Underway on a thursday night. Good evening once again, we have a lot to get to and well get there. Day 539 of the trump administration. It is a split scream day of competing headlines. As the president continues his overseas trip. Peter strzok, the fbi agent over this russia investigation, he was on the hill and sworn in what became withering partisan questioning. There were fireworks. More on that just ahead. The president is spending the night in england before leaving nato brussels. I told people that i would be very unhappy if they did not up their commitment substantially because the United States have been paying a tremendous amount, probably 90 of the cost of nato. Now people are going to start and countries are going to start upping their commitment. I let them know yesterday actually i was surprised that you did not pick it up until today. Yesterday i let them know that i was extremely unhappy with what was happening and they have substantially up their commitment, yeah, and now we are very happy and we have a powerful and strong nato, much stronger than it was two days ago. Thats how that went. It was not clear that the president obtain any new concessions from the allies present, the leader of france and italy told the a. P. There was no agreement for additional se spending. President trump has arrived in the United Kingdom when there is new controversy. It had to do what he told a british newspaper of theresa may and britains debate of how to withdraw from brexit. More on that ahead as well. There is new reporting tonight from the New York Times of the informant, the fbi use of 2016 to look in any possible links between the Trump Campaign and russia. The white house ordered more lawmakers to be allowed to see them. The biggest headlines come today from capitol hill. This controversy over the fbi informant and the agency initially handling of the investigation. Peter strzok theed for over nine hours tonight in front of the over Sight Committee about a series of antitrump text mess e messages to another fbi employee, lisa paige, during the 2016 campaign. Strzok was asked to respond to his texts. His investigation was biassed against the president. Let me be clear and under oath and unequivocally, not once in my 26 years of defending our nation did my personal opinion impact any action i took. This is true for the clinton email investigation. For the investigation into russia interference and every other investigation that i have worked on. I am proud of our work on the russia interference investigation. This investigation is not politically motivated. It is no at witch hunt or a hoax. Some of the most contentious questions came from trey goudy. You are eight days into your russian collusion with the Trump Campaign investigation and you got another text from your colleague, lisa paige, trump is never going to be president , right and you reappplied no. By how many interviews did you conducted . Two answers to that. How many interviews had or have not been conducted. I have been directed by the counsel of the fbi not to answer that question. I dont recall writing that text. What i can tell you that text in no way suggested that i or the fbi would take any action to influence the candidate. Thats a fantastic answer to a question that nobody asked. Another point, daryl issa, asked struck to read his own Text Messages out loud. I am going to go to the date and ask you to read your own words. You want me to read this . Omg, hes an idiot. July 21st, 2016. Trump is a disaster. During another controversial exchange which may have been the days low point. Texas republican congressman louie gobert. I talked to fbi agents across the country. You embarrassed them and yourself. I cant help wondering when i see you looking there with a little smirk, how many times did you look so innocent into your wifes eyes and lie to her. Mr. Chairman, this is outrageous. Shame on you. Shame always. The fact that you would question that whether or not that was the sort of look that i engaged with and a family members that i acknowledged hurting goes to the discussion of your character and what you stand for. With that, lets bring in our lead off panel, jeremy bash is back with us and former chief of staff. Gil winesbank and former fbi assistant director who has worked for robert mueller. We are happy to say all three are msnbc analysts. Frank, of your history of the bureau and this is the fbi saga and story, i would like to begin with you. What happened today . Did you ta i cke away any tangi and who did what won anything . There was only one clear winner today in the spectacle hearing and that was Vladimir Putin. Hes sitting back and pleased with his Intelligence Services and so in discord and disarray and thats their objective and they could not dreamed that this would turn into an fbi Counter Intelligence official being d demograting by congress. O germany, did you find my hyperpole of what frank just said. You can argue some of the Text Messages were appropriate for mueller to move strzok from the investigation from a year ago. The Mueller Investigation resulted in five convictions and 20 indictments with individuals who are in prison or face ing prison. The central issue is what return on investment have the Russian Federation gotten for not meddling into the election but favoring donald trump. What we have seen played out across the continent. It is nearly a distraction of the Big National Security issue which should be approached on a by partisan and nonpartisan basis. Jigil, what stood out to you today . How much it sounded like mccarthy here. The interrogation of peter strzok was unbelievable. It was proof of the russia investigation is not a hoax or a witch hunt. This was a combination of a circus and a tragedy and it is hard to take seriously