling out a plan it claims will help but the plan is getting push back from big pharma. 25 of americans who purchased Prescription Drugs in 2017, 28 million people, saw the price of their meds go up 50 or more compared to the year before. Yesterday the department of health and Human Services saying it will require Television Advertisements for Prescription Drugs to include the list price. But the president of the trade Group Pharmaceutical trade group of america argues putting list prices in ads would be misleading and confusing and could discourage patients from seeking medical care. Instead, it released guide lines, directing viewers to websites that could contain more information about pricing. Lets be clear about this, youre warning that if people see a drug, see a commercial, they might like the drug that may relate to an illness they have. If they see the list price, which a lot of people dont pay, it may take it off the table from further discussion . Yes, theres been a lot of interest in transparency. The president has challenged the industry to do more. The congress, on a bipartisan basis, and im proud that the industry is svoluntarily steppig up to the plate. Were tight on time so i want to discuss this. Sure. Whats your actual concern about why putting a price up is bad . Well, youre right that if you put the list price alone in an ad, it can be misleading for consumers because it doesnt reflect what they pay at the pharmacy counter. It doesnt reflect rebaits and discounts that our members negotiate with health plans and the insurer at the end of the day determines how much a patient pays out of pocket. So we think the better way is to steer patients towards, as you said, a common website where they can find information about costs. They can find information about what their estimated out of pocket costs will be, as well as other resources like patient assistance programs that can help defray their costs. Im canadian so this is all complicated to me, i never figured it out in the years ive been in america, ive never been able to know ahead of getting to the drugstore what a drug is going to cost me, i have an Insurance Plan through nbc, its a really good plan. In much of the rest of the world there are ways to figure out what a drug is going to cost. Why is that so difficult in america . We have a very competitive marketplace. I would argue that the u. S. Leads the world in the development of better treatments and cures and a lot of other markets where the government sets the price, patients dont have access to the latest treatment innovations, and as a result of the negotiation that occurs in our system, it has actually reduced prices. If you look at last year, health care or Prescription Drug spending rose by 0. 6 and prices were up 1. 9 . Thats less than the rate of overall inflation. One of the problems we have in the u. S. Is that we have a very inefficient supply chain. We have over 150 billion in rebair rebates and discounts. That are not making it to the point of sale. The concept of pharmacy benefit managers which most of us with insurance use, theyre negotiating a different price with drug makers. Do you think theres just a better way to do this . If people could afford their drugs they would buy perhaps more of them, if they understood what the price may be, they might not be scared from taking them. What does a better system look like to you . The outlines you put forward, vox has said that the new principles are not specific about how prominent or intelligible about the message where viewers can find information must be. The whole thing feels opaque and fuzzy. Two things, one is the voluntary initiative that we released yesterday is going to be quite clear. The ads if a company advertises a medicine, those ads will direct consumers to find three things, the list price of the medicine, what their estimated out of pocket costs will be, and whether there is patient assistance that is available. But to your broader question what reforms do we need to make the system better . We argued a few things. One is we need to assure the rebates our members negotiate are passed on to patients at the point of sale so it defrays their cost. In this country we have inverted the purpose of insurance. The purpose of insurance is supposed to be Healthy People subsidizing the sick. Unfortunately we have a system today where the rebates and discounts are not used to defray the cost. Lets talk again when the guidelines come out and come with me to the local pharmacy when i get a prescription because i cant figure that out. That information is available, that would be amazing. If i could figure out the list price and what i would pay given the insurance i have. Im as well insured as american as exists and i know a lot about the Health Care System and i still find this confusing. So thank you and i hope that what you say comes true. Steven yubel is the president of the pharmaceutical makers of america. Now up to 30 grams of protein for strength and energy the midterm elections are three weeks from today but there are concerns this afternoon about efforts to interfere with the vote. Nbc news obtained a Homeland Security assessment which says there have been an increase in attacks on data bases, and the federal government does not know whos behind the attacks because the techniques used are available to nation state actors and nonstate actors. It also says all potential intrusions were prevented or mitigates. Joining us to look at this is john carron, a former chief of staff to Robert Mueller, hes currently a partner at morrison and forester, and the author of a new book dawn of the code war. John good to see you. Thank you for being here. Thank you. I want to go to the idea that the department of Homeland Security doesnt know if its a nation or nonstate actors. Why is that relevant and does it matter . You know, increasingly its a blended threat. When i say that, what i mean is for instance a case where a retailtype company, trusted