Theyre not buying it. You know biden wants to lock it down. He wants to listen to dr. Fauci. The pandemic is rounding the turn. Vaccines are coming. And i look fine, dont i . You know. Todays attacks came hours after fauci was asked about trumps comments on the president s covid diagnosis following that rose garden ceremony for his Supreme Court nominee amy coney barrett. Were you surprised that President Trump got sick . Absolutely not. I was worried that he was going to get sick when i saw him in a completely precarious situation of crowded, no separation between people and almost nobody wearing a mask. When i saw that on tv i said oh, my goodness. Nothing good can come out of that. And enough it turned out to be a super spreader event. Fauci has been a part of that White House Coronavirus task force since going back to march and has had a leading role in battling Infectious Diseases of course for decades. He was awarded the president ial medal of freedom, after all, by bush 43. The Washington Post today revealed a growing feud within that task force particularly after trump added dr. Scott atlas, that california radiologist he saw on fox news. The post reports it this way. Atlas shot down attempts to expand testing. He openly feuded with other doctors on the Coronavirus Task force and succeeded in largely side lining them. He advanced fringe theories such as that social distancing and mask wearing were meaningless and advocated allowing infections to spread naturally among most of the population. Just today an independent Government Watchdog Agency agreed to investigate alleged political influence from the Trump Administration over agencies like the cdc and the food and drug administration. As the campaign enters thee final few weeks there are also reports of division inside the trump reelection team. Today he was asked about his reelection strategy. Im not running scared. Im running angry i think im running angry. Im running happy, and im running very content because ive done a great job. The New York Times notes that trump appears to be trying to bring back his 2016 themes but that, quote, then unlike now mr. Trump closed the race with a jackhammer message attacking Hillary Clinton as a corrupt insider and promising sweeping economic changes, an argument far clearer than what he is offering today. Politico adds this. Trump, quote, has not done enough to win the support of key voting blocks including senior citizens, suburban women and independent voters. Many of them turning away from trump this election cycle. This morning during that Campaign Conference call trump insisted everything is on the right track and that hes headed for victory. Were going to win. I wouldnt have told you that maybe 2 or 3 weeks ago. Were going to win. I think its a sleeper like last time. No, the people i see are upbeat. But im going to tell you when i see a fake news story. We have never been in a stronger position than we are today. Yet there are hints the president has at least considered the possibility that a second term might not be in the offing. If i lose to him, i dont know what im going to do. Ill never speak to you again. I think i am a nice person. Could you imagine if i lose . You know, if we dont win, im blaming the governor. Could you imagine if i lose, my whole life . Maybe ill have to leave the country. If i lose, whatll i do . Here for our lead off discussion on a monday night as we start a new week together shannon pettypiece, our senior White House Reporter at nbc news digital, ashley parker, pulitzer prizewinning author for the Washington Post, and mara gay, former New York City Hall bureau chief for the wall street journal, also happens to be a coronavirus survivor. Good evening and welcome to you all. Shannon, home team gets to go first. So you get to critique the response of the Trump Campaign to the rare rule change by the president ial Debate Commission tonight. Ill read you part of it. President trump is committed to debating joe biden regardless of last minute rule changes from the wait for it biased commission in their latest attempt to provide advantage to their favored candidate. You really dont have to struggle, shannon, to read the tea leaves and figure out how they feel. Who needs these debates more . The Trump Campaign does at this point. Obviously theyre the ones coming from behind in every poll out there. Thats not even an exaggeration. Every major poll over the past two months shows them behind to varying degrees of extent. So they are the ones that need to change this dynamic. And people who i talk to in the campaign are excited about this debate despite the rule change. Theres been for weeks now a lot of playing the refs here and trying to do some posturing at the last minute. But they are looking forward to this debate. They want to use it as a way to attack joe biden and hunter biden and elevate this story they have been trying to push about hunter biden and his emails. They are hoping that the president will step back a little bit and let joe biden what theyre hoping is give joe biden some space to step in some areas that they think will make him look unfavorable with voters. One of the big critiques of the last debate is they felt when joe biden would start giving a sort of off balance answer trump would comment and interrupt and cut him off and divert the whole conversation. So i get the sense that they are looking forward to this, and that, again, this is going to happen with about ten days left on the vote calendar. But it is really the very last chance they get to change the dynamics of this race. And really if they can even change the dynamics, it is going to be in the margins at this point. But in some of these states it could come down to the margins. So ashley parker, with 15 days left, itll