Few i havent heard from by the way, a few people maybe in the room ill be contacting you again i know but in november were doing a presentation by the school on issues of their preefshg in regards to special ed we have the administration you know the topheavy present but we want to hear how the units and teachers view the special education particularly in light thought how were trying to have the bulk of the special ed kids and if thats presenting issues or something we can workout together in december we dont have a meeting that makes everyone happy at the cac in january we have another new program you know the sdruths has been working hard with new initiative the dispute resolution in conjunction with San Francisco Bar Association and the special ed for the San Francisco Unified School District and in which case a volunteer lawyers oracles as a third party neutral party to work on some of the issues that come up with families in regards to their i e p and the meeting the needs of the students and also getting you know hitting the points on the i f p anyway we are hoping that we will this will result in less lawsuits and result in happier families i do know where we work we use the tentative dispute resolutions it is very successful and the lawyers are very encouraged the skblth is it doing that in february were talking about an update in pilot tier 3 intervention and assisted technology for students with 45 owe 4 programs in march the Transmission Services with students of i e p and the timeliness of the transmission in april were going to do a program on the candidate bias and education that has an issue with communities where the feeling about special ed it is a place you send the inner rule kids a place you send those unlaw school kids theyll not be educated, of course not the purpose 6 special ed and the district historically theres been suspicion of the special ed programs but the idea is for us to really like discuss that openly and honestly and in may were having an unanimous advocacy worthy of excellency and we have not invited him yet but ask the superintendent to give a state of the union and in june and mini fair with different speakers that will come and talk about what is available to families okay our meetings are at one six 63 Mission Street 7 floor again families are invited we have childcare and interpretation please call ahead of time starts at the 5 30 and 6 30 if you have a specific program 6 30 to 8 regular meeting of with specific topics we encourage people to come we have a lot of good information okay. D and it is something i limitations to yesterday just yesterday for my own state of michigan theyre doing terribly in michigan with early reading their status are down and a huge program they talked an hour and talked about 24 and this this they and never mentioned the word dyslexia and kids that need you know interchanges but any kid that cant read at grade level that will be held back im i have to tell you if youre teaching a kid in a way not progressing you, you can teach them this kid maybe has dyslexia thats 20 percent of the population and send them back to school and using the same methodology and the kid feels their stupid this is the the reason there has to be Awareness Month base stupid legislators they dont know a darn thing about disabilities it is important to have disability Awareness Month and dyslexia Awareness Month avenue that rant ive told the mr. Unfortunately, this is my third time presenting the same issue my son didnt have a teacher and no clear direction when well get one weve now given correct and clear information this week we were told to have a new substitute teacher starting 24 week and led to believe that person will be able to stay long term just yesterday the first day that substitute was here we learned shell only be here two weeks so two weeks well have another teacher in the classroom at that point were at least having a sub in the classmate theres no specific teacher to speak to how my son is doing and none taking overflow room ive already been to quite frankly a pointless and insulting back to school night we sort of basically learned how great the other fifth grade class was and now halfway to the teacher parents conferences in november im not or im not sure what the point of going to that conference will be in early november none will say how my son is doing about a week and a half go we were forces to strike and pull our kids out of school to make that clear over 60 skids were kept out of school from first to 5 grade to have the support of entire community, however, with that effort and that decision still all that came out of that at this point was a new substitute teacher starting this week for two weeks im distressed there is not been a face to face meeting with the principal, h. R. And union to repeating really come to a decision okay. Thank you. Hi, my name is tor i didnt a parent of a fifth grader i feel like a regular at this point, were advocating for a permanent teacher for one of the 5 grade classes been without a teacher and 7 weeks ago were told this is one of the districts Top Priorities after a 7 substitutes killing through 9 classrooms how do you feel this is how i feel really disappointed we understand the complexity involved i cant fathom the lack of effort the school is a eager to move on the school says they want to move on but no sit down meetings the district is waiting for the teacher to make a move and the school is trying to fill a hole a giant gave him of chicken for the pieces to fall into place the 33 kids in the classroom whose opportunity inform prepare for 6 grade is slipping away one day at the time kids with i p p and its the tip of the iceberg as this impacts our School County we have none to talk to about the kids progress and in consistency and no timeline for change so we ask again how do you feel about the progress that is made it is time for the district to stop waiting for the change and make the change happen thank you. Hello my name is user sale a mom of a 5 grader at sunny side and i put him into the School Everyone said a great school this is a true for other classes but not my son not welcomed sweet spot class and in consistency and stability i have no teacher to connect to figure out how he is progressing hes going to school and hes for the happy and im pretty confidence as parents said the parents teacher conference will not explain me no teacher to observe any child longer two weeks we the parents from sunny side are advocating for our kids and told at the beginning be patient we were patient but things didnt workout and told you have to speak up we showed up at the Board Meetings and sent emails and spoke daily to the principal and families you heard including mine we showed our concerns but the same situation no permanent solution in place i dont said how we have to speak up to get a permanent teacher shouldnt it be the job of the sfusd to provide a quality permanent teacher and ive heard the new teacher was told only going to be there for two weeks and she has other assignment she was told the original teacher would be back why are we are dealing with temporary teachers why cant this be resolved we were told we were aware of the sidewalks and however it dont look like anyone it talking with each other please lets make that possible we know there are ways to do this. Hello my name is laney and we are students at the effected classroom in sub i didnt side and sometimes, we feel that the only way to get attention is to cause trouble and some of the obesity in the class take advantage and dont follow the rules we dont have a solid set of rules our teacher changes so often there is none nothing but, do because they asked us what the rules are and a lot of people dont say anything to none knows and wellal High Percentage of children in the class avoid the rules and dont do the work we all do i feel that is unfair and that we should get attention without having to cause trouble. Murase addressed a lot of parents felt this school year was a disaster she was helpful in trying to address it we thought the problem was solved this year his name was on the roster that seemed a disaster but worse he didnt show up and not had him or anyone as a permanent teacher im concerned at sunny side this will be disadvantaging to our school i dont want to see my son be affected you know have a teacher like this when he gets to fifth grade i want to support this parents that is a problem for the community and leave kids were pushed to go to another school i dont want to see families leaving they feel their child will not get an education as this goes on it gets worst of the worst for the community ive working hard a lot of parents at sunny side to make it a good school weve had Great Teachers and a good experience but no a good experience last year and this year cant happen and keep on going on you have to arrival this position there is a way to work out and you need to do this this is effecting our school and you know this is your it is difficult and complicated but were here tonight to ask for your attention and help in doing that thank you. Your confidence people this will be resolved but when i went to the back of the school night the other day i went to the classmate it wasnt there we met in the library together but the classrooms has the name of the teacher and my son has not seen him he has a 504 we need more resources than we got at the Previous School and sunny side is a great school that is a critical year my son is getting ready for middle school and he needs a strong leader someone to help him hes bright but if you dont hold him accountable hell not do the tests and thinks this is all good wants substances all the time im trying to teach him the education is the most important thing and i want to focus on a Mission High School next year i dont want to be stuck 2, 3, 4 traffic if i didnt show up for work for 7 weeks my name would not be on my office door i had complete faith this would be resolved it is a long term sum put someone in there that will hold the children to the standard and help them prepare to ab be an adult plea please. I understand were not going to have a dialogue about testimony i want to say that i think the parents of sunny side but i need to have update on what happened weve all raised issues the parents have and students and a everybody have been doing this is a daily basis our right communications over a weeks ago they say basically, were working as hard as we can at a time not adequate for me and the school if we could get more timely information and really an update what is going on the likelihood. I understand we cant get discussion not because of lack of a interest or a desire but what the issue comes up not on the agenda. I understand im asking the staff to respond to that. So i think the superintendant