cbo is good at scoring legislation and its impact on a budget. but they're not good at looking at how legislation will impact consumers. they actually told us that the exchanges in obamacare would bring 22 million people into the exchanges when actually it was only 10 million people. i look at this being phase one, but if tom price gets to phase two and we have another piece of legislation that gets us to phase three, we will have choice and competition, reduced prices so people can pick health care that works for them and their family. >> we can get to phase two and phase three in a moment. you're criticizing the congressional budget office, the nonpartisan congressional budget office led now by a republican, put in there by then congressman tom price, now the secretary of health and human services. this is what you said about the congressional budget office as a very good source of information back in 2011. >> let's be clear with the american people. let's be honest with the american people that if we don't reform medicare, the cbo says it's going broke in nine years.
