And washington state. Today the d. C. Council will hold a hearing on a bill introduced by tommy wells calling for the decriminalization of marijuana. Kristin fisher is live outside the Wilson Building with a preview of the hearing. Good morning, kristin. Reporter good morning. Just to be clear, were talking about decriminalization here, not full legalization, two very different things. What this bill would do is it would decriminalize possession of small amounts of Recreational Marijuana in d. C. By small ams were talking about by small amounts, were talking about less than an ounce of pot. Right now what would happen . If youre caught with that amount of pot in d. C. Its a miss demeanor offense. First time offender faces up to ix months in prison and a six months in prison and a 1,000 fine. But if this were passed, the final would only be 100. Supporters say its vital for the citys youth, especially those who live in ward 8 where the hearing will be held later tonight. The thinking is when you get this charge on your record when youre young, then it becomes up possible to get a job in the future. Heres d. C. Councilman at large david grasso. We have to recognize the war on drugs simply hasnt worked. Its been harmful to a lot of our communities from a criminal justice perspective. Folks are going to jail for nonviolent offenses and coming out worse than when they went in so we have to reverse that. This bill has the support of at least eight d. C. Council members but as you might imagine, it has plenty of opponents. Mayor vincent gray has questioned the timing saying they should focus on the medical Marijuana Program first. Phil mendelson is also skeptical citing federal cens, concerns that this bill would contradict federal marijuana laws. You have another d. C. Council member, the Council Member you just heard from david grasso whos introduced a bill that would legalize Recreational Marijuana in the city. So today this hearing is decriminalization but were going to talk about david grasso a little bit more in half an hour at 6 30. Kristin, thank you. Hes being remembered for his unselfish act. Heavier showers near stafford into northern charms and Prince Georges County charms and Prince Georges County. Most charles and Prince Georges County. Our forecast calling for mostly cloudy and breezy conditions. A couple of showers still possible later on. Temperatures holding in the mid and upper 50s. Back in a few with the seven day. Right now monika with timesaver traffic. On the inbound side of route 50, weve been watching this situation where theres been a crash near route 202. It looks like finally everything is just consolidated to the shoulder and on the southbound side of the bw parkway inside the beltway, it was a traffic stop also on the shoulder. So a couple of situations inside the beltway. One on route 50 and one on the bw parkway. Back to you guys. It is 6 11. In the news right now, two of the three women held captive by ariel castro in cleveland are ready to tell their side of the story. Amanda berry and gina dejesus will write a bob about their ordeal with the help of Washington Post mary jordan. The woman decided to write the book because no one has been able to tell their story accurately. They were held captive and abused in castros home for about a decade. It seems more teens are now being vaccinated for pa tuesday sis. That appears to be lowering the number of infants who are being hospitalized for whooping cough now. Researchers in cincinnati say the hospital stays were down 30 in 2011. It begins with coldlike symptoms and sometimes ends with a cough which resembles a hooping sound. When some make it to the top they service mentors of the others suffer from what is called the queen bee syndrome. Thats when women oppose other women. Theyre obsessed with maintaining authority and cut off the success roots for other women. This morning im joined by bonnie mcdaniel, the author of queen bee 7 reasons how women are not empowered to change the environment. This woman is worried about who is behind her, doesnt really want to move off to the side for fear shes going to be overstepped. Thats not uncommon. Its not. The reason i wrote this book is there are some awesome women out there doing some amazing things. Unfortunately if we were to really take and seize the power thats already us, were going to have to really have all the women around us support us. We dont do that nearly enough. Bonnie, it seems to be an odd conversation to be having in 2013. It is. After the feminist movements of the 60s and what happened in the 70s. Why are women still not secure in their own self so that they can help others . You know, its interesting because the very first chapter of the book is to work on self. A lot of women are insecure. A lot of women were not supported and they take that bad behavior or that negative behavior and it keeps going and then the woman who comes up behind her sees that kind of behavior. When she finally gets in position, she does the same thing. Its not something that we need to do. If you support other women, you would be surprised. We were talking off camera talking about the women in the senate and how effective they were when they realized hey, we have a job to do. There are some things we can do when we put our Heads Together and we can get it