An investigator who led the probe into sexual assault allegations against a Newport Beach surgeon and his girlfriend is accusing Orange County Dist. Atty. Todd Spitzer of sabotaging the prosecution of the case and retaliating against her for investigating the couple, according to a lawsuit filed against the county this week.
D.A. s office investigator Jennifer Kearns alleges in the lawsuit filed in Orange County Superior Court, that Spitzer colluded with Grant Robicheaux and Cerissa Riley’s defense attorneys while “engaging in a concerted political campaign to undermine the prosecution, discredit the victims, and ultimately destroy the criminal case” against the couple, the lawsuit states.

SANTA ANA (CNS) - A 63-year-old man pleaded guilty today to molesting three girls in and around Anaheim and was immediately sentenced to eight years in prison.
Robert Clayton Foster pleaded guilty to three felony counts of lewd or lascivious acts with a minor. One count of lewd or lascivious acts with a minor was dismissed, along with a sentencing enhancement for multiple victims, as part of the plea deal.
Orange County Superior Court Judge Michael Cassidy ordered Foster to register for the rest of his life as a sex offender. He was given credit for 910 days in custody.

The Newport-Mesa Unified School District’s plan to construct a $32-million performing arts complex at Estancia High School is being challenged by the city of Costa Mesa in a lawsuit that alleges the project has not undergone adequate environmental review.
In a petition for writ of mandate filed in Orange County Superior Court this year, Costa Mesa City Atty. Kimberly Barlow said Newport-Mesa trustees approved the project in October 2019 and submitted plans to the state architect in November without holding adequate and timely public hearings.
The city “and the public will suffer irreparable harm by respondents’ failure to take the required steps to protect the environment and follow mandatory environmental review in compliance with the law,” the document states.
