point. we want to know about what's happening in that neighborhood. at the same time, a better relationship between these two countries might yield better dividends than increased spying. what is your take on that, fran? >> jim, we do two things and we do them simultaneously. you try to strengthen your intelligence relationships and across the board, diplomatic law enforcement. you strengthen all of those. that doesn't mean that you stop sort of the adversarial one. that is sort of a low-level, discrete, espionage activities. they both happen at the same time. there is a sophisticated understanding about that. that's why you see both moscow and the united states in this most recent case, acknowledging, look, we have to get passed this and move on in strength thenning t the relationship. >> you brought out that case in norway, peter. how significant is that case? it is yet another reminder that we have problems in this department that have to be dealt
