Congressman Cedric Richmond - Louisiana There’s been development in Louisiana’s 2nd Congressional District race as outgoing Congressman Cedric Richmond has endorsed New Orleans Senator Troy Carter as the person who should take over his seat. Political Analyst Clancy DuBos says it’s a significant endorsement for Carter. “He’s made a lot of relationships, he carries a lot of political influence and of course now he will be in the Biden administration in the next few days, so he has a lot of political influence,” said DuBos. Richmond has resigned from Congress to be a senior advisor for President-elect Joe Biden.