lee addressed that and theres going to go communication out to the community and is there anything more you want to clarify. Thats about what i wanted to say president haney if i may the pd the procedures governor jerry brown o governing those discussed this part of agenda for the public to spaeng not for us as staff to respond and engage with them were also not trying to come across as stonewalling but abide by this portion of the meeting including by the superintendent and staff. Item h moving back to h superintendent proposal 169 dash 9 adaptation of 12 30 School Connected organizations can i have a rotator from the rules committee yes. So we this policy came before the board twice before the Committee Twice and we had some the Committee Members requested some amends or clarifications in the policy which or so ms. Howe would you like to sure the changes to the policy requested by rules are found in the bottom session of the cover page for the superintendents proposal essentially the committee asked we clarify the add language for the mandated donation from families and to clarify that School Connected organizations are formed for advocacy to advocate for Public Education weve accomplished that and the requested action but approve documentation of board policy Community Relations for the organizations. After those changes were made send a positive recommendations to the board. Superintendant lee. If i may ask if anything to be asked ms. Howe daniel to comment on the item and read into the record. One point of clarification that was caused confusion at the rules committee two parts to this the first a resolution that asks the board to adopt a conflict of interest code the board adopted every two years this code is required by the political format that requires each approximately agencies to designate which agency referred to as form seven hundred this code to update our position that must report and i will noted that o note that new code simplified 3 categories we have 2 a health level and elect level for straightforward the board of education of the San Francisco Unified School District adopt the following conflict of interest code with the appendix of designate employees and disclosure categories. I have a question i realize there are some lists in the appendix there are some things in conflict with the requirements that we report every year so one based on the financial our Financial Report so and it is at the top the Financial Disclosure open property within the ream one, two miles of district boundary or any land owned by the district we are actually and the business positions were our own homes are excluded from disclosure under our of him requirement disclosure requirement so im i dont know if there are other i mean, i have glanced through it im asking the legal office to give us an analysis we have to do definitely ramp under state law. I appreciate that point if doesnt represent the which was in the conflict of interest code or under state law youll appreciate that legally if you see at the top were incorporating by reference the provisions of two cc rs and that code of regulation has specific exceptions youve mentioned for personal property that is as the principle place of residence and under the portions ill be happy to provide you but clarify this didnt represent a change in what youre reporting only reduces the reporting categories from 4 to two and updates our position. I think when you read through this the other questions like that will arises we have the issue which weve tubed many, many times and theres appears we dont know what applies to us and what form we have to report various different categories of information so i think if we know clarify that first of all, by the way, we should clarify it for everyone on the list not just for the board of education we have other reporting requirement that others dont have but it is a complex and payroll it appears there are not clear what different roles might apply as a School District as opposed to a state agency, etc. Right this so this conflict of interest code proved or disproved to the form seven hundred that is mandate by the state but with regards to the local indies in the campaign and the government conduct code those are reflected in the next item bylaws their, their by the form seven hundred and certainly put out Additional Guidance at the time of reporting. Fewer and probably other commissioners may have comments on this this mostly is bylaws in the works for several months ill say the part of the Unified School District and to clarify what rules apply to Board Members and superintendent which specifically the San Francisco local rules apply some ambiguity in the drafting of the rules one thing i do think is important by virtual declaring that the San Francisco knocking it out of the park governmental code applies thats for a court or perhaps the Ethics Commission but this bylaws is simply stating the committee will subject its to the same rules at the city level. Ms. Fewer. Thank you General Council i think that so im glad we are clarifying this for our own policy and state that actually, i had been in conversation with it is Ethics Commission and over a number of employees and also superintendent are not subject to this so that was the information i was getting consistently from the Ethics Commission i understand that the City Attorney is looking at this it concerned us and city college theyre not stir employees and on the payroll of the city and county of San Francisco so there was confusion and the answers ive provided every School Member of copy from the Ethics Commission this is what i was told repeatedly on many occasions so im glad were clarifying it and i think this policy that were clarifying and also updating theyre really important to have them updated for that the district because the documents that everyone can refer to that were volunteering verily could go this but update other Political Activities in the past that needed updating i think for this circumstance it is an abundance of caution and right thing to do and also remember we have a high turnover of principals and also teachers and administrators and really important for them to know theyre right about contributes and what people ask of them and we have outoftowners of superintendent and Board Members this was really important i think that our teachers and administrators actually are fully aware of their Voting Rights of contributing to this so thank you for bringing this forward. So just a couple of things one thing i also that this is good to clear this up ones for all this will lead us to a general review of the local and state rules that apply to us and dont apply to us we have a number of various things we are required to take the same mifkdz training even though some of the components dont apply to us and other things that is good if we could resolve the conflict and finally understand and the last thing that is important both we and the public should know that at the present time the position of the Ethics Commission those rules dont apply to us if we say in our policy as were here proposing well voluntarily comply those legally overseeing rules apply through our own policies were the bodies that enforces that well provide so no this didnt give the mifkts any jurisdiction over what we do we cant actually change the law to say it applies to us we can say we think overseeing rules are good therefore well put them into the policy and abide by our own policies but this taking this action is a policy move and will not actually make the citys rules apply to us. Ill add one thing mr. President , so i think that General Council once the City Attorney makes the rules open this will you he notify the Board Members thank you. Yes. Commissioner murase. I appreciate the thoughtful discussion i want to read the clause that we are referring to because this is from the representative as mention we have an Ethics Commission guidance that the School District is not Board Members are not subject we are proposing tonight is the language from the San Francisco government code that Board Members and the superintendent should not directly or indirectly solicit contributes from city officers or employees or from persons on employment list that the district receives unless it is a solicitation from the public in the spirit of my colleagues that wants to make sure that all of our staff understand what is acceptable and not acceptable i want to read into the record. Now can i ask a question for clarification i understand the pieces of that relate to school Board Members not slltd contributions from district employees who are under our clearing from under our jurisdiction and potential question of conflict there why are we including all the employees of the city or persons on employment listed of the city and other Board Members beyond is that because we sort of mapped on their policy and used their language i mean, ill include i see why were including all the district folks were clearly a separate equity. You hit on the issue that makes that ambiguous this conduct code uses 3 terms interchallengely so it defines us as so what we struggle with in interpreting this did they mean that the School Boards members cant solicit from any destroying employees it is a structural to interpret but we have the reason you see the language in the policy the way you do it is exactly how is it so here in governmental and conduct code. One thing and open it up finishing the train of thought here it was my understanding we were adopting this as our own policy to create clarity youre telling me were adopting language that is ambiguous what exactly does this mean for us we have an opportunity to adopt language were clear in terms of who is this applied to and now im entirely confused. The way we drafted it applies to all city and county employees and officers that is in the governmental conduct code if the board chooses not to do that thats a decision the board can make the one thing i wanted to point out about the opinions out of Ethics Commission so it is an informal opinion sort of represents their best thinking based on the fact at the time but we need to wait until the City Attorney will opine and then it is possible that a taxpayer or somebody can litigate so ultimately if the language is not redrafted that will be up to a court to interpret thats why were as counsel is giving you the congesting advice how to applies in the worded way it applies in the code that means every city and county employee and officer. Okay. Commissioner norton anybody and commissioner Vice President walton. You answered any question im not saying i have clarity but you answered the question. So 73 if we adopt this policy im i hearing some of you will not like me once we adapt this policy all of the clarifications for our unions automatically