how he was attacked today with no purpose. There was nothing of substance revealed and the process was appalling. I was ashamed for america to have watched this. Although i agreed with both jeremy and frank, if there is a second winner, it was peter strzok, he held his cool and calm. He did not respond to any of the attacks which were personal and far beyond anything that had to do whether this investigation was properly handled. Thats what we should be looking at. What about the priority of having this hearing and of this big in production when we are in the middle and we dont know where we are on the time line of an ongoing criminal investigation. Yeah, i think thats the shocker is that this is going on in the middle of one of the most sensitive criminal investigation in the history of this country and what we saw today was really a disdained for and a disregard of sainty of preserving the criminal investigation. One member of of the committee saying you cant consult with the fbi counsel here in the room. In other words, that shows no interests in making sure that the investigation is preserved and secret and sources that may adversely affect the investigation or preserved. We saw none of that. Many saw the true clo olors of e of the members in congress if it matters at all, how did you think at the end of the day the witness fair . Some members of the panel were clearly trying to do was keep their eyes on the prize and bigger issue which is while you can argue that the views by peter strzok are inappropriate and should not be apart of the investigation and it was appropriate for bob mueller to remove him. That does not change the fact that the investigation is important and crucial element of defending our country. The investigation has resulted and as i reference these five convictions of people in prison or facing prison. There is a long road ahead to figure out the matter in which senior Trump Officials knew about and encouraged what russia did in the 2016 election and obstruct the investigation to that important manner. Frank, was one of the major point of defense today here the republicans trying to move bias on the part of the witness and the witness was in possession of potentially damaging information had he wanted to roll out a hand grenade that would truly damage the trumps effort, correct . Thats the irony here. We are accused of peter strzok being biassed. If he had truly wanted to stop President Trump as a candidate and the fbi wanted to do that, they could have gone to congress and announce loudly that they have a pending russia investigation. They could have started doing over views publicly of people and dropping the hints that we got a Major Investigation with a candidate. And none of that happened. The fbi went out of his way to not notify congress because they wanted to stay out of the president ial campaign. The director went out of his way to have a press conference of Hillary Clinton days before the election. So jill, i want to show you prior to all this what was the visual of the day when this picture made the web. Thats the Campaign Chairman for the trumps president ial effort, mr. Manafort, it is a bracing mug shot taken when he was transferred to the alexandria lock up. I am quite sure it is bracing for him to be in the circumstance. Where do you think this muller effort is and what are you waiting for to see next . It is really hard to predict when people follow the rules and dont leak anything. So we dont know what indictments may be coming or when the report will be. Obviously, rumors would be hell issue a report sometimes before september so it does not interfere with the election because hell be careful about that. I think seeing manafort going to a real jail will possibly have a bigger effect on him than he thinks. I have seen it happen in watergate when people came from where they were in what are called the country club of federal prisons and put into the d. C. Jail so they can cooperate for the trial. It makes a big difference in how they behave, i think it is going to be interesting to see what happens. The difference between how the republicans today treated this witness verses how they treated bannon and why they wont subpoena him and ask him questions and how they insulted strzok of his extra matt pratma affair while accepting the president s extramarital affair. This should not be a bipartisan investigation and what they should be focusing on in congress is what happens in our election and how are we going to prevent it in november . We cant have the russians hacking our election system and threatening our election. Frank was right when he said in the beginning that theyre the winners in this. Well end on that ominous note, thanks to our Opening Panel tonight, jeremy and jill and frank, we appreciate it. Coming up, more on what the president said about the british Prime Minister that was published during dinner which was likely to make his lunch with the british minister a tad uncomfortable tomorrow. Vladimir putin was a silent player in todays marathon and ugly hearing in the house, the 11th hour just Getting Started on a thursday night. Mines way better. I can tell you now that nato is a fine tune machine that people are paying money that they never have before and they are happy to do it and the United States is treated fairly. The president prior to departing the nato summit in brussels. We did not know that during a closed door meeting he had just come from, sources are telling nbc news that trump threatened to pull out of nato if the other country would not put up more money on defense. Trump was on such a tear that some diplomats said they feared he could well try to withdraw the United States from nato. That was just the start of the president s day. He flew onto the u. K. And while hes