Attorneyed office on the sixth floor, about 180 page report compiled by special Community Policing Division Within the department of justice. Police commissioner Charles Ramsey requested the review a couple years ago after a rash of Police Involved shootings. The number of incidents have since declined after the spike started an upward trend in 2007. Most recently protests erupted last week after d. A. Cleared philly cops. Head of the fraternal order of police said some of the problem is working with the deficit when it comes to the number of cops on the street. Todays report will assess police policies, training and operations as it relates to the use of force. It will then offer a plan of action for reform. One of the recommendations according to published reports continue to issue tasers to philly cops nonlethal form of weaponry. The report was scheduled to be released a few weeks ago but delayed until now because of the unfortunate murder of Robert Wilson iii. A shooting in philadelphia leaves a man in Critical Condition. This happened on Bridge Street in somerdale overnight. Police say someone shot the man in the chest and arm and got away in the darkcolored sedan. Investigators found a bag of marijuana at the scene. Philadelphia police need your help tracking down suspects in the subway assault. This is south broad street. You can see the group of young men attacking a young man on a subway platform and take off. The victim suffered minor injuries. If you know anything about the crime youre asked to call police. We have new information on a double stabbing investigation in camden. Law enforcement officials tell us this was a drug related robbery and not a random attack. The stabbings happened late last night at 6th and cherry streets. A man who was stabbed is in Critical Condition and a woman in Critical Condition as well. Police say a man was injured while working on his pickup truck early this morning in east philadelphia. Authorities say the truck slipped out of gear and landed on the man. He was rushed to the hospital where he is listed in stable condition. In southwest philadelphia a driver is hurt after crashing into a concrete poll. This happened along island avenue before 4 00 this morning. Officers say the driver lost control near lindbergh boulevard and suffered minor injuries. Airbags are the target of car break ins in philadelphia overnight. It comes weeks after the same thing happened not too far away. In all, four hondas were broken into early this morning. Tleef them now have missing airbags. A resident heard his car being broken into but others were sleeping and had no idea until police knocked on their door. New information about the philadelphia man behind bars for allegedly shooting his exgirlfriends son. Police say 23yearold Jamille Carter was on the run since pleading guilty last year. Carter turned himself into police on charges he shot a 12yearold boy. That shooting happened early yesterday morning. Investigators say carter sneaked into his exgirlfriends Port Richmond home. Police say the boy walked in on carter hitting his mother and carter shot the boy in the leg. He was taken to the hospital where he was treated and then released. Police call the deaths of a bucks county couple an apparent murder suicide. The bodies were discovered yesterday afternoon at a home on lempa road in the hollande section of northampton. Their names are not released but we do know they owned a store on jewelers row in center city. Archbishop will tour shelters food pantries and Health Clinics in the city. Hes raising awareness about hunger and homelessness ahead of pope francis visit in september. City and Business Leaders will join the archbishop on his visits. As you can see from the tire the pilot drifted off the runway into the mud, got the front and right side tire down got so deep in the mud. Rolling stone has since apologized for the article. This morning the bodies of seven ultraOrthodox Jewish children who died in a fire in brooklyn over the weekend arrived in israel. The remains of the children were taken to a cemetery in jerusalem where the Police Escort a crowd of mourners gathered to pay respects. Yesterday hundreds of people from brooklyns Orthodox Jewish community a tended a Funeral Service there. Three girls an four boys all siblings died when a fire engulfed their home saturday. The children range in age from five to 16. A child and the mother survived but were critically injured. Investigators say a hot plate left on from the sabbath may have caused a fire. Police in new mexico looking for suspects after someone opened fire at a skate park killing one person and injuring search others. Last night witnesses say they heard at least 20 gunshots at the albuquerque park after two groups squared off there. In california, one person is dead another is hurt after a cliff collapse along a popular hiking trail. Those two people who were standing where it crumbled. The victim rushed to the hospital with life threatening injuries. Officials say Hazardous Conditions hit the area recently. They even posted warnings for hikers saying the area may be unstable. Today the Supreme Court set to hear arguments on free speech case centered on specialty license plates bearing the confederate flag. The Supreme Court will decide if texas can refuse to issue those license plates. Part targets whether license plates are government or private speech. If the justices rule they fall under