Well begin this morning with what appears to be a stunning rebuke to House Speaker Kevin Mccarthy. For the second time just this week alone, House Republicans defeated a procedural vote on a key Military Funding Bill preventing the legislation from moving forward in the house. Hard line conservatives bucked their party over concerns for overall spending, aid for ukraine, and more. Despite leadership including many of their Wish List Items in that latest proposal. Yesterdays Failure Setoff alarm bells throughout capitol hill. Any bill to fund the government will need bipartisan support, but as of this morning it appears that House Republicans cannot agree on their own demands for any such bill. Speaker mccarthy who had vowed that the house would work through the weekend to find a solution to the growing crisis instead canceled votes and told members that they would get ample notice if any are scheduled. As of now the house is in recess with no plan to fund the government less than nine days until a shutdown begins. And after a second failure in the house yesterday, leaders across washington are bracing for what is looking more and more likely to indeed be a Government Shutdown. Republicans are threatening to shutdown the government. Think about this, man. Think how many people its going to hurt. Think of the people who are going to get hurt. Its time to act. Its frustrating in the sense that i dont understand why anyone will be against the idea of bringing this is whole new concept of individuals that doesnt work. We should have passed our Spending Bills as a House Majority before we had the august district work session. And that was a failure on leadership not to do that. We can use the leverage of the threat of a shutdown, which ive said many times, we should not fear a shutdown in the sense we hurt the American People further to avoid a shutdown, which would have minimal impact if we had a shutdown for a week or two while were getting our Spending Bills done. And ill hope well race to do that as much as possible by september 30. There needs to be a realization that youre not going to get everything you want, and just throwing a Temper Tantrum and stomping your feet, frankly, not only is it wrong, its pathetic. A shutdown will only hurt the American People, and that is what i am trying to avoid. Its why i am willing to work across the day to ensure a cr passes. Joining us now nbc news capitol hill correspondent. Youve had a busy week. Lets start with the house there. It certainly appears a Government Shutdown is more and more likely. Give us your analysis of that and also what are the next steps . What steps if any are being taken to prevent it . I dont think Speaker Mccarthy himself knows what the next steps are here, and thats part of the problem. You saw those two failed votes this week. That was on a defense bill, right. To show you how disarrayed the Republican Party in the house is right now, they cant get procedural votes on military bills anywhere close to the finish line. They clearly dont care. Theyre more willing to hold firm some of those handful of conservatives who really dont care if they shut the government down as you heard from bob good. Now we find ourselves where mccarthy sent his member home after saying hell keep them in. The whip who counts the votes here, mccarthys not in the room, though. Theres matt gaetz, michael whauler, all these factions of republicans working together to try to see if they can come up with anything to keep the government open, but the problem is you have a handful of them who dont care, they dont want mccarthys fingerprints touching anything. On that with an open rebellion from a handful of members of his own party, what is the likelihood mccarthy can get a deal but also hang onto his speakership . Theres no one to replace him, and thats something even his critics have admitted to, but the thing is he is a perfect storm right now, right . I was talking to one republican who said mccarthy had promised me something that he had promised another lawmaker, too. The same exact promise but two different ends of it, so mccarthsy is finding himself in this real problem right now where he just spent months and months living day by to day to try to keep his gavel and he cant fulfill those promises. By the way, we ha a shutdown just days away, and remember the senate is controlled by democrats. So this is something republicans need to agree on it, and regardless they cant come to an agreement amongst themselves. How are they then going to come to an agreement when it comes to democrats in. Julie, stay with us because i want to get you on this story, too. The senate has confirmed two top military positions yesterday. Lawmakers voted to confirm general eric smith as the next marine Commandant Anderal George as joint chief of staff. The vote follows yesterdays move to confirm charles q. Brown as the chairman of the joint chief of staff. Still about 300 generals and admirals are waiting to be promoted. Still those are being blocked by one man, republican senator Tommy Tuberville. Its not clear yet if or when the senate will hold more individual confirmation votes, but democrats say if they have to do that, that process could take months. When asked about it yesterday majority leader Chuck Schumer told reporters simply youll see. Meanwhile austin is asking tuberville to end that blockade. Austin reportedly explained how this is harming National Security. Tuberville, however, has made clear he has no intention of stopping his protest. Weve got two more generals confirmed yesterday. The next chairman of the joint chief of staffs has gotten through, but tuberville is seemingly locked in here because hes lock into the blockade. Is there some move perhaps from fellow republicans that can get tuberville to change his mind . Privately there are republicans dismayed, theyre frustrated with him. It wasnt an accident. Tuberville had proved he had enough votes on his side, enough