not staying in london because of protests there. He was welcomed a at black tie dinner at churchill birthplace. During dinner the Rupert Murdoch son came out with this. An interview that trump have given them which under cut trumps dinner host, theresa may, her approach to brexit and trade. I would have done it differently. I told theresa may how to do it but she did not listen to me what did you say . No, i told her how to do it. Thatll be up to her to say. I told her how to do it and she wanted to go a different route. So you are prepare to walk away . Absolutely. I think whats going on is very unfortunate. That was the president threaten to pull out the deal. Trump and may, a reminder are set to meet again tomorrow for lunch and making lunch less unconfidentablu uncomfortable. This is a clean up effort tonight of the white house from the press secretary. The president likes and respects Prime Minister may very much. As he said in his interview with the son, hes a very good person and he never said anything bad about her. He thought she was great on nato today and is a terrific person. Shes thankful for the wonderful welcome from the Prime Minister here in the u. K. Well, with that as a starting point. With us tonight to talk about it Michael Crowley and our correspondent from politico. Welcome to you both. Michael, i think well begin tonight and work back all the way to nato. Can you remember an american president arriving in the country and insults the host . This is close to unprecedented at least in my lifetime. It is shocking and you know this is second time this week donald trump has kicked off an arrival by insulting h is host. At a nato breakfast yesterday, he launched a new attack on germany and the Nato Alliance generally. Hes feeling hostile and aggressive and protocol is out of the window and precedent is out of the window. How many times have we said this about donald trump but he keeps on seeing new way to reinvent the wheel. Tomorrow is going to be so incredibly awkward. That statement did very little to clean this up. Those were total enmpty, it sounded like it was dictated by trump and compares to his remarks in that interview is useless and does nothing to repair this damage. Katherine lucy, i dont think a white house is like this. Thats right, if you read into this, at some point the press secretary appears to try to say we have done enough and the president kept ongoing and he sat with them for a long time and covered a lot of topics. This is the beginning of his visit. This is a diplomatic grenade launched before he even showed up. Coming as hes doing this lavish formal dinner thats met to set a tone for a diplomatic meeting with may and now theyre going to go through what i think will be an uncomfortable day tomorrow and there is supposed to be a joint press conference. It is hard to imagine thats going to be a comfortable room. As we put the cover, lets put the son back on the screen. Some of the subheads where we are not getting to. Boris johnson who just resigned, that would be someone coming to the state dinner at the white house, you know i always liked that jeb bush fella and immigration is killing and on the right, the mayor of london is at fault for terrorism apparently. Always a way to get in with your host. Michael, lets backup to nato and what is left of nato and how a crisis have they been through this week . This is a tricky one to evaluate, brian. On paper, nato is doing fine. The spending is up on a trajectory before trumps claims that defense spending by nato members have increase since his election. They are spending more and capabilities are improving. There are good news coming out of nato sort of on paper. There is a huge kind of political psychological dynamics here and trump swung a wrecking ball through the psyche. The european leaders there were just even in the context of donald trump were buy wildiwild donald trump. That was the response of these european leaders. They feel that hes all over the map and many of them dont actually think there is some hidden strategy behind it. They seem to be erratic man. Trump jokingly referred to himself as a stable genius. I think a lot of the officials in that room felt the exact opposite and just to conclude the point, what is the implication of that . Theyre not sure they can rely on the United States at least with the next 2. 5 years and going to be looking out for themselves more. And possibly looking for other protector if it is not going to be america. Katherine, lunch with the Prime Minister and tea with the queen, one is not supposed to raise politics when one is with the queen but donald trump may. How to avoid all this discomfort we are all guessing thatll be in the air tomorrow. When it comes to tea with the queen, President Trump is going to be on his good behavior, we know that we believe this is a meeting that he wanted and presumably has been coached on protocol and the queen is not someone whos going to be political. She of course has met a number of political leaders in her role. The first lady will be there as well. I think it will be a temperature lowering moment. And the Prime Ministers meeting may be something different. It will be interesting to get a read out of how they get along with that story splashed on the front page. Katherine lucy and Michael Crowley. Thank you very much. We head to another break. If russias intent was to create chaos within the u. S. Government and the political system. I have the upmost respect for congress. Fbi agent peter strzok ended his remark with the point of reminder at the center of todays capital drama is russias interference. Trump is scheduled to meet Vladimir Putin before leaving brusse brussels, the president offered a preview of that meeting. Well of course ask your favorite question of