private speech texass rejection of the image could violate the first amendment. A license plate was sponsored by the sons of confederate veterans. Fiveyearold johnny is talking about this his new hand made for him, incredibly by a 3d printer. Johnnys Orthopedic Surgeon said he was born with a tiny hand. In the past he would have had only one option for a prosthesis. An old prosthetic weighed about 15 pounds which is about johnnys own weight. Many of them look like claws. The doctor suggested this space age solution. Johnnys hand and arm were measured and tested and then take a 3 diminishing image, send it through software called Slicer Software literally slices it up into those layers. You send that into the printer and it melts the plastic layer by layer. The usc students who helped design hands and hope to give johnny a new version for his sixth birthday say each layer hardens quickly so the shape can be changed and customized. It takes about 24 hours for the printer to make a whole hand. Right now its making a finger. That takes about half an hour. Johnny who got his firsthand in december, is completely in control now. I can pick stuff up wit. When he takes it to school the other kids are actually jealous. Ran around and gave him a highfive but they all wanted to wear it. His story is just beginning. What he will do with this super hand, or what he will do with the 3d printed technology in the future is limitless. I still cant wrap my mind around what a 3d printer is and how this comes out of it. In response the cops Office Conducted comprehensive review which included numerous site visits to meet with Police Department official and Community Stakeholders to conduct observations and to collect data. Today director ron davis is here to announce the findings and recommendations of that comprehensive review as set forth in the report entitled collaborative model and assessment of deadly force in the Philadelphia Police department. Recognizing that we cannot arrest our way out of the crime problems facing philadelphia my office has spent the last five years trying to build relationships with the community in the interest of Community Safety. While theres efforts in places such as Strawberry Mansion of philadelphia and the 22nd Police District have contributed to the reduction of Violent Crime in the city theres much work to be done. Unfortunately a significant hurdle in these efforts is bridging the gap between Law Enforcement and the community in terms of trust. Based on my experience as United States attorney the only way to bridge that gap is for all of us to Start Talking to one another rather than shouting at one another as there are many pieces to the puzzle that Impact Community safety. Those pieces include poverty, struggling schools and lack of job opportunities. In addition to the day to day work of Police Officers who simply wan to return home safely at the end of their shift. In january attorney general eric holder here to meet with Community Stakeholders and Law Enforcement officials at a Building Community trust roundtable. I found that conversation very valuable and it reinforced my belief that all parties need to engage in selfreflection and honest debate if we truly are going to figure ow the best way to keep the Community Safe in an environment in which all People Community members and Law Enforcement officers are treated fairly and with mutual respect. Hopefully todays announcement will further the effort to move philadelphia towards that goal. Ill now turn it over to director ron davis. Good morning. Let me start by thanking our u. S. Attorney for his leadership and hosting us today. Let me also start, if i may, on behalf of the department of justice, offer our condolences from Police Department throughout the community and family of officer Robert Wilson obviously tragically was killed several weeks ago, i learned now its sergeant Robert Wilson. So thats great. We want to start with that. As u. S. Attorney mentioned in 2013 commissioner Charles Ramsey asked department of justice to take a critical look at the policies and practices of the Philadelphia Police department with regards to the use of deadly force. The goal of the review was to identify areas in need of improvement and to provide recommendations on how to achieve best practices in those areas. Now, before i get to the actual findings, i do want to take a moment of pause to really appreciate and understand what i just said as far as the ask. Ill repeat myself. The commissioner asked us to come in. This was not a federal mandate, investigation of the Police Department. This was a voluntary assessment of what is working, what is not working and how do we become better at a Police Department. I focus on that because as we work to build trust in all our communities across the country the first is to have courage to assess whats working and not working, primarily not working, having wherewithal and capacity to make those things work. I do start out applauding commissioner and Police Department for having the courage to take an introspective look. When you think about it Police Commissioner asked to take a look at policies practices, training investigations on use of deadly force and asks us to take a critical look. The truth hearts we realized selective ignorance is fatal. Inability to do introspective will lead to public loss of confidence. We think thats a confident thing. We spoke with the commissioner to see what