get paid the same rate as the city completed with the same classification. No commissioner Vice President walton that will not be the effect of adapting this policy. I guess i see why the city has this policy and why they include City Employees in that i dont understand why the recommendations for us would be to downtown it in a way that includes City Employees for us their intairl a different body did their policy explicit include the School District employees. So the issue is whether or not the term city and county employee andmembers. Which by the way, we can adapt it for us but were also accepting this for all candidates in the fire chief for all sfbdz that are running and not significant for clarity why. I appreciate that and i cant give you more clarity than the status but the one thing this is not prohibited soliciting anyone who happens to be a city and county employee what that prohibit direct solicitation on the act that is targeted to the city and county employees you cant take your list of city and county employees and specifically target them for donation but if you, you send out a mass marital youve violated this. As a example my sister is a public defender so a number of the people who i may want to reach out directly to solicit directly to that relationship with them are public defenders ill no longer be able to and this is why other people from my personal you know situation but that it seems to me beyond the conflict were trying to prevent by prohibiting now or in the future for any School Board Member for a Campaign Contribution commissioner mendozamcdonnell. Thank you so on the city does what weve been told is that you cant solicit your not solicit city and county employees or sfusd or anyone through the Government Employee and so that will be me requesting sending to you at our sf gov. Account or your workplace or accept and expend to the Accounting Department at the Controllers Office which is different from hand selecting a group of people that you know and want to send this to if youre random people in a bulk mailing to a department for example, thats not cool thats illegal but if were all in a solicitation for you along with a thousand other people then thats the different act this is not a tarlths act i think what our interpretation my interpretation of this having gone through 10 years in training the city you cant go targeted acts to groups of people at a particular you know like you cant send to the entire department of the City Attorneys office but you can send to aaron and 10 people at the City Attorneys office along where other people you want to that send the slths out to a distinction between that and i mean this is to me is doing a number of Different Things number one the origin intention to insure that our staff feels protected no dmufgs about why we are asking you to support us for what we have reason and that you know we have relationships and those relationships turns into support for a variety of reasons but no exclusion around that this is the part to achiever but it is also i mean a little bit tricky sometimes, we want to be city and some days we dont and were in a Civil Service system and get the city benefits and everything but were a state agency but you know the mire will appoint if there was an opening on the board of education and so theres a lot of really bizarre charter things that cross over that makes us sometime to see our advantage and sometimes not so i think the clarity that i want to have is you know look you guys we should know the difference how we solicit to the people we want to have support United States and making the good decisions so the clarity id like to have it somewhat something that makes the scenario basis or the limited that you, you cant send a direct email to 4r50ed and ask them for supportive or to the City Attorneys office and ask them for support i dont know what language is for that but that will help us to clarify that is not you cant ask for anything in the city we have 26 thousand employees but not in a way that targeted for a group of people that fall under this category. So dr. Murase is next did you want to respond dr. Murase. So there is we ask add it into the bylaws a regulation that the city published under this code that provides examples of what is okay. And not okay so we could several pull that into the bylaws as it stands up but i think the issue about mr. Haney is getting at it is a decision as to whether or not you want to be the most convert approach we simplify it until an opinion it didnt or were going to adopt more tailored version of 24 that says right thats our own. So there are risks with the executive approach if you dont and the City Attorney or a court says the status same side for a reason were not in compliance. Commissioner murase. Any suggestion and id like to know how my colleagues feel is to trafrl it to say Board Members and the superintendent shall not have a political contribution from the district or from people on employment lists of the district for a significant portion of public the reason to protect the employees feeling pressured to contribute and overseeing are employees and persons open employment lists they have to give to increase their chances of getting employment and setting aside as ms. Mendozamcdonnell condition to be restricted against other employees who work for the city but who are not city completed on the school board having a more targeted make sense for me rather than a proposal. It sounds like the commissioner like this portion of this sort of more customized and maybe rewritten to reflect the decision of the board and ask our attorney that perhaps there can be a conversation with the attorney for the city college because their sort of under the same effects and youre right i think that commissioner mendozamcdonnell theres a lot of cross officers were different and state employees for the state of california and not City Employees there is ambiguity so ill suggest a drafting out that maybe is everybody on the board can a agree that that pertains specifically to us and our old policy but ill caution it abides by the state law to state employees for were bound for as state employees thank you. Yeah. I mean, i agree with both those comments something that would be clear would be to focus on the district employees i think that also reflected it is our own policy the intent what were trying to do and appreciate the example that commissioner mendozamcdonnell brought up i think on the side and School District i think this could potentially be broad to the point that you couldnt individually solicit any City Employee i think that is ordinarily broad and no understanding how to set that a policy so commissioner wynns. I agree i dont think there is any purpose and actually, i think were interested in things said trying to clarify the jurisdictional difference between San Francisco Unified School District and the city and county of San Francisco so not adopt a you cant solicit donations from City Employees you can but i dont think interesting is should be any prohibition no conflict we have no jurisdiction over any City Employee except i can think of one except no jurisdiction there is confusion but for us to voluntarily say we think we should be restricted from solicitations of this and that not under our jurisdiction is silly in my opinion. I appreciate that comment commissioner wynns and had i think drafting this legislation that would be in the forefront of my mind the reason not to tailor it as commissioner president haney and didnt mean you cant do it but recognize a risk if you tailor to the district and later the opinion is issued it applies to the Unified School District well have a policy not in conformance with local law we can bring it back and fixtures it i only is that to caution you if youre reading this to stay in compliance with the conflict of interest and rely on that this is an ear not clear and not thank you. Is this something the City Attorney will give an opinion can we have this at the next meeting or do you feel comfortable to vote well bring it back. I dont know when they intend to issue an opinion i imagine this opinion will rice high for review so i will imagine that will it takes time and theyve started to look at this in the past two or three weeks so i wouldnt anticipate any time soon we could cavity this piece and leave it silent and bring it back whole thing we have clear guidance tailor to the district and commissioner president haney suggested and a caveat this is under review by the City Attorney there are things if the board is resistant to adopt it. Commissioner norton. I personally be in favor of catering to what dr. Murase suggested i think whether or not you like it i will has not to act action that might be a backlash. A broad agreement to have something applying to the district to have clarity there is a cnn season it is good to god where we feel confident to draft something i thought what commissioner murase makes a lot of sense basically to strike everything employees of the district and persons on unemployment lists in the district well tailor that and certainly in the city come out with a condition and were no longer conforming to local law well change that without a doubt. Casco just gave me a copy of resolution 166 dash 20 a1 that is the resolution to we actually passed a couple years ago about the costs to the employees so i give you a copy of this so see if any of the language will cover what were getting this offering evening this bylaws only pertains to the board and to the superintendent and we elected to thats superintendent carranza made before he exited but doesnt apply to the School District employees the second piece not bylaws policy this is the employee piece and that does not incorporate local law because local law didnt bind the employees in this respect. Encourage you to read page 20 the exception to give out limits and i appreciate your highlighting this is exactly where why we want to put together a xhvrts as opposed to what you had this lays it auto clearly what you can and cant accept and employees are different rules regarding the categories theyre in. We didnt want to make that acceptance. Right thats our recommendation corrections comments from the board. Sure. So i have a question about the last time we passed i dont realize it had implementations for our paraprofessionals providing service after school and outside of school hours after that vote im asking permission if i may ask a question about that thank you. General council i understand that when an employee like a paraprofessional cant i mean, im looking at the language here and it says that the policies has been amended to include the following language if an employee wishes to tutor to another student shall first be clarified from the supervisor in accordance with