done. Thats really what this book is about. Its not a negative, its not a bashing of women because im a woman. I know if we were to just tweak some of those behaviors, things like not wanting to mentor other women, the idea that its not a good idea to collaborate with other women, if we shift those behaviors and really turn it on, we can really achieve a lot of the things that weve been trying to do for years now. The woman coming up facing a queen bee, how does they get around that . Oh, my gosh, its a hard thing. One of the attributes of the queen bee is she needs to be special. And i have run into some queen bees so complementing them and really pointing out the positive things about them. It helps them to feel secure. If you want her to support you, be supportive of her. If youre looking for her to boost you, boops her. And if change boost her. And if change [indiscernible] im here to help you as opposed to taking away from your job. Its a fascinating book. Its Bonnie Mcdaniels queen bee. Good to see you. Good to see you. Thank you. We want to take another look, howard, a the forecast. Its getting cold and colder. Yeah, first things first. Yesterday we were in the upper 60s, today upper 50s with rain around, especially if youve been south and east of d. C. You know what ive been talking b. A threat for a couple of showers here this morning, especially this morning, especially south of town. This afternoon were still looking at mostly cloudy skies. A few breaks and an isolated shower. Highs in the upper 50s with the wind kicking out of the northwest here this afternoon at times gusting over 20 miles an hour. Weve been watching one batch of rain which has been forming over South Central virginia coming up through our neck of the woods. Then thisth storm. See it spinning here coming toward southwestern ohio. That clipperlike system will bring rain and snow showers to the mountains out west and give us a chance for a shower a little later. Right now on doppler 9000, youll notice the areas of yellow with the orange. These are the heavier showers. Very little going on north and west but south of town toward stafford, this is going to clip toward southern areas of Prince William county especially. Dale city has to watch out for that and toward dumfries and quantico into stafford. This is moving toward charles county. You already seen some rain. A lull at the moment. Lighter showers from leonardtown toward newland. Another batch of heavier showers weve been seeing in the eastern part of d. C. Pulling in toward Prince Georges County. Locally its gotten a lot colder places like lovettsville this morning 41 than it is east of town where its 51 in annapolis. Showers dropping in waldorf to 46. Cloudy skies. Weve had water at times on the camera cover. Right now Reagan National some light showers and 50 degrees with an east, northeast wind at 7 which will turn to the northwest. Once this comes through, that will allow even colder temperatures to come in over the next couple of days. So today were looking at 57 with the showers around, especially this morning. 40 degrees tonight. Low 30s north and west but i dont think a freeze or frost. Tomorrow night could be the first freeze for some, down to the 30s, even upper 20s in the cold spots. Over the weekend temperatures recover to 56 on saturday for the homecoming games and 57 on sunday. Lets turn it over to Monika Samtani. Building volume, wet roads. I know what that means. The cause remains under investigation. Well get you more information as soon as we get it. Today the d. C. Council is going to hold a hearing on a bill introduced by Council Member and mayoral candidate tommy wells. It calls for the decriminalization of marijuana. Kristin fisher is live outside the building with a preview of that hearing. Good morning, kristin. Reporter good morning. Right now if youre caught with less than an ounce of pot for recreational use, its a misdemeanor offense with penalties up to six months in prison. What this bill would do is essentially drop that offense to just a civil pen 8ty penalty like a speeding ticket and the fine would only be 100. There are lots of opponents to this of course. They argue that if passed, this decriminalization would contradict federal laws and potentially cause problems for the district. Others say it would only encourage the citys use to smoke more pot but supporters say that this bill is actually intended to help young people, to make it so that if you do get caught with a small amount of pot, that it wont keep you from getting a job in the future. Right now at least eight d. C. Council members support this decriminalization legislation, including d. C. Councilman at large david grasso but hes even going a step further. He wants full legalization in the district. Listen to this exchange that he had with our Derek Mcginty last night. You smoke marijuana. I would not. Would you smoke if it was legal . If it was legalized i would. I drink beer occasionally now so i dont see why not. The reality is you have to determine whether or not its good for you or whether or not you want to do it and regulate it properly. Councilman grasso has introduced his own bill that would legalize the use of pot for all adults in d. C. Over 21. He thrill has the backing of a majority of americans. A new gallop poll finds that for the