be two weeks by the end of this hour. Have they really decided to run against science or tony fauci, or is that just monday . Well, the president privately is being told specifically not to do this. The president his comments recently were basically prompted by the interview fauci gave on 60 minutes. The president was very frustrated and upset by that. But his aides and his team and outside allies have told him, you know, dr. Fauci is trusted. His Approval Ratings are sky high especially compared to this current president , and he is basically americas doctor. He did throw up that first pitch even if it went a little awry. Hes part of the Trump Administration, and he is not the person you want to run against. And it just shows you, again, what we already know which is how undisciplined this president is. That call this morning should have been a gimme. It was a call with his top staff, campaign aides, people who are supporting him. Reporters were invited to listen in. So thats setting the stage for the president to basically get out his message in a way that feels authentic. And instead of hammering any message that might help him win some votes on election day, he went after a member of his own administration who is trying to help solve this pandemic. And again, is quite popular with the public at large. Mara, lets be cynical about it, and there is this theory that the president has to campaign against science and fauci because the alternative is some form of admission of mismanagement of an out of control pandemic that is getting worse across our country. I think thats exactly right. I also think it goes a little farther than that, though. I think at this point its become so deeply tribal and really a Culture Movement that trump is leading. That i think the rebellion against science, the defiance, the arrogance of it and the sense of, you know, ignoring the wellbeing of people who you dont like or agree with is really just the meanness is part of whats driving this. The permission to hate others or to not care about others, to just go out and get yours, which is really what this president is all about. I think unfortunately thats really the ugliness at the heart of this campaign and this presidency. And i think from a political perspective, you know, its really interesting because if the polls are correct, the president s really in trouble. And i think having seen a lot of campaigns nationally and locally up close, there is a phenomenon with a candidate like donald trump who ran as an outsider, was certainly not a career politician, you know, folks from both parties who are in this camp. And you just cant tell them a thing once theyve run that first race because they develop a certain hubris about it. And that will be tested. The president is putting all his hopes and dreams right now into his the most right wing of his base. And whether thats really a path to victory i think its doubtful. But he may have a narrow way to get there. Shannon, bob woodward was raised to always be a polite guest and bring a housewarming gift when he was invited. So when he was invited on our broadcast last week, he brought the following which im going to play again a recording from his, what, 18 plus conversations with the president. This one, however, dealt with campaigning style, how he won in 2016. Well discuss on the other side. I have a very flexible strategy, bob. Ive had it for a long time. My whole life has been flexible strategy, and ive done very well. And i had it in the last campaign, too. I was very flexible. I changed Campaign Managers three times. I know. Is it offense now, or is it governing . Yeah, i view it as you understand why im asking i won the last campaign in the last four weeks, but i would really say i won it in the last week. I did rallies. Shannon, heres the question for you. Mathematically does the 2016 formula work in 2020 . Weve got 28 million votes already in and done and dusted. Can things be moved that much in these next 14 Business Days . You know, when you look at the battleground states, arizona, florida, north carolina. And looking at the public polls which are not perfect and theyre a snapshot in time and theres a lot of variables in there. The president is in striking distance of them, within 1 or 2 points. And 1 or 2 points can be made up with things like a good ground operation, Voter Registration pushes in the final months, maybe a last minute news event, maybe 1 or 2 points. Thats what republican strategists typically say. The problem is when you get to michigan, pennsylvania or wisconsin the president cant lose all three of those. He can lose michigan or wisconsin. Those hes trailing by 6 or 7 points. Ane lot of his allies minds they have said goodbye to. That leaves you with pennsylvania where depending on the poll hes down anywhere from 3 to 7 points. I think pennsylvania is the place where the president is going to have the hardest time. Hes facing a deficit. Hes going to have the hardest time overcoming. And one of the things im hearing is not only to look for a lot more events in pennsylvania but to look for the president to be messaging to the pennsylvania voter who fits, again, his demographic. Hes not going to change trump at this point. Everyones minds are made up there. He can drive out his base, and they hope they can change some minds about joe biden. So also look for that in the coming days. Hunter biden and all these various attacks that theyre going to lob are an attempt to change voters minds about joe biden and particularly that pennsylvania White Working Class male voter and get them maybe they dont like trump, but they feel even more uncomfortable with biden, and they go with the devil they know. Thats sort of where things stand, you know, from talking to a number of strategists