that board policy i want to know if theres and provider of a student who is special needs but not that paraprofessional isnt the oneonone provider. May parents contract being another paraprofessional in the school or the subject to provide services after school or on the weekends it does that prohibit that. Yes and no this particular provision under tim Frye Department staff represents the status quo in the district policy for many, many, many years and acceptable it says if youre an employee providing services to a student during the day then you may not provide services to that student privately after the end of the school day but some exceptions one change the policy makes we previously required paraprofessional or teachers that wishes to work in afterschool programs has a number of issues and our labor partner asks you to look at that in connection with a grieves weve revised the policy to make it clear that paraprofessionals and teachers that wish to work were our communitybased organizations for afterschool programs thats their time and under the supervision and on the payroll of the communitybased organizations so thats one change but to our specific question if a student in the school the teacher or paraprofessional works in that employee cant provide services to that student if the student is in some other District School the employee did work no conflict not incompatible with the paraprofessional and whatever the terms of paraprofessional or teacher workout. So would you explain to me why this will be see because im just, you know, puc for a lot of parents with special Needs Children are comfortable with a particular paraprofessional for the communication needs and style and i think theyll rely on the paraprofessionals that is in the Unified School District to evaluate them im wondering why we would prohibit someone in the school and yet allow is someone from other school to provide services. I appreciate in any. Given situation that might be a great match between the student and employee the problem and that is policy is hard to draft a broad policy to apply and hard to make exceptions for a great match but my understanding this is status quo there are a number of concerns so one it puts the employee in divide loyalty so an i c meeting are they attending for the private provider or are they feeling pressure to say one thing or the 09d by the district or family now their loyalty are divided pay dhekz from two sources another concern employees are feeling going to to accept they work offstreet parking and entangled for some reason didnt workout what is the impact theyre continuing to work in the same school in close proximity everyday so all personalities and frankly liability issues i think that generate as policy the other piece from a liability is wvrm to what extent is the family relying on our you know our approval of this employee when they hire them we hire the paraprofessionals to have School Settings were not changing theyre great in some other setting but september up the exemption on the part of parents this person is cleared for services not necessarily the case. So there is no recourse or no exceptions sometimes it is a Perfect Match and sometimes not so im wondering is there any opportunity for a waiver or for a special six or it seems so final and doesnt really allow our parents to actually get assistants they might need you also think that also in the paraprofessional perhaps is not the the students 101 paraprofessional could there be an exception or i would say through the parents point of view this as professional that is trained but knows and has intimate knowledge of a child that may not be able to communicate at a sufficient level but someone that understand what the child wants or the student need so im wondering is there any possibility of having a waiver or an evaluation of special circumstances. So when i first started in the district sxhoefrp i see smiling or grimacing everyone will have an essential circumstance all children deserve the care im aware of the particular case i think on your radar that creates xooenl exceptional so theres a larry term a lot of unique circumstances to that case and that may not worth revolving by hard to craft a resolution you and feel like every superintendent is signing off ill discourage that that is hard to craft with the caveat we can follow on the case youre concerned about. Commissioner norton thank you this is an issue ive been concerned about for awhile and you spelled out the issued ill say just because it is important to put on the record those informal arrangements exist and the employees are putting themselves at risk because of policy and often those informal arrangement are beneficial to students and to the employees that secondarily their aribnb additional income providing noneducational services so for the kids i hear all the issues you and i went round and round and appreciate ms. Fewer bringing this up this case is compelling as well you know, i just encourage us to find a way to resist in the particular case but in general, i think so many of the arrangements are as i said beneficial to students and happy and working for the employees and he certainly i mean the reason he sort of dropped this one of the issues youve mentioned he certainly dont want our employees to feel pressured into the arrangements and got that my proposal didnt account for that so you know but some kind of waiver process to protects the employees, allows the students and families to get the Additional Support and the employees to receive additional income for providing noneducational Services Just to be clear that would be helpful i think. One option i want to point out now available something were working on and enclosing with the families that is a concern to you as a result of this policy the families can procure the citys through other agency so golden gate Regional Service employees several paraprofessionals and then that agency that is employing the paraprofessionals not the family and thats consistent with the policy. Thats interesting i mean i dont understand enough how that works youre saying if a particular paraprofessional choose to be vendized though the Golden Gate Center that will allow them to have the waiver for respite care. Not a waiver but compliant. That would be it. All right. Where was i now i totally okay. M. So that should mitigate some of the challenges we remember having there so speaking from the park lines alliance was there and lastly 3 presentations on the status of School Readiness and sheltering talked about the many schools done over the summer a lot of the programs over the summer were completed on time and david sent us beautiful photos of Daniel Webster and what happened there that a preview and others did an update on facility what is happening there thats great and kevin that leads the buildings and grounds gave a great presentation about the number of work orders and the part that you need to know that work orders are online so theyre no longer paperwork orders. So a designated person at each site has assess to doing withholds and youll love this our employees are answering those work orders have it on books that were given to them they respond to work orders in the field and online and get things it done nor proficiently and a work proprietor order and thing are distributed out according to actually attend to more work orders i wish i had that number it was a significant number i dont if you know from a high number of work orders to a lot less that would be helpful and willie gave a report on custodial work and the summer cleaning and landscaping work and proud of whos happening and it is requiring a lot of time and energy and coordination we have Summer School and have a lot of things happening that was really great report and said to thank david and his steam they came out that was a great opportunity for us to connect with everyone else thank you for that. Welcome to our event to mark Domestic Violence Awareness Month. So i want to invite the folks with the signs to come on in and walk in closer. Before i introduce our speakers tonight, i want to recognize the Domestic Violence survivors among us, they deserve our continued support and a round of applause for our survivors. [ applause ] next i want to recognize the frontline staff of our Partner Agencies and all of the folks here who work on fighting Domestic Violence every day and lets show them our appreciation [ applause ] Domestic Violence continues to be a huge problem in San Francisco last year there were almost 9,000 911 calls for help, 3,000 Domestic Violence cases reported to the Police Department, and according to official counts we lost four lives in the last two years. Were so fortunate to have a mayor who has made ending violence against women, including Domestic Violence a priority. At the begin thing of mayor lees tenure in 2011 the city was investing 3 million in a year in direct services to survivors of Domestic Violence, Sexual Assault and Human Trafficking and under mayors leadership this funding has increased to 6. 3 Million Dollars today. [applause] [applause] without further ado, please help me welcome our mayor, edwin lee a true leader in ending violence against women. Please give him a warm welcome [ applause ]. Thank you emily and everyone, welcome to city hall. As you all know, october marks Domestic Violence Awareness Month, and i want to say thank you to members of on or our board of supervisors, supervisors campos and weiner are here and they agree with me that funding for more doors to safety is really important for this city. And you know, i think Domestic Violence and abuse of loved ones most of the time happens behind doors. So were trying to open more doors. So it doesnt happen. And that is why we have resources to spend to make sure our prosecutors and our da and Police Department are working together to make sure that we hold individuals accountable. That is, of course, our criminal Justice System. But we also know, given the great work that our department, our status of women, our great, wonderful communitybased nonprofits that are working every day, have seen other doors close, and we have opened them up. Because we need a School System that educates our youth. Violence is not acceptable. It may be good for certain types of sports to hit a ball, but its never good to hit another person. That is what education door is opened with this funding. We need our Health Care Centers to have their doors opened so we can treat and find those that are abused and help them out of that misery and Housing Authority to make sure Public Housing residents dont feel any less than anybody to get treatment and support. We open up the workplace to make sure that we can talk about it, and that reports can be made around Domestic Violence. Our schools, our youth, are