by consumers thought they were hit by a criminal, the guy wanted 500 bucks, what they didnt know on the back end he hooked up with a terrorist and was using that information not to make a buck but to give it to that terrorist to create a kill list. So it doesnt matter. Whats that line look like . We talk about nonstate actors and state actors. There are a lot of nonstate actors selling this information to governments or a way for governments to say it wasnt us. Exactly. Were seeing governments when theyre committing the hack, using the same tools the criminals use to hide their trade craft but also were seeing government spies trying to make an extra buck selling services so theyre acting like crooks. And the yahoo crack, we tried to find we wanted them to help us one of these ten most wanted criminals in the world. Instead, not only did they not helped they signed him up as an intelligence spy. Our approach as a nation and society remains inadequate we continue to move too slowly online and lag behind the threat. We need to be thinking faster and smarter or we see the internet overwhelmed by attackers. There are people thinking i dont want to do anything online. Its just a matter of time before everything is stolen. Youve written a book about this. Are we able to get on the other side of this threat . Can we get in front of it . I remain optimistic, but it takes the demand of the people watching your show to the policy make makers. We inknnovated our way into thi without knowing the risks. Now that we know the risks we have to innovate our way out of the problem and its going to take a concerted effort to change. Whats that look like . My viewers are very into this, we talk about safety on the internet a lot. We know when facebook does something bad, we want the government to do something about it. When its bigger than that, its not just facebook losing stuff, its people hacking elections, what does the concern on the part of my viewers look like that . Who do they tell . We need education on this. Including kids mp my kid needs to learn about Cyber Security just like the environment, earth, math and english. And number two we need to hammer back when we see someone do something wrong. Russia we know they meddled in our elections, released a ran someware that cost billions of dollars to companies, we havent done enough to hold them accountable. And number three we need to demand from our policy makers and companies that they build demand. I dont want a pacemaker in my heart that they roll out and then fix it. Number two your old boss Robert Mueller is apparently looking into the involvement by the russians in the election. Thank you for being here. Thank you. Were going to continue this show when we come back. Were going to take a quick break here on msnbc, stay with us. On msnbc, stay with us this is how it made me feel. Later this week the president heads west for another set of his make America Great again rallies, but its the midwest causing concern among republicans, in states like ohio, pennsylvania, wisconsin and michigan. States that President Trump won in 2016. Sometimes referred to as trump country, and republicans there theyre in the world of the Washington Post, falling flat. Joining me is michael sheerer. Good to see you. Trump is going to these midwest states in pennsylvania, campaigning for these folks. Its not moving the needle for some of the republican candidates. What are republicans telling you about this . Thats because he cant move the needle that much. Some of these republican candidates are down ten points or more. Thats not something a little enthusiasm from President Trump can make up. What makes these numbers remarkable is these are states President Trump squeaked by in 2016. Talk to pollsters in the state and there are a couple things happening, first is trump is not on the ballot like we saw in 2010, in 2014 with barack obama. It doesnt work that the president is able to impart his own popularity to members of his own party. And the second reason is in the same ta states trump is actually pretty unpoplar. More than his favorability is low. Pollsters say that that is really the predictor of how someones going to vote right now in some of these places. If you have a favorable view of the president , you know, 80 or more are voting for the republican. If you have an unfavorable view, about the same percentage are voting for the democrat. Theres a lot more with an unfavorable view. Michael, lets look at, we just showed Tammy Baldwin in wisconsin up 11 points, Debbie Stabenow in michigan up 16. Sherrod brown up 16. Bob casey up 16. This is real clear polling averages. In wisconsin, the governors race, scott walker, hes down ten points in our nbc polling. Real clear polling average has him down about four points. This guy is in the political fight of his life. He is, you know, whats interesting about him, he came into office in 2010 in a republican wave year. And now hes finding that the sort of National Mood working against him, hes been tacking back pretty hard to the center from being a very proud conservative for a while. He he, you know, hes been trying to put more money back into Education Funding after cutting it for a number of years. He had a video this week saying he wants to protect preexisting condition coverage for insurance after spending many years talking about repealing baobam obamaca obamacare, possibly replacing the preexisting protections with risk pools. So he knows hes in trouble. And hes fighting hard. He had actually sought for years to put medicaid recipients to work and hes walking that back as well. So it sort of speaks to the idea that scott walker runs because of who scott walker is. Hes demonstrated what hes done as governor and now hes shifting positions as the political winds are shifting. I think thats absolutely right. Now, the more interesting question after this election is going to be whether this tells us anything about 2020, and i dont think we know the answer yet.