republican support to essentially force democrats hand and bring up individually some of these top generals for confirmation. Schumer then went on the floor and sort of surprised him and undercut his move and said were al going to move these three individualomy. Democrats Elizabeth Warren was saying she was against this precedent and saying, okay, we can confirm some of these individually. Im told theyre going to have to keep doing that at least with these top brass Military Promotions, but for tubervilles part hes going to continue holding the line. He folded, and thats how he sees it. Back home, by the way, the Alabama Legislature supports him. They passed a resolution just the other week 991 unanimously approving of this. Terrific stuff. Even as a Government Shutdown looms, House Republicans, well, theyre still moving forward with Impeachment Proceedings against President Joe Biden. Yesterday Staff Members from the Oversight Committee was briefed by the National Archives on four emails on bidens time as Vice President. According to Committee Chairman james comer the entire batch of emails which he has not seen will prove biden used his title to help his son hunters business dealings in ukraine. According to the Washington Post the four emails presented by the archives yesterday, actually they did nothing to support his claims. Instead the batch consisted of a joking email forwarded to biden in 2009 about how women in the couny of georgia, quote, keep talking about how sexy he is. I guess you want to hang onto that one. The other was from the white houses Ukrainian Ambassador in 2012 praising bidens son, beau, for a speech he gave about corruption. The other two emails were bidens schedules for a pair of days in 2016. One day in may of that year he had plans to call ukraines president and attend a memia for the First Anniversary of beaus death. And then in june he was scheduled to meet with a ukrainian official and have lunch with his grand daughters. A spokesperson for comer told the Washington Post, quote, those are the emails joe biden wants americans to see. Meanwhile, Rudy Giuliani is facing more legal troubles. This time for ignoring a federal judges order to pay up in the Defamation Case he lost last month. According to a Court Filing Yesterda Giuliani failed to comply with the judges order to turn over evidence and paid legal fees of ruby freeman and shaye moss, of course those Georgia Election workers he falsely accused of committing voter fraud. Moss testified last summer at the January 6th Hearings that her and her mothers lives have been turned upside down and even faced Death Threats because of giulianis defamations. The women later sued for defamation they and won. The judge ordered giuliani to turn over personal and financial documents ahead of the trial to determine the amount for damages. Giuliani failed to act by the deadline. Earlier this week, giulianis former lawyers sued him claiming he owed them more than 1 billion in unpaid legal bills. Former new york mayor argued those fees, again, a Million Dollars was unsuccessful. Several trump allies may be called as witnesses in that upcoming election interference trial. Chesebro listed Ronia Mcdaniel as well as white House Counsel pat philman as potential witnesses in the case. Chesebros case will be tried alongside former trump Attorney Sidney Powell and set to start next month. Sources say the ceos of Top Media Companies engaged directly in the negotiations, and though if a deal is reached with the writers, Hollywood Executives will still have to broker a separate agreement with actors. They also went on strike back in july. Meanwhile, the United Auto Workers strike could spread to more facilities later today. The union and detroys big three auto makers returned to the bargaining table yesterday, but theres still no deal in sight. Uaw president shawn fain has warned the strike will expand if theres, quote, No Serious Progress by noon. Today 13,000 workers walked off the job at three plants. If the union expands the work stoppage, it could exacerbate disruptions to the industry which currently accounts for about 3 of the countrys gross domestic product. The union is demanding up to 40 pay raise over four years along with better Retirement Benefits and shorter workweeks. General motors and ford have only offered 20 raises. Ukrainian president Volodymyr Zelenskyy returned to washington yesterday to try to shore up support for his nations defense. He began the day on capitol hill where he was greeted by House Minority leader Hakeem Jeffries and oothers. In the Morning Zelenskyy attended private meetings with lawmakers and assure said them of ukraines solid war planning per the a. P. House speaker Kevin Mccarthy praised zelenskyys candor in those meetings but withdrew from visibly supporting him, choosing not to greet zelenskyy when he arrived and also declined zelenskyys request for a joint session of congress. The president did do that the last time he was here. In the afternoon zelenskyy and ukraines first lady arrived at the white house to meet with President Joe Biden and first lady jill biden. There the president announced an additional 325 million in aid to ukraine. Joining us now pentagon reporter from politico. Laura, great to so you this morning. Give us your sense of takeaways from zelenskyys visit yesterday. And doioyou think did he move the needle at all from those republicans questioning. So yesterday was a really important day for president zelenskyy and the stakes were really high here. You see now that support for the ukraine war might be waning some both in the u. S. And europe. You saw poland yesterday saying it was going to stop sending new weapons to ukraine. And on capitol hill like you said there are some hard line republicans blocking a major spending bill. The stakes are high here. I dont think zelenskyy has moved the needle much at all. You did see President Biden announce this major new package for ukraine, but it didnt