there to help us prevent and to support those who are victims. All of these systems, we are opening more doors with this resource. So i have been proud to work with the board to increase funding. Its not so much about the dollar amount, we actually all have to feel that we have completed every single door opening to make sure we prevent violence. Because every time we hear of that fatality, we look upon ourselves and say what did we not do to try to prevent that from happening . That is why were going to be even more successful. Finally, were in the process of creating a brandnew program. Again to connect survivors of Domestic Violence, who call the police. We want to connect them immediately to an advocate to make sure all of the things are done properly at the very time that person that victim is in need. And were going to do that with this additional funding. Were using data from the Family Violence Council Report to start this program, and were starting it right in the bayview, because the bayview and the Bayview District has the highest call volume of 911 calls related to Domestic Violence. So let us all keep focused. Let us make sure that not only are we making awareness, but were actually investing in the very programs that will end Domestic Violence. With that, im happy again, tonight, to announce for the fourth time with everybodys support, but especially with the support maybe its 6 million times support from our San Francisco giants tonight, city hall will be lit in purple for the support that we have for awareness of Domestic Violence. Were really here today with this letter signed by so many of you that are ending violence against women, violence against children, violence against transgender womens, violence against the lgbt community. We are here to say that we stand together to end Domestic Violence. We want to take a moment to thank mayor ed lee for his continuing support for raising those dollars for us, for the board of supervisors, for really making this a priority, and really raising the issue that this hurts everybody who lives in San Francisco. So we just want to take a moment to thank you for your continued support, mayor lee. And welcome everyone to San Francisco city hall and i especially want to welcome our students from school of the arts and the district that i represent. Welcome to city hall. [ applause ] thank you. So Domestic Violence, its one of those things that it is always present, and its often just underneath the surface. And i think a lot of times people dont talk about it, and its very silent, and its secret, and its hidden. But it is always, always there, and it is deep and broad and toxic in its impact on our community. And once in a while something happens that brings it to the surface and people finally start talking. That happened four years ago this month in this building when sadly the board of supervisors, a minority of the board of supervisors made the wrong decision in allowing our sheriff to keep serving. I will just call it out. That was one of those moments when people started to talk, and i remember in the days and weeks after that unfortunate decision, a tragic decision, i really was reminded how broad and deep this problem is. The people that would talk to me about their experience in a relationship, about their experience as a child, observing or seeing one parent abusing another parent, or the experience that they had with a college roommate, or a friend who had been abused. People who havent been abused, but it has impacted their lives and how many people in this city, in this society have been deeply, deeply affected . Yeah have been deeply affected by Domestic Violence . And so it is so important to talk about it. And not just to sweep it under the rug, or quietly take care of it. We need to be talking about this problem, because that is the only way that were going to put an end to it once and for all. So lets keep fighting thank you. [ applause ] i also want to thank mayors deputy chief of staff Paul Henderson and our budget analyst laura bush who joined us today and chief fletcher asked me to make one quick announcement to save the date for friday october 28th, 9 00 a. M. To 2 00 p. M. The Adult Probation Department is supporting veterans and survivors of Family Violence from trauma to healing from 9 00 a. M. To 2 00 p. M. And please join us there. I would like to if any introduce the Deputy Health director at department of Public Health and please help me welcome dr. Chan. [ applause ] thank you emily. I just want to spend my five minutes just giving a little bit of the data that reflects supervisor wieners and the mayors sentiments about us coming together. The mayors sentiment and also the underlying prevalence that we all know is in San Francisco and most of us know that the prevalence one in three women have been victims of intimate Partner Violence and in San Francisco we know among our most vulnerable women, those in ninemonths of pregnancy, there is a wide disparity in ethnicity, as well as socioeconomic class. So amongst those who are most stressed, those in poverty. The prevalence is 11 . That is about three times higher than those who are not in poverty. So that really speaks to the increasing gap between the haves and have nots in San Francisco and what that does to all of us. Im in Public Health and im a pediatrician and tell you this issue profoundly affects women and children. This prevalence of Domestic Violence experienced by lowincome women and women of all classes, causes an increase in coping and reactive behaviors and that is why we have this link in intimate Partner Violence causing a fourfold risk increased risk in drug use, fivefold risk in depression and of course, increased risk of suicidality and it affects babies too. Women who are experiencing intimate Partner Violence are three times more likely to have a baby born preterm or lowbirth weight. So this all attributes to life course of consequences in child abuse and neglect and drug addiction. But there is hope in the Health Community and research we now recognize and understand that your interventions are aeffective. Primary care intervence and communitybased interventions are effective and its more and more important that we come together, integrate our Community Programs and health services. So that we can better address this issue as an entire community. One great example is that our county hospital led by many of you advocates, and internal medicine physicians, dr. Lee kimberg, who has received a federal grant, the arise grant. That really builds upon the partnership of San Francisco General Hospital, ucsf, bay area legal aid, la casa, against violence and Trauma Recovery center to provide integrated screening, counseling, quality counseling, and effective referrals to all of the women who go through our county health system. So this type of integration we feel is very promising. Its a National Leader and its becoming a National Model of how we in San Francisco can integrate our Services Better to serve our most vulnerable population at their most vulnerable times. Chan and i want to acknowledge kathy, who is here representing sheriff Vicky Hennessey and our Assessorrecorder Carmen Chu would like to say a few words. Thank you, i serve as San Franciscos elected asesor and im so honored to stand with beverly and with you, emily and all of our Community Partners to bring awareness to Domestic Violence. My comments will be short. When i stand here today i see how wonderful it is to see over the 100 people here all behind us, but also in front of us. Who came out because they understand just how important this cause is, to bring awareness. And i know that here we have 100 people already who know that they can each play a role when they see Domestic Violence happening, or they are worried that Domestic Violence might be happening, that they are going to do something. That we all take a pledge to do something about it and to make sure that our loved ones arent suffering alone. Emily was just telling me there are a ton of resources that are available and listed on the department on the status of womens website and encourage everyone who cares about this issue to please take a look at it and if you know anybody of your friends or any of your family who is going through something and not ready to take about it, please be a shoulder and please share with them all the ways that we might we able to help them. I think that is the only way were going to end Domestic Violence with that, congratulations emily on your tireless leadership year in and year out [ applause ]. Thank you carmen and i want to next introduce carmen chung and gabby, High School Seniors who participate in the young asian women against Violence Project of the Community Youth center. Lets give it up for carmen and gabby. [ applause ] hi my name is gabby. Hi, my name is karlen and were from the Leadership Program called young asian against violence. We dedicate its a program dedicated to positive empowerment and development of api High School Youth young asian women in San Francisco and to strengthen resilience, pride, healing and knowledge of young asian women to advocate for the end of Domestic Violence in our community. We educate about violence against women through creating and for thiating workshops and education creates longterm effect rather than a bandaid solution and enable using to create a foundation of change. Together we stand in solidarity with the 15yearold meadows who was incarcerated for defending herself and her family from her abusivefather and today is the day of her Court Hearing and instead of being given a safe space to heal she is being isolated from her community and loved one as she faced prosecution. It angers us to see one of our own peers for being punished for defending herself. Why are systems that are supposed to protect us harming us . As youth, our experiences are often invalidated. We have few opportunities to speak up for ourselves. We are disempowered. There are limited resources and space for healing and safety. And its really rare for us to find the resources. It} n a society where youth hold less power than adults we need spaces to be heard and four survivors to be visible and validated and providing a space for young women to share their ideas and experiences and create and opportunity to heal and grow from trauma. Youth are capable, but we need a community willing to stand with us in times of need, rather than turning away. The end of the violence starts with us. We urge you to keep your ears open to the voices of youth. To keep your mind open, to learn. To keep your heart open to our experiences. If you want to wave, i want to invite the Sheriffs Department to talk about the positive reapered of sheriff hennessey, please welcome dahlia [ applause ]. Good afternoon everyone. Again im