meddling. I will be asking that question again. What am i going to do is he may deny it. All i can do is did you and dont do it again but he may deny it. In a sense, we are competitors and hes not my enemy. Hopefully some day maybe hell bae friend. It could happen. With us tonight, former fbi special agent and member of the joint Terrorism Task force, clint watts, his latest book messing the enemy. Also, back with us remaining with us another veteran of the bureau. Frank. You reacted when the president of the United States refer to Vladimir Putin a competitor and would not call him an enemy. It is fascinating to watch. I am not sure that you would hear the same thing on russian news. They would say the u. S. Is our enemy and their order is trying to push us down and we must fight back against liberal order by taking apart nato and destroying the European Union and those alliances and suppressing the u. S. And the worlds stage so we can rise up. What are their report cards and how are they doing on that front . With the exception of sanctions, they have done fantastically well. Theyre on the brink of achieving what they wanted in crimea and ukraine. They may take syria entirely with the way they wanted to without any real cost with them. They have attacked the United States with information of campaign and we have not responded. Well go back into the putin trump summit. Did you medal dle in our electi again . Russia will continue to push on us and push us down so they can rise backup to a super power and we are putting him in that position right now. The frank has asked for alone time with putin just translators and no officials and none of the specialists at the state department. I believe they are still at the state department who have studied the soviet union and russia all their lives and careers. How dangerous is it to have no standing record of what is discu discussed . We are approaching a dangerous scenario, brian, if these two are alone in the room and the president still naively think there is a possibility that putin could some day could be his friend. Putin is not our friend. Russia is not our friend. Their goal is to destroy us and no effort and no art of the deal or no personality of President Trump is going to change that fact. There is reporting tonight by another network that the president has actually said that he holds open the possibility and you cant rule out the possibility that hell cancel nato military exercises in the baltic state if putin asked for it. You rest assure upon hearing that pew tutin is going to go a and ask for President Trump pulling out of nato military exercises. There is an exercise going on right now in the black sea, a nato exercise. Thats the kind of danger we are in. Trump comes out and pronounces his victory with some sort as he did with the north korea and singapore summit and nato, all of it is inaccurate and well see it happen again. Ticlint, this is your life a study, putin does the most rudimentary things like mirroring. Communication expert is a way kind of endearing yourself to your guess. President trump openly says if you say to me that you loo i can me then i like you. Hes just opening the door for this. Putin have done this with other world leaders, angela markell, of the same story, she does not like dog, make sure dogs go into the room. You do these things to build a relationship with the target. President putin will do this. We have some similar problems, your fake press and theyre the same and theyre giving you a hard time. This is an easy play for him. Hell be better prepared when he goes into that meeting. President trump will not understand the importance of what frank was talking about with the nato exercise. Hell not understand why you should not talk about recognizing crimea and hell not understand that hes handing them a completely package of total deal in syria you professional guys are scary. Frank, i am guessing the president is not going to say extradite the 13 russian that is are in the mueller complaint that we would like to prosecute . If there are any other president in that room, they have to bring up the fact that the special counsel have indicted 13 russians and not hopefully think theyre going to be extradited but rather than saying, look, mr. Putin, you say you are innocent, we say we have enough to indict 13 of your people. Let us have access to them and question them and prove your innocence. None of that is going to happen. It should be happening but it wont be happening. When i say these gentlemen are scary, i mean in a good way. Clint watts, and frank, thank you gentlemen, both. Congressman. I ask you as a citizen and republican, what kind of day did they just have . This was a terrible day for republicans and bad day for congress. Republicans control congress. We have seen throughout history very dramatic moment and congressional testimony from watergate to iran and mainly to the b. A. Scandal. Today was more like what we saw and what jill said, there were hearings in the 70s called the Church Committee and it was Senator Frank Church in idaho who questioned the Intelligence Community suggested on meet the press. It may be the channel of our own intelligence agencies. That is what we saw today. This is a moment where the credibility of the house is on the line certainly international accuracy and we see it domestically as well. When you get elected to congress and odd things happen, you go by one vote. They give you the title of honor. Fl there is no honor in that room. Matt, do you this i all elements of the base, the fox news watching element of the Republican Base agree that it was a bad day or did they see good in it . Well, people who have been hearing for two years now that the fbi is evil and there is a conspiracy to get President Trump. I think