First Time Ever the majority of americans now say pot should be legal. Hes got that backing according to that gallon poll but that is of course gallop poll but that is of course just full legalization. What were talking about at todays hearing and this bill on the table, that for decriminalization. Tonights hearing gets under way at 6 30 in anacostia of the back to you. C. With low 30s north and west. It will be kind of breezy today, too. Windchill becoming a bit of a factor. This system coming into ohio, this will be giving us some mountain rain and snow showers and isolated shower later on but if this stuff this morning coming out of South Central virginia which has been giving us moderate, occasionally heavier rain showers its generally along and east of 95. So a few showers west of 95 in stafford county. Lighter showers toward manassas. But you see this in quantico, nanjemoy weve seen heavier rain. And heavier rain in d. C. Once again. Its come up 395. From National Airport over to southeast, Capital Heights in toward prince georges counties, boy, the beltway in Prince Georges County, that is one wet slow ride for the wilson bridge all the way up around to route 50. A little lighter rain from college park but this is all moving east, northeast. So bowie youre going to get it moving back toward Anne Arundel County as well and across the bay bridge as well. A little damp this morning as well. Temps are dropping into the 30s. Many others north and west west of d. C. In town its 50 but many of our suburbs are in the lower to middle 40s like white oak and restton at 45. 47 in centreville and Upper Marlboro this morning. And with the rain around, weve got 48 college park and 46 with the rain at jointbase andrews. Outside on our weather camera, its cloudy, its damp. 50 at Reagan National. An east, northeast wind at 7. That will turn to the west, northwest and be gusting at times potentially 15, 20 miles an hour if this upper level system comes through with more rain showers and some mountain snow showers today. So the futurecast shows those showers by lunch time over toward the delmarva but rain and snow showers in the highest elevations here of western maryland and West Virginia and an isolated shower or two this afternoon. Most of the action, though, will be out west in the higher elevations. Even a little stick is not out of the question. An isolated shower later on, breezy. 40 tonight with 33 outside the beltway in the coldest spots. Tomorrow 55, blustery, 30s, even upper 20s by friday morning. So chilly friday and some moderation in those temperatures over the weekend. Lets check in with Monika Samtani now. Another look at a slowing commute for many. It really is. We have a fivecar crash as well coming in from the south route 301 at cedarville road. So watch out for that. Other than that, look at the beltway behind me. Very slow and heavy for the most part on the north side of town and as howard said on the south side of town and coming in virginia on the northbound side of i95, dale city to woodbridge, thats going to be your heavier stretch across the occoquan river. Then lorton, newington and springfield. Well take a live look where theres a crash on the northbound side of 395. Its at the service road to get on to seminary road west. That is blocked there. The thru lanes are open in that area. On the bw parkway and route 50, you want to watch out for two separate incidents that were causing delays. One was a disabled vehicle on the bw parkway. And the other one was a crash on the inbound side of route 50 after route 202. Its very slow and heavy coming in from the beltway there. One last live look from our sky 9 and if youre planning to head here on the bw parkway, this is what you should expect. Oh, my goodness, from at least powder mill road trying to get to the beltway. Parents are in constant negotiation with their teens about everything but especially driving. In todays extra mile report, its National Teen drive safety week and pat may joins me with ways to help with the awareness of the risks. Thank you for being with us. Parental involvement is crucial. Yes, it is. Its a constant negotiation with kids going out to parties, School Events and the like. You need to manage the risks theyre involved in getting behind the wheel. We have busy lives, busy families. Teens could be driving a lot more than we want them to. My oldest son just got his license and its a scary thing. Tell me about the new tool for me to figure out the risks with my teen driving. Some things are nonnegotiable. You need to wear a seat belt. You cant drink and drive, cant text and drive. Theres no negotiation. Cant speed. But we develop add tool where there are three identified risks from data that show that if you avoid these risks or reduce these risks, you can reduce your risk of having a teen fatality behind the wheel. Well put up a graphic. The pointtopoint communication and telling them about the number of passengers. So when you use this tool, you identify risks for it. The parent can then negotiate with the child about reducing the risk by reducing the number of teen passengers in the car, driving during the daytime or at night and also the third risk is experiencing in driving. During the six months of driving theres a greater chance of a wreck. Thats the beginning of the negotiations.