davila the survivor restoration director for the San Francisco Sheriffs Department and as i look out at all of you, im reminded once again how important it is for our community to come together to support survivors of Domestic Violence. I have had the honor in working in our Sheriffs Department for over 20 years, and proud to be in the position that i am as the director of our program for the survivors. I would just like to take a moment to share how the Sheriffs Department has supported innovative programs for Domestic Violence survivors over the years and continues under our new sheriff Vicki Hennessey to not only provide those same services, but also we have enhanced them. Many of you in the audience, i know, know about our resolve to stop the violence program, our rsvp program that was started in 1997. Yes, its been 20 years. And its still here, going strong. But it was the first Justice Program that specifically worked with male offenders who have violence documented in their criminal history. Particularly Domestic Violence and again, that program is still going strong today. In fact, with our Court Collaborations in 2015 rsvp participants that were in custody for Domestic Violence increased 93 , which was a substantial increase from 2014, which was only 20 . The Sheriffs Department also has our out of custody Community Programs utilizing the Violence Prevention Program man alive, which is used in both our Community Programs and in custody programs. While we do need programs to hold offenders accountable and to give opportunities for them to change their behavior, we need to equally and more so provide services for our survivors of Domestic Violence. The San Francisco Survivor Restoration Program which i have been honored to be with over 20 years, provides services for survivors through their own process of restoration, empowerment and providing opportunities for them to contribute to the development, implementation, and evaluation of all the key components of the program. As we know, as we all know the importance of having Survivor Voices at all of our takes. Tables and we offer with our Sister Community agencies many of whom are here today direct Crisis Services through the Response Program along with our empowerment groups which is under our Survivor Empowerment Program and i would like to give special acknowledgment to my staff here and my team, that together with their fierce advocacy in 2015 as we supported 65 survivors who obtained their visas and six granted political asylum and permanent residency and db survivors graduating from our empowerment program. Our Newest Program in the Sheriffs Department is our survivor in custody program. A Reentry Program that we make contact with incarcerated survivors of Domestic Violence, and provide resources which are traumainformed and culturallyresponsive to the many challenges that they face. These services are also provided for our incarcerated db transwomen, stalk and trafficking victims. I will just end with this quote, one of my favorites from helen keller, that i love and its just simple as to say, alone we can do so little, but together we can do so much. And when i look around with all of the agencies here, and the hard work in changing our systems together we can definitely make a change. Thank you. [ applause ] thank you so much, dahlia. I just want to acknowledge a couple of staff people who are here, alden from Assembly Member tings office and i want to acknowledge the Family Violence counsel chair Katy Albright who here as well. Next up is the Community Education at las casa delas madras that opened as the first Domestic Violence shelter in the state of california and only the second in the nation. Please welcome cara. [ applause ] im going to put this down, but i was holding the door to shelter. Good evening, its wonderful to be here with all of you standing in support of Domestic Violence survivors. Over 40 years ago we began as a small shelter for battered women in San Francisco and today la casa is still providing Emergency Services to women and children in need through confidential shelter and 24hour crisis line. We also provide counseling, case management, support groups, a teen program and Legal Services at our jobs center on Mission Street four of our advocates work as the only two womenspecific Supportive Housing sites in San Francisco, providing emotional and practical support to over 150 female residents. This partnership is entering its 18th year. La casa also had the opportunity to extend our support services in San Francisco by providing targeted programming to specific populations alongside amazing Community Partners. I would like to highlight four of these programs today first were pard to be pard of zuckerberg San Francisco gener hospital and la casa advocate is onsite to meet with patients that dispose instances of intimate partnership violence to their physician and providing danger and risk assessment, safety planning, grief counseling and resources and referrals. This individual will also provide training on intimate Partner Violence to health care professionals. Second, funded by the department on the status of women, colocated at San Francisco Housing Authority. As many of us know survivor safety challenge is navigating the Public Housing system in San Francisco. We work to ensure they have safe places to life and raise their families. Our advocates at the Housing Authority also educate Property Management and support staff at housing sites across the bay area and to incidents of Domestic Violence onsite. Third, there is say la casa advocate at 850 bryant street and follows up on Police Reports of Domestic Violence to provide the survivor with resources, referrals and support. And finally, as mentioned earlier, in partnership with the department, glide, will have a advocate responding to all Domestic Violence situations. These four programs allow our staff colocated at the hospital, sros, the Housing Authority, hall of justice and bayview to provide advocacy, support, resources and referrals to survivors. Survivors that are navigating complex processes made even more challenging by experiences of trauma. Were proud at la casa to be part of the first line of response to survivors of Domestic Violence and proud to serve as a continued support system to survivors on their path to healing. And of course, were proud to be part of a community of organizations, many of whom are here today, working tirelessly to end Domestic Violence in San Francisco. Thank you. I want to acknowledge the executive director of la casa, kathy black is in the audience and we have another cochair of the council is here and our last speaker is commissioner on the status of women, olgareyerson, our newest commissioner who joined us after retiring after a oyear career much of working as mayor lees invaluable aassistant and please women the commissioner on the status of women, olgareyerson. Thank you [ applause ]. Good evening everyone. Thank you so much for coming to this important event. We gather annually in october to recognize Domestic Violence Awareness Month, to celebrate how far we have come and to renew our efforts on what we still need to do to end intimate partner velocity. Violence in 2015 the department of Emergency Management received 18917 calls related to Domestic Violence. One in 13 Violent Crimes calls are Family Violence related and in 2015 Domestic Violence was the second most Violent Crime to which the Police Department responds. During that same time our Community Partners received over 21,000 calls to their Domestic Violence hotline, nearly three times as many as 911. This shows the importance of having multifaceted response to Domestic Violence. Many survivors may not want to involve the criminal Justice System and so we must ensure that we open many doors to safety so that different systems can assist survivors of Domestic Violence to be safe. Today we have heard from our health care system, and the wonderful work at the department of Public Health and San Francisco General Hospital and we heard from our communitybased Service Providers who provide counseling, shelter, Legal Services and advocacy and we heard from our peer educators who provide Intervention Services by working with youth to help teach healthy relationship skills and heard from our colleagues at the Sheriffs Department, who do not just house Domestic Violence offenders, but provide programs to victims and perpetrators of abuse in our jails and of course we heard from our city leaders who help ensure that we fund our public agencies and the commission on the status of women is celebrating its 40th anniversary this year from our earliest years we have focused on responding to Domestic Violence. The First Program we funded was la casa delas mad res. As you heard earlier it was the first Domestic Violence shelter in california and the second in the United States. How amazing is it that we have gone from one 75,000 grant for one program to our now over 6 million in funds to 27 different agencies . But our work is going on. In the past two years there are been four Domestic Violencerelated homicides each year, two out of those four Domestic Violence homicides in 2015 involved guns. We cannot stop our work until no one is killed by an intimate partner. Thank you for joining us. Together we will one day end Domestic Violence. [ applause ] thank you so much olga. Its really important to do the work that we all do, and there are so many different agencies and individuals out here, representing the work that we do with Family Violence from the Police Department to the district Attorneys Office to the Mayors Office, to the nonprofit agencies, and really it all begins and it ends with community and the fact that you are all here tonight is a big deal. You all saw earlier when the mayor was out here and he was presented with the big letter signed from all of the agencies that are funded through the city services. And whether when we went back into the building he wanted to make sure that i presented to you and you know that letter will be on the display in the Mayors Office in room 200 for the next few weeks and this is something that i havent seen done in past, but he was really touched by the fact that so many of the agencies came together to thank him and thank the city for its collaborative work to end Domestic Violence. So people that will be coming into this beautiful building and into room 200 for the next few weeks will see that letter, that many of you that are here tonight signed. And it will be on display inside the Mayors Office. So thank you all so much for coming and being here. I would encourage you to take advantage of the opportunity that you are here tonight to make sure that you make a record for yourselves. [ applause ] one of the majo was asked to do is Water System Improvement Program and one thing i looked at is about the 4. 