there is something fun in watching these members going on these factfree attacks against agent strzok. I agree with the congressman here that todays proceeding were farcical. I think the members of the committee showed they are politically motivated and had no interest in hearing the agents testimony or discover any kinds of facts or make any point of what russia has done to our system and what they are capable of doing. Theyre trying to score political points. Frankly it is an embarrassment for congress. The people that sent them there is an embarrassment of the country. We ask you both to stay with us. Congressman, you got a history . Politics. I want to read you the president s interview with the sons newspaper. It did not make headline but it will do tomorrow. You know, a poll just came out that i am the most popular person in the history of the republican party. 92 , beating lincoln, i beat our honest of history. 1864 was the gallup poll, did they mean actually galloping to the next home to take opinions . What was opinion polling like. This really is remarkable as a snapshot in history to suggest that we have a president today suggesting hes more popular or somehow should be more revered than lincoln. It is nonsense. But its also a reflection of this president s governance, his personality that he continues to go overseas as the face of the United States. And sells himself. Not the nation. He sells himself, not the importance of freedom and democracy. He confronts it. He challenges it. Hes antagonistic to alliance. We see it with nato and the embrace of putin. The American People are wrestling with two issues right now. First is a fundamental changing from where every past president was when it comes to overseas visits representing the ideals of the countries. The seconds is you cant escape the domestic political context this is a president under investigation for whether or not he was involved inappropriately with an adversary in putin. Matt, what about a sense of history . Do you think hes aware that he is the 12th sitting president to sit with this queen of england tomorrow for tea over an hour . This president doesnt have much of a sense of history or much of an interest in history. I think were seeing that on full display at this summit and on this foreign trip. Theres no real interest in what these institutions mean and why theyre so important to this american built world order. The president is concerned with his own partisan issues of complaining that america is being ripped off, making sure he seems like a tough guy on the world stage. Theres no real notion of the bigger Geopolitical Forces at play here, and i think were going to see that when he sits down with Vladimir Putin, as well. Matthew, thank you. Always a pleasure. Congressman, thank you. Appreciate it, gentlemen. Were back with more right after this. Let someone else do the heavy lifting. Are you still threatening to potentially pull the United States out of nato for any reason and do you believe you can do that without congresss explicit support and approval . I think i probably can but thats unnecessary. The United States commitment to nato is very strong. Remains very strong. But primarily because everyone, the spirit they have. Yesterday, i let them know that i was extremely unhappy with what was happening. And they very substantially upped their commitment. Now were very happy. Nato now is really a finetuned machine. I think that nato is much stronger now than it was two days ago. Just a collection of greatest hits and a reminder at least two of our allies in press interviews after the president left said nothing of the sort happened behind the scenes in brussels. So it brings us to the last thing before we go tonight. The president disrupted just about everything he touched today. Thats his thing and his supporters say thats the great thing about him. As we saw, he nearly overturned a nato meeting. Before flying on to london where an interview critical of his host theresa may, the Prime Minister, came out while he was having dinner with Prime Minister theresa may. That sort of thing. And now we read of a potential disruption having to do with the color scheme of air force one. This is important need we remind it you because unlike any other aircraft in any other country in this world, air force one represents all of us wherever it goes on this planet. Now the axios News Organization is out with a story that trump wants the plane to look more american. And their source believes that to mean it should be red, white, and blue perhaps. He doesnt think the iconic shade of blue on that aircraft represents the United States. Now, this president has just recently presided over the very expensive ordering from boeing of two brandnew next generation 747s which he may or may not get to use while in office depending on their delivery date and when theyre ready. The air force may have its own opinion about keeping the paint job as it is. As the historian Michael Beschloss would seem to support. Heres what he told axios and we quote, every time you see that will blue trim and the words United States states of america spelled out in that same type face as an early version of the declaration of independence, it brings back jfk landing in germany to speak at the berlin wall, Richard Nixon flying to china, Ronald Reagan stepping off the plane to see gorbachev in iceland and a thousand other scenes of president s in our past. Still quoting from michael, jfk and Jackie Kennedy approved that timeless design, created pro bono by the premiere mid 20th century industrial designer Raymond Lowey to replace an earlier version of air force one that had simply said military air transport service and which made conspicuous use of the color orange which kennedy rightfully found gowdy.
