That in that order as we look at how the president is answering that question as to whether hes going to have a sitdown, no that is different than what he had said before. That he was open to it and whether thats even relevant is it . Whether the president says hes going to sit down with mueller or answer questions is smoke filled coffee house nonsense for the president , because ultimately, the only opinion that matters is mueller. Is he going to call the president s bluff. Is he going to issue a subpoena if the president refuses to submit swrwritten answers to questions which is not something that you normally see in the world of criminal defense. Prosecutors and white collar cases or ever do not hand over written questions like this. So we are in the Twilight Zone of criminal defense as it is but in this case, even if trump waffles and changes his mind, ultimately its what mueller tries to do and what a court ultimately interprets about whether or not a president can be subpoenaed. Some of them about ten miles down the road to a walmart parking lot in chico, set up a tent city there. Thats not a good place to be in the rain. Theres no service there is. There are shelters set up, more of them that are being opened up. Some people are going there. But thats been an issue as well. All of the resources taxed. Im joined by the mayor of chico. Tell us what the status is with all of these people and how are you going to absorb them. Im not sure how weve absorbed them this far. We dont really know where everybody is. Walmart is the obvious one because you can drive by and see it. Theres thousands of people in home, in shelters. Thats going to be the biggest challenge for the city of chico in the weeks to come, how do we continue to absorb and care for all of these what amounts to be refugees. The walmart parking lot, lets set the scene there. That was never supposed to be an evacuation sight, to the people are being encouraged to leave. Theyre being encouraged to leave and you have to have compassion for them, because theyre at the bottom of the hill. They can kind of look up and feel wow, thats my spot. We understand they might not want to go to a shelter, because they feel closer to what was their home. But as you mentioned, the rains coming, the colds coming. Were encourage them, lets get to these shelters. There are shelters. We brought buss in to help move the people that want to move, but quite frankly, not everybody wants to go. Right. And its not just the near term with rains next week. This is an area that had a housing shortage to begin with. Paradise did. Chico had a very big housing crisis. Its going to be a while. Weve got the best development community. Fema is going to do some things. In the immediate term, the shelter is the place to go. Its going to be years before paradise looks anywhere like it used to be. Weve got to find something to do. Whats the need at this point for people that are looking at this and see this cries snsis . Whats the need . Im so glad you asked, and ive got to thank you you and your organization. We talked about the north Valley Community organization the other day on hard ball. They started making 1,000 a minute. We need money. Feem ma fema, the state agencies, were getting state and federal support, but the local people on the ground that are in touch with the residents of paradise, that are in touch with the nonprofits, the north Valley Foundation has been the catch all, get the money out to the people that need it. Something as simple as a 20 gift card to walmart, to a 10yearold kid thats lost his house, its a little bit of happiness and hope and it makes a big, big difference. Just to set the scene and the geography for the people that dont know it, your town chico is about ten miles down the road from here. Paradise is sort of separate. Its a lot of retirees, but youre going to feel this. We do feel it. Were going to continue to feel it. Were going to make it right. California is a lot of funky things, but when this state comes tgts with the peop comes together with the community of chico, it will get rebuilt. Well do everything we can with all the resources we can get. The entire city is pulling to help the town of paradise. We have rain next week. Thats the immediate issue. But rain, you talk about mud slides. You talk about all of the other issues. How are you set up to handle that . The city of chico is not set up to help with that at all and thats where fema, California Office of emergency service, were in Constant Contact with him. Yesterday the president was here with both the governor and the governor elect. The fact that you get those three people in the room together means miracles can happen. Were getting all of the federal aid we need to do the things a little municipality cant do. Our thoughts are with you. Good to see you again. We spoke yesterday as we were looking at some of the progress. The numbers are increasing. I think that those on the ground, the officials are saying, but dont overplay that, but we have seen the death count go up. We also have seen the number go unaccounted for go from 1,000 to almost 1,300. How would you reflect on that quickly . I think from the standpoint of the first responders, the primary difficulty is simply the process of the sort of grim process of going through the town of paradise and trying to identify folks. Theres about 600 personnel up on the scene right now, including me. Many firefighters who have just come off the front lines are involved in that very wrenching process. And thats something, actually, that one wonders if that can be complicated by the rain thats in the forecast as well. But its just a very slow process and its the sort of thing that will take itself toll, not just obviously on the community, but also on those who are on the front lines trying to mitigate this real awful tragedy. I wanted to talk to you today because of the very idea, the very necessity of what your association represents, all the firefighters out there. As you heard me say, the size of the fire roughly about the size cht entire ci of the entire city of chicago in terms of the numbers of acres. The president yesterday mentioned to assist the firefighters that funding would be considered. Is that the constraint you believe to preventing the size of these fires which judge just blown up there in the