federal money in. >> you need to have a grand bargain where we put new money in from the federal level in exchange for real ae form. a grand bargain for teachers would say, the feds are going to put up billions of dollars. in exchange, the teachers unions will have to give up the pay scales that they currently require where everybody has to be paid the same based on how many years they've been in the classroom or -- and how difficult it is to -- >> give up seniority as the basis of pay and put in place -- >> the ability to pay up for specialties like math and science where promising young people have better opportunities outside the clam to attract a new generation of teaching talent to the toughest schools -- >> it sounds sensible. but people don't want any more federal involvement in their local school system. teachers are going to rebel against that. >> i'm sure teachers would rebel against it. the unions i think would be open to this grand bargain. if you said you're going to put more money in exchange for some of these reform, tuff beginnings
