Morgan Loueez Bell, 26, and Brandon Charles Hodge, 28, both were preliminarily charged with murder in the shooting death of 33-year-old Robert Eugene Scott III. Deputy Police Chief Melissa Pease confirmed the arrests shortly after 1 a.m. Monday. Delaware County emergency dispatchers received a report of gunshots in the 2200 block of West Ninth Street at 4:38 a.m. Sunday.