state of california in the last couple of years . Well, the fire risks that we face in california is the result of a number of factors. The climate, no matter what you think the cause may be, the climate is changing. Were seeing climate extremes in california that we have never seen or that hadnt been seen in memory. The ferocity of the winds, the dryness of the climate. We also have a situation where more and more people are living where the fires go. If you put people where the fires go, that requires that those people be protected and saved. We do have an issue on our forest lands where theres a lot of dead trees, again, because of the climate situation. There are force Management Issues to be undertaken. Thats an area where funding can be an issue, because obviously thats where thats whats required to kind of undertake the kind of clearing that needs to take place. But its not just a one size fits all. Many solutions and funding might address some of those. I think youre talking about thinning, right . Thats removing all of the dead trees, all of the used logging. Thats correct. But then ill throw this on to the discussion here. You talk about the size of california and how large it is. Just to give a sense for folks out there in terms of the wildfires, so far, and this is only year to date, 1. 7 million acres so far. Thats two Rhode Islands. More than two Rhode Islands that have been burnt so far in the state of california. Is it even possible for firefighters to combat just the shear massiveness of the number and acres that are on fire . Well, there are some fires as we saw in this situation where no amount of resources are going to stand up and stop it. But what we can say is there is a need for a broader commitment to fire mitigation and fire response, in particular in the early stages of these fires. Getting resources positioned in areas where we know the fire is going to go or we know people are going to be ahead of red flag warnings. Were starting to do that. Do you have equipment to get it out in time . Do you have the right equipment to get it there . Thats another area where we are short, and getting personnel and getting equipment so that those people can be in the position where they need to be. Were in a new normal in california. Or he might even continue on as a kind of mole. Bring mueller in. Ask him whats going on thp and then let President Trump in on the direction of the investigation. Theres really two vieds of th sides of this. There is what is happening on whitaker and will democrats and republicans go through a process that answers this question, is it constitutional or unethical. The flip side is this save the mueller movement that is potentially legislation that is somewhat bipartisan. When you look at whitacre, what do you think is going to happen next . Its unclear to me. I think that, one, we need to stop having expectations that there are going to be republicans that do good. They dont exist. The other side is whitaker has told us who he is. He doesnt believe in the investigation. He is a supporter of trump, which is why instead of moving Rod Rosenstein up to be the assumed assistant ag that he went this route. We understand why hes doing what hes doing. Hes making these moves because hes doing everything that he can to protect himself. He knows that if this goes to the supreme court, that he just put his buddy kavanaugh in there, that gorsuch is there, that the court is now to the right. Its trumps court. Hes played us. Thats frankly what democrats need to understand. So instead of looking at what is exactly in front of us, we need to be looking down the road. What else could he potentially do . He is gaming. He is strategizing. Every time we think we dont know whats going to come next, we comes up with something else. We need to be just as strategic and thoughtful. How are they going to use their power back . How are we going to move this forward . Those are the things i want democrats to be focused on and not just who is in what seat. The very question Going Forward is with military on the border with mexico, and we expect it to go through the holidays and the very cost, its been from tens of millions to weve seen some even hundreds of millions at the moment right now. What does this set the precedent for . Richard, its a huge its a colossal waste of american taxpayer money, of department of defense money. We are sending these roughly 5,000 active duty forces. These people who trained to fight wars, to conduct Peace Keeping operations, putting up wire and building, you know, first aid stations is great, but its not using them to the best of their capabilities and frankly speaking, its a political charade and it will cost one of the think tanks here, the center for budgetary assessments, they estimate around 42 million if they keep them at the current level. Dont forget we also have about 2,000, i believe, National Guard troops already there deployed since april. Thats another several million dollars. I think its actually thats in the hundred millions. So this is almost 200 million at the low end that the department of defense, the u. S. Government is spending on something that is not a National Security vital National Security interest. These troops should be doing other things. Separately, in the same week, theres a Defense Department commission, a commission that congress set up, thats warning that the Defense Department that are military is not ready to go headtohead with china and russia, militarily needs a boost, should we say, and so i think its just a colossal waste. I want to play this for you. This is related to the very point you brought up. This is what she said about, again, the care avan moving clo to the border. It does provide them training. Many of them if they serve in position, they will be doing those missions on the bord zber has this been an approach before such as were seeing on the u. S. mexico border . You have these arguments anytime its not a combat megz. Y theyre trained to go out and conduct basically killing operations. The logistic force, of course, anything they do that involves logistics is useful, but its nothing like deploying to a foreign country and setting up logistics in another country and having a real mission. This is not using them to their optimum and its a lot of money and opportunity cost right now.