and allies and Campaign Officials over the past few days. Ashley, when trump says hes going to run angry, what is that supposed to mean . Has this been the happy warrior thus far . It sure hasnt. And what was striking was he says im going to run angry and he pauses and says im going to run happy, im going to run content. Those second two words are what his advisers are really hoping for, especially in this next debate, in addition as weve already discussed, letting joe biden talk more. They want trump to be a version of him that does exist, which is a happy, maybe not quite content but sort of charismatic, almost funny bully if hes going to bully, not that version we saw in the first debate, which was a pure bully but dark, brooding, raging, furious. And so they want to see those second two words. And its striking that the president did mention them, but he juxtaposed them against angry, which is what weve seen him previously, which was the tone we saw today and which is the tone his advisers are fearing Going Forward especially and most specifically the thursday night debate. And, mara, you get the last word. With roughly 28 million votes already in, how does that change the campaign and the campaigning remaining . You know, every Successful Campaign that i have covered up close has run as though it was 10 points behind. And it is complicated this year because of the pandemic. Folks are especially democrats are trying to be respectful of voters and will keep their distance for Public Health reasons. But i think this really is a ground game at this point because of how close it is in so many of these swing states. So this is really a just grind it out operation at this point. And this is when all those geo tv people, the get out the vote folks who are responsible for helping americans from all over the country vote, this is where they shine. As for trumps debate strategy this time around, axios actually reported the following with a straight face, and we quote, trump will tell more jokes and try if he can stay on message to strike wait for it a softer tone. At the same time, aides expect trump to keep going after bidens son, hunter. This is the president who says hes going to run angry yet happy and also content. Heres a road test of that from today. Your strategy seems to be call biden a criminal. Why is that . He is a criminal. Hes a criminal. He got caught. Read his laptop. And you know whos a criminal, youre a criminal for not reporting it. You are a criminal for not reporting it. So, robert, i read in axios about a new softer tone. Do you think we can expect that . I dont know if we saw happy to angry just right there in the clip, but, you know, i its hard to say. Im still laughing at the lead in clip of this whole thing. You know, look, hes got to do something different. We know that. The question is whether inside of him, if his dna will allow him to do something different. Theres no doubt that his campaign has been telling him he cant do the interrupting he did last time. And maybe the president ial Debate Commission essentially helped him by preventing him through the first at least two minutes of these mics of not being able to interrupt joe biden. But i doubt we are going to get at the age of 74 and 4 plus years into this experiment anything different on thursday night than we have seen really over the past many months and past many years. Tim, last time you were on with our friend Nicolle Wallace in the afternoon, some comments you made led to a spike in sales of depends across the country among people who selfidentified as democrats because you listed the number of states and senate races that you optimistically view as done and dusted, take it to the bank, theyre over. A question to you about bidens strategy with these new attacks on his son hunter. He has chosen largely not to engage. Is that smart . Yeah, im not one to be the bearer of good news usually, brian. Look, i think biden has handled the hunter issue pretty well. I think certainly going back, he handled it well in debunking basically the whole premise of this. Obviously the president got impeached over trying to fabricate this scandal, and joe biden won the primary. So that all turned out pretty well for him. And i think over the past week it is not incumbent on him to respond to everything that comes out of Rudy Giulianis imagination, right . And theres a lot of reasons to think this new story stinks. The guy that wrote it for the New York Post wouldnt even put his byline on it. He doesnt need to respond to every little thing. I think he could benefit from showing good humor and from showing comfort and confidence when asked about it on the debate stage on thursday, and i hope that hell do that. Coming up on 11 30 eastern time on a monday night. Just for an exercise, tim, tell the folks watching at home some of the states you believe via their senate races are done and dusted. Well, i think the good news for the democrats watching is colorado and arizona are done. As i said in nicolles show, im not sure Martha Mcsally or cory gardner are trying to win any longer. I dont know exactly what their strategy is if they are trying to win. Donald trump is deeply unpopular in their states. And Martha Mcsally was on stage calling mark kelly a communist. And saying she was with donald trump 100 . Thats not a Winning Strategy in arizona. That campaign is pretty much over. But theyve got to pick up two other states. Maine looks promising and after that north carolina, obviously cunningham is running into some issues right now. Iowa is a red state, so is montana, so is alaska. So theyre going to have to pick up in other states somewhere if they want to have control of the senate. And i think that should give them a little bit of concern. Now just we turn to something we have branded the great migration. Alternately known as the great walkback of 2020. And this will make for entertaining viewing in the weeks to come perhaps as increasing numbers of republicans speaking with faces as straight as jeff flake insist that they never really liked donald trump and certainly never agreed with him. The latest was this weekend. Texas republican senator john cornyn who has a 95 voting record, a virtual rubber stamp for donald trump in the senate, he now says hes broken with the president on the deficit and the border wall. But he kept his criticism private. Trump today addressed the potential impact this has he has on vulnerable members of his party. The senate is not you know, look, as we just discussed with kelly, i think that i think theyre very untied. Its not you know, a lot of people think, oh, are they tied with trump, meaning tied together. I think thats highly overrated. Highly overrated. So still with us are robert gibbs and tim miller. Robert, your thoughts on this dynamic, which we are waiting to see unspool throughout the republican ranks. Yeah, brian, i think you touched on it. I think were seeing just the beginning of this. In somebody like a john cornyn whos up in what is probably going to be a much closer reelection than he ever wanted to, to give you a sense in texas more than 4 million early votes are already in. Almost 45 sorry, almost 50 of the 2016 turnout has already been hit in the 2020 race with 15 days to go. I think these are guys that are desperately trying probably way too late to try to separate themselves. I think when you look at the ben sasses of the world, i think theyre laying down the marker of, wait a minute, i was never really in this camp as we head into whats going to be a heated contest on the republican side in 2024. So i think theyre going to divide into each camp. What will be interesting is, if we get into this election where the president feels like he needs to contest the outcome, this is the group of people thats going to be put on the spot, and maybe theyre practicing and auditioning for finally breaking with the president on something that matters. And, robert, while i have you, Maggie Haberman from the New York Times this weekend under the headline, trump runs the kind of campaign he likes but not the one he might need, quote, away from their candidate and the Television Cameras some of mr. Trumps aides are quietly conceding just how dire his political predicament appears to be and his inner circle has returned to a state of recriminations or back biting or as we call a monday. How much does 2016 haunt your dreams and color any rosy predictions . Well, look, everybody in the Democratic Party wakes up to the idea of but 2016, comma. The challenge i think in this election despite many wanting to cover it like it was four years ago, theres some real structural differences, right . The average of National Polling is a lot different. Trump was trailing by a little bit more than six four years ago and now hes trailing by almost 11. This is the week that began to see the Trump Movement four years ago in this part of the election and about seven or eight days from now, that race five years ago was only 3 1 2 points. Thats movement we just dont see right now. And, quite frankly, the public views Hillary Clinton and joe biden very, very differently four years later. And so i think as much as there are those cold sweats at night and those nightmares there is this understanding that donald trump is an incumbent president with a record to defend and an opponent, a challenger that hes not really been able to put his thumb on and is viewed differently by the American People than four years ago. So, tim, when trump contends that hes different from down ballot republicans running underneath him, is that the olympics of Wishful Thinking . Yeah, i think he was blurting out whatever came into his brain there, because, man, hes been tweeting anytime one of the republican senators tried to tiptoe away from him lately, attacked ben sasse, attacked susan collins. So these guys are tied to him. I think it was true a little bit in 2016 that there were some split ticket voters. But most of the folks that have left trump have also left down ballot is what were saying. If you permit me one personal privilege on ben sasse, brian, he said in that same audio you played that donald trump plays footsies with dictators. He said hes a sexist. He said that he flirts with white nationalists. He said that he mishandled the pandemic. He says hes pushing the country to the left and yet he didnt say that he was voting for joe biden. He didnt even say that he wasnt voting for donald trump. To step away from donald trump and i dont understand how those two things can compute, how you can think he flirts with White Supremacists and is a sexist and doing a bad job but also you think he should be in charge for four more years. Well be up to nearly 9 million cumulative cases in america. And heres the hard part, the part that makes it really frightening is that its so dispersed across the country. In some states weve already completely overwhelmed their intensive care unit capacity. And one of the things thats very striking now is we have far more covid in rural areas, in places where hospitals have already closed, gone bankrupt, been shut down, where people have to drive enormous distances to get decent medical care. And in every case, every one of them, they did a tough lockdown and really brought their levels down so that the amount of virus circulating in society was a containable number that could be placed under surveillance so that if a case punched through, you could immediately do a cluster analysis, figure out who was related to whom and spread it to whom, quarantine it and contain it.