8 billion dollars wurthd of work and a lot of the work was regional. We looked at how can we make sure that we provide opportunities for san franciscans and people in the region and so we looked at ways we can expand our local San Francisco lb program. So, we thought about it and worked with general manager at the time to form an advizry committee to talk about how to include local businesses in the region. I was on the First Committee back about 10 years ago and the job changed over time. In the beginning, we just wanted people to know about it. We wanted to attract contractors to come into the system which is a bidding system and bid on some of these projects. Our second job was to help the sfpuc to try to make themselves more user frndly. I like that they go out of their way, have contractors trying to teach and outreach to Small Businesses and lots of creative ways. Help the community as well. There is so much infrastructure going on and repair, new construction that i think is helping to get construction back on its feet. My faiv rlt part of the committee has been that we have played a opportunity for many Small Businesses. [inaudible] Women Owned Business to come in and [inaudible] sfpuc. It is a great opportunity because some are so small they have been able to grow their companies and move up and bid other projects with the sfpuc. Everyone i was talking about with any contractor [inaudible] and super markets and things like that and i realize the transition was on the sfpuc. He got that first job and knows about the paperwork qu schedule and still works on this type of job, but he works with general contractors that also did other things. Pretty soon it is like he did that one and that one. It completely changed his business. My name is nancy [inaudible] the Office Manager and bid coordinator for [inaudible] construction. Worked on 10 plus puc, lbe contracts. Today we are doing Site Maintenance on the [inaudible] chr site and currently the gentlemen behind me are working on every moving and basic specs of plants. In order to be success you need to work hard, bid low and keep a look at the sfpuc website for future bidding opportunity. This is a Successful Program because it provides opportunities to regional communities that might not have opportunities to work for large scale projects. The sfpuc is a fortunate agency we have a lot of Capital Program that span over 7 counties who also to see how some businesses like [inaudible] and bio mass started as small micro businesses grow and expand and stay in the program and work on several projects before they graduate from the program. That is what warms my heart. My name is college willkerson, the principle for bio mass. Bio mass has been in business since 2006. 3 partners. Small businesses fill a niche but apply and being a part of the program helped us be more visible and show the city and county of San Francisco we can also perform services. This program had tremendous impact to the region. In fact, the time we rolled the program out was during the recession. This has h a major positive impact and certified over 150 firms in the rejen and collectively awarded 50 million in contracts, and because of the lbe certification it open many opportunities to work with sfpuc. And, i significantly helped the business. It is one of the major contributors to our success. Really glad to have you here for this dedication ceremony for the new air Traffic Control tower at sfo well begin our speaking portion and spanned a welcome to michael administrator. clapping. thank you very much and good morning San Francisco and. Im delighted to be back in any home state of california and i want to begin by welcoming everyone who took time out from in their busy schedules to join us today what were celebrating a significant milestone it is a significant milestone for the faa and San Francisco International Airport city and county of San Francisco and for the millions and millions of travelers that pass there to at t park every year it is undertaking and completion was the result of something unique a unique Partnership Im wondering talk about that in just a moment before i do that i want to recognize some distinguished guests wave or youre all standing wave when i call your name alice if Nancy Pelosis office alex there he is. clapping. Karen Chapman for congresswoman aaron. clapping. okay kathleen deputy for jackie spier and, of course, my great friend the honorable mayor ed lee. clapping. and mayor, i have to take a moment and thank you for eyes and ears to represent the u. S. Conference of mayors as we look at the next century of aviation my history with San Francisco at t park goes back a way to the 1980s and early 1990s when i lived here and executive director of port of San Francisco San Francisco is changed a lot since then and so has this airport those days you even though emigrate feeling when you come into that building you stepped into an architecture digest spread as stroll through certain parts of airport including the spot were gathered in with this incredible view of the tower that is rising upright behind us here now San Francisco has proven that infrastructure can be fundamental and eloquent at the same time as faa administrator i objective find myself reflecting on the big Infrastructure Projects as much as how important that these investments are to our National Economy and aviation and era space are 5 percent of the Gross Domestic Product some 12 million american jobs that is working in the aviation and era space industry to say for those Investments Continue because they contribute to great jobs for American Workers and help to insure that our Transportation System is going to remain save and plea of for many, many decades to come i also find myself thinking about all the core graphed work into planning, designing and building those structures and id like to acknowledge some of the groups whos close collaboration insured the process was moved and efficient and it was safe our air traffic managers and kroerldz and the national air Traffic Controllers association those people not only operate this tower but are involved in the planning and design and the functionality of this tower from the very beginning our technical Operations Managers the technicians and the professional specialist who are responsible for maintaining this facility in the infrastructure in it the project Design Built Team architects and others and, of course, our faa Engineering Services personnel and the leadership right here at San Francisco airport and the Construction Management team now faa and sfo are not strangers to working collaboratively with one another in the last few years weve worked closely to improve runway safety and skis in more arrivals when the bad weather comes in not a problem today but this control tower to the collaboration to a new level what we added at the faa was a no air Traffic Control tower that met the schematic standards and which met all of our operational needs sfo wanted a tower that reflected the city its unique culture and distinguished itself from every other air Traffic Control tower in the era space system do you think theyve succeeded. clapping. now on top of that the structure had to be integrated into the existing airport terminals that is no easy feat in an air Traffic Controller that at t park that has as busy and come pack as San Francisco bus because of the unique circumstances the few agencies shared the costs of this project and in a striking departure from the faas normal way of doing busy 70 designed the tower and oversaw United States construction work while insuring the twoeb tower was built to faa specifications and so i really have to sweat shirt to the team here at San Francisco airport that did a great job. clapping. now this was a pretty ambitious undertaking neither of our agrees are used to doing business were controllers we like to be in control. laughter so to make this collaborative approach work each of the agencies need to relinquish some of that control to the other now our Engineering Team told me earlier today when i was Walking Around the facility this approach they didnt know there approach would have worked with any other Airport Authority anywhere in the country and at the is that the key to the success here at sfo was an exceptionally professional trust worthy and flexible partnering at San Francisco airport i know your to hell in a hand basket at tower that is 200 he 21 feet tall the cab is 6 hundred and 50 square feet and gives our controllers unobstructed views of airport runways and take ways contains sfpuc air Traffic Controller equipment a a host of green features that reflect the faa and San Franciscos shared commitment to responsible Environmental Stewardship that reflects the similar culture of our two agencies we both embrace tough tasks and embrace pushing the envelope to see what we can accomplish when we see a challenge we dont not only try to that how well get it done safely and get it done efficiently so id like to express my sincere thanks to all the remarkable people at the faa, the San Francisco International Airport and everyone who played a role no planning, building and outfitting this now tower the work you did and the work that you are all continuing to do is going to help make San Francisco the safety, and the most efficient airport possible for many, many decades to come thank you very much clapping. thank you thank you administrator This is a great day and i want to again welcome the administrator michael who has a history with our city but he said it all it is he is absolutely correct i truly building and am thankful what we described the faa wouldnt do this with any airport you have to have the right team the high barrow to the 70 team and the faa team put together with interests, with the h n t B Corporation and pencil phelps creating that team that had the faith and shared cost is incredible to have this new control tower done it is one that i know were going to be proud of for many decades as the administrator said it sits between two airport runways here the terminals between one and two and see iconic views at the top ive had the pleasure to do an unobstructed view of the entire airport that, of course, was ultimately needed in this modern facility it is modern not that radar system that will be able to get introduce any fog no matter how thick it is to be able to see the airport by the way, 16 Million People coming every year with all the planes and the way we configured them the type this is have to be contingencies thank you to the air Traffic Controllers everyone for keeping our airport save everyday and flight everyday tight and were not to be to be expanding more runways well be Environmental Partners through the entire area and figure out outlet