is and is not working and recommendations we could provide to help Philadelphia Police department. So as youll see in the report weve identified 48 findings that do identify what we would call serious deficiencies in key areas whereas to the use of force. First with regard to the use of force policies we also believe there are deficiencies with regard to training in the use of force both in the basic academy and in service. We are making strong recommendations that there be an established Training Program which does not exist at this moment. We found deficiencies and inconsistency with supervision and operational control, if you will of officerinvolved shooting investigations and crime scenes. And with regards to oversight and accountability we noticed there was room for improvement, in particular we would really strongly encourage the Police Department fully cooperate with the Police Advisory commission in sharing its data and information so that commission can do the job its been mandated to do. Once again you have it in front of you. The areas we saw deficiency use of force, overall training with regard to use of force, no field Training Program, deficient and inconsistent supervision of officer involved investigations. Just for an example, the one that stands out the most will be the department is still taking typed statements or interviews from officers versus audio or videotapes. We believe that makes it more of a summary statement than exact statement from the officer. And we also believe that theres ways to better have transparency by engaging Police Advisory commission and by making sure theres accountability not within the department but outside as well. Theres more with each of these areas. Theres some 48 findings weve identified. Now, in addition to those 48 findings which are what we would say the areas that need improvement, the areas the commissioner asked us to identify our experts through cna, here today, available to answer any questions, also provided 91 recommendations to help Philadelphia Police department achieve best practices. Now many of these the commission has already started working on. This is not like end and start that some of this is already in progress. With those 91 recommendations, i would lead my part in saying the department of justice is not just here to make this assessment, to identify deficiencies but we will continue to work with Philadelphia Police department over the next six months. We will help them with those recommendations. We will provide two Progress Reports to the department and community. One six months from i wont say exactly from today but roughly from today. We will do a Progress Report that will identify for the department and the community, their progress in implementing those 91 recommendations and one year after that report well do a final report that will advise the department and community where the Philadelphia Police department is at with regards to implementing such recommendation recommendations. I would say this philadelphia is the Third Department in the nation to ask for this review we are now reviewing in las vegas. Second is spokane, philadelphia baltimore. We are in st. Louis county were in fayetteville, north carolina, we announced salinas. Im looking at my staff. Did i miss anyone here . Well be making future announcements and return for more. This concept for voluntary assessment is relatively new. We think strong component of Police Reform in this country. We believe when you have leadership it does make a difference. A couple of sites. Whether or not we would accept reform from Police Department. One it would have to be voluntary. Department of justice cops office cannot impose an investigation. We are a training and Technical Assistance arm of the government. We provide grants to advanced Community Policing. It would have to be voluntary. Has to be more than a department that has deficiencies. We have to have confidence the leadership not just Police Department but elected leadership as well is committed to reform and our efforts are just a small portion of overall reform effort. Thats what we saw with commissioner nutter and commissioner ramsey we have to have capacity to implement changes. Otherwise were setting them up for failure. When we decided to accept the invitation from the commissioner, it was with a lot of confidence already in their ability to do what they said they were going to do proceed with recommendations, i do want philadelphians and Community Know well be standing side by side heg them we have confidence they will do the right thing, do implementation and provide Progress Reports to the community. A cold start again tomorrow not much warmer in the afternoon. A high of 45 on tuesday. The warming weather will come ahead of the showers. The first roundaf on wednesday, just a chance of light scattered showers. 53 the High Temperature on wednesday. It will go warmer ahead of the next round of showers coming in on thursday. Bring us a slight chance of thunderstorms. A High Temperature of 68 on thursday after a milder morning of 49 degrees. Then just as quickly as the showers come in they move out. The showers and first thing on friday skies turn partly sunny, a little bit breezy friday high of 55 degrees. That breeze will deliver a chillier day on saturday with partly sunny skies at 46 after a morning low of 36 degrees. A little bit colder sunday morning with sunshine up to 50 sunday afternoon.