attack the missiles, the longrange Army Tactical Missile Systems that has been so talked about and ukraine has been pushing for to be able to fight behind enemy lines. We thought last week President Biden was leaning more towards sending those missiles, but it now it seems jake sullivan, the National Security advisor he poured gold water over that. So i think it is going to be difficult for zelenskyy to continue to drum up the same kind of aid for ukraine weve seen over the past year. And the funding announced yesterday was already approved by congress about the new funding where and really unclear whats going to be in there. Lets talk briefly about the state of the effort here and you mentioned poland, could this Start A Trigger Effect a Domino Effect where other countries may also cut back . And where does that leave ukraine as we head into the winter . I do think were starting to see that for the first time. I spoke with a french general earlier this week that said france as well is not going to be sending anymore of the longrange missiles and also questioning whether its going to continue to send aid to ukraine. So i think this is a question were going have to see in the europe and the u. S. Give us a sense of the reporting of a potential Government Shutdown if lawmakers cant reach a deal. Typically under a shutdown, under the 2018 shutdown for example all military activities not deemed essential to National Security, theyre just halted. For example, you saw at that time secretary mattis said theyd continue Hunter Terrorists in the middle east, but all training for National Guard reserve forces, that would be canceled. So what you saw here u. S. Officials started to worry all the training the American Military does for ukraine would have to stop. Thats training on the Abrams Tank Fighting on the fighter jets. Now the defense secretary has decided to exempt officially ukraine operations from that shutdown, so this is good news for president zelenskyy. Regulator in this regard, the combination and market authority, the cma, deciding actually there is now enough in the new deal that has been been put forward by microsoft which would do away with the Cloud Gaming Rights of activision means the deal now allows for greater competition according to the cma. They believe theyve now cleared the most important and significant hurdle in this deal. A 75 billion deal in which microsoft is looking to buy Activision Blizzard who of course owned game like call of duty, world of warcraft, the most significant of which would certainly add quite a lot of revenue to microsofts business. Beyond sending the troops what more is this administration looking to do to tackle what is these seemingly surging numbers . Lets take a step back here. On the very first day of the president s tenure in office he introduced comprehensive immigration reform. Thats something weve been asking congress to take action on for nearly three years now. In absence of any meaningful action of the sort, this president has used every tool at his disposal to create that humane, orderly, safe pathway for migration in this country. In the absence of that, you know, in the absence of our ability to work with congress, the president has had to take has had to take significant action to expand legal pathways, to ramp up enforcement, to surge resources to cities and states across the country. And thats exactly what youre seeing this week. Earlier this week this president mobilized additional Enforcement Resources to the borders on top of the record levels of cbp agents already enforcing our border and enforcing our policies, and he is expanding capacity at the border, and hes taking action in addition to the 1 billion weve already sent to cities and states across the country, we requested Additional Resources from the u. S. Congress to support our immigration work. We of course encourage congress to pass that supplemental swiftly, and the president is taking meaningful action as you heard just earlier this week to expand and accelerate those work permits for over a Million People when you consider the outreach campaigns weve taken in major cities like new york and this latest action geared towards venezuelan migrants. You mentioned new york mayor adams certainly been one of the loudest critics of the administration with the migrants. Lets talk about venezuelans with this move some have suggested or concerned that might provide incentive for more to cross the border. Whats the response . Well, this president has been very, very clear. We put in policies earlier this year to ensure were sending a very clear message if you do not come to this country lawfully youll be removed. We stepped up enforcement on the border to do just that. We right now have doubled i. C. E. International flights and removals over last years levels. Our message is very clear. If you dont enter the country lawfully, well take action, and the president has met that with increased enforcement. So another domestic matter you expressed how this administration has, frankly, been frustrated with congress and by immigration reform. Theres also been frustration congress isnt doing more on guns. We know there was one piece of legislation passed last year which was notable but honest. Theres a new Gun Violence Prevention Effort later today in office being created and will be headed by the Vice President. Tell us what it is and what difference can it make. This is really significant. This president since he was senator, when he was Vice President , as president hes traveled all across this country and met with countless families, countless communities from buffalo, uvalde, to Monterey Park in mourning. Hes heard their stories and grieved with them as theyve felt the loss of that empty seat at the dinner table. And as you said the president believes this is not just the righ thing to do to tackle gun violence in our country, but its necessary. Its we had seen epidemic levels. I mean the number one killer of kids in America Today is guns. Can you imagine that . So the moral imperative here is very significant. And as you said the president thats why the president signed the bipartisan Safer Communities act last year, the most significant gun safety legislation in nearly 30 years, why hes taken more Executive Action as president than any other president in history. And hes building on that today by announcing the first ever White House Office of gun violence prevention overseen by the Vice President and led by steph feldman. So the president is set to deliver a speech next week about the fact of democracy held in arizona, a state he returns to a lot. Tell defending democracy, is fueled by the idea that donald trump is who, of course, you know, was there on january 6th, is likely to be the republican nominee and, therefore, facing this president again next year. As you know, i have to be careful about not talking in campaigns and election as a public official due to the hatch act, but i will say, democracy and protecting democracy, protecting the soul of our nation has been a theme of this president s message from day one. From the moment he first ran for office up through the speeches hes given during this first term. He believes that democracy is at stake. He delivered remarks earlier this week in new york that you may have heard about whats at stake at a time where we see, you know, book bans, where we see efforts to restrict free speech, where we see attacks on the civil rights of americans. Theres so much at stake right now. The president intends to continue to talk about that and deliver that message directly to the American People. Okay. All right. Nikki haley continues to try to balance praise and criticism of donald trump on the campaign trail. Take a look. He was strong on Foreign Policy and getting americas respect in the world. He was thin skinned and easily distracted. He didnt do anything on Fiscal Policy and, really spent a lot of money, and were all paying the price for it. He did do a better job than biden on the border, really trying to corral that in and stop that. He used to be good on Foreign Policy, and now he has started to walk it back and get weak in the knees when it comes to ukraine. A terrible thing happened on january 6th, and he called it a beautiful day. In the eyes of america, it was a terrible day. Lets talk about nikki haley. She seems to be the winner of the first debate, if you will. Trump skipped it, of course, but she got a bump in the polls. People were talking about her. She seemed to be the grownup on the stage. There is another debate coming next week. How does team haley feel about this moment, as she also has to answer tough questions like that. Shes clearly thought about the question and shows what shes taken a stance on. It shows her Foreign Policy experience. Shes not someone that candidates can gang up on to say, look, he doesnt have the experience, which was the case with vivek. I think a lot of people see her as someone who is serious, someone who is electable, and i think that is starting to show. Lets talk about that next debate coming up. It certainly seems like a significant moment for at least a few of the candidates. First of all, were not sure if a couple will make it. Asa hutchinson, well see if he makes the stage. Chris christie will be deprived the opportunity to go after trump facetoface. A lot of eyes will be on governor desantis, who is really slipping in the polls. Was deemed to have done okay in the first debate, but nothing really changed for him. It seems like every day, he yields a bad headline. What does his team feel he needs to do to reverse momentum . He needs more than just okay. He is now polling around the same as all the other second place candidates in fourth or fifth, and thats a real problem. I think this whole time, the trump team has really wanted to make it more than a twoman race, and now they have. At the debate, youll see the second place candidates clawing at each other, and thats notd where you want to be if youre ron desantis. Vivek ramaswamy got the lions share of the attacks last time around. I wonder who will be the recipient this time around. Talk to us about what youre hearing from trump land right now in terms of their approach. Theyve already signalled theyre skipping the third debate, as well. Theyve wanted to make this more than a threeperson race. They hammer desantis and leave the other candidates alone. Will they keep pounding d desantis . Do they train their fire on others . They stir what they say, you know, running on two prongs. Number one is still being focused on the primary. Theyre saying, look, theres all this coverage of how were moving to the general, but were still going to be doing several events in iowa the next couple weeks, doing the threeway campaign stops, going back to south carolina, new hampshire. They still are very much focused on the primary. At the same time, you see him choosing to go to detroit, choosing to attack biden on electric vehicles. Those are also contentious choices because you have the luxury of a 40point lead against the next best candidate. Yeah, that and trying to moderate his stance on apportion, feel like General Election plays. Yup. Democrats calling him out on that. Lastly, this week, you had a conversation with ohio senator j. D. Vance, and he expressed worries about the republican efforts to impeach President Biden, suggesting they could backfire. Tell us what he meant. So he is towing a very fine line. Of course, he supports the effort to look into this impeachment inquiry, but hes a senator saying, look, weve got all of these other priorities. We should not go beyond what the evidence tells us about impeachment. He says, if you do that, then Republican Voters might penalize republican candidates in the next election. I think a lot of republicans are privately harboring the same concerns that vance offered publicly, and polling suggests he might be right.