ways to increase the flight that want to be here in this great city and region he is to the entire Team Congratulations i say that you know when you think about this tower is in and of itself the way it is constructed and designed it is invite and creative it has the environmental sustainability and ultimately that i think it is iconic whether you think about it weve got iconic symbols in San Francisco Golden Gate Bridge, the accosting and the cable cars the way this was done i have to say in my own words this adds to the iconic facility our control tower and sfo now another place people will come and see and marginal i cant wait to see it lit in orange congratulations, everyone. clapping. thank you, mr. Mayor now, please welcome the airport correct of 70 i vary and thanks doug it was orange and been orange more than a couple of days and i hope in weeks it will be orange a lot of work and talent but thank you all for being here today that is really a wonderful event and it is 6 years in the making and it took such a Collaborative Partnership with the faa and with our Design Partners and Construction Partners that is a proud day for us i want to also acknowledge some important people to our airport if i could Vice President linda is here linda. clapping. thank you for coming it is wonderful to have you, you here and also i want to thank the administrator for being here that is a pleasure to have you here and show off our wonderful facilities thank you for the kind words and mr. Mayor for our tremendous support as well and this has been such an amazing collaboration it took the faa as an organization to help to put 3 program together im appreciative of work with the folks bad actor in d. C. When we were developing that the local a v o office and the project staff that were completed and compassionate to two cultures coming together that do something successful and something exciting for the safety off our airport area and someone i need to recognize our retired airport director john martin under who is leadership this project started and completed i know that john would be very proud of this accomplishment and worried about he could be here today but a tremendous lead for our airport yeah. clapping. and so you you know this is a significant day for sfo that is the launch of our new icon at the airport i think of if in the context of starting a new era in the transformation of 70 at the beginning of a 5. 7 billion Capital Program including the tower, excluding major terminal renovations and including a Grand Hyatt Hotel on the airport and conveniences and amenities that continue to elevate us oas worldclass airport for the next 5 or 8 years will be tremendously existing this tower is truly special for the airport the collaboration and the partnership was tremendous from day one and i think the trust that the faa showed in sfo that we could deliver this successfully was a wonderful acknowledgement of what sfo can do as a team and airport i think about the innovation of this tower that is youll notice some interesting features including the offset design it gives great viability for the the air Traffic Controllers and the schematic destine it is the first vertical concrete did i get it right jim concrete structure in the us that withstands a 8 point plus earthquake following events and also the new Technology Going into they are with the runway status that will be part of safety features of this tower and so you know this is an if a of a tower reflecting a seamless ambitious engineering and Operational Excellence with iconic design and been a recipient of a number of awards and recognized from the architecture industry and it is showing so much how we deliver projects as an airport and our core security of our airport engaging in a partnering collaborative project delivery process also a thoughtful integration of public art look over there. Thoughtful integration of our art into our architecture and a passion for the experience and, of course, that commitment to sustainability and im proud to announce this tower has received lead gold certification it is official. clapping. thanks mark. And so with that, were very proud to have another iconic symbol providing a beacon of safety for the people of the San Francisco bayview and around the world thats correct so much important being here. clapping. thank you i bar. Good morning professional aviation specialist we changed our name because safety is very, very important in the past as to the faa and to the underlying public thats what we do and do that well your folks behind the scenes they make sure that the arborists have the except up upcoming in bad and good weather 24 7 and have to maintain the existing equipment all the powder of the airport is equipment has to stay upcoming while were getting this new tower upcoming a double workload do it well, thats what we do best i want to applaud everyone the administrator folks and the air Traffic Controllers everyone got together to do this and sfo it was unique and done differently than in the past i got an opportunity to visit the tower earlier today as you may know it is a model like i said decades to come people will be looking at this tower and say what a great job and it is important we continue to move forward modernizing the air Traffic Controllers system to keep it going safely and smoothly day to day and the only time you notice us when those cameras see a problem and then we make the papers and television today is the day we want you to know the probation officer; right . The days you due hear about us folks and brothers and sisters in florida and the east going went through a traumatic hurricane so one other note while im here in San Francisco im routing for the giants. clapping. if you cant tell i have an east coast accent im a yankees fan now im wondering route for the nationals and see a banner up here San Francisco giants are champion again so thank you clapping. thanks mike it is good so have one extra fan our final speaker representing the national air Traffic Controllers association. Thank you administrator for coming out here an honor to be with you and with the navy and stakeholders and building this no facility im proud to represent this is very important the only way air Traffic Controllers sit right now where the tower is 60 years old the original tower in 1954 was the beginning in 1981 that building was updated and the the record will so show gained a larger tower with the operation of equipment for safety today San Francisco controllers handle one half million flight with over 50 million passengers in the tower we have everybody from aviation tours to the Golden Gate Bridge and the boring 787 and is underlying the longest commercial routes in the world the new tower is 200 and 20 feet at all thaurn the old tower maybe not a huge difference but the air Traffic Controllers a better view for arriving and depatching airport and it is to withstand a 8 plus earthquake without damage and survived the loma prieta earthquake the new tower is a between you testament to share the project and were proud of partnership newcomers controllers fall within the Management Team from the design all the way to decide where to put up equipment everything is laid out in a specific manner for safety air Traffic Controllers technicians and managers in San Francisco Work Together truthfully so design a wonderful tower with cuttingedge technology and with surveillance capacity and radar included is a big deal touch screens display screens for the service thats the bottom line the new facility is not only better but better for the environment and mentioned earlier the facility has a led gold certification that levels very different difficult to obtain the tower is open twentyfour hours a day on behalf of the air Traffic Controllers station i want to thank all the hard working individuals and thanks fewer professionalism and dedication thank you clapping. thank you very much jerry. Now it is time to turn on the new facility weve had several the speeches reference those panels how led lighting tonight theyll be lit in orange it is difficult to see now but nevertheless, we are going to ask our administrator to officially turn on the lights if you turn on a big lighting you need a big switch in order to do this so weve got this large light switch and ask our administrator and mayor ed lee to give you a count down from 3 and ready to join me in the count down 3, 2, 1. Thank you very much for joining is well begin the process of providing tours if youre interested in getting a tower of the tower cab see lynn and if Everyone Needs attire parking validated come to the front deck thank you very much for joining i have 2 job titles. Im manager of the tour program as well as i am the historyian of city hall. This building is multifaceted to say the very least its a Municipal Building that operates the city and county of San Francisco. This building was a dream that became a reality of a man by the name of james junior elected mayor of San Francisco in 1912. He didnt have a city hall because it was destroyed in the earth wake of 1906. Construction began in april of 1913. In december 1915, the building was complete. It opened its doors in january 1916. Its a wonderful experience to come to a building built like this. The building is built as a palace. Not for a king or queen. Its built for all people. This building is beautiful art. Those are architecture at the time when city hall was built, San Francisco had an enormous french population. Therefore building a palace in the art tradition is not unusual. Jimmie was an incredible individual he knew that San Francisco had to regain its place in the world. He decided to have the tallest dome built in the United States. Its now stands 307 feet 6 inches from the ground 40 feet taller than the United States capital. You could spend days going around the building and finding something new. The embellishment, the carvings, it represents commerce, navigation, all of the things that San Francisco is famous for. The wood you see in the board of supervisors chambers is oak and all hand carved on site. Interesting thing about the oak is there isnt anymore in the entire world. The floors in china was cleard and never replanted. If you look up at the seceiling you would believe thats hand kof carved out of wood and it is a cast plaster sealing and the only spanish design in an arts building. There are no records about how many people worked on this building. The workman who worked on this building did not all speak the same language. And what happened was the person working next to the other person respected a skill a skill that was so wonderful that we have this masterpiece to show the world today. Good morning, today is wednesday september 21, 2016, this is the regular